    The Captain Amarinder Singh led Punjab Government has constituted a Group of

    Experts, headed by noted economist and former deputy chairman of the Planning

    Commission, Montek Singh Ahluwalia, to come out with the post-Covid revival

    strategy for the state.

    The Group, which includes leading economy and industry experts, shall

    recommend to the Punjab Government a short-term (one year) as well as medium-

    term Action Plan, including a fiscal management strategy along with other policy

    measures to revive the State’s economy in the aftermath of the Covid-19 crisis.

    Captain Amarinder said his government was grateful to Montek for accepting the

    difficult task of finding ways for the state’s economic revival.

    It may be recalled that the Chief Minister had announced his government’s

    decision, some days ago, to set up a panel of experts to formulate a comprehensive

    strategy to revive the state’s economy and industry in the post-Covid scenario.

    The 20-member Group has been mandated to submit its initial set of

    recommendations by July 31, 2020, followed by two more reports by September

    In just one month, more than 60,000 new drug-addict patients registered under de-addiction program

    Health Department Instructs Private hospitals and chemists to report detail of patients having flu symptoms online OPD services initiate through e-Sanjivani app

    Chandigarh, April 25:

    Witnessing the overwhelming response across the State, more than 60,000 new drug-addict patients have been registered under de-addiction program in just one month during the lockdown.

    Giving more details, Health Minister Mr. Mr. Balbir Singh Sidhu said that keeping in view the increasing number of patients, the opening time of OOAT clinics has been fixed at 8 am. He said that on the directives of Chief Minister Captain Amarinder Singh, special attention was being paid to all the key programs of the health department including drug de-addiction program so that patients suffering from chronicle and other serious diseases would not face any difficulty. He also appealed to the social workers and general public that to follow the instructions of the government at this critical time and reach out to the hospitals only when needed.

  • Elaborating the importance of flu corners, he further said that flu corners have been established in government hospitals to take samples of suspected corona patients. All private hospitals in the state have been asked to refer the patients those have flu symptoms to government hospitals so as to prevent the spread of Corona virus as earliest. Free RT-PCR testing will be conducted of all patients with flu symptoms such as fever, cough, respiratory problem, pneumonia etc. at these flu corners.

    The Health Minister said that to check the spread of Corona at the public level, the Health & Family Welfare department has issued the instructions to all the districts to ensure that not a single suspected patient of COVID-19 would be missed in screening campaign. He said that apart from the private hospitals, all the chemists have been directed to provide details of sale of medicines which can use for treatment of flu, cough & cold with the information of the buyer.

    The Health Minister said that the Punjab Government has also taken a public interest initiative to ensure uninterrupted health services to the people of the state in the wake of COVID-19 epidemic. The Punjab Government has launched Integrated Telemedicine Solution, e-Sanjivani-Online OPD Services (Doctor to Patient) developed by C-DAC Mohali. The initiative aims to provide maximum online OPD services to the people especially in rural areas. He said that it provides a platform for the people to connect with the network of specialist doctors through video conferencing.

But during these tough times and for the ease of the farmers to bring wheat crop to the mandis, the government has issued 55930 passes to Arhtiyas and farmers for 25th April, 2020, while 63290 passes were issued for 26th April, 2020. "Captain Amarinder Singh led government is committed to procure every single grain of the farmers amid the spread of this deadly disease and we are duty bound for the smooth procurement so that farmers never face any problem in marketing", he added. He said that in the state of Punjab from 15th April 2020 to 24th April 2020 a record 3507431 metric tonnes of wheat had been procured whereas during the year 2019 the procurement of 24 days wheat was 2166704 metric tonnes. He said that today on 25th April 2020 also 7 lakh metric tonnes of wheat is likely to be procured. Mr. Ashu said that Rs.990 crore has been paid so far for the procurement of wheat and 2 lakh metric tonnes of wheat is being lifted daily and today he directed all the procuring agencies to lift 4 lakh metric tonnes of wheat daily.   • Vigilance Bureau distributes face shields to health workers, police personnel

    Chandigarh, April 25: In a battle against Covid-19 pandemic outbreak in the state, Punjab Vigilance Bureau (VB) today distributed face shields for protection of frontline health workers deployed in PHC Dhakoli, Zirakpur and Civil Hospital Phase-6 S.A.S Nagar along with Police personnel deployed at various nakas in Zirakpur.

    Disclosing this here today, spokesperson of the Vigilance Bureau said on the directions of Chief Director-cum ADGP Vigilance Bureau B.K. Uppal, different teams from flying squad have already been formed to monitor the problems being faced by the police personnel and health employees and steps have been taken to resolve their grievances. In this regard, these teams were also providing ration and essential items to the needy persons.

    He further informed that a team of VB flying squad-1 led by AIG Ashish Kapoor today distributed face shields to the front line employees of the primary health centre (PHC) Dhakoli, Zirakpur and civil hospital Phase-6, S.A.S Nagar to protect them from any kind of virus attack. Besides this, VB team have also distributed face shields to police personnel at various nakas in Zirakpur hotspot areas.

    He encouraged the health workers as well as police personnel and told them to work hard while keeping themselves safe. He said the Bureau would always be at your disposal if you face any difficulty while performing your duty.

    He added that VB team have already distributed such face shields to frontline health workers in civil surgeon office at S.A.S Nagar and PHC Nayagaon.

    Chandigarh/Bathinda, April 25 On the directions of Punjab Chief Minister Capt Amarinder Singh, 80 buses were dispatched on Saturday from here to bring back the stranded pilgrims at Takht Sri Hazur Sahib (Nanded). Punjab Finance Minister Mr. Manpreet Singh Badal encouraged the staff, who were going to bring back the pilgrims. Mr. Manpreet Singh Badal said that these AC buses of Punjab Roadways and PRTC were being sent by the state government to bring back the pilgrims and the entire cost would be borne by the state. He said that three drivers, one conductor and one policeman have been deployed in each bus. One bus would cover a distance of more than 3300 km in up-down. Notably, due to sudden lockdown around 3200 pilgrims from Punjab were stranded at Takht Sri Hazur Sahib, Nanded. Urging the drivers, conductors and police personnel to take every necessary precautions during the journey, Mr. Badal said, "It is a challenging time for all of us but I am confident that we will overcome this challenge with our enthusiasm, passion and discipline." The Minister said that the return of these pilgrims has been arranged by the Chief Minister Capt. Amarinder Singh in consultation with the Union Government and Maharashtra Government. Giving his personal number to the Nodal Officer, Mr. Badal said that in case of any obstruction on the way, he may contact him immediately so that the pilgrims would not face any difficulty in returning home.     The Jail Minister, Punjab, S. Sukhjinder Singh Randhawa today said that the Department of Prisons expresses its heartfelt gratitude to Khalsa Aid Organisation for providing necessary items and equipment to the department for enhancing its capacity to tackle COVID-19 pandemic. He further said that the humanitarian gesture extended by the Khalsa Aid in this time of need would be counted as very valuable in the annals of humanity.

    Meanwhile, the ADGP Prisons Mr. Praveen K. Sinha while thanking the Khalsa Aid, said that, “Khalsa Aid Organisation has always come up and played a pivotal role in helping the needy during the exigencies throughout the world and have proved to be the real heroes – who works silently without seeking attention. Humanity shall always hold such noble souls in high regard”.

    It is noteworthy that the Khalsa Aid Organisation, represented by Mr. Amarpreet Singh and other volunteers donated a total of 920 body suits, 5000 masks, 1650 bottles of sanitizer (100 ml) and 23 IR Thermometers to various jails of Punjab.

    Not only this but to control the menace of mosquito borne diseases and for disinfection of jail premises, nine shoulder mounted fogging machines were donated by Khalsa Aid, one for each Central Jail.

    Punjab Government issues advisory regarding use of Air-conditioning in Residential/Commercial & Hospital

    Chandigarh, April 25:

    The Punjab Government today issued advisory regarding the use of Air-conditioning in Residential/Commercial & Hospital in the wake of COVID-19 pandemics.

    Giving details here today, an official spokesperson of the Punjab Government said that with the onset of summer season in the past few weeks, concerns with regard to the safety and usage of Air conditioners/coolers etc. in the wake of COVID-19 pandemics have been raised. The Air-conditioning systems generally work on the principle of re-circulating the air inside the room and in the current COVID-19 situation, there are apprehensions that the air conditioning poses a threat to other people especially in large facilities such as malls, offices, hospitals, health centres etc. The State has therefore

  • decided to come up with an advisory to allay all such apprehensions and concerns with regard to safety and usage of Air conditioning/coolers etc. in different settings.

    Divulging about the guidelines for usage of air conditioning in various settings, he said that in resident application recirculation of cool air by Room Air Conditioners must be accompanied by outdoor air intake through slightly open windows and exhaust by natural ex-filtration. The room temperature should be set between 24-27 degrees Celsius and the relative humidity should be maintained between 40% - 70%. The Air conditioners should be serviced often so as to keep the filters clean. Exhaust fans can be installed in the rooms containing a large number of people so as to create a negative pressure in the room and ensure the entry of fresh air in the premises. The circulated air inside the room should be vented out frequently.

    Talking about the evaporative/ desert air cooler he said that tt is advisable to prevent dust entry and maintain hygiene. Evaporative cooler tanks must be cleaned and disinfected and the water drained and refilled frequently. He said that the evaporative air coolers must be cleaned and disinfected at regular intervals. The water tank should be emptied and then wiped gently with a soft cloth, sponge and warm water to eliminate moldy residue that may have built up since the previous cleaning. The tank can also be washed with mild soapy water and then flushed out with clean water. He said that for the cooling pads and air vents, a mixture of 50-50 water and vinegar should be used to soak and rinse the pads and the vents. Evaporative coolers must draw air from outside to ensure good ventilation.

    The spokesperson further said that fans should be operated with windows kept partly open. If an exhaust fan is located at a nearby location then it must be kept running to exhaust air for better ventilation.

    Revealing about commercial and industrial facilities, he said that the best action to limit the risk of spread of COVID-19 infection through air is to ventilate the indoor environments with outdoor air as much as possible. Mechanical ventilation systems and air conditioning systems, which provide ventilation, can perform this function more effectively than simply opening the windows, because they improve the quality of the outdoor air with filtration. If fresh air is not provided, it is advisable to introduce a fresh air duct attached to a central inline fan filter unit and distribute the fresh air by

  • grilles into the space or near the indoor units in case of multiple cassette or multiple hi-wall units.

    He added that in healthcare facilities, the probability of spread of infection is higher especially in COVID-19 wards or isolation centres. It is therefore recommended that the air-conditioning system in these facilities should be isolated and different from rest of the hospital or the building so as to prevent the re-circulation of air which may be containing the droplet nuclei having virus. He said that in certain settings, where a separate air conditioning is not possible/feasible, exhaust air is likely to contain particles carrying the virus and hence a suitable technique should be deployed to prevent the spread of infections. The treatment of exhaust air can be done by HEPA filtration or by chemical disinfection of the exhaust air from COVID-19 patient room by bubbling the exhaust air through a “Diffused air aerator tank” (preferably of non-metallic material) holding a 1% sodium hypochlorite solution. He said that exhaust Air can also be treated by exposing it for 45 minutes to a temperature of 75o Celsius to inactivate the SARS-CoV. Due to the possibility of presence of active viral particles on the exhaust systems, it is advised to follow suitable personal and environment protection protocols during any maintenance activity on the exhaust system.

    He added that in resource constrained settings, certain make-shift Isolation enclosures can be designed to provide the necessary protection from the COVID-19 viral particles. This could be a temporary makeshift cubicle or tent constructed out of a skeleton structure (of plastic or metal) and plastic sheet or canvas covering.

    He also said that a quarantine centre shall be well ventilated and preferably be maintained at a negative or neutral differential pressure. When mechanical ventilation is resorted to, it shall be a once through system (non- recirculatory system) that provides a “clean to dirty” (towards the patient and away to the exhaust) air flow pattern.

    “The offices use different types of air conditioning, ie, Window/ Split air conditioners to centralized air conditioning to coolers during summer seasons and the employers are advised to refer to relevant section in this advisory depending upon the type of air conditioning installed in their offices”, he said.
