One o f these m i n e s has not M M w o r k e d by the lessee d u r i n g the past t w o years . We d e m a n d t h a t no m o r e of said coa l lands be b ased, b u t t h a t as soon as p u n ( l i a b l e the state sha l l develop and w o r k said p r o p e r t i e s f o r the purpose of p r o v i d i n g u s e f u l l a b o r to the coa l mine r s , and o f f u r n l s h i n K f u e l to t he c i t izens o f t he s tate at the a c t u a l cost , l p r o d u c t i o n and t r a n s p o r t a t i o n .
