Box 201401 Helena, MT 59620-1401 Fellow Montanans: As our state's new Attorney General, this is my first year to introduce the Montana Highway Patrol annual report. As always, this report provides statistics on the crashes that occurred on our highways last year – the road conditions and time of day; the gender and age of the drivers and passengers involved; and whether the victims were wearing their seatbelts or had been drinking, to name just a few. But what I would like to emphasize is something this report doesn't cover – the risk our Patrol troopers take on each and every day in an effort to keep others safe. After not losing a Patrol trooper for almost 30 years, in the past two years, two troopers have been killed in the line of duty.
David Graham, 36, was killed in October 2007, after his squad car was struck head-on by a pickup that crossed the center turn-lane on U.S. Highway 2. He was performing routine traffic patrol.
Less than a year later, Evan Schneider, 29, died in a crash on the same highway while on duty.
Their loss has been hard for their immediate families and for the larger Patrol family. In recent years, the Patrol has also taken on the added responsibility of drug interdiction. As part of the Rocky Mountain Highway Patrol Network, Montana troopers work with their counterparts in Utah, Colorado and Wyoming to disrupt drug trafficking and tie individual drug seizures to investigations into larger distribution networks. The result has been a number of significant arrests, and the seizure of drugs, cash and weapons from dealers on our highways. On average, about 5.5 million miles are covered by Montana's troopers each year. They deserve our respect and thanks. Theirs is a dangerous job, but they do it with pride and professionalism – and a genuine commitment to the safety of the public they serve. So, while no one enjoys getting a ticket, if you are stopped by a Montana Highway Patrol trooper, consider saying thanks to the trooper who stops you. Sincerely, Steve Bullock Attorney General

I respectfully submit the Montana Highway Patrol’s annual report for 2008. The report is required by Montana statute and summarizes all reported crashes investigated by Montana law enforcement officers. The information is gathered through the efforts of many individuals, and helps a number of state and federal agencies to work together in reducing vehicle crashes in our state.
Traffic fatalities declined significantly in 2008. Overall, the number of persons killed on our highways was nearly eighteen percent lower than 2007. While this is good news, I can assure you that the men and women of the Patrol will not rest until Montana’s highways are among the safest in the nation. Our goal is a sustained reduction of sixteen percent by 2016, as measured by NHTSA standards.
Part of reaching that goal is improving trooper availability. In September 2008, the Highway Patrol reached a major milestone in that effort by rolling out an integrated technology solution that allows troopers to perform most administrative functions such as routine reports in their vehicles without having to spend time in the office.
On August 26, 2008, Trooper Evan Schneider gave his life in the line of duty near Kalispell as a result of a traffic crash. Trooper Schneider took the mission of the patrol very seriously, and his contributions to public safety will be sorely missed. His extended law enforcement family continues to serve the people of Montana, which is a fitting tribute to a fine man.
The Montana Highway Patrol is proud of the work we do, and the improvements in traffic safety that will come of that work. Together with our safety partners and the motoring public, we will ensure that Montana remains a great place to live, work, and travel.
