Egyptian Youth Council for Development
Published according to the law of the Arab Republic of
Egypt No. 84 of 2002 and amended by Law No. 70 of
2017 under No. 6021/2016 , As a non-profit
organization working to find youth solutions for
integrated development
* The Council seeks to be the incubator for all Egyptian
youth and express their aspirations and dreams,
according to a national framework that represents
everyone in order to draw, follow up and apply policies
and strategies and provide the legal environment and
infrastructure, and immunization of young people with
a system of values and ethics and enhance the
Egyptian identity to a sustainable development
consistent with international laws and regulations
based on the principles of the human rights and social
justice.

Objective of the Council
• Is to develop youth solutions for integrated development by
preparing the Egyptian youth to assume leadership
positions after rehabilitation to support the governmental
and private stuff and institutions and the real competencies
trained and qualified capable of raising the level and
efficiency of these entities and solve the problems are
faced by young people in a different manner of
management and thought ultimately benefit the homeland.
• In this context, the Council ensures that young people need
with scientific, technical, administrative support and follow-
up assistance to achieve the Council's goal of having a
young generation capable of bearing the banner of
development and working to expand the participation of
young people in volunteering works and the development
of entrepreneurship, creativity and community leadership.

The objective of the Council's follow-up the
presidential elections 2018
One of the most important fields of work for the
Egyptian Youth Council, based on the decision of the
Ministry of Social Solidarity to register and publish the
Council is human rights. The Council believes in the
importance of the follow-up of civil society organizations to
the electoral process as one of the most important tools of
popular control which is one of the important means of
protection of election integrity. The electoral process also
encourages and promotes adherence to the legal framework
and contributes to the prevention of misconduct.
The main objective of the following-up of 2018
presidential election was to ensure a complete and
comprehensive evaluation of the electoral process that is
independent, impartial and objective, as well as to ensure
the integrity of the electoral process and to monitor, and
follow up any violations that may occur in order to treat
and prevent them In any future elections, whether
presidential, parliamentary or even local.

The National Program for the
Follow-up the Egyptian
Presidential Elections of 2018

On 18th January 2018, the Egyptian Youth Council
launched the National Program for the Follow-up to the
Presidential Elections, with the aim of training and
preparing 10,000 young men and women in various
Egyptian governorates on how to monitor and follow up
Electoral processes.
The members of the program were trained to define the
electoral system and the principles of democracy in the
electoral process, the stages of the electoral process, how
the voting, inventory and counting of votes are done, the
means of monitoring and follow-up in the electoral process,
the standards and controls of integrity and transparency,
the criteria for electoral administration, election officials and
observers, in addition to legal framework and institutional
for the integrity of the elections, After Theoretical Training A
simulation model was held for acting the voting day to train
the members of the program in a practical manner on how
to follow up and monitor.
More than 20 programs were implemented in Cairo, Giza,
Qaliubia, Sharqia, Gharbia, Dakahlia, Beheira, Alexandria,
Port Said, Suez, South Sinai, Minya, Assiut, Qena and
Aswan.

• The national program for the follow-up the presidential
elections was held in a free and voluntary manner by a
group of the best trainers, legal experts and politicians. The
distinguished candidates were selected to join the 20
centralization and subsidiary operations rooms in 20
governorates or to select them as polling stations for the
polling committees after obtaining field follow-up permits
from the National Commission. For the elections, which
numbered about 600 field monitors distributed to the
general and sub-committees.
• The goal of the training of the national program members to
follow up the elections is not only follow-up the presidential
elections in 2018, but the main objective is to prepare a
new generation of young followers ready and qualified to
follow up on the local elections in 2019 and parliamentary
elections in 2020 and the next presidential elections in
2022.

The voter registration process.
• The follow-up in the Council did not monitor any problem in
the registration process.
• We commend the process of unifying the voters' database
at inside and abroad, thus facilitating the process of voting
for Egyptians abroad, even those on short visits.
• We commend the decision of the National Elections
Commission to allocate committees for expatriates and to
give citizens the opportunity to change their voting
committees to places other than their places of residence,
but we believe that this stage deserves more attention in
the next elections where it did not have enough luck to
announce it, The opportunity of many expatriate citizens to
exploit this facilitation and knowledge of them after the
closure of the registration of applications for expatriates or
when they already went to vote, which should be taken into
considering in the upcoming elections.
• The follow-up room monitored that ,the National Elections
Commission didn’t numbering of voters and seats on its
website only after the announcement of the results,
contrary to previous times, which helping to follow up the
process of follow-up and facilitate the citizens and
researchers.

The stage of inviting voters to elect the president
and announcing the timetable
• The Egyptian Youth Council Foundation monitored the
commitment of the National Electoral Commission to the
legal frameworks in inviting the electorate to elect the
President of the Republic as well as its commitment to the
timetable before the start of the electoral process, which
deserves commendation and although it was taken to
shorten the period set for receiving and fulfilling the
candidacy applications and limiting them by ten days only
which is Insufficient to require the candidate to obtain a
large number of models of support, which is 25000 support
from at least 15 provinces or the recommendation of 20
members of the Parliament, so please the National
Electoral Commission needs to take into considering in the
upcoming elections and Providing greater opportunity for
those who wish to Take tours to convince citizens or
members of the Parliament editing forms of support or
recommendation.

The stage of receiving requests for candidacy
from Candidates in the presidential elections
• Foundation noted that the short time was granted to
meet the candidacy identified ten days only requests and
was not enough, so the National Electoral Commission
should reconsider the duration of this stage and allow
greater opportunity for those wishing to run so as to
broaden the base of participation. people who want to run
for must work before submitting candidacy applications in a
sufficient period to convince citizens for editing support
models or deputies in their mandate, the General

Stages from the announcement of the initial lists

• During these stages, the Egyptian Youth Council

The stage of propaganda for presidential
candidates
• The Egyptian Youth Council's followers Foundation
Monitored that the process of electoral spending,
especially support campaigns were not controlled on
fund-raising or spending or collecting signatures
campaigns.
• It has also been noticed that official campaigns did
not publish any data about spending.
• Our monitors found out a number of violations, such
as a number of civil associations and unions by
announcing and suspending banners for a candidate
which is against the law.

• The elections of Egyptians abroad were held for three days
from 16 to 18 March 2018 in 139 electoral headquarters at
the headquarters of diplomatic missions from embassies
and consulates in 124 countries . our followers monitored a
great effort deserved praise from the National Electoral
Commission , the Ministry of Foreign Affairs or the Ministry
of Immigration and Foreign Affairs of Egyptians abroad
There was complete cooperation between the
three Commissions, which was largely reflected in the
inquiries of the Egyptian living abroad.
• One of the positive aspects of this stage was the
opportunity for any Egyptian to be existed during the
elections in any foreign country to cast his vote as long as
he is bound by the voters' records, provided that he has a
personal identification, whether the national identity card
or passport and not requiring the validity of the national ID
card. The note which was taken in this stage that

The stage of the Egyptian elections
at Home

Elections were held within the Republic for three
days from 26 March to 28 March 2018 in more than 13,000
sub and general committees under full judicial supervision.
The Egyptian Youth Council Foundation has formed
a Centralized operations room at the headquarters of the
Foundation in addition to 19 sub-operation rooms in the
governorates of Qaliubia, Sharqia, Gharbia, Daqahlia,
Fayoum, Menoufia, Beheira, Alexandria, Shaml Sinai, Port
Said, Beni Suef, Minya, Assiut, Qena, Luxor and Aswan to
follow up the voting process in the different committees.
And received reports from the field monitors who were
distributed to the General and Sub-Committees after the
necessary permits were issued by the National Elections
Commission, which numbered about 600 field monitors.
The Centralized operations room issued three reports
with a daily report on the electoral process and monitored
during the voting days. The report was issued in Arabic and
English and was placed on the website of the Egyptian
Youth Council.

During the three days of the voting, our monitories
found that there were a number of violations of the
electoral silence from the presence of propaganda for
candidates in front of some committees and the presence
of transport vehicles for voters with electoral propaganda
during voting days, which violates the rules of electoral
silence.
Follow-up in the Council did not monitor any problem
in the voting process, there were few exceptions related to
the electoral rolls errors or delay in the opening of some
committees which are generally un effective mistakes on
the result or the voting process.
Our followers-up monitored non - cooperation of a
number of judges with some field monitors because of the
lack of full clarification to all judges of the national
commission of the importance and role of civil society
organizations in the electoral process.
Our followers monitored the rates of participation in
the governorates, which ranges from 30% to 40% of the
registered voters and the proportions the same
governorates sometimes vary greatly.

Our followers monitored a remarkable increase in
the participation of women, people with special needs and
the elderly over the three days as well as young people on
the last day.
A significant increase in the participation of workers
in the presidential elections in 2018 was observed from the
previous elections, and this was clear on the third day of
voting.
The operation rooms of the Council monitored the
good guard of all committees all over the Republic of the
police and army forces, which had created a great state of
tranquility among the citizens in the face of the threats of
terrorist groups that vowed to carry out terrorist acts during
the elections.

Vote counting
The counting process was conducted in front of
representatives of civil society and in the presence of
representatives of the candidates and the media. The
results were informally announced in the subcommittees
after the adoption of axes the screening and the delivery of
its samples to the candidates' representatives.
There were no observations on the process of
counting votes which has been made in accordance with
the stipulated rules in the Constitution and the law and the
decisions of the National Electoral Commission.

Announcement of Results
The official result of the Egyptian presidential
elections was announced at the conference held by
the National Elections Commission and after its
adoption of the result which included:
The total number of voters invited to vote is
590,78138
The total number of voters who actually voted is:
24,254,152 voters with an attendance rate of
41.05%
The total number of valid votes is: 22491921 votes
The total number of invalid votes is 176,231 votes
The first candidate, Abdul Fattah Saeed Hussein
Khalil Al Sisi, was declared president for a second
term after receiving 21835387 votes with 97.08%.
The second candidate, Mr. Musa Mustafa Musa Ali,
received 65,6534 votes with 2.92%.

•We have trained approximately 10,000 observers in most of the governorates of the Republic within the national program to follow up the presidential elections.
•We organized more than 24 training and arrived in the villages in Governorates We did not satisfay with capitals or big cities.

Policies and Strategies cooperated to establish of a media
observatory to monitor the media coverage of the
presidential elections. The monitoring period was from 12th
March to 28th March 2018.The news, coverage and
photographed reports which belong to the The elections in
the websites of a number of newspapers and Egyptian and
foreign and Arabic channels speaking broadcasting from
outside Egypt was monitored. Also media campaigns on
social networking sites Facebook and Twitter was
monitored.

Monitor coverage and news trends:
First: The Egyptian Media:
The Egyptian media showed a bias in covering the news
of candidate Abdel Fattah al-Sisi at the expense of the
majority at the expense of the rival candidate and some

Second: Foreign media:
- While the foreign media focused on the use of titles for the
terminology contained in the reports of human rights organizations
which that operating from abroad, false and non-neutral information
often included and used to challenge the seriousness of the

take biased positions against the candidate Abdel Fattah al-Sisi on
based on false information and limited analyzes to the Egyptian

Campaigns organized on Facebook and Twitter during
the election process to influence the conduct of the
electoral process:
An organized campaign to attack older voters has
been shown to have the effect of copying some

their joy at the headquarters of the election

Negatives
In a few cases, the judges were not aware of the role of
civil society in the follow-up to the electoral process and
were not aware of the cards issued by the National
Commission, which led to the failure to allow observers
in some cases to enter the polling stations by the
security forces and ask them to wait until a permit
despite of showing them the cards granted to their by the
National Elections Commission.
Delay in opening some sub-committees in appointed
time.
The Absence of representatives of one of the candidates
in many committees.
The existence of many aspects of electoral propaganda
inside and outside many voting committees, which is
against to the rules of electoral silence.

Lack of awareness among some voters about the steps
and procedures of the voting process, especially in rural
and remote areas, which requires further awareness
campaigns.
It is lately to explain the final shape of electoral process,
although this is understandable because of the new
structure, but we are looking clearing the rules for a
relatively longer period (For example, the registration of
new comers which unknown for many people, after
passing time despite of all facilities ).

political entities in building citizens' awareness of the
importance of the electoral process

Recommendations
The National Commission shall issue organizational decisions for the process of donations and campaigns of support for the candidates by obliging them to open bank accounts and to submit statements of accounts on expenditures until they are monitored and not only to monitor the expenditure of official campaigns.

Increase awareness of the electoral process during the year in schools and universities.

Recommendations for the
legislator
Adjusting for the electoral process legislation so that each
electoral headquarters is responsible judges to extend his
authority outside the headquarters so who can according
to that authority seize any irregularities and prevent
outside committees of the candidates, their campaigns or
citizens, including the electoral process will enhance the
efficiency.
Cancel the electoral silence in practice, it is not benefit
