Briefly about Ulaanbaatar Public Library

• First public library in Ulaanbaatar in 1946

• Ulaanbaatar Public Library established in 1980

• Centralized all public libraries and reading rooms in Ulaanbaatar city in 1986, then UPL had more than 20 branches

• Today, UPL has 4 branches, 80 staffs, 450000 resources

Which librarians are responsible to pay lost books cost, who are in italic and red /24/

• Central library has– Information Processing and Automation

department head librarian – 1– Public service head librarian - 1– Acquisition librarian – 1– Cataloguer – 1– Book technician librarian – 2– Reader registration librarian – 2– Circulation librarian – 10– Children’s reading room librarian – 1– DAISY and Braille room librarian - 1

• Each 4 branches has– Branch manager – 1– Children’s reading room librarian – 1– Adult’s reading room librarian - 2

10 circulation librarians already paid 700 thousand tugriks after 2009 inventory, …

• UPL shifted to open stacks from categorized 3 reading rooms with closed stacks in September 2008

• About 10 librarians work in circulation system of open stacks on re-shelving, on site loan check-out and check-in, home loan check-out and check-in.

• UPL has about 80 staffs, but only circulation /10/ and reading room’s /14/ librarians are responsible to pay the lost and missed books price.

• Also these 24 librarians are responsible to collect fees of home loan service.

• Home loan daily fee for each book – 100 tugrik, since Feb, 2011.

• 2012 inventory is on calculation.

• Not yet clear who pay how much for lost/missed books.

• No open stacks in the Central Public Library since September, 2012.

• Are there any country with same history or story?

• Mongolian circulation librarians think there is no way to move back to closed stacks service.

• International Experts are needed for Mongolian Library Policy, and
