That Council receive the report on the Whalley Town Centre Plan.

That Council approve the report as the basis for seeking an amendment to Surrey's Official Community Plan.

That the Municipal Clerk be authorized to introduce a by-law to amend Surrey's Official CommunityPlan in accordance with Exhibit 4.2.1, and set a date for the Public Hearing.

That the Municipal Manager be authorized to prepare, for Council's consideration, "Urban DesignGuidelines" for Whalley Town Centre.

That the following recommendations be approved:

That the Acting Manager review the multiple residential zones and prepare two new zones,generally in accordance with the RM-2.5 and RMC-2.5 zones described in the Whalley TownCentre Plan.

That the Acting Manager report back to Council with recommendations on Terms ofReference, and methods of appointing a "Whalley Town Centre Advisory Committee".

That the Municipal Manager report back to Council on the terms of reference and a budgetfor setting up, as part of the Municipal administration, a "Whalley Project Group" for carryingout and coordinating actions for creating the Town Centre, and for liaising with the WhalleyAdvisory Committee.

That the Municipal Manager be authorized to prepare a "social plan" for Whalley TownCentre, as generally described in Section 3.5.

That the Municipal Manager be authorized to prepare a "parks and open space plan" for

That the Municipal Manager be authorized to prepare a "sustainable development plan"which, among other things, will identify specific measures that the Municipality could take sothat Surrey becomes a more "sustainable community."

That the Municipal Manager be authorized to report on means of improving the regionalaccessibility of Whalley Town Centre, including giving consideration to:

(a) improving access between Highway 1, South Surrey, the Burrard Peninsula and VancouverInternational Airport, and Whalley Town Centre;

(b) introducing High Occupancy Vehicle (HOV) systems on 104 Avenue, between Whalley TownCentre and Highway 1; King George Highway, south of Whalley Town Centre; and Fraser Highway,east to Langley.

That B.C. Transit, in consultation with the Municipality, be asked:

(a) to prepare a long term strategic plan for transit in Surrey and the GVRD that, among other things,looks at protecting corridors for extending SkyTrain to Guildford, Newton and Langley.

(b) to provide park/ride facilities near the King George SkyTrain Station, and in other appropriatelocations on routes leading to Whalley Town Centre.

That the Municipal Manager be authorized to take steps to incorporate the Future RoadNetwork in Surrey's Arterial, Major Collector & Grid Roads Plan (Drawing R-91), andDevelopment Concept Drawings.

That the Municipal Manager be authorized to take steps to incorporate the Typical Cross-sections of Roads in Surrey's Subdivision and Zoning By-laws.

That the Municipal Manager be authorized to report on preparing a Municipal by-law thatwould require, upon development application, commercial and multi-family residentialdevelopments above a certain size to provide storage facilities for cyclists and, in addition,would require major office and retail developments to provide change and shower facilities fortheir employees who cycle to work.

That the Municipal Manager be authorized to report on enacting a Municipal by-law thatwould require, upon development application, office and industrial developments above a certainsize to sponsor and operate traffic management programs for their employees.

That the Municipal Manager be authorized to report on steps that the Municipality could taketo require, upon development application, adjoining commercial developments to integrate theoperation of their parking lots, wherever feasible.

That the Municipal Manager be authorized to report on amending Section A.4(a) of Part VOff-street Parking in Surrey's Zoning By-law to delete the provision that, when applied to officedevelopments in which the principal users are the offices' occupants, requires 1 parking space/2employees, which is in addition to other parking space provisions in the by-law.

That the Surrey School District, in consultation with the Municipality, be asked to protectsites for two elementary schools, as generally shown in Exhibit 3.6.21.

That the Municipal Manager be authorized to report on obtaining a site for a CommunityPolice Station near the Whalley Central SkyTrain station.

That the Municipal Manager be authorized to report on obtaining sites for fire halls asgenerally shown in Exhibit 3.6.42.

That the Municipal Manager be authored to take steps to designate Whalley Town Centre asan "Underground Service Area".

That B.C. Gas, B.C. Hydro, B.C. Tel and Rogers Cablevision, in consultation with theMunicipality, be asked to prepare and coordinate their servicing plans based on the WhalleyTown Centre Plan.

That the following recommendations be adopted:

That Council approve the report on the Whalley Town Centre Plan as it's policy for guide andgrowth and change in Whalley, in particular:

(a) Development Concept (Exhibit 3.2.1)

(b) The Land Use Plan (Exhibit 3.3.1)

(c) The Future Road Network (Exhibit 3.4.2)

That the Acting Manager advise affected organizations of Council's approval of the WhalleyTown Centre Plan.

That the Acting Manager review the remainder of Surrey's OCP, especially the area along 104Avenue between Whalley Town Centre and Guildford Town Centre, in view of the OCPamendments arising from the Whalley Town Centre Plan.

That, on completion of recommendations 5 and 9, the Acting Manager pursue the rezoning ofthe lands around the station nodes as generally described in Exhibit 4.3.1.

That anticipation of the Public Hearing on amending the OCP in accordance with Whalley Town CentrePlan, the public information program described in the report be approved.

Item No. P 8 GVRD Report "Creating Our Future" (2002-001)

That:

1. Send this report to the GVRD Development Services Committee in response to "Creating OurFuture".

2. Instruct the Acting Manager and appropriate staff to meet with GVRD staff to review the detailedproposals to determine more precisely their intention and possible implications for Surrey, and to reportback on what actions Surrey might take to support the strategy and what modification Surrey mightsuggest be made to improve the strategy.

3. Communicate to the Province and the GVRD that high priority be given to a fundamental re-examination by the Province, the GVRD and local municipalities, as to the way regional governmentshould operate in the Lower Mainland.

WHEREAS 28,381 of the 211,881 people who immigrated to Canada in 1990 settled in BritishColumbia;

AND WHEREAS recognizing that our Canadian culture is enriched through the contributions newCanadians make by bringing needed skills, investment funds and employment opportunities to Canada;

AND WHEREAS mindful of the ongoing commitment of the governments of Canada, BritishColumbia, and its Municipalities to a humanitarian tradition towards the plight of the refugee;

AND WHEREAS it is the wish of this Council to increase our citizens' awareness and understandingof Canada's immigration policy and to demonstrate the positive impact of immigration on our province;

AND WHEREAS numerous events and initiatives are being sponsored by Employment andImmigration Canada, the Provincial Ministry of International Business and Immigration and various

2. Agricultural Land Reserve

At the Regular Council meeting of February 11, 1991, Alderman Higginbotham submitted thefollowing Notice of Motion:

WHEREAS approximately 4% of the 90 million hectare land base in the Province is considered arable;

AND WHEREAS during 1974 and 1975, approximately 4,721,295 hectares of land were designated asthe Agricultural Land Reserve in the Province;

AND WHEREAS the principle objectives of the Land Commission Act were to preserve agriculturalland for farm use and the maintenance of family farms;

AND WHEREAS in 1977 the secondary objectives of the Land Commission Act to preserve greenbeltland in and around urban areas, preserving land bank land for urban and industrial development andpreserving parkland for recreational use were deleted;

AND WHEREAS a review of the Agricultural Land Reserve boundaries in the District of Surrey isnecessary to ensure that all marginal farmland is not included and only that land having agriculturalsignificance is retained;

THEREFORE, BE IT RESOLVED that a complete review of the Agricultural Land Reserve boundariesbe undertaken to more clearly delineate the farmlands to be preserved within the Agricultural LandReserve.
