Chapter IINTRODUCTION

1.1 Background

Planning is now a part of Punjab’s local government system with the planning responsibilities of TMAs, clearly set out in PLGO. Under the devolved system, the newly created office of TO(P) has the following functions to perform; (i) develop plans; (ii) develop and apply building controls; (iii) manage CCBs; (iv) implement commercialization rules; (v) operate Punjab housing development schemes; (vi) develop site development schemes. In addition, The PLGO identifies the preparation of spatial plans (Article 54 a), development plans (Article 54 c) and budget plans, long term and annual municipal development programs (Article 54 j) as key functions of the TMAs. Unfortunately, in majority of TMAs TO(P) office has not been able to perform as envisioned in the PLGO. Some of the reasons are inadequately skilled staff and lack of up-to-date maps, necessary equipment and management/ regulation/ and enforcement mechanisms. As a result, development works are taking place in a piecemeal manner and lack integrated and coordinated approach.

Punjab Municipal Development Fund Company (PMDFC) was established by the Government of the Punjab as a specialized organization to help improve the municipal service delivery in Punjab. For this purpose Punjab Municipal Services Improvement Project (PMSIP) was launched in July 2006 with the funding of World Bank. PMSIP envisages an integrated approach to development for which planning is an integral part. 1.2 PMSIP Planning

The PMSIP thus aims at institutional development of TMAs through improving systems directly related to their functions and through investments in service delivery. This objective will be achieved by granting eligible TMAs both capacity grants and development grants. The World Bank and the Government of Punjab are funding the Project.

Apart from providing funds for improvement and development of municipal infrastructure, the key initiative of PMSIP is to assist TMAs in developing their institutional capacity by providing management support tools like GIS, computerization of TMA functions, testing laboratory equipment, trainings, establishment of performance management systems etc.

The most catching feature of the planning exercise is the involvement of the stakeholders. The objective behind their involvement was to endorse of the prioritized list by the ones for whom it was prepared.

The Planning exercise is a comprehensive account for the TMA to identify sectors for efficient allocation of resources on one hand and enhancing their Punjab Municipal Services Improvement Project (PMSIP)Kot Moman Urban Development Report 1

capacity to run the projects, on the other hand. This process is hence the amalgamation of technical inputs and the aspiration of the stakeholders.

1.3 Limitations of PMSIP Planning

The PMSIP development grants fund municipal services only. PMSIP planning exercise is undertaken at CO Units starting from CO Unit HQ. The prioritized list that is developed is restricted to the UCs falling in CO Units. Hence the PMSIP planning is not for the entire TMA as it does not take into account the rural area of a TMA. PMSIP planning ends at the preparation of prioritized list. 1.4 The Planning Process

The PMSIP Action planning process is a short term process for the rapid assessment/identification of infrastructure projects. The Planning Report for Kot Moman has been prepared by active participation of all stakeholders including elected representatives, UC Nazim, Naib Nazim, councilors, and TMA officials through meetings, discussions, formal & informal interviews and workshop.

To involve the stakeholders in the planning process, PMDFC made entry point through meetings with Tehsil Nazim and formulation of Working Groups. Frequent Meetings were also held with the TMA officials including Tehsil Municipal Officer (TMO) and the Tehsil Officers (TOs), particularly TO (P&C) and TO (I&S). PMDFC planning team worked very closely with second line officials of the TO (I&S) office to collect the service delivery data through pre designed forms.

For socially acceptable and sustainable planning, it was important to understand the priorities, living styles, attitude, norms, gender sensitivity, and perceptions of people about their community and physical development. PMDFC therefore, where possible, ensured informal consultations and information sharing with the common man.

Apart from consultations with the stakeholders, data relating to urban planning and infrastructure (both secondary and primary) was also collected for analysis and preparation of technical list of sub-projects. The available information through secondary sources was collected through various documents and publications of the Government, TMA records, and other development partners. . In addition, GIS map of Kot Moman was procured by PMDFC and data layers were developed. This proved to be a powerful tool for spatial analysis, identification of deficiencies in different sectors, and identification of projects.

The projects identified on technical grounds were then presented in a Stakeholders Consultative Workshop for validation and prioritization. Nazim, TMO and other officials. The planning process is summarized in the following flow chart.

1.5 Methodology

A bottom up planning approach has been adopted to derive a list of projects for the TMA. In this process the political leadership and the community has a significant role, for which the development is meant for.

The prioritized list of projects would facilitate the TMA to make investment decisions. This list was developed through a comprehensive exercise of data collection and analysis, the results of which were then presented before the stakeholders in the form of a list of infrastructure sub-projects to prioritize.

Sources of Data

In general, there were two sources for data collection: Primary source Secondary sources

Primary Source

The methodology for the collection of data was to verify the available information with the TMA and PMDFC in the field surveys. However, much of the information was added by actually taking the observations in the field. For example for solid waste management data for secondary collection points was collected.

Secondary Sources

The secondary sources for data collection were TMA record, District Census Report, information from PHED, Housing and Physical Planning department, PMDFC Field Appraisal Report (FAR), Feasibilities produced by PMDFC etc.

Primary data collected by the PMDFC under its flagship Institutional Development intervention, Performance Management System (PMS) was a good starting point. Under PMS road rating surveys were conducted, the results of which were used and further verified and updated. Similarly park and sanitation connections surveys were useful source of information as well as the information in respect of water supply, solid waste collection and street light collected and consolidated by TMA on the forms developed and provided by the PMDFC. Visioning

The whole planning process stems from Nazim’s vision for identification of development projects. Therefore, a preliminary meeting was held by PMDFC with the Tehsil Nazim in order to shape his vision statement which was then communicated to all of the stakeholders in the planning process. (What was that vision statement?) PMDFC discussed the prospects of the planning process with the Nazim and translated his vision in concrete and tangible targets.Punjab Municipal Services Improvement Project (PMSIP)Kot Moman Urban Development Report 4

Therefore, the Nazim was involved right from the beginning of the planning process until the prioritized list was developed.

At the end of the planning process, another meeting was conducted with the Nazim in which whole planning process was reviewed in the light of actual field experiences, ground realities and all those issues that were not visualized at the start of the planning process.

Interviews with the Focused Groups/Stakeholders

To assess the overall situation of TMA Mailsi, PMDFC held interviews with stakeholders, i.e. UC Naib Nazims, member of Tehsil council and NGOs.

Formation of the Working Group

A working group comprising of second line officials from the planning and I&S offices worked very closely with the planning professionals from PMDFC in the preparation of the plan.

Prioritization Workshop

The list that was developed based on technical recommendation by PMDFC was then presented before the stake holders including Nazim, UC Nazim, Naib Nazim, councilors, etc, as they were the best to determine their priorities. This exercise was done in a workshop, arranged by PMDFC, where the service delivery needs in the existing system, together with costs, advantages, disadvantages of the development projects were presented and discussed with the stake holders.

Chapter II

PROFILE OF KOT MOMAN

2.1 General

Kot Moman is an important town of District Sargodha. It has been given the status of CO unit of TMA Bhalwal. It was raised to the status of TMA in 2005 and separated from Bhalwal.

Kot Moman is famous for production of citrus fruit and lot of foreign exchange is earned from the export of this product.

2.2 Location

Kot Moman is situated on motorway. It is situated at a distance of 50 km from Sargodha, 17 km from Bhalwal and about 30 km from Salam. It is not linked with railway network. (Location map attached at Annexure-I)

2.3 Area/Demography

Kot Moman consists of 2-Nos Urban Union councils and had a population of about 34,232 persons in the year 1998 as per district census report. It is growing at a rate of 1.77 % per annum as per this report and is having averagely 7-persons per house hold. With this growth rate Kot Moman is estimated to have a population of 40,558 persons at present (2006) and many grow upto 49,927 persons in the 2016 and 61,460 persons in the year-2026.

Chapter III

INSTITUTIONAL ANALYSIS OF TMA KOT MOMAN

3.1 Capacity Building at TMA Kot Moman

Situational Analysis

TMA Kot Moman was no different than other TMAs of Punjab in terms of lacking institutional and individual capacity required to meet post devolution challenges. Initial field appraisal carried out by PMDFC revealed that:

1. TMA staff was never offered much needed computer training and necessary hardware essential for creating an automated office environment.

2. Information flow within the TMA and with its stakeholders was quite rudimentary and means of communication adopted were notice board and word of mouth.

3. The complaint center, a mandatory requirement of PLGO 2001, was not formally established.

PMSIP InterventionsAs PMDFC is geared towards improving the skills of TMA staff and considers improvement in service delivery inconceivable without a strong human resource base, it introduced human resource development initiatives unprecedented at TMA level under the umbrella of PMSIP. Since, PMSIP aims to improve performance and service delivery of TMAs - office automation is identified as the first step towards achieving these goals.

3.2 PMSIP Computer Trainings

As IT skills are integral to efficient and effective office management in present times, PMDFC imparted I.T. training to the TMA Kot Moman staff. It was complemented with the provision of office equipment so that they were able to use it efficiently. Moreover, the said IT trainings are an important step towards the computerization of office records and are resulting in efficient office management. It is hoped that analysis of data would become easy and errors in record keeping would be decreased considerably. Furthermore, I.T. skills are also a pre-requisite for PMSIP interventions such as: Financial Management System, Complaint Tracking System, Performance Management System etc.

PMDFC arranged for the basic computer training of 5 staff members, nominated by the TMA, at the Oxford Computer College, Bhalwal because no institute was available in Kot Moman. The trainees attended a 2 month short course. An interim assessment of trainees was done by PMDFC and their performance and level of skills gained was found to be unsatisfactory.

3.3 Hands-on training for Complaint Resolution

Section 188 of PLGO 2001 lays down for the establishment of a complaint cell at the Tehsil level. It states:

“Every District Government, Tehsil Municipal Administration, Town Municipal Administration and Union Administration shall set up a complaint cell for redressal of grievances within the ambit of their responsibilities under this Ordinance.”

The Tehsil Nazim and the TMO were involved in setting up a complaint cell at the TMA office. The complaint cell was established under the supervision of the TO-I&S Mr. Tanveer Iqbal and Mr. Yousaf Shad, Tiller Operator was nominated by the TMO to record complaints at the complaint cell. A standard design of complaint register was developed by PMDFC and the register was handed over to the TMA. A 1 day hands-on training was given to the officials in accordance with the standard operating procedures developed by PMDFC for complaint resolution. Table 3: Detail of Staff Trained under PMSIP

3.4 Performance Management System

Performance Management System in TMAs is one of the key institutional development components of performance improvement plan (PIP) that PMDFC is implementing in partner TMAs. PMDFC has taken the initiative of implementing PMS in its partner TMAs, under the guidance of Mr. Harry P. Hatry and Ms Rittu Nayyar Stone from Urban Institute Washington and World Bank. In March 05, a team of experts from Urban Institute visited PMDFC and arranged a two days workshop (19 & 21 March 05) at Hotel Avari, Lahore on Performance Management System.

Before initiation of PMS, there was lack of data collection and reporting culture particularly in municipal service delivery. formats were developed and shared with the TMAs during the two workshops held in July 05 (3 & 10 July). Trainings were also provided to TMA staff where required for data collection. The last two workshops were arranged to train the nominated TMA staff for road rating and parks survey. TMA Kot Moman was then asked to collect and report data on core performance indicators by the end of July 06, which was used as baseline for year 2006-07.

It almost takes more than four months to clean the data and get the reports in given reporting formats. The reporting formats were developed as per discussions with relevant TMA officials. Data for the reported period was analyzed and its cleaning was done.

Target Setting

After finalization of baseline values during the month of Dec 06, TMA was facilitated to set target values against each performance indicator. Target setting was based on the analysis of present infrastructure, cost of providing services, revenue from services and available resources for any up-gradation/repair/maintenance of municipal services. The targets set by TMA Kot Moman involved serious discussions with Tehsil Nazim, TMO and TO (I&S) particularly and other TMA staff. 3.5 Financial Management System

3.6 Management Analysis

3.6.1 Office Structure

Building/Independent Offices

A new office building is under constrction adjacent to Islamabad interchange on motor way. Right now all TOs sit in the same hall with their staff.

Work Space

The work space is not enough for the staff to work efficiently.

Transport

There are four vehicles available with TMA. Two cars are with Tehsil nazim and TMO and two Potohar Jeeps are with TO I&S and in general use.

Computers

Previously there was only one computer with printer available with TMO. PMDFC has provided all the TOs with computers and printers.

Chapter IV

URBAN PLANNING

4.1 TO(P) Office

Staff position in TMA is not satisfactory at the moment. Though, a qualified town planner is holding position of TO(P). There are no support staff to help the TO(P). There was useful discussions with TO(P) and ID team.

4.2 Mapping

A comprehensive mapping exercise under Geographic Information System has been undertaken in Kot Moman by PMDFC. Previously, the maps available with the TMA were obsolete and out dated. But now the TMA is equipped with latest up to date maps.

The maps developed through GIS are base map for roads, land use map, UC boundary map, Map with Mohallah Names and maps for all service like water supply, sewerage, solid waste management and street lights.

Building Control

At present the TO(P) is not present in Kot Moman. In his absence, TO I&S has the additional charge.

For building control activities, the building inspector goes into the town on daily basis. The residents are bound to submit requests with a plan and other requisite documents incase of change of use of land or constructing a new building. At Present, process of passing plans through TMA is not well established, There is a requirement that residents after completion of their buildings get a completion certificate from planning office, TMA, but it rarely occurs. People don’t get their lands registered so it causes problems at the stage of approval of the plan. In the absence of registry the approval cant be sanctioned.

Revenue for planning section in revenue head is increasing each year. Above mentioned application processing fee and commercialization fee was collected since there were increased commercial activities, notably, gas stations in Kot Moman. Location of Kot Moman at the vicinity of Lahore-Islamabad motorway has increased importance of Kot Moman city and prices of land has escalated manifold during last few years.

One of the functions of TO (P) in PLGO is managing coordination activities and CCB schemes; liaison with neighbouring Tehsils and Union/Village councils; support to Union /Village councils. At the moment, progress in collection/analysis of data or coordination in development activities in Tehsil is quite slow.

During the discussions it was revealed that the Planning office needed detailed information on the characteristics and requirements of all land uses, physical, spatial and economic activities that might guide the future shape of the city. But this requires up to date maps. Maps like land use and services are not available with the TMA and the one available is obsolete and outdated. Topographical maps that are essential for efficient infrastructure and city management are non existent.

4.3 Land Use Characteristics:

The land use in Kot Moman is undefined and haphazard. The entire fabric of the town is shabby. Narrow, congested and irregular streets are predominant in the town.The town is adjacent to the Motor way, which has resulted in increasing the land values in the town. New gas and petrol stations have been established near Mighi Chowk.

There are two main bazaars in the town. One is Main bazaar and the other is Muslim bazaar. These bazaars are in the centre of the town. These bazaars are surrounded by densely populated residential area.

There are two graveyards in the town. The larger one is near Fawara chowk along Bhalwal road.

There are two schools in the town. One is near TMA office on Moazzam abad road and the other is near Mighi chowk.

Tehsil Head Quarter hospital is situated in the northern part of the town.Currently there is no park in the town.

4.4 City Zones

Functionally the city can be divided into two zones:

The northern zoneThe southern zone

The northern part of the town is purely residential zone with very few institutions like a hospital and a school. This zone has high population density with congested residential activity.In the central part of the town, which is an amalgamation of institutional, commercial and residential activities. The main offices like TMA office, schools, etc are situated here.The main commercial activities are concentrated in this part of the town.

This zone is rapidly developing as the access to motor way is open from Mighi chowk. This accessibility has enormous effect upon land uses and land values.

The southern zone is sparsely developed.

4.5 Housing Typology

4.6 Growth Directions

Since Kot Moman is situated right on the west of motor way, that leads to escalating land prices in Kot Moman. People have now efficient access to means of transportation. The direction of development is more towards motor way. A new building of TMA is being constructed here.Some development is observed on Sargodha Bhagtanwala road. It has been noticed that commercial activity is expanding along this road. Non of the housing scheme is established in Kot Moman.

Chapter V

STATUS OF MUNICIPAL INFRASTRUCTURE & RECOMMENDATIONS

For determining the existing status of infrastructure, PMDFC developed pre designed formats. The data was collected by engineers who worked very closely with the second line officials of the TMA staff. This information was utilized to determine the status of service delivery, including required improvements and extensions. Based on the analysis, PMDFC identified the following areas (separately for each service):

1. Areas with no service2. Areas with partial coverage.3. Areas such as new residential colonies where services are planned to

be provided.

Based on the above analysis, the status of infrastructure services is described below:

5.1 Road Network The roads and streets of the town passing through the town are controlled by various authorities; the status is as under:

The sub project is a road which starts from Mighi Chowk to Midh Chowk and up to Fowara Chowk. The road length is 1.46 kilometers; the location is shown in the following plan:

PMSIP Sub-Project

The sub project is a road which starts from Mighi Chowk to Midh Chowk and up to Fowara Chowk. The road length is 1.46 kilometers; the location is shown in the following plan:

Due to deteriorated surface of existing road, vehicular traffic and pedestrians face difficulties during its use. The width of the road is also short of the existing capacity; more capacity is needed over the period so as to meet the expanding traffic volumes.

Pot holes, map cracking, and other miscellaneous defects in the road surface are visible. In addition, the capacity of the road is inadequate to bear the load of traffic generated due to commercial activity.

Improvement required with justifications

The following items of works will be involved for this improvement.

Widening and improvement works comprising earthwork, sub base, base and surface treatment;

Raising where required; Construction / improvement of cross and longitudinal drainage system; Improvement of junctions/crossings will avoid possibility of road accidents; Adequate road surface drainage particularly within the town areas will help

maintain the road surface in proper form and will provide convenience to the road users;

The street lighting will provide adequate illumination for the road users in addition to better look to the town;

Upon completion of this improvement, the under mentioned benefits will be accrued:

Good road surfaces will be available to the public, which will improve the environment of the town;

The commercial activities and business in the town will be improved as people feel ease in reaching bazaars which are connected to these streets.

Public mental tension, frustration will be minimized. The town will have a better look.

The capacity requirements for the period 2027 will form basis for project implementation;

Operation and maintenance to be streamlined by way of additional resources; both manpower & revenue collection to be improved / augmented to meet the operation and maintenance cost.

The project requirements are included in Annex-A.

The works covered to meet the requirements estimate to Rs.34.712 million, the abstract is given at Annex A.

The following items of works will be involved for this improvement.

Bus Stand

Exiting bus stand is on Mangantwala Road. It is in fair condition with few sheds, mosque and other utilities. But, it could be improved with more shelters and rest areas.

5.2 Water Supply System

Existing Situation

Adequate quantity of ground water of potable quality is available in the area. Ground water drawn through deep tube well is the present source of water supply. The depth of water table is 15-20 feet. Less than 10% of the total population is served with piped water supply. Water supply network in shown in the attached map.

Tube Wells

Two number tube wells of 2.25 cusecs capacity each have been installed to meet the requirements of the consumers.

These tube wells are located close to the Motorway M-2 and water is transmitted to the town for its further distribution.

Overhead Reservoir

One overhead reservoir of capacity 20,000 gallons is located in the town but it is not functional, the grounds for its abandoned state are perhaps due to incapacity of water source.

Surface Reservoir

One surface reservoir of capacity 100,000 gallons is located in the town; water from the tube wells is pumped into the ground reservoir and pumped into the distribution network. Two pumps of capacity 1 cusec each have been installed at the location.

Water is supplied to the town by 8” GI pipe that runs from the tube wells to the ground storage. From the ground storage it is pumped by two pumps to different areas in the town.

The consumers’ connections in the town are about 250 numbers as such the served population is less than 10%; the balance population has made their own private arrangements.

The water is supplied intermittently; two times, one in the morning and second in the afternoon. The supply timings are as under: Morning 0800 to 0930 am Noon 1200 to 1330 pm Afternoon 1500 to 1600 pm

Billing for Supply

The water charges are as under:

Water Consumption and Demand

The required water consumption as per design criteria of PHED is 50 gallons per capita/day for a community of population of over 100,000 persons and this scheme should be designed at this consumption. It is strongly felt that this community is situated in a rural area and the habits of the citizen are still not so much developed to consume 50 GPCD. Hence designing this scheme at 50 GPCD will be over spending. It has been decided to take 40 GPCD for design of this scheme.

5.3 Sewerage Network

The existing system comprises:

About 15-20% of the entire area is served with underground sewerage;

The balance population is either served with open drains or this facility is not available;

There is only one disposal point from where sewage is pumped into the seepage drain

Open surface drains (tertiary drains), mostly Type-I, Punjab standard type drains collect sludge /surface water from streets.

At locations, either the manholes are malfunctioning or are without cover providing dangerous situation for the street users particularly the children.

The service level of underground sewerage is evident from the below picture where sewage from open drain is entering into underground sewerage without any grating arrangements.

Disposal Station

There is one disposal station working presently in Kot Moman. It is in worse condition. It has structure damages. A KSB 35 HP motor with 1450 rpm is installed in 2001. Outfall is on drain passing besides the disposal. boundary wall is broken and is causing danger to inhabitants surrounding the place.

Existing Landfill Sites

No proper land fill site is available in or outside of the town. The solid waste is dumped in open spaces wherever space is available, creating total in-sanitary & unhygienic conditions. This deteriorates the environment of the town, heaps of solid waste emit obnoxious smells and result in breeding, mosquitoes and flies, which are responsible for spreading various diseases.

Present Situation

The present system of SWM is deficient in performance; deficiencies have been noted in communal storage, street cleansing, collection vehicles like handcarts, donkey carts and tractor trolleys, and disposal in the form of open dumping. The system is not performing as intended; the main grounds are as described as under:

Street Cleaning

Hand tools and other equipment used during sweeping and collection by the sanitary workers, are substandard and lacks proper design. As such performance of the sweepers does not produce desired results. As a general practice collected solid waste are placed on the sides of the streets and

Presently, Kot Moman is generating about 16 tons of solid waste per day. Its capacity to collect and dispose this amount is limited, resulting in solid waste pollution in the town. In 5, 10 and 15 years the town would be generation much more and it would require more resources.

Due to shortage of equipment and manpower TMA is not capable to serve the entire area of the town. As such some areas have good service level while others are complete deprived of it. Much of the area of town is un-served and heaps of solid wastes go on accumulating in these areas and some of them are removed only when they exceed the toleration level.

5.5 Street Lights

In the entire town, there are 345 street lights. In the tow UCs, UC 37 has 130 streets lights whereas, UC 38 has 206. According to PM, PMDFC data 92 % of the tube lights were in running condition. The data shows that street lights are in good condition in the town. Coverage of street lights in the town is about 30%.

5.6 Fire Fighting

Existing Fire Fighting Arrangements

Presently, there is no fire fighting arrangements available in the TMA. Fire arrangement is called from Bhalwal for any emergencies.

5.7 Parks

Presently, TMA is not maintaining any park. As the town is not a planned one and has scattered housing schemes there was no provision of parks in Kot Moman. TMA is interested in providing park facility for citizens but availability of land is a big issue in Kot Moman. Price of land has escalated in recent years and availability had gone down. According to the planning standards adopted by the government of the Punjab there shall be at least 5 -7 % of the area under parks.

5.8 Slaughter House

Slaughter house was visited by planning team, PMDFC with sanitary inspector.

Existing Slaughter House

Existing slaughter house is located on Kot Moman-Bhalwal road at a distance of 3.5 km. Slaughter house is built on TMA property on a 10 marls plot. As it is built on a main road, therefore, even during rainy season there is not much problem in accessing the site. Presently, there are no inhabitants around the site. It has no electricity connection.

TMA has recently improved the slaughter house with Rs 400,000. But, as there is no electricity connection and water supply, butchers are cleaning the slaughtered meat at a drain or at other places resulting in unhygienic conditions. On an average 8-9 large animals and 13-15 animals are slaughtered.

Water Supply System

There is a one hand pump for water supply needs. There are no storage tanks. There are two taps but only one works.

Drainage System

Effluent disposal is not connected to sewerage system and is discharged into open space behind the slaughter house. Although contaminates are not toxic in natures, but they can introduce bacterial contamination and increase nitrates, phosphates and sulfates concentration in water, leading to health problems.

Solid Waste

Solid waste is being dumped across the wall for TMA SWM staff for pick-up – which they do in fortnight. As a result, there is slaughter house solid waste present around the site. As a result, soil is also being contaminated where solid waste is being dumped. Existing Establishment

The veterinary doctor is on honorarium of Rs. 800/- per month which is extremely low. One sanitary worker is attached with the slaughter house.

Collection fee animal slaughtering has been auctioned of for Rs 80,000 for year 2006-7.

Chapter III

PROJECT PRIORITIZATION

Projects identified were based on surveys, analysis and ‘technical judgment’. The projects identified needed validation and prioritization by the elected representatives of the people through consultations.

The following methodology was adopted for the prioritization process.

6.1 Pre-Workshop Consultations

PMDFC held meeting with Tehsil Nazim to discuss and finalize the workshop methodology. The purpose was to develop a common understanding and build consensus about the workshop methodology and the proposed projects. The Tehsil Nazim was requested to invite the participants for workshop and make available suitable venue for it.

PMDFC briefed how the workshop would proceed, including details about formation of groups, inter-sector prioritization (i.e. roads vs water supply vs sewerage etc.), followed by intra-sector prioritization, e.g. in case of roads sector, individual road projects for the whole town were prioritized.

6.2 Workshop Proceedings

General

The work shop was held on 18th August, 2007, in TMA complex, Kot Moman. It commenced at 12:00 p.m and was concluded at around 2:30 p.m.

Workshop Participants

The number of participants was 34. The stake holders were mainly the representatives of the Tehsil Council and Union naib nazims, from 2 urban UCs of TMA Kot Moman.

List of participants is appended at the end of this report.

The Session

The workshop was formally started with a presentation given by PMDFC on the existing situation of the town and proposed list of sub projects. During the presentation, the participants took a keen interest, and asked a number of questions about the working of, and already projects under taken by PMDFC. Group Formation

The participants were divided into 5 groups at random, but it was ensured that people form same UC may not be included in the same group. Each group comprised of 7 persons.

In the first round, inter-sector prioritization was done. Each group was given a list of sectors i.e. roads, water supply, sewerage etc. They were first to label their priority before each sector e.g. if they thought drains was the most important problem of the town they were to assign 1 before drains, etc.

The results of the Inter sector prioritization were entered into a ‘priority matrix’. In this matrix, the group-wise sector priorities were entered as assigned by the group members. Based on the frequency of responses, the inter-sector prioritization was finalized.

In the second round, group members were asked to prioritize intra-sector projects. There were only two projects for roads in Kot Moman.

The priority-wise projects were then entered in intra-sector priority matrix, and sub-projects finalized on the basis of frequency of responses.

The Planning process adopted rules out the selection of projects at random or biasness, rather it reflects the ground realities and is demand driven. If the projects are not need based, they are not sustainable for long period of time and become redundant without any benefit to the community or the user. Even if such projects survive, they benefit only a specific group of people. It is therefore important for Infrastructure projects to be need based and both beneficial to and acceptable to the community. To make it mandatory, the involvement of stakeholders was ensured at all stages of planning, including the process of prioritization of the development projects.
