After completing Module C, policy makers andpractitioners will:

TASK 7.1: Coordinating Partners for the Delivery of Planned Development Outputs

1) For effective coordination: the lead organization as well as the various partners would have to put in place and implement coordination mechanisms that not only help the delivery of development outputs but also aid in trouble-shooting.

2) Put in place a schedule of regular MSP coordination meetings among the various collaborating stakeholders. Regular coordination meetings at least once every month.

3) Complex development operations may necessitate more frequent MSP coordination meetings to be held every fortnight/a weekly basis.

4) Coordination meetings to make sure that the various collaborating stakeholders are able to smoothly deliver the planned development outputs.

5) Regular record keeping of the discussions in coordination meetings (e.g. minutes of meetings) in periodic reviews to review the MSP implementation progress.

1) For the coordinated implementation involving multiple partners, planned components and activities would have to be broken down into monthly and quarterly implementation plans.

2) In complex development operations, weekly and/or fortnightly implementation action plans might be required.

3) In extremely complex project components and activities, the partners would be required to prepare and implement nested action plans.

The project output by one partner becomes project input of one or more partners.

Some of these development operations would require real-time coordination of project implementation.

4) Mutual trust, respect and appreciation among collaborating partnerswould be necessary Proper planning and effective coordination is also important

1) Individual partners would take overall responsibility of implementing the various activities planned under the respective project components.

2) The importance of coordinating with the overall project implementation progress cannot be underestimated.

3) The lead organization would be responsible for the regular coordination of the overall implementation progress under the MSP.

1) Organizational arrangements and operational procedures:

IMPORTANT: At the outset to agree on and put in place the organizational arrangements and operational procedures for monitoring the implementation of project components and activities.

2) Central Monitoring Unit (CMU):

To measure the overall implementation of the all project components and activities under the MSP.

CMU should be equipped with adequate human resources, information & technology systems, and other infrastructure required

CMU is IMPORTANT in case of monitoring the implementation of nested action plans involving multiple partners.

3) Internal monitoring by individual partners:

Individual partners may set up their own internal arrangements to measure the progress of project components and/or activities for which they are directly responsible.

Individual partners may like to measure progress of their own action plans under project components and activities implemented by them.

IMPORTANT for Organizational arrangements & operational procedures:

Monitoring Cycle (or periodicity of monitoring progress): Fortnightly or monthly monitoring, but there may be others that require

day-to-day monitoring. Monitoring schedule should be established before implementation starts

Data and record keeping Some monitoring would include collection, compilation and proper

upkeep of raw data (e.g. resources, beneficiaries).14

IMPORTANT for Organizational arrangements & operational procedures:

Tracking project implementation vis-à-vis expected progress Information on important milestones and other such markers so that it

can help track and compare the achievements with regard to the progress expected by relevant milestones and deadlines.

Should be able flag delays/unanticipated problems so that they can be tackled in time to avoid derailment of project components/activities.

Minutes of meetings to be recorded and kept safely as these may come handy in order to help resolve any disputes. 15

TASK 8.2: Reporting Progress

1) For the proper review by the project management (staff), the hierarchy or chain of reporting is needed. It should be clear to all personnel working on the project to whom they report.

2) A reporting cycle need to be established to make sure that reporting takes place at regular intervals agreed upon prior to the start of implementation.

3) Not everything needs to be reported to everyone involved. Clear reporting hierarchy about what content needs to be report to whom.

4) Additional internal reporting mechanisms by individual partners5) Written report is preferable, but verbal is acceptable.
