Learning Objectives Learning Objectives
Identify how to integrate BMPs into the Construction phase of a project
Footnote: The term ‘Engineer’ in this module refers to the MDT
Project Engineer
Construction GoalConstruction Goal
The goal of the erosion and sediment control plan sheets and the Storm Water Pollution Prevention Plan (SWPPP) are to incorporate BMPs into the construction stage in order to protect surface waters
Joint Participation RequiredJoint Participation Required
MDT Personnel, Contractor and Regulatory Agency participation is required during the construction phase of the project to properly implement BMPs
Communication between all parties is required to ensure BMP installation and performance is in accordance with the SWPPP
Award of ContractAward of Contract
Erosion and sediment control issues and responsibilities are identified
MDT NOI Package Review and FinalizationMDT NOI Package Review and Finalization
Contractor revised SWPPP submitted to MDT
SWPPP reviewed by MDT and submitted to regulatory agency (DEQ)
NOI and SWPPP submitted simultaneously to DEQ
MDT and Contractor responsible to ensure SWPPP complies with General Permit
Contractor/MDT shall amend the SWPPP as changes are required due to construction activities
Pre-construction ConferencePre-construction Conference
Kickoff meeting required for all construction projects
Qualifications of the Contractor’s designated erosion and sediment control supervisor are reviewed during the meeting
Erosion and Sediment Control SubmittalsErosion and Sediment Control Submittals
Quality product list
Certified seed tags
Weed free straw/straw bale certification
Implementation of SWPPP and Initial BMP InstallationImplementation of SWPPP and Initial BMP Installation
Prior to mobilization
Adaptation of SWPPP to match site conditions and goal of environmental protection
Contractor’s responsibility to protect the environment from excess erosion
MobilizationMobilization
Following pre-construction conference mobilization can begin
Finalized NOI and SWPPP along with required permits required prior to construction
BMPs must be placed prior to disturbance
Installation of Remaining BMPs Throughout ConstructionInstallation of Remaining BMPs Throughout Construction
BMP installation in accordance with SWPPP
BMP inspection in accordance with General Permit
BMP maintenance as required
Inspection of BMPs During Construction Inspection of BMPs During Construction
Weekly Contractor and Engineer inspections
Following storm water events
Contractor required to visually monitor BMP effectiveness and make any modifications
BMP monitoring/maintenance checklist
BMPs failing inspection must be repaired
Re-inspect following maintenance or repair
318 permit requirements
BMP Maintenance During ConstructionBMP Maintenance During Construction
Proper maintenance minimizes non-compliance
Weekly monitoring used to reveal maintenance issues
BMP failures require Engineer/Contractor evaluation for repair/replacement
Minor maintenance to be performed on a daily basis
Field Modifications to SWPPPField Modifications to SWPPP
All SWPPP modification require Engineers approval
Modify SWPPP if existing BMPs are not fulfilling stabilization or sedimentation goals
SWPPP revision may require P.E. and/or CPESC
MDT review of SWPPP prior to implementation
Under emergency conditions BMPs can be added
BMP Reporting and Record KeepingBMP Reporting and Record Keeping
Inspections determine effectiveness, proper installation, and maintenance
Supply Engineer with Contractors inspection documentation
Monitoring checklists should be integrated into an MDT database
Monitoring reports should contain a description of maintenance procedures applied
Winterization of BMPs if ApplicableWinterization of BMPs if Applicable
May be required depending on weather conditions
Winterize for seasonal shutdown or downtime exceeding 1 month
Implement winterization BMPs prior to winter weather
Inspect BMPs per Engineers specifications
Remove and/or replace BMPs that are not effective
Contractor Removal of BMPs if AppropriateContractor Removal of BMPs if Appropriate
BMPs to be removed when determined by MDT to be no longer required
BMP Inspection and Maintenance Turned Over to MDT Maintenance SectionBMP Inspection and Maintenance Turned Over to MDT Maintenance Section
Long-term maintenance of construction BMPs will be carried out by MDT maintenance personnel
Need to get BMPs in good shape prior to handoff to MDT

BMP Winterization Checklist
Limit fall–time disturbance of surface area to only that which can be properly protected for snowmelt runoff?
Schedule temporary or erosion seeding prior to ground freezing?
Determine applicability of snow management BMPs and apply as appropriate?
Evaluate wintertime access to maintain BMPs?
Make sure all BMPs are in place and able to with stand spring thawing and snow melt conditions?

Case Study 1Case Study 1
Construction plans call for the use of SS-9 across the top of a large cut slope. The contractor does not want to mobilize equipment and asks to use SC-1.
What would you do and why?
Case Study 1 (cont.)Case Study 1 (cont.)
Referring to Table 4.4.1-1, SS-9 intercepts, diverts, and conveys surface run-on. SC-1 slows and filters runoff to retain sediment.
SC-1 should not be used to substitute SS-9.
Case Study 2Case Study 2
Construction plans shows SS-6 on a side slope that was intended to be disturbed during the end of the construction process. Due to construction timing the Contractor will be re-disturbing the slope in less then 14 days. The contractor would like to use SS-12.
Is this acceptable?
Case Study 2 (cont.)Case Study 2 (cont.)
SS-12 can be used assuming there is no impending adverse weather and that the slope will be re-disturbed in less than 14 days. Seeding is required if slope is left for more then 14 days.
ConclusionsConclusions
SWPPP finalized after award of contract
SWPPP implemented prior to construction
BMPs are installed
BMPs are monitored
BMPs are maintained
After demobilization of the construction contractor, MDT assumes maintenance responsibility
