Consolidating and modernizing legacy applications while moving to
the Cloud will allow your organization to deliver applications faster,
quickly extend applications with new capabilities and deploy them on
mobile devices. Let your applications live on-premises, in the cloud, or
both.
OverviewOffices and agencies need to be able to respond at
unprecedented speed as well as dynamic scale,
focusing resources on high value missions and driving
down the cost to maintain legacy systems in a time of
never-ending application sprawl. That speed, scale and
efficiency is only possible with a consistent platform
that lets organizations build and manage modern
business applications to meet the most demanding
business requirements.
Tools and resources are needed to deliver industry-
leading performance, high availability, and the highest
level of security protection. Organizations should
continue to leverage existing IT investments and skills
in order to save time and money. Applications must
process all types of data, big and small, and provide
intelligent services delivered through cost saving cloud
services onto secure mobile devices.

Enhanced security and availability
A comprehensive data platform
enables you to manage, store,
process, and analyze relational
and non-relational data across
local, hybrid, and cloud
premises on physical and
virtual servers.
With the right cloud platform,
you can preserve data
compatibility and integration
with your existing applications
and continue to leverage
existing skills while making the
most out of your data. You can
also get leading-edge
performance with in-memory
solutions across all workloads.
It's one scalable solution for
high volumes and high
availability.
Cloud services will simplify the
development of a unified back-
end, enabling organizations to
connect existing applications,
data, and services to any
device: PCs, tablets, and
phones. A common
development experience allows
IT and developers to use their
skills to make the most of
existing code. Browser-based
interfaces can easily be created
using leading-edge web
technologies for any device.
Simplified identity allows you to reduce your security risk and lower the burden of managing multiple
credentials and identities across private and public clouds. Your cloud services must deliver high
availability with minimal effort through automated application monitoring, load balancing, and failover.
Elastic infrastructure provides virtually infinite on-demand scalability as well as cloud-enabled
availability, backup, and recovery services for on-premises deployments to help organizations take
advantage of the benefits of cloud.
Rapid, dynamic

COTS platforms and cloud
services will enable organizations
to develop, test, and deploy
faster than ever before.
Prototyping of new ideas can be
handled rapidly with cloud
services, using familiar tools such
as Visual Studio to increase
developer productivity.
Application management tools
remove barriers between
business stakeholders,
development teams, testing, and
operations to help you deliver
high-quality software more
quickly.

Application portfolios have suffered from a lack of attention by many organizations since as far back as
Y2K – the last major landmark IT change event for applications. This is due, in part, to tighter IT budgets
over the last decade, and growing demand by the business for new functionality which has forced many
organizations to focus their efforts on supporting the business at the expense of IT maintenance.
Furthermore, as organizations continue to add new applications, and application vendors continue to
upgrade to keep in step with the newest operating systems, IT departments are faced with serious
application sprawl and a growing backlog of out-of-date and often unsupported applications.
IT departments must now take on a deep examination of their application portfolio to determine if, and
how, they can migrate to these new platforms. As they do, they are realizing the need to implement new
processes to ensure that application portfolio health is maintained on an ongoing basis to avoid costly,
wholesale portfolio migration projects in the future.
The first critical step in addressing the portfolio is to rationalize the applications portfolio. By
rationalizing the portfolio, IT can identify unused, redundant and out of date applications and trim down
the portfolio through application elimination, consolidation and modernization
Microsoft can help your organization develop
modern applications and modernize legacy
applications to capitalize on IT paradigms, including
cloud, social, mobility, and big data.
Lower total cost of ownership (TCO) over the
life of the application
Reduced risk to mission-critical systems and
improved supportability
An agile platform that helps you speed time to
market for new applications and differentiate,
grow, and improve existing products and
services
Rationalize your application portfolio.

Why Microsoft
• Configuration over customization of cloud services, rapid time to value
Cost savings over government hosted environments
• Reliability, financially-backed SLA's
• Common platform - certification and accreditation of the platform, not
individual applications. The security features are inherent to the
platform.
• Interoperability and portability between on-premises, cloud services,
hybrid cloud
Building the unified platform for a modern
organization.
Microsoft can help you build out these modern applications, securely integrate them with your current
systems, and provide a platform for the future. Microsoft's comprehensive cloud covers all
modernization needs.

familiarity and power of Office
with the flexibility of the cloud.
With Office in the cloud, your
applications and files are with
you wherever you go, whether
you’re working on the go at
your desktop, online, or on one
of your devices. Edit files at
your PC or Mac. Email or share
files from your tablet.
• PowerBI - Data visualization

Apps for Office; Apps for
SharePoint; and Office 365
API’s.
Azure is an open and flexible
cloud platform that enables you
to quickly build, deploy and
manage applications across a
global network of Microsoft-
managed datacenters. You can
build applications using any
language, tool or framework.
And you can integrate your
public cloud applications with
your existing IT environment.
A unifying component across all
of these services is Microsoft
Azure Active Directory, a
comprehensive identity and
access management cloud
solution that provides a robust
set of capabilities to manage
users and groups and help
secure access to not only
applications in the Microsoft
cloud, but non-Microsoft
applications including a growing
catalog of preconfigured SaaS
applications from major vendors.
Configure your modern application
on Dynamics and experience
shortened time-to-value because the underlying framework of
Dynamics can be used as a solution
development framework, reducing
project timelines without having to
adapt the business to match the
software model.
By using Dynamics as a solution
development framework,
organizations can invest once, yet
develop multiple applications. This
reduces the cost and time associated
with development and accelerates
ROI.
Dynamics helps reduces the cost of
creating solutions by providing core
services within the framework itself,
as well as close interoperability with
Microsoft technologies such as
Azure, SQL Server and Office.
TextThe Microsoft Cloud for Government is built around three distinct cloud services to provide Productivity,
Business Applications, and a flexible platform to meet government needs through Office 365, CRM Online,
and Azure.
While these three services are all great standalone. Together, they create a virtuous cycle that drives
more value than they do independently. Microsoft is unique in our strength to offer SaaS, and SaaS
extensibility, through Office 365 and CRM Online as well as PaaS and IaaS through Microsoft Azure.
Office 365, CRM Online, and Microsoft Azure All use the same core cloud infrastructure for the best
performance and interoperability—same data center, same network, and the same identity service.
Comprehensively address organization needs.

Dynamics capabilities for application
modernization.
Dashboards – Users have the ability to utilize the
rich search and charting tools to produce
dashboards and reports that provide timely and
relevant information
Workflow – Configurable and customizable
Workflows reduce repetitive tasks for users and
drive the action through the proper processes.
The approvals and workflow progress can be
tracked up and down the chain-of-command
while user interactive workflows (Dialogs) lead
users through decision-making processes as
required.
Native Integration – Commonly used tools are
seamlessly integrated with Dynamics including
Office tools, such as Excel, Word, Outlook, and
SharePoint. The Excel integration offers a
recognized reporting tool within the platform,
while Word templates save time by providing
preformatted documents in a consistent design
for communicating with external people and
process. Integration with Microsoft Outlook
provides the ability to manage email
conversations by automatically tracking important
information. The native SharePoint integration
takes advantage of the strong document
management and collaboration features to extend
the platform’s functionality even further.
Legacy Integration – Dynamics provides a
dynamic web service interface for applications to
access and manipulate platform data and
metadata and to interact with platform services.
These services enable the development of .NET
applications using Microsoft Visual Studio, or the
development of non-.NET applications using other
tools by simply referencing the web services. The
web services exposed by the platform are WSI BP
1.1 compliant, which makes the web services
interoperable with non-Microsoft platforms.
Microsoft Dynamics provides a strong set of APIs
and support for SOAP and REST.
Security – Whether data is entered into the system
manually, via workflow automation, or through
integration with other systems, the multi-faceted
security model for the Dynamics platform will
protect the data for your organization. At the
highest level, information can be secured between
organizations and business units. Users will only
have access to information that’s relevant to them
through their organizational hierarchy, and will be
assigned one or more security roles based on their
specific organizational function(s). Role-based
security can be configured to give users read-only,
create, modify or no-access to functional
information. Field level security gives you the
ultimate control what data users have access to for a
given record. The platform and its supporting
products can be configured to exclusively use
Federal Information Processing Standard (FIPS)
certified algorithms and components covering all
cryptographic functions when the application is
operating in FIPS 140-2 compliant mode.
Mobile – The platform is highly reliable, scalable
and accessible. Users will have the option to access
their work from mobile devices such as tablets and
smart phones, as well as offline access when the
network is unavailable. The web-based platform
supports a variety of browsers, including: Internet
Explorer, Google Chrome, Apple Safari and Mozilla
Firefox.
Accessibility – The platform provides accessibility
features that meet the requirements of Section 508
Standards. A Voluntary Product Accessibility, or
VPAT, is provided to show how the software product
meets key regulations of Section 508 of the
Rehabilitation Act. Microsoft Dynamics has been
implemented at many Federal agencies in the
United States with strict 508 compliance policies and
product continues to help those expectations.
