The purpose of the MOAS is to promote democratic values among the youth of the

hemisphere and to familiarize them with the work, mission and role of the OAS as the

premier political forum in the Hemisphere, as well as with its Member States.

The MOAS/PC is a simulation of the Permanent Council, for OAS Interns.

PURPOSE OF THE MODEL

The MOAS/PC was customized for the OAS interns, to complement the experience

gained through their work in the various areas of the OAS, so that they may have an integral view of the mission, functions and

role of the Organization.

WHAT’S EXPECTED FROM PARTICIPANTS IN THE MOAS/PC

Learn and defend the position of your assigned country.

Work as a team to produce a resolution. During the MOAS: (1) Discuss the approach/es that

may be included in the resolution; (2) Negotiate with other countries; (3) Draft the resolution (Working groups may be form); (4) Present and debate that resolution; and, (5) vote on the resolution.

Have a positive attitude throughout the process and contact the MOAS CoordinationTeam to voice any concerns or difficulties encountered.

Attend the first Orientation Session. Read all the material: Timetable,

Annotated Agenda, countries’ positions, Modus Operandi. Check the MOAS/PC web page.

AT ALL TIMES: Follow the Timetable provided by the DIA/MOAS. Together with your country teammate(s):

a. Research the position of your assigned country on your topic; b. Contact the Mission of your country to the OAS to find/verify

information on its policies regarding the topic; c. Write a paper detailing this position (this will be handy later to

write your country General Statement).d. present your country “General Statement” during the First Plenary

Attend, or follow by webcast, AT LEAST TWO sessions of the Permanent Council.

Think about what perspective to give to the resolution, and make your proposals during the MOAS/PC. .

Learn to write a resolution. Negotiate with the other members of

your WG the terms of the resolution. Read the Order of Business before the

MOAS/PC to be aware of the activities on the day of the MOAS.
