At the IRF, we often make the case that efficient, interconnected and sustainable transport services are fundamental building blocks for human development and regional integration. In other words, they are the world’s original “social network.”

This vision has guided the region’s transportation policies and investments in recent years, as evidenced by the emergence of spectacular highway and mass transit projects, and their transformative impacts are self-evident to visitors and businesses alike. However, the region remains confronted with a growing demand for efficient, safe and sustainable mobility services which require continuously re-inventing our transportation models. New projects are increasingly combined with measures aimed at optimizing existing networks through active traffic management, notably by harnessing the exponential growth in the quality and diversity of user data available to network operators.

Our Congress comes at a time of concerted efforts by leaders throughout the GCC and wider MENA Region to provide coordinated road network programs and other state-of-the art transportation services that are capable of supporting and sustaining the region’s economic integration agenda. It is an essential meeting place to discuss policies and present innovations and a must-attend opportunity for transportation professionals.

It is my pleasure to welcome the participants and attendants of the 1st International Road Federation Middle East and North Africa Congress & Exhibition hosted by Dubai (29-31 Oct 2017) under the theme “Mobility Solutions for the 21st Century”.

The holding of this global event in Dubai city tantamounts to an international recognition of the status of Dubai, especially as this Congress is one of the most important specialised conferences in the field of roads, and makes its debut as the 1st IRF MENA Congress & Exhibition.

Thanks to the visionary leadership of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and the follow-up of HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of the Executive Council, Dubai has superb infrastructure to boast of across various fields, especially roads. It has a road network characterised by high-quality and wide geographical coverage spanning the entire Emirate.

The Dubai Government has invested heavily in uplifting roads & transport infrastructure to meet the urbanisation needs and the sweeping economic boom, which will eventually translate into added happiness & welfare to both residents & visitors. The Roads and Transport Authority (RTA) in Dubai has succeeded in raising the roads sector to the next level; contributing to the UAE’s ranking as Number One in the quality of roads over the past four years (2013-2016) according to the Global Competitiveness Report of Davos Economic Forum. The overall length of roads network has leapfrogged from 8715 lane-km in 2006 to 13594 lane-km in 2006. Equally, the number of lanes crossing over the Dubai Creek has jumped during the same period from 19 lanes to as many as 48 lanes, recording in the process a stunning 153% increase.

RTA has developed & implemented a bundle of measures to improve the traffic flow & safety to align it with the world’s best practices. These measures contributed to bringing down the fatality rate of road accidents in Dubai to unprecedented levels during the last decade. I welcome all of you to the UAE, whilst wishing participants in the Congress & Exhibition every success in realising their objectives.

How do we really save lives of drivers?

Although different tests are required for the approval of the vehicle restraint systems according to the Norm in for-ce in each Country, what really matters is the ability of the device to save the life of the vehicle passengers in case of accident whether it occurs in the USA or in Europe, Canada, Australia, Middle East, Asia or Latin America.An impact absorbing sy-stem must guarantee the maxi-mum safety for the passenger.But, how do we ensure such sa-fety by simply meeting the Standard currently in force?The Hero of two Worlds is the first crash cushion which can really ensu-re the passenger safety, because it has passed with success different crash tests with lighter and heavier vehicles according to the European EN1317 and American NCHRP 350 standards.American Standard NCHRP requires to pass some crash tests with a pi-ck-up of 2000 kg mass, while to meet the European Standard EN1317the crash cushion must be able to ab sorb a vehicle impact at 110 km/h.

The special structure of the cra-sh cushion SMA 110PL/TL3 has permitted to meet both the Stan-dards with the same product.

Moreover, it has even passed with success some additional crash tests with criteria over the standards.

To protect the car drivers, a frontal crash test with a pick-up has beenperformed at 100 km/h with a dummy onboard to permit the calculation ofbiomechanical parameters ac-cording to EuroNCAP criteria.The obtained result according has been 5 STARS which testifies to the high quality of the vehicle

restraint system SMA 110PL/TL3.Finally, a crash test performed at 130 km/h has certified the high quali-ty of the SMA crash cushion to ensu-re the best passive safety is possible.

التنقل للقرن 21«.

إن عقد هذا المؤتمر العالمي في مدينة دبي يؤكد مكانتها وسمعتها الطيبة، خاصة وأن هذا الحدث يعد أحد أهم المؤتمرات المتخصصة في مجال الطرق، وهو يقام ألول مرة في الشرق األوسط وشمال إفريقيا

باعتباره »المؤتمر والمعرض األول لالتحاد الدولي للطرق في المنطقة«.

وبفضل القيادة الحكيمة لصاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، والمتابعة الحثيثة لسمو الشيخ حمدان بن محمد بن راشد آل مكتوم، ولي عهد دبي رئيس

المجلس التنفيذي، تتمتع دبي ببنية تحتية متقدمة عىل مختلف المستويات، وخاصة عىل مستوى الطرق. فلديها شبكة طرق تغطي جميع أنحاء اإلمارة، وتمتاز بجودتها واتساعها الجغرافي، ويحق لنا أن نفخر لها.

لقد وّجهت حكومة دبي استثمارات ضخمة من أجل رفع مستوى الطرق والبنية التحتية للمواصالت، تلبيًة الحتياجات التوسع الحضري، ومواكبة االزدهار االقتصادي السريع، وهو ما سيسهم في النهاية في تحقيق

مزيٍد من السعادة والرفاهية االجتماعية لكل من المواطنين والمقيمين والزوار.

وبدورها، نجحت هيئة الطرق والمواصالت بدبي في رفع كفاءة قطاع الطرق إلى مستوى جديد، ما ساهم في حصول دولة اإلمارات عىل المركز األول عالميًا من حيث جودة الطرق خالل السنوات األربع الماضية (201٦-

2013) وفقًا لتقرير التنافسية العالمية الصادر عن منتدى دافوس االقتصادي. فقد ازداد طول مسارات شبكة الطرق من 8715 كيلومترًا في العام 200٦ إلى 13594 كيلومترًا في العام 201٦. وبالمثل، قفز عدد

المسارات التي تقطع خور دبي خالل المدة ذاتها من 19 إلى 48 مسارًا، بزيادة قياسية مذهلة بلغت ٪153.

كما بادرت هيئة الطرق والمواصالت إلى وضع وتنفيذ مجموعة من التدابير واإلجراءات لتحسين انسيابية حركة المرور وسالمتها، وضمان مواءمتها مع أفضل الممارسات العالمية. وقد ساهمت هذه اإلجراءات في

خفض معدل وفيات حوادث الطرق في دبي خالل العقد الماضي إلى مستويات غير مسبوقة.

فــي االتحــاد الدولــي للطــرق، كثيــرًا مــا نؤكــد أهميــة توفيــر خدمــات مواصــالت فعالــة ومترابطــة ومســتدامة ــارة أخــرى، فمثــل هــذه الخدمــات ــات األساســية للتنميــة البشــرية والتكامــل اإلقليمــي. وبعب باعتبارهــا اللبن

تعــد بمثابــة »الشــبكة االجتماعيــة« األصليــة فــي العالــم.

هــذه الرؤيــة، وجهــت بالفعــل سياســات واســتثمارات المواصــالت فــي المنطقــة خــالل الســنوات األخيــرة، كمــا يتضــح مــن انتشــار مشــاريع الطــرق الســريعة والنقــل الجماعــي الضخمة، خاصــة وأن آثارهــا الثورية تبــدو واضحة للــزوار والشــركات عــىل حــد ســواء. ومــع ذلــك، مــا تــزال المنطقــة تشــهد طلبــًا متزايــدًا عــىل خدمــات مواصــالت فعالــة وآمنــة ومســتدامة، وهــو مــا يتطلــب باســتمرار ابتــكار نمــاذج ووســائل النقــل المناســبة. وقــد ترافقــت المشــاريع الجديــدة بصــورة متزايــدة مــع اتخــاذ تدابيــر تهــدف إلــى تحســين شــبكات الطــرق القائمــة، مــن خــالل اإلدارة الفعالــة لحركــة المــرور، ال ســيما عــن طريــق اســتغالل النمــو الهائــل فــي نوعيــة بيانــات المســتخدمين
