We would like to convey our highest praise and deep gratitude to those

individuals who help us in bringing to fruition the medical missions.

To our Provincial Governor Esmael “Toto” G. Mangudadatu for his

indisputable support and direct involvement in alleviating the health of the

constituents to a much desirable status;

To our Provincial Vice-Governor Ismael “Dustin” V. Mastura and the

Members of the Sangguniang Panlalawigan for allocating funding for the program;

To Dr. Tahir B. Sulaik and Dr. Elizabeth A. Samama, all from Integrated

Provincial Health Office for sharing their ample time from planning to

implementation and providing medical personnel;

To Ms. Sirikit S. Butt, RN, Head Nurse and the nurses from the 1st

Congressional District Dep-Ed Maguindanao for the Health Promotions;

OVERVIEW

Maguindanao province has a total population of 1,273,715 (NSO 2007) in 36

municipalities with 506 barangays. With this enormous population, it has only five

(5) hospitals i.e. one (1) provincial, two (2) districts and two (2) municipals.

Augmenting these hospitals are inadequate number of health centers with limited

medicines and medical equipments available.

Statistically speaking, there is only one (1) dentist for every 120,000, one (1)

doctor for every 60,000, one (1) nurse for every 36,000 and one (1) midwife for

every 7,200 populace. In this populace, the top three (3) leading causes of

morbidity are Acute Respiratory Infection, Influenza and Diarrhea. These pressing

issues greatly affect the vision of the present administration which is to have

healthy constituents for province.

With these current situations and prevailing capacities and capabilities of

IPHO-Maguindanao and DepEd Nurse-Maguindanao to provide quality care

service, the Provincial Government of Maguindanao through the initiative of the

Provincial Governor Esmael G. Mangudadatu initiated the provisioning of mobile

hospital. This mobile hospital is equipped with medical, dental and basic surgical

equipment with an X-ray machine. The operation of the mobile hospital will be

needing ten (10) competent permanent health personnel. Alongside, essential

medicines are also provided to immediately respond to any emergency cases or as

need arises.

Providing mobile hospital will not be enough to address the health needs of

the province. There is also a need to issue local policies, institutionalized

structures and capacitate/mobilize health personnel. With these strategies in

place and the functionality of the local health board is on verge, this effort will

create a noteworthy impact.

VISION, MISSION AND OBJECTIVES

VISION- A Province whose stakeholders are collectively working in the

attainment of healthy constituents by the year 2015.

MISSION- Provide the constituents full access to health services that

encompass four (4) major aspects ( Promotive, Preventive, Curative and

Rehabilitative ) that would benefit communities in the province and will be

sustained by all its staff- the IPHO-Maguindanao, DepEd-Maguindanao and the

Provincial Government of Maguindanao.

OBJECTIVES- To attain its vision and mission, this medical mission sets

the following objectives:

1. To work with multi-sectoral partners that provides same vision and services

with the mobile hospital.

2. To provide easy access on basic health services such as medical, dental,

minor surgeries and circumcision including constituents in the far-flung

areas.

3. To provide free medicines, X-ray and laboratories to aid constituents in their

total health.

4. To increase the level of awareness of beneficiaries in a quality and healthy

living thru health education.

SERVICES

Every medical mission covers five (5) medical procedures. Every procedure

has its corresponding number of target patients. Within those patients, some will

be receiving health care services such as Health Promotions, Family Planning and

Rehabilitative Assistance. (See Table 1 in the attached annexes.)

The Medical Mission services will be as follows:

1. Excision of Cyst - It is a minor operation for patients who have sebaceous

cyst and other minor types.

2. Circumcision - A cutting off of penile foreskin to expose its glans penis to

promote hygiene.

3. Tooth Extraction - A removal of defective tooth.

4. Blood-letting -A type of procedure where some blood will be extracted and

will be donated to individuals needing it thru ICRC.

5. Blood typing - A procedure done for patients who want to have knowledge on

their specific blood type.

6. Rehabilitative Assistance – Helping individuals who have amputated legs

thru sourcing out for possible sponsors

7. Family Planning Methods – An advocacy for married individuals willing to

use family planning methods.

8. Health Promotions - Teaching constituents on proper tooth brushing and

hand washing techniques

In order to attain the number of target participants per services, 73

personnel from IPHO-Maguindanao, Dep-Ed Nurse Maguindanao and Provincial

Government of Maguindanao are needed. (See attached annexes the complete list

of teams/committee with its corresponding number of staff/members)

The participants of these medical missions are the disadvantage children

and adult both men and women coming from the far flung areas of the clustered

municipalities. Most of the dental patients are Dep-Ed pupils of the respective

clustered districts.

The Provincial Governor and Provincial Vice-Governor discussed with the Local officials and other

stakeholders regarding the increase of appropriation on health and crafting of a sound policies that

would uplift the health status of the constituents. The Provincial Vice-Governor is very particular to

the sanggunian on making laws that would support the health initiatives of the local chief

executive.

The Provincial Governor pronounced to the media that this medical mission especially the purchase

of the mobile hospital is the realization of one of his 8-point agenda which access to quality health

services. He further discussed the operation of the mobile hospital, his future plans for the

sustainability of the medical mission and other health concern programs. The governor emphasized

clearly that this program with the support of the sanggunian is a continuing process until such time

that the health status of the constituents is in the desirable condition.
