MOAPC Timeline

• MOAPC clusters will have a full seven (7) months to create a Strategic Plan that will guide the work of the cluster in Year Two, and

• Lead communities and partner communities will be given an opportunity to begin to pilot a prevention strategy or discrete interventions within the first eight (8) months of funding– even though these interventions may not be continued into subsequent years based on the results of the strategic planning process.

MOAPC Timeline - Overview

Year 1 (January 1, 2015- August 31, 2015)

• Assessment: The lead community and partner communities begin work on assessing need and resources across all communities in the cluster.

• Capacity: The lead community and partner communities begin work on coalition building and developing the structure that will support successful implementation of the grant.

• Planning: The lead municipality/agency begins to develop the Strategic Plan.

MOAPC Timeline - Overview

Year 1 (January 1, 2015- August 31, 2015)

• Implementation: A partner municipality is required to pilot one primary prevention strategy OR one overdose prevention strategy while the Strategic Plan is being developed. Implementation of the pilot must be approved by BSAS and should begin no later than April 1, 2015

• Evaluation: Programs are required to begin to track MIS service data on MOAPC activities immediately upon award. Templates for doing so will be provided by BSAS.

MOAPC Timeline – Pilot Strategy

• REQUIRED: ONE partner municipality (or lead municipality/agency, if applicable) must identify and begin to implement a pilot of one primary prevention strategy by April 1, 2015.

OR• REQUIRED: One partner municipality (or lead municipality/agency, if applicable)

must identify and begin to implement a pilot of one overdose prevention strategy by April 1, 2015.

*Determination of which partner municipality will implement the pilot strategy should be determined collaboratively by the members of the Cluster. Priority should be given to communities that demonstrate both a capacity and readiness to implement the strategy as well as the need, and appropriate fit.

MOAPC Evaluation - Overview

• The MOAPC grant does not have a federally-funded external evaluation component.

• Clusters may voluntarily choose to devote some programmatic resources to evaluation provided that it does not affect the cluster’s ability to meet its programmatic goals with the resources available, but this is not a requirement.

• The lead community in each cluster is responsible for: 1. Collecting MIS service activity data each quarter, starting now2. Submitting narrative progress reports to BSAS – including data (as available),

starting October 20153. Participating in annual monitoring site visits

MOAPC Evaluation - MIS

• Using a template provided by BSAS, the Coordinator is responsible for tracking the following information in each cluster community:

• Demographics of the population served: – Number of individuals served through prevention programming by age,

gender, race, and ethnicity.

• Number of hours spent on the six CSAP Prevention Strategies– Information Dissemination, Community-Based Process, Education,

Environmental, Problem Identification and Referral, Alternatives.

• Number of times and number of hours MOAPC staff had contact with a representative from MassTAPP as part of a TA encounter.

MOAPC Evaluation - Reports

• Using a template provided by BSAS, each Coordinator is responsible for completing an online quarterly narrative progress report beginning October 2015

• This report should document progress towards each of the goals and activities being implemented as part of MOAPC – including successes, challenges, and any supporting documentation that demonstrates evidence of effectiveness.

MOAPC Evaluation - Data

• To the extent that the lead community (or any partner communities) are actively collecting data on project outcomes, it is requested that this information be submitted as part of the narrative progress report. This may include data on:

– Intervening variables (including risk and protective factors) associated with the issue being targeted

– Non-Medical Use of Prescription Drugs– Use of Heroin– Unintentional fatal and non-fatal opioid overdoses

• A list of recommended survey items and methods for tracking records data (e.g., fatal overdoses) appears in the MOAPC Guidance Document.

MOAPC Evaluation – Site Visits

• Each MOAPC cluster will be visited annually by representatives from BSAS, the state evaluation team, and MassTAPP.

• The agenda, which will be developed collaboratively with each cluster prior to the visit, will generally include:

– Project Overview and Lessons Learned– Updates from MassTAPP– Updates from the State Evaluation Team– Fiscal Updates– Recommendations and Next Steps
