PERSPECTIVESSunday, 15 January, 2012

May peace be with usAlthough some armed conflicts occured due

to misunderstanding between the nationalbrethren in Myanmar since it regained herIndependence in 1948, the government’s peace-making process is going to bring eternal peaceand prosperity to the whole nation.

In line with the address delivered byPresident U Thein Sein at the PyidaungsuHluttaw on 30 March 2011, negotiations havebeen undertaken for realizing the eternal peacewith armed groups that have not accepted theconstitution yet.

In the peace-making dialogues, Hluttawrepresentatives of the State side who understandthe region and local people and state level andUnion level ministers were constituted as therepresentative groups for peace to hold talkswith respective national race organizations.

In this regard, the peace process is plannedto hold talks at three levels—state level, Unionlevel and Hluttaw level. The state level is to seekinitial agreement for ensuring ceasefire andfuture tasks of the peace talk. The Union level isto hold talks for solving problems on a politicalbasis.

After reaching agreements at the Unionlevel with armed groups individually, all nationalrace armed groups will be invited to the Hluttawfor holding dialogues to be able to reach thecommon agreement. If necessary, theConstitution will be amended. The 11-pointagreement has been signed in principle so as tocontinue the discussions at the Union level peacetalk at the completed final stage for eternalpeace.

Thus, the national race armed groups thatheld armed struggle lines in the Republic of theUnion of Myanmar in the past have signed peaceagreements one after another step by step. Infact, the peace agreements are signs ofeverlasting peace.

WASHINGTON, 14 Jan— US Defence Secretary LeonPanetta said on Thursday that the Army will withdraw twobrigade combat teams from Europe, and replace them withrotational units. The change is part of a new, 10-year defencestrategy announced by US President Barack Obama last weekthat “emphasizes air-sea doctrine to better allow the US toconfront more than one threat at a time,” Panetta said duringan interview with the American Forces Press Service.

The rotational deployments mean the military “will bein a position to cover not only the area that will be a primaryfocus ... but we will be able to cover the world,” he said. Thechange means rotational forces — the way Army SpecialForces currently deploy — will expand to conventionalforces. As the Army replaces the two brigade combat teamswith rotational units, the Europeans actually will see moreUS forces because the American forces in Europe have moreoften than not been deployed to Iraq or Afghanistan, Panettasaid.

New ink promises ‘bendable’ circuits

CHAMPAIGN, 14 Jan—US researchers say a newkind of silver ink could leadto printable low-costelectronic circuits onflexible materials likepaper, plastic or fabric.

University of Illinoismaterials scientists, led byJennifer Lewis, havedeveloped a particle-freereactive silver ink that holdsthe promise of creatingflexible circuits forantennas, batteries, sensors, solar energy, wearabledevices and more, a UIrelease reported Thursday.

While most condu-ctive inks rely on tiny metalparticles suspended in theink, the new formula is atransparent solution ofsilver acetate and ammoniain which the silver remains

dissolved in the solutionuntil it is printed and theliquid evaporates, yielding

conductive features. “It driesand reacts quickly, whichallows us to immediatelydeposit silver as we print,”researcher S. Brett Walker said.

The reactive ink hasseveral advantages overparticle-based formulation,Walker said. A batch can bemixed in minutes, as opposedto particle-based inks thattake several hours andmultiple steps to prepare.

The ink also remainsstable and usable for severalweeks, he said.

Reactive silver ink is airbrushed onto a thin, stretchyplastic film to make a flexible silver electrode.

NASA looking at Cassini radio problemsPASADENA, 14 Jan—

NASA says it’s conductingdiagnostic tests on itsCassini spacecraft orbitingSaturn after its signal wasnot detected during atracking pass in lateDecember.

The spacecraft has beencommunicating with Earthusing a backup radio system, the space agency said in arelease Thursday.

The problem centers onthe ultra-stable oscillator, used for radio scienceexperiments and also as ameans of sending data toEarth.

Cassini missionengineers say the spacecrafthas shifted to an auxiliaryoscillator, whose frequencystability is adequate fortransmitting data from thespacecraft to Earth.

“For printed electronicsapplications, you need to beable to store the ink for severalmonths because silver isexpensive,” Walker said.“Since silver particles don’tactually form until the inkexits the nozzle and theammonia evaporates, our inkremains stable for very longperiods. “For fine-scale nozzleprinting, that’s a rarity.”

The ink’s low viscositymakes it suitable for inkjetprinting, direct ink writing orairbrush spraying over largeareas, the researchers said.

Space station dodgessuper-fast debris

HOUSTON, 14 Jan—The International Space Stationdodged a small but super-fast piece of orbitingcommunication debris Friday, NASA said.

The crew fired the Zvezda service module thrusters at11:10 a.m. EST to avoid a 4-inch piece of a formercommunications satellite orbiting at very high speed in thespace station’s general direction that had “the potential ofa collision,” the space agency said. The engine-burn movedthe station slightly to take it out of range of the piece ofbroken satellite that was due to pass between 0.6 and 15miles of the station, SPACE.com reported.

Contact with the object, once used for voice and datacommunication from hand-held satellite phones, couldhave punctured the six-story high, 24-story-long and 36-story wide station, officials said. The orbital modificationmarked the 13th time since 1998 the low-Earth-orbit stationhas had to take evasive action to avoid debris, NASA said.

The maneuver eliminated the need to boost the station’saltitude next week for the launch and docking this monthof a Russian unmanned Progress resupply cargo ship,NASA said.—Internet

Tests this month willhelp mission managersdecide whether it will bepossible to bring the ultra-stable oscillator back intoservice, NASA said.

Gadget Watch: Control a PC with body motionsLAS VEGAS, 14 Jan—Don’t trash your keyboard and

mouse just yet. But three companies at the InternationalConsumer Electronics Show demonstrated depth-sensingcameras that let you to control your computer by movingyour hands or body.

Microsoft’s Kinect add-on for the Xbox 360 console hasalready popularized these cameras for gaming. Now, thetechnology is being set loose for use on other devices. However, like many gadgets shown at the annual Las Vegas-based extravaganza of phones, PCs and TVs, the camerasaren’t quite ready for the mass market.

The companies showed off their cameras to give softwaredevelopers and gadget makers a chance to work with thetechnology and incorporate it in their products. For the restof us, it’s a taste of what the future might hold.

WHY IT’S HOT: The cameras represent another challengeto the keyboard-and-mouse regime, which is already beingeroded by touch screens. If you’re in front of a depth-sensingcamera, you don’t have to touch the screen to control it withyour fingers or hands. (This works with non-depth-sensingcameras as well, but they’re not as good at figuring out what

you’re doing.) At the PrimeSense booth, visitors couldbrowse and play the contents of a digital video library withhand gestures — basically, anything you’d do with a mousetoday. The Israeli company’s camera goes into the Kinectand is now sold separately as the Asus Xtion.

BEHIND THE LENS: The cameras can tell how faraway things are in their field of vision. PrimeSense does thisby sending out an invisible pattern of light, and registeringhow it’s deformed when it hits objects. SoftKinetics’ cameraworks almost like radar, but with light: it sends out infraredlight and measures how fast it comes back. Where it takeslonger, it figures out that that part of the image is furtheraway.

THE DOWNSIDE: If you buy one of these now, thereisn’t much you can do with it, unless you’re a softwaredeveloper. The Asus Xtion comes with a few simple Kinect-like games for your PC. For all of these cameras, the depth-sensing range is limited to about 12 feet, and at the far endof the range, accuracy is reduced. That means finger gesturesmay not be picked up from across the living room.

AVAILABILITY: Microsoft said it will start selling a“Kinect for Windows” camera starting Feb. 1st, for $249.Asus started selling the Xtion in December for $149.SoftKinetics, a Belgian company, started selling its cameraaround the same time for $499.—Internet

Singapore hospitals stopproviding free formula milkto encourage breastfeeding

SINGAPORE, 14 Jan—Public and private hospitals inSingapore have stopped giving out free formula milk ina bid to encourage breastfeeding, local daily LianheZaobao reported on Friday. The formula milk producersand sellers are not allowed to provide free products orsamples under the changes that were put in place by theSales of Infant Food Ethics Committee with effect startingfrom 1 January this year, it said.

Doctors said it was very common for the mothers ofnew-born babies to ask for free formula milk. This is nothelpful when encouraging breast feeding as the first hoursafter the birth are the most important. It sometimes leadsto the parents believing that the brands of the formula milkgiven at the hospitals were recommended, too. Those whowant to have formula milk for their babies now will haveto pay for it, some of the hospitals said.

The Ntional University Hospital of Singapore hasbeen adopting some practices to encourage breastfeeding, like trying to let the mothers staying with their new-bornbabies within the first hours after birth. The breastfeedingrate among the new-born babies in Singapore is currentlyat about 50 percent. Processed meat ‘linked to pancreatic cancer’LONDON, 14 Jan — A link

between eating processedmeat, such as bacon orsausages, and pancreaticcancer has been suggestedby researchers in Sweden. They said eating an extra 50gof processed meat, approximately one sausage, every day would increase aperson’s risk by 19%. But thechance of developing the rarecancer remains low.

The World CancerResearch Fund suggested thelink may be down to obesity.Eating red and processed meathas already been linked tobowel cancer.

As a result the UKgovernment recommended in2011 that people eat no morethan 70g a day. Prof SusannaLarsson, who conducted thestudy at the KarolinskaInstitute, told the BBC thatlinks to other cancers were

“quite controversial”.She added: “It is known

that eating meat increases therisk of colorectal cancer, it’snot so much known aboutother cancers.” The study, published in the BritishJournal of Cancer, analyseddata from 11 trials and 6,643patients with pancreaticcancer.

It found that eatingprocessed meat increased therisk of pancreatic cancer. The

risk increased by 19% forevery 50g someone added totheir daily diet. Having anextra 100g would increasethe risk by 38%. Prof Larssonsaid: “Pancreatic cancer haspoor survival rates. Russian tanker reachesice-bound Alaskan port

NOME, 14 Jan—A Russian tanker escorted by the USCoast Guard reached the frozen Alaskan port of Nome withemergency fuel supplies on Friday after a 10-day voyagethrough ice-choked seas, the Russian company that owns thevessel said.

The mission to Nome is the first mid-winter marinedelivery to western Alaska and comes as oil and gasdevelopment and climate change increase commercial trafficalong trade routes in the Arctic.

The Russian ship, the Renda, got an exemption lastmonth from US maritime law for the journey, after the city of3,600 residents missed its final scheduled barge deliverybefore winter when one of the worst storms in decades sweptthe northwest coastal town.”

The Renda has reached Nome. It has stopped 8 miles outat the edge of the ice. People are relieved and resting now. Itis night there now,” Fazil Aliyev, the general director of theRussian shipping firm that owns the Renda, told Reuters.

“We will start offloading (fuel) in the morning,” he saidby telephone from Russia’s Far Eastern port city ofVladivostok where the company, RIMSCO, is based.

The Renda is carrying about 1.3 million gallons ofArctic-grade diesel and gasoline, according to Vitus Marine, the Anchorage-based company that arranged for the specialdelivery.

Even with the US Coast Guard’s only functioningicebreaker, the Healy, slicing a path for the Renda throughBering Sea ice as thick as 24 inches, slow progress had raiseddoubts about whether it would reach the port.—Internet

MOSCOW, 14 Jan — Russia’s failed Mars probe, Phobos-Grunt, is about to fall back to Earth — quite probably onSunday. The spacecraft has been losing altitude rapidly inrecent days and will soon be pulled into the top of theatmosphere where it will be destroyed. Phobos-Grunt weighedsome 13 tonnes at launch, but very little of this mass shouldmake it through to the surface.

Russian space agency (Roscosmos) estimates suggestperhaps only 200kg will survive the fiery plunge. Orbitaldebris experts say there are large uncertainties in predictingre-entry events and it is currently not possible to forecastprecisely when or where on Earth the final descent will occur.

“The major uncertainty for prediction is the atmosphericdensity the spacecraft encounters in orbit, but it’s also due tothe orientation of the vehicle as it comes in,” explained ProfRichard Crowther, the UK Space Agency’s chief engineer. “Itcan very quickly tumble and if pieces break off—that allchanges the trajectory and where debris might impact.”

Seabird foraging areas ‘key for conservation’LONDON , 14 Jan — The feeding patterns

of seabirds around the UK coastline can becan used to help identify the location ofpossible marine protection areas, a study

says. Researchers compiled data on 25 species’foraging behaviour, adding that feeding sitesplayed a vital role in the success of breedingcolonies. There is just one MarineConservation Zone in English waters but anetwork is expected to be decided by 2013.

The findings appear in the journalBiological Conservation.

“There is an increasing need to protectareas of sea for marine species because theenvironment is facing pressures - such as oil, shipping, gas and renewable energy,”explained co-author Chris Thaxter, researchecologist for the British Trust for Ornithology(BTO). “It is important not to let these eventsimpact on the species that are using theseareas.”

He told BBC News that there was adiscrepancy between the level of protectionoffered to the birds while they were on coloniesand when they were searching for food.“Seabirds are an important part of the marineecosystems,” Dr Thaxter said.

“Seabird colonies are relatively wellprotected but offshore areas are not - and thathas been a big gap in [scientific] knowledge.“This is the challenge that the governmentfaces: deciding what areas to protect whenthey do not have the best evidence to hand.”

IBM researchers make 12-atommagnetic memory bit

LONDON , 14 Jan — Researchers have successfully storeda single data bit in only 12 atoms. Currently it takes about amillion atoms to store a bit on a modern hard-disk, the researchersfrom IBM say. They believe this is the world’s smallest magneticmemory bit. According to the researchers, the technique opensup the possibility of producing much denser forms of magneticcomputer memory than today’s hard disk drives and solid statememory chips.

“Roughly every two years hard drives become denser,”research lead author Sebastian Loth told the BBC. “The obviousquestion to ask is how long can we keep going. And thefundamental physical limit is the world of atoms. “The approachthat we used is to jump to the very end, check if we can storeinformation in one atom, and if not one atom, how many do weneed?” he said. Below 12 atoms the researchers found that thebits randomly lost information, owing to quantum effects. A bitcan have a value of 0 or 1 and is the most basic form ofinformation in computation. “We kept building larger structuresuntil we emerged out of the quantum mechanical into theclassical data storage regime and we reached this limit at 12atoms.”— Internet

NEW YORK , 14 Jan — A woman lost her arm, shoulder and collarbone due to flesh-eating bacteriathat was caused by a self-injection of ‘bath salts,’ WWLTV reported. The woman, who is 34, visitedthe emergency room and complained of arm pain, according to Dr Russell Russo of Louisiana StateUniversity Sciences Centre. “As bath salts gain popularity, medical centers of all disciplines mustbe prepared to identify not only the signs of intoxication, but the potential side effects, includingdeadly necrotizing fasciitis,” Russo said.

Bath salts are being sold all over the US with names like “Ivory Wave,” “White Lightning” and“Hurricane Charlie.” They are not the type of salts you would add to your bath, however; these so-called bath salts are intended to be snorted, smoked or injected – and users are getting high off ofthem. The Drug Enforcement Administration does not regulate these substances, but they are underfederal scrutiny, as the effects of these salts are comparable to methamphetamine abuse, accordingto poison control centers and other law enforcement agencies.
