Issue
• In 2007, the MN Legislature passed, and the Governor signed legislation regarding “Transmission for Renewable Energy Standard”. 216B.1691
Key Components of RES Transmission Legislation
• Study and develop plans for transmission network enhancement to support RES standards and milestones.
• Incorporate and build upon past studies (Wind Integration).
• Collaborate with MISO.• Convene and regularly consult with stakeholders
(transmission planners, renewable generation technology experts) to review study methods, assumptions, results and ongoing efforts.
• Submit a report to PUC on status of efforts by 11/01/07.
Report Requirements
• Description of analysis undertaken and results, including critical issues that need to be addressed in order to meet RES and milestones.
• Comprehensive conceptual plan (Roadmap) to going planning efforts to meet RES and milestones.
• Specific transmission line proposals necessary to meet RES and milestones.
• Description of how the RES transmission projects are incorporated into the Biennial Plan.

• Five-year action plan that identifies specific actions that are – Necessary to implement the specific proposals– Refine and further develop transmission plans
• Includes initiating CON or other regulatory proceedings
