medical degrees with only one or two years of training. There was no requirement for formal education, and some physicians bought their medical licenses. It would not be until 1894 that Missouri required individuals attending medical school to obtain at least a high school diploma. After advocacy efforts by physicians and legislators, “An Act to create a Board of Health for the State of Missouri” passed in 1883. The State Board of Health would consist of seven individuals appointed to the position, at least five of which would be physicians “in good standing”; and they would have general supervision over the health and sanitary interests of the state. This law also required all practicing physicians, surgeons and accoucheurs (male midwives) to register their names with the county clerk in the county they resided. “An Act to regulate the practice of medicine in the State of Missouri,” passed the same year, required individuals to present a diploma from a recognized medical school to the State Board of Health to verify credentials and then take an exam to be registered with the Board. If they did not have a diploma, they could take the qualifying exam. When an individual received their certificate from the State Board of Health, they would then take the certificate to the county clerk to have it registered. This also required individuals who were already practicing to register with the board with the date of their diploma. In 1901, “An Act to regulate the practice of medicine, surgery and midwifery, and to prohibit treating the sick and afflicted without a license, and to provide penalties for the violation thereof” required midwives to register as well. Prior to the 1901 law, many midwives registered as physicians with the passage of the 1883 Board of Health law. The law also stipulated that midwives were not allowed to engage in any other medical practice and were required to register with the Board and the county clerk in which she lived. If a woman practiced midwifery but did not charge for her services or make her living as a midwife, she did not need a license. Missouri is also the birthplace of the practice of osteopathy, which is a medical practice that emphasizes manual readjustments, myofascial release and other physical manipulation of muscle tissue and bones. The American School of Osteopathy was founded by Dr. Andrew Taylor Still in Kirksville, Missouri and was chartered in 1892. In 1895, "An act to regulate the practice of the science of healing diseases and injuries without the use of drugs, known as osteopathy" was vetoed by Governor William Stone because he viewed the practice as secretive and an illegitimate science. In 1903, “An act to regulate the system, method or science of healing known as Osteopathy and as taught and practiced by the American School of Osteopathy at Kirksville, Missouri and creating a board of examination and registration for the regulation of the same and providing penalties for the violation of this act” was passed and created the State Board of Osteopathic Registration and Examination. This act worked similarly as the other physicians’ laws where an individual had to have a diploma and take an exam before the Board, have a certification from the Board, and then present that certification to their county clerk to be registered.

The State Board of Health, the State Board of Osteopathic Registration and Examination, and other state boards became a part of the Department of Education’s Division of Registration and Examination in 1945. These boards were consolidated into the State Board of Registration for the Healing Arts in 1959. Since then, the Board of Registration for the Healing Arts has been located within several different state agencies including Department of Consumer Affairs, Regulation, and Licensing (1974), Department of Economic Development (1984), Department of Insurance, Financial Institutions, and Professional Registration (2006), and Department of Commerce and Insurance (2019). The current (as of 2019) Board of Registration for the Healing Arts includes the following professions:

• Anesthesiologist Assistants • Assistant Physicians • Athletic Trainers • Audiologist & Speech-Language Pathologists • Perfusionists • Physician Assistants • Physicians & Surgeons (including Osteopaths) • Physical Therapist/Physical Therapist Assistants

Timeline 1883 House Bill 403 entitled “An Act to create a Board of Health for the State of

Missouri” was approved on March 29, 1883 and went into effect on July 1, 1883. 1883 House Bill 546 entitled “An Act to regulate practice of medicine and surgery in

the state of Missouri” was approved on April 2, 1883 and went into effect on July 1, 1883.

1895 House Bill No. 445 entitled "An act to regulate the practice of the science of healing diseases and injuries without the use of drugs, known as osteopathy" was vetoed by Governor Stone.

1901 House Bill 137 entitled “An act to regulate the practice of medicine, surgery, and midwifery, and to prohibit treating the sick and afflicted without a license, and to provide penalties for the violation thereof” was approved on March 12, 1901 and went into effect on June 16, 1901.

1903 Senate Bill 417 “An act to regulate the system, method or science of healing known as Osteopathy and as taught and practiced by the American School of Osteopathy at Kirksville, Missouri and creating a board of examination and registration for the regulation of the same and providing penalties for the violation of this act” was approved March 27, 1903 and went into effect on June 21, 1903.

1946 Senate Bill 456 created the Division of Registration and Examination under the Department of Education and numerous state boards were assigned to the division. The bill was approved on May 17, 1946 and went into effect on March 12, 1947.

1959 Senate Bill 50 created the State Board of Registration for the Healing Arts. The

bill was approved on June 18, 1959 and went into effect on August 28, 1959. 1974 The Omnibus Reorganization Act (Conference Committee Substitute for Senate

Bill 1) created the Division of Professional Registration under the Department of Consumer Affairs, Regulation and Licensing and assigned the Board of Healing Arts to this division. The Act was approved on February 13, 1974 and went into effect on July 1, 1974.

1984 Voters in the August primary election approved a name change effective September 7, 1984 from Department of Consumer Affairs, Regulation and Licensing to the Department of Economic Development.

2006 The Department of Insurance was restructured via Executive Order 06-04 signed on February 1, 2006 to be the Department of Insurance, Financial Institutions, and Professional Registration to include Division of Professional Registration which went into effect on August 28, 2006.

2019 The Department of Insurance, Financial Institutions, and Professional Registration is renamed the Department of Commerce and Insurance via Executive Order 19-02 signed on January 17, 2019 and effective on August 28, 2019.
