MissionThe Mississippi Valley Committee on Highway Transport will be an advocate for oversize/overweight transportation issues by partnering with industry to promote uniformity of laws and regulations to allow for the efficient movement of goods while providing uninterrupted traffic flow and a safe transportation system among member states.
Spring Conference – 2010
Goals• To provide representation for the central region of the nation in regard to highway transportation issues.
• To provide a forum for discussion and share best practices as it deals with statutes, regulations and industry requests.
• To promote ITS/CVO applications that result in efficient movement of goods and a safe transportation system.
• To communicate the work and recommendations of this committee to state DOTs, the motor carrier industry and other organizations.

• Committee’s fifth meeting since establishment of the Mississippi Valley Committee on Highway Transport October 2007
• 6 of the 10 MVC states in attendance
• 37 attendees!
RecommendationsThe Industry would like to see:
• Uniformity across the United States - Need for constant and productive dialogue between government and industry
• Uniformity in the times weekend travel is allowed
• Number of days their permits are good for
• Closer superload weight categories

• Weekend travel increase in Minnesota, Indiana, Illinois and Wisconsin
Kansas – • February 2010 Kansas signed a contract
with Iteris to complete the needed Kansas Feasibility Study Report (FSR). Once State approval - is automated routing and permit system. Plans are to have this portion received from the FSR project, an RFP will be issued for the automated routing and permitting system application.
• Kansas oversize/overweight committee continues to meet to revise the current rules and regulations.
Illinois Continues to move forward with plans to implement route/bridge analysis automation with a tentative new date of Jan 1, 2011 and is considering eliminating faxed in applications for superloads. All permits will be processed electronicallyMissouriMissouri’s auto issued permits continue to rise. Currently averaging 53% auto issued. In the process of establishing more permit types that can be issued without agent intervention. Cross trained agents to assist in all areas of Motor Carriers Services programs.

IowaOne Stop ShopRequest for proposal of a new automated routing permit system was issued the 1st week of February
Besides automating routing functions, the system will also check for OOS (Out of Service) carriers and vehicles; and check CVISN for registered weight. Bruce retired on May 28th. Starting June 14th changing hours of operation from 8 to 4:30 instead of 7 to 4:30. Also will not be accepting phoned in permit requests. All requests will be processed via on-line or faxed in.
Minnesota –WINNDOT Initiative between WI and MN. Some coordinated activities completed last year are:A comprehensive comparison of MN and WI permit statutes and regulationsTraining of permit staff in each other’s permit systemsRegular conference calls to discuss operational, cross-border issues. They also had two sessions of training for trucker drivers who work in both MN and WI.
