ABOUT THE PROGRAM

The Private Sector Liaison Officers (PSLO) Network welcomes you to the “Mission to Indonesia and Vietnam”, a multi-country program focusing on environmental and education sector opportunities being executed at the International Financial Institutions (IFIs).

Participants of the mission will learn about the current business, political and social environment of Indonesia and Vietnam; opportunities and projects in the region financed by the World Bank Group and the Asian Development Bank; and procurement policies and procedures of the IFIs.

Participants will have the opportunity to network with the World Bank Group and the Asian

Development Bank specialists, representatives of local public and private sector as well as respective Commercial Service/Embassy specialists.

The PRIVATE SECTOR LIAISON OFFICER (PSLO) NETWORK is a network comprised of 134 business Intermediary organizations (chambers of commerce and industry, business and trade associations, or investment promotion agencies) in 87 countries working to foster trade and investment between countries with the support of IFI’s (WBG, IADB, EBRD, AFDB, ADB, and IDB) products and services.

INDONESIA Economic Outlook: Indonesia's economy grew by 6.4 percent in 2011 and is projected to grow by 6.3 percent in 2012. Private consumption growth remained strong as did real export growth. On the produc-tion side, manufacturing continues to perform strongly. Recent GDP growth has been accom-panied by robust job creation, with non-agricultural employment up 5.4 percent in August 2011. In terms of macroeconomic stability, Indonesia has managed to fulfill many of its fiscal targets, including a significant drop in Debt-to-GDP ratio from 61 percent in 2003 to 27.5 per-cent in 2009.

VIETNAM Economic Outlook: Vietnam is a development success story. Political and economic reforms (Doi Moi) launched in 1986 have transformed Vietnam from one of the poorest countries in the world, with per capita income below $100, to a lower middle income country within a quarter of a century with per capita income of $1,130 by the end of 2010. The ratio of population in poverty has fallen from 58 percent in 1993 to 14.5 percent in 2008, and most indicators of welfare have improved. Vietnam has already attained five of its ten Millennium Development Goal targets and is well on the way to attaining two more by 2015. Honorable Al Busyra Basnur is a career and adept diplomat, who arrived in Houston on September 2, 2010, to nobly serve his duties as the Consul General of the Republic of Indonesia with full jurisdiction on ten U.S. Federal States namely: Texas, New Mexico, Louisiana, Alabama, Mississippi, Georgia, Florida, Tennessee, Arkansas, Oklahoma, and two United States self-governing commonwealths, the U.S. Virgin Islands and Puerto Rico. His dedication for public service and passion for a challenging and rewarding career prompted him to join the Ministry of Foreign Affairs of the Republic of Indonesia in 1987. Since then, he devoted his time in the Ministry and became Head Section for Media Relations for three consecutive years. As a diplomat, he assumed the position of Informa-tion Division staff in the Embassy of Indonesia in Manila, Philippines from 1993-1996. He then returned to Indonesia upon completion of his term and was assigned as a staff to the Foreign Minister of Indonesia until 1999. He was then designated as the Head of the Information and Cultural Affairs Division at the Indonesian Embassy in Rome, Italy until 2004. Prior to his new posting as the Indonesian Consul General in Houston, he diligently served as a Deputy to the Special Staff of the President of the Republic of Indonesia for International Affairs, from 2005-2010. Al Busyra Basnur is also a prolific writer, a hobby which he enjoyed so much. His fervor in writing enabled him to become a journalist for a national print media from 1978 to 1986, and still continues to contribute as a columnist in several national newspapers in Indonesia up to the present. Honorable Al Busyra was born in the West Sumatran city of Payakumbuh, Indonesia. He received his Bachelor‘s Degree in Law from the University of Andalas, Padang, Indonesia and pursued and obtained his Master‘s Degree in International Law from the University of Santo Tomas (UST) in Manila, Philippines. Vietnam Consulate General office in Houston has officially inaugurated on March 25th 2010. We have enjoyed the friendship and cooperation from many friends, business and the Vietnamese American community here in the great city of Houston and throughout the Lone Star State of Texas. We select Houston, the 4

th largest city in the U.S, as the location for our new Consulate

General office because we believe there is a tremendous amount of opportunities to facilitate cooperation and stronger trade relationships between Vietnam and this region of the United States. We see opportunities for the development of stronger trade between Houston and Vietnam for cotton, cattle, petrochemical, raw materials, heavy equipments and machineries. In 2007-2009, as Assistant Dean/International, she collaborated with international colleagues from China, Vietnam, Chile, India, Spain, Australia, Africa, and Japan, to develop partnerships in support of student exchanges, travel study opportunities, collaborative research opportuni-ties, and program and leadership development. Colleen also served as Coordinator of the Teaching Across Borders Program, a Faculty of Education initiative that provided pre-service teachers the opportunity to live and to volunteer teach, for an extended period of time, in a culture vastly different from their own. Under Colleen‘s leadership, several hundred pre-service teachers benefited from living and volunteer teaching in another part of the world. Colleen‘s research and teaching expertise are rooted in adult education and adult learning and she teaches undergraduate, masters, and doctoral level students. Dr Franz Gerner is a Lead Energy Economist at the World Bank. Before joining the Bank he worked for National Economic Research Associates (NERA), an international economic consultancy, in its London, Singapore and Sydney offices on energy market reform, regulation and restructuring. Mr. Gerner currently leads the World Bank's energy practice in Vietnam which covers a comprehensive energy policy dialogue and a large investment program, including transmission and distribution network expansions, small and large hydropower pro-jects and renewable and energy efficiency investments.

Prior to joining the Bank's East Asia Department, Dr Gerner worked extensively South East Europe and Central Asia, the Caribbean and Middle and Far East. In Montenegro and Uzbekistan, Mr. Gerner was responsible for the Bank’s overall energy dialogue and lending portfolio and in the Ukraine he lead the gas dialogue. In Egypt, Yemen and Lebanon Mr. Gerner focused on issues related to energy efficiency, energy pricing, economic regulation, energy trading, gas flaring and venting and energy market devel-opment and restructuring. Mr. Gerner has a Doctorate in Economics from the University of Innsbruck (Austria) and a Master's of Science in Far Easter Studies from the School of Oriental and African Studies (SOAS), London. Tomoyuki Kimura is the Country Director of ADB’s Viet Nam Redisdent Mission. He assumed office on 4 July 2011. Mr. Kimura is responsible for setting the priorities for ADB’s assistance program to Viet Nam. He leads in the preparation of country strategy and program for Viet Nam in coordination with the Government, development partners, and civil society and nongovernemtal organizations. He also works closely with the Government

and others stakeholders for improved Greater Mekong Subregion cooperation. Since 2006, Mr. Kimura works for the ADB in various capacities such as Principal Energy Specialist, Advisor, Head of Unit for Institutional Coordination, and Country Director for Viet Nam. Victoria Kwakwa, Country Director, Vietnam, World Bank

Victoria Kwakwa, a Ghanaian national, is the World Bank’s Country Director for Vietnam in the East Asia and Pacific Region, based in Hanoi. She is an expert in Eco-nomic Policy. Ms. Kwakwa joined the World Bank in 1989 as a Young Professional. Since that time, she has held different positions in the World Bank including assignments as

country economist, lead economist, and country manager. She has worked mainly in Africa but also in East Asia where she was a member of the economic team on Vietnam in the late 1990s. Prior to her current assignment, Ms. Kwakwa worked as the Bank’s Country Manager for Rwanda, from January 2007. In this capacity she managed the World Bank’s program on Rwanda covering a broad range of issues, and including several innovative approaches to development assistance in ar-eas such as health (notably results based financing), social protection and decentralization. These innovative approaches have provided important lessons for other World Bank programs in Africa and elsewhere. Ms. Kwakwa worked actively with government and development partners to strengthen aid harmonization and alignment and the use of country systems in delivery of develop-ment assistance. As country economist and Lead Economist for Nigeria from October 2000- December 2006, Ms. Kwakwa led the World Bank’s economic advisory program on Nigeria, including working with the Country Director to deepen the Bank’s engagement at the level of individual states and undertaking analytic work on fiscal decentralization and state public expenditure analysis. During this period Ms. Kwakwa was a key member of the Bank team working closely with UK DFID to support the achieve-ment of Nigeria’s historic debt cancellation in 2006. She was a member of the core team for the World Bank’s 2000/2001 World Development Report on Poverty. Ms. Kwakwa holds an undergraduate degree in economics from the University of Ghana, and Mas-ters and PhD degrees in economics from Queen’s University in Canada.

Jon Lindborg, Country Director, Indonesia, Asian Development Bank Jon Lindborg joined the Asian Development Bank (ADB) as Advisor for Public-Private Partnership (PPP) for the Southeast Asia Department in August 2009. As an Advisor on the PPP, Mr. Lindborg led the formulation and articulation of policy,strategy and programs to accelerate PPP in Southeast Asia. He supported the integration of PPP into ADB operations; monitored investment climate develop-ments in Southeast Asia; and engaged Governments and other stakeholders in policy dialogue on reforms to enhance the incentive framework for greater private sector participation. Mr. Lindborg has over 25 years of professional and senior management experience in a diverse range of development assistance programs, with a particular focus on private sector development and PPPs. A career U.S. Senior Foreign Service Officer, he joined the U.S. Agency for International Development (USAID) in 1987, where he held various progressively responsible technical and program leadership positions in Washington DC, the Pacific Islands, Southeast Asia, South Asia and the Middle East. Before joining the ADB, he was assigned to the U.S. Embassy Manila for four years as the USAID/Philippines Mission Director. In this capacity, he directed the U.S. Government’s bilateral assistance program in the Philippines with a program portfolio of nearly US$600 million. Prior to the Philippines, he was the USAID/Indonesia Deputy Mission Director at the U.S. Embassy Jakarta and played a leading role in the U.S. Government’s response to the tsunami disaster in Aceh. Before his senior management positions with USAID, Mr. Lindborg directed economic reform and enterprise development programs as a USAID Private Sector Development Officer in Jordan, Sri Lanka and Indonesia. Before joining USAID, Mr. Lindborg was a Country Director for the Foundation for the Peoples of the South Pacific, manager of his family’s farm in Indiana, USA and a U.S. Peace Corps Volunteer and Trainer in the Kingdom of Tonga, South Pacific. Mr. Lindborg earned a master’s degree from Purdue University, USA (1985) and a bachelor’s degree from Indiana University, USA (1975).

Sarvesh joined IFC Indonesia as the Country Manager effectively on January 3, 2012. Prior to his current job, Sarvesh was Special Assistant to IFC Executive Vice President Lars Thunell, supporting him in all aspects of the Corporation's strategy and operations -- spanning investments, mobilization and advisory services. From 2005 to 2009, Sarvesh was a Senior Investment Officer in General Manufacturing and Services as well as the Acting Sector Head for the Forest Products Sector team at HQ. He led a number of com-plex debt and equity transactions across sectors and regions, which have yielded high

developmental impact and financial returns. Sarvesh started his career in IFC's Delhi office, where he was an Investment Officer focusing on business development and client relationship management for the real sector in the South Asia region. Sarvesh holds a Post-Graduate Diploma in Business Management from the Indian Institute of Man-agement, Ahmedabad and Bachelor's in Mechanical Engineering from the Delhi University. He is a member of Cohort 4 of IFC's Global Business Leadership Program. Ma Thi Thanh, Senior Education Specialist, Vietnam, World Bank

Mai Thi Thanh is a senior education specialist of the World Bank in Vietnam. She holds a Master degree in Financial Economics from the School of Oriental and African Stud-ies, University of London. Her portfolio at the World Bank covers lending programs and technical assistance in basic education and higher education. Her areas of exper-tise include education sector financing, teacher policies, student assessment, institu-tional and social analysis.

Dr. Ir. Lukita Dinarsyah Tuwo, MA, Vice Minister of National Development Planning/ Vice Chairman of National Development, Planning Agency, Republic of Indonesia Lukita Dinarsyah Tuwo held position as Vice Minister of National Development Planning since January 2010. Born in Bandung, Indonesia in September 25th, 1961, Lukita dedicated most of his life at BAPPENAS. After receiving his Bachelor degree on Industrial Engineering from Bandung Institut of Technology in 1985, he continued to enhance his study in United States where he earned his Master Degree from Canderblit University, Nashville and PhD degree at University of Illinois, Urbana Cham-paign. Both degree in Economics. Lukita started his career as staff of Production Plan at Elida Gibbs Division PT Unilever Indonesia for 2 years. Then he joined BAPPENAS at bureau for Macroeconomic Planning and Quantitive Study Affairs. He soon promoted in various important position in the Bap-penas such as: Director for Balance of Payment and International Economic Cooperation Affairs and the very last was as the Deputy Minister of National Development Planning for Development Fund-ing Affairs. Prior to his appointment as Vice Minister, Lukita has been involved in various activity in financial Sector such as Secretary of the Secretariat for Financial Sector Policy Committee and as lec-turer to the Univerisity of Indonesia for Ph.D Program and to University of Bina Nusantara for Mas-ter Degree Program. At the time being, besides his official duty as Vice Minister, Lukita also the hold position as Commissioner and Chairman of Renumeration Committee of the Permata Bank and Vice President Commissioner of PT. Tuban Pacific Petrochemical Indotama.

Paul Vallely , Senior Transport Specialist, Vietnam, World Bank

Paul Vallely is currently the Cluster Leader for the World Bank’s transport program in Vietnam. Paul is based in the Bank’s office in Hanoi, Vietnam. Paul has over 30 years’ experience of working in the transport sector. He worked as a consultant for nearly 20 years on a diverse range of projects in Europe, South Asia, and East Asia and the Pacific. For the past 10 years he has work on development programs for multilateral development banks. At the Asian Development Bank he was responsible for loan and technical assistance processing and administration for infrastructure sector projects in Sri Lanka, Lao PDR, the GMS sub-region (Viet Nam, Lao, China and Cambodia),

Viet Nam and Thailand. He is currently responsible for the World Bank’s transport loan and technical assistance portfolio in Vietnam. This portfolio comprises of 10 on-going projects (approx. $1.8 billion lending) that includes projects addressing rural roads, national highways, expressways, inland waterways, and urban transport. The technical assistance program is working on issues of transport logistics and multimodal planning, use of PPP modalities for expressway, road asset management systems, urban public transport systems and integration of urban transport and urban planning. Yuling Zhou, Lead Procurement Specialist, Vietnam, World Bank

Mr. Yuling Zhou, a Chinese national, is a Lead Procurement Specialist in the World Bank and the Hanoi Procurement Hub Leader. He has more than twenty years’ experience in the World Bank in East Asia & Pacific and Europe & Central Asia regions. He has worked in many sectors in the capacity of either task team leader/operational officer or procurement specialist. On the procurement side, his work covers various types of procurement reviews, capacity building and institutional development, procurement system assessment, and public procurement reform.
