The General Secretariat of the EU, through CPCC, requests Member States to propose candidates for the following international expert positions for the European Union Police Mission in Afghanistan, according to the requirements and profiles described below:

A. Essential Requirements

Citizenship - Citizen of a Member State of the European Union (EU) and enjoying full rights as a citizen.Integrity - The participants must maintain the highest standards of personal integrity, impartiality and self-discipline within the mission. Participants are not allowed to provide or discuss any information or document as a result of access to classified and/or sensitive information related to the mission or respective tasks and activities. The participants shall carry out their duties and act in the interest of the mission.Negotiation Skills - The participants must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment.Flexibility and adaptability - Be able to work in arduous conditions with a limited network of support. Must be able to cope with extended separation from family and usual environment.Physical and mental health - Physically fit and in good health without any physical or mental problems or substance dependency which can impair operational performance in the Mission.Ability to communicate effectively in English - Mission members must be fully fluent in written and oral English language. Report writing skills are especially needed.Computer Skills - Skills in word processing and spreadsheets are essential. Knowledge of other IT tools will be an asset.

B. Recommendable Requirements

Knowledge of the EU Institutions - To have knowledge of the EU Institutions and international standards, particularly related to the Common Foreign and Security Policy, including the European Security and Defence Policy.Knowledge of Afghanistan - To have a good knowledge of the history, culture, social and political situation of the country. To have knowledge of the police, judiciary and governmental structures (distinct advantage).Language skills - knowledge of local languages will be an asset.

C. Essential Documents and Requirements for the Selected Candidates

Passport - The participants must obtain a passport from the respective national authorities. Visas - Seconded members may obtain a transit visa as appropriate.Security Clearance required - To have or obtain a national security clearance "EU SECRET" level or equivalent.Certificate/Booklet of vaccination - To be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunisations received. To be vaccinated according to the required immunisations for the mission area.Medical Certificate - To be in possession of a valid certificate declaring fit to the mission.Driver Licence - Be in possession of a valid - including mission area - civilian driver licence for motor vehicles (Category B or equivalent). Job Description

The Legal Financial Controller will be responsible for the following tasks: To establish a financial control function to be performed in compliance with the relevant

international standards and EC guidelines. To control the legality and regularity of budgetary and financial operations, including monitoring the

commitment and authorization of all expenditure and revenue. To control the fund’s management, including receipt, recording, disbursement and investment of

funds from all sources; control of assets’ management. To control the classification and recording of financial transactions and advice on related problems. principles, which include preparation, analysis and interpretation of financial statements and financial management reports.

Qualifications and Experience

Advanced University degree in Management, Economics, Accounting, Business Administration or a related field.

Related experience of 10 years (of which minimum 5 years audit experience). Certification from an internationally recognised Internal Audit/Accounting body and professional

qualification to act in accordance with the internationally established professional internal auditing standards.

Excellent interpersonal and communication skills, including capacity to summarise complex issues and convey key messages efficiently.

Excellent intellectual and problem-solving and judgment skills and a capacity to make sound, logical and well-argued judgments.

Knowledge and experience working with computerised financial systems in the area of accounting or financial management.

Good knowledge of EC Financial Regulation and audit practices. Experience of working in a multicultural environment. International experience preferable,

particularly in crisis area with multinational and international organisations, ideally in a related position.

Job Description

The Head of Administration will be responsible for the following tasks: Command and coordination of the branch and support and advise to the chain of command, as well

Lead the process to define and address the global administrative requirements of a civilian crisis management operation including, inter alia, finance and budgetary requirements, human resources and procurement and, in general, any other correspondent to the experts working within the branch of Administration.

The Mentor Attorneys General Office will be responsible for the following tasks: To consolidating EU activities across the criminal justice sector, including efforts to support the

reform of criminal investigations, prosecutions and police - prosecutor cooperation. Identify and advise Attorney Generals Office and ANP/CID on activities where the EU Police

Mission can make strategic differences in enhancing criminal investigations led by prosecutors. Provide strategic input into the reform of criminal procedures and restructuring relevant judicial or

investigative institutions and bodies. Develop strategies and supportive measures against corruption within the criminal justice sector. Cooperate closely with the EC programmes and other institution building activities in the justice

sector organised international organisations (e.g. UNAMA) and bilateral actors (e.g. Italy, US). Address the basic substantial and criminal legislation, including the immediate operational needs of

the prosecution service and the police to resume their functions respecting international standards. To plan measures to support effective ratification of the international conventions and other

instruments dealing for instance with human rights, judicial cooperation, corruption, money laundering, human trafficking, drugs and terrorism.

Qualifications and Experience

University Degree in Law, or equivalent academic training preferably with post-graduate or master studies in Criminal or Procedural Law, International Relations or other related matters.

Good knowledge of judicial reform process and the functions and practices of criminal procedures including criminal investigation and prosecution.

Proven ability to establish constructive working relationships with a wide range of national and international stakeholders, with a range of interests;

An ability to work effectively under pressure in difficult circumstances in a post conflict environment;

Well-developed interpersonal skills and the ability to communicate effectively with people of all levels including those at a strategic level;

Sound decision-making skills, political judgement and ability to influence. Relevant experience (minimum 8 years) could include: Experience from developing legislative framework and judicial institutions in a Member State or/and

To monitor Counter-Terrorism Department's compliance with Afghanistan's obligations under the international human rights law as well as the its working within the framework of the rule of law.

Job Description

The Reporting Officer will be responsible for the following tasks:

Gather information from across the Mission, analyse this and compile Mission reports for submission.

with a flexible approach. Excellent analytical abilities and drafting skills Understanding of the political situation in Afghanistan and working experience in the area. The content of the reports produced is of great importance and relies on a degree of awareness of the

political and social context in Afghanistan and the situation within the Mission. Very good interpersonal skills. Previous International policing experience desirable. Experience from diplomacy, negotiations and field work in international organisations (desirable). It is vital that the post holder has an excellent command of written English, as it is expected that the

reports sent to Brussels are of the highest quality. To this end, the post holder will be expected to edit and re-write reports on behalf of others, with the aim of ensuring quality. Preferably the post holder will be educated to university level.

The post holder will be expected to give presentations and also to produce presentations and speeches on behalf of others. He/she should therefore possess a high level of fluency in spoken English.

The Reform Coordinator IPCB will be responsible for the following tasks: The overview of all police reform programs in Afghanistan. Report to the head of the PDU Give recommendations to the head of the PDU Maintaining and updating an overview/database with all running reform programs, all former

reform programs and all future planed or announced reform programs in order to define gaps and duplications.

Informing the subdivisions and the head of the PDU in any reform and their progress they may concerned.

Support the head of the PDU in the coordination process. Undertake any other tasks required by the head of the PDU Liaise with the international actors involved in police reform regarding the military approaches to

the police reform as well.

Qualifications and Experience

Graduated from a recognized police or military school At least 10 Years of experience on effective police or military service At least a high rank police or military officer Project management and coordination skills are highly desirable Previous international work experience and/or experience in field missions desirable

Job Description

The Training and Education Support Coordinator IPCB Secretariat will be responsible for the following tasks:

An overview of all training programs and educational support issues in the field of training. The training and educational support coordinator will be expected:

Report to the head of the PDU Give recommendations to the head of the PDU Maintaining and updating an overview/database of training programs, curricula, trainers, training

facilities Keeping all trainers informed on ongoing activities Ensure the information flow from the Secretariat to all trainers and training institutions in the field. Ensure the information flow from the trainers in the field into the Secretariat and pass the

information to the head of PDU. Standardize training programs, curricula, lesson plans, handout, booklets and certificates Initiate the development of new curricula. Ensure that every trainer is aware of those minimum standards Support the head of the PDU in the coordination process concerning training Undertake any other tasks required by the head of the PDU Liaise with the international actors involved in police reform regarding the military approaches to

the police reform as well in the field of training. Inform the other subdivisions and the head of the PDU in any training issues they may be concerned.

Qualifications and Experience

Graduated from a recognized police or military school At least 8 years of experience on effective police or military service High rank police or military officer Experiences in the police reform of Afghanistan or other international policing missions are

desirable Project management and coordination skills are desirable Qualified in training needs analyses, curriculum design and evaluation of performance Good writing/editing and research skills are highly desirable

Job Description

The Head of Confidence Building IPCB Secretariat will be responsible for the following tasks: Heading the Confidence Building Unit IPCB-SECRETARIAT. Supporting the Head of the Secretariat in the coordination process Act as a senior coordinator for all subdivisions under CoB Coordinate with the other units within the secretariat at the same level Ensure the information flow between the head of the secretariat and all subdivisions Undertake any other tasks required by the Head of Secretariat and the deputy Head of the Secretariat Establish and maintain productive and cooperative working relationship with all associates Ensure the maintenance of the CoB responsibility for and management of the Civil Society and Media Unit, including staff supervision; Advises and assists the HoS in the effective advocacy of the Unit's goals and accomplishments; Ensures proper management of the Presence's portfolio of civil society, media, and gender projects

by setting goals and objectives, and designing a comprehensive plan of project activities for national or regional implementation in conformity with the Presence's mandate;

Provides direct input/output, consultancy and support to Field and Headquarters staff and partner organizations;

Establish and maintain contacts and co-operation with Afghan civil society groups, independent media, key players in the field of gender equality, relevant Afghan state authorities, and other international organizations active in the field of civil society, media and gender;

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Qualifications and Experiences:

University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience

Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development

Project management and coordination skills are required Professional experience of projects related to confidence building are highly desirable

Job Description

The Expert, as part of the Mission complement, will contribute to the strengthening of the links between the Mission and the CPCC for Command and Control purposes in the field of Mission Support. This aims at achieving Mission’s goals , in all the related matters such as Finances, Human Resources, Procurement, General Support Services (logistics, communication, transport and other of a similar nature), Legal and Financial Control and General Administration.

He/she will be expected to:

Assist the HoM in the process of defining and addressing the overall Mission Support related requirements of the Mission

Participate in the recruitment, selection, deployment and rotation of international staff Establish and maintain contacts with Contributing States facilitating the participation of their

nationals to the Mission Participate in the assessment of the costs of covering the needs of the Mission, liaising with the

Commission and actors providing support to the Mission Facilitate linkages with the contracted bank. Establish and maintain contacts with the Commission services and other relevant institutions and

organisations on Mission Support related matters Provide induction training, advice and assistance on all Mission Support related issues to Mission

personnel Participate in the preparation of Mission Support related plans and reports Other related tasks as required

Qualifications and Experience

Upper University Degree or Post-graduate studies in Law, Business Administration or Economics, Public Administration, Human Resources or equivalent,

Minimum of 5 years of effective and extensive experience at managerial level and 10 years of overall professional experience, particularly in finance and accounting, procurement, and/or human resources.

International experience in crisis areas with multinational and international organisations is strongly desirable

Additional requirements

Experience in Procurement, Human resources, Financial or Legal and Financial Control , all of them at the managerial level to Public Institutions at either national or international level will be an asset.

Experience in international co-operation in relation to Police Peacekeeping Operations or Civil Crisis Management is desirable.

Experience in public administration is desirable. Experience on senior mission level in a Peacekeeping mission or in an ESDP mission would be an

asset.
