Gill-Chin Lim (1946-2005)

Dr. Gill-Chin Lim was Dean of International Studies and Programs (ISP) at Michigan State University (MSU) from 1991 to 1995. He also served as the MSU Endowed Professor of Asian Studies in a Global Context, a professor of Urban and Regional Planning in the School of Planning, Design and Construction, and as director of the Program on Humanistic Globalization.

During his tenure as ISP dean, Dr. Lim provided intellectual leadership to international activities at MSU, oversaw a restructuring of ISP, and worked to establish endowments for all area study centers. He established the ISP tradition of the annual International Awards Ceremony (IAC) and founded the Visiting International Professional Program (VIPP).

Dr. Lim had a life-long concern for poverty alleviation and the critical need for adequate housing on humanitarian grounds as well as on social, health, educational, and economic development grounds. Toward these ends, Dr. Lim was president and founder of the Consortium on Development Studies, chair of the board of Citizens for Decent Housing, and co-president of the Korea Federation for Environmental Movement. He advised the World Bank, Asian Development Bank, U.S. Department of Defense, U.S. Agency for International Development, the Urban Institute, the Korean Research Institute for Human Settlements, and the Center for Korean Women and Politics. He was also chairperson of the Bi-Lateral Trade Team for Michigan and Korea under Michigan Governor John Engler. Later, he became the founding dean of the Korea Development Institute School of Public Policy and Management.

Educated at Seoul National University (BSE, MSE), Harvard (MCP) and Princeton (PhD), Dr. Lim specialized in strategic planning, policy analysis, and governance. He published and lectured on topics of comparative development, housing, environment, planning and decision making theories, and global education. He was the co-editor of the Journal of Planning Education and Research. His published scholarly works consist of 31 authored, co-authored, and/or edited books and more than 100 articles, books chapters and published reports.

Dr. Lim traveled in more than 60 countries and conducted research in China,

Japan, the Philippines, South Korea and North Korea, Taiwan, Thailand, USSR, Brazil, Colombia, Mexico, and the U.S. As ISP Dean, he established or maintained international coopration with more than 200 institutions around the world.

Dr. Lim was a devoted teacher who encouraged students to explore new areas of knowledge in global issues, development studies, and comparative and multidisciplinary studies. The importance of students and developing future scholars with global perspectives inspired him to establish an endowment to fund the Gill-Chin Lim Award for Outstanding Doctoral Dissertation in Global Studies.

Dr. Lim advanced the discussion and debate about globalization and internationalization at MSU. He spoke often of the responsibility of every person to work to improve society, to recognize each person as an individual, and to help them achieve their maximum potential. MSU President Lou Anna Kimsey Simon wrote “His special vision and unique work in Korea are embedded in the fabric of our international programs and we will benefit from the richness of his contributions for years to come.”

2005 INTERNATIONAL AWARDS INTRODUCTION

The International Awards Ceremony is hosted each spring by the Dean of International

Studies and Programs (ISP). Its purpose is to bring together MSU faculty, staff, students, community volunteers, and others from the wider Michigan community to recognize and celebrate outstanding contributions toward international understanding.

The Ralph H. Smuckler Award for Advancing International Studies and Programs at MSU

recognizes and rewards one or two faculty members each year for their significant and lasting impact on the advancement of international scholarship, teaching, and public service. This award is named after Ralph H. Smuckler, a former long-time dean of International Studies and Programs.

The Joon S. Moon Distinguished International Alumni Award, named for an eminent Korean-

American businessman, recognizes one or more international alumni who have brought special credit to MSU through their professional achievements.

The Gill-Chin Lim Award for Outstanding Doctoral Dissertation in Global Studies

acknowledges one graduate student each year for her/his outstanding doctoral dissertation, completed the preceding year, focusing on global studies. This award is named for the late Dr. Gill-Chin Lim, MSU Professor of Geography and Urban Planning and former Dean of International Studies and Programs.

The Glen L. Taggart Award for Community Contribution to International Understanding was

named in honor of ISP's first dean. It is given to one or more citizens of the State of Michigan who have made a distinct, sustained contribution to international understanding in their respective communities or in the state at large.

The MSU Award for Outstanding Service to Study Abroad recognizes faculty and academic

staff who give their time, energy, and creativity to the development and implementation of study abroad programs that support MSU=s commitment to providing students with high quality international education opportunities.

The Homer Higbee International Education Award was named for a person who dedicated his

professional life to international educational exchange in the 25 years that he served in the Office of International Studies and Programs at MSU. The Higbee awards are primarily for MSU students who have made significant contributions to the enhancement of international communication, understanding, and cooperation at MSU through service activities. One member of Community Volunteers for International Programs (CVIP) is also given such an award each year.

In addition to these ISP awards, there are many other international achievements that are recognized later in the program notes. We congratulate and thank all of the recipients and encourage others to take the opportunity at this reception to do likewise.

RALPH H. SMUCKLER AWARD FOR ADVANCING INTERNATIONAL STUDIES AND PROGRAMS AT MICHIGAN STATE UNIVERSITY

Mary P. Andrews

Dr. Mary P. Andrews epitomizes distinguished achievement in the promotion of international activities. She has more than 25 years of experience as an internationalist, researcher and program evaluator. Her international interests include extension program development and evaluation, women and families in development, and integrated farming and rural development approaches. After serving in the Peace Corps in India, she earned her doctorate in Family Ecology, College of Human Ecology, where she later served as the Associate Dean for Extension, Research, and International Programs. She is currently Director Emeritus of International Extension Programs for MSU Extension (MSUE) and Coordinator of the National Initiative to Internationalize Extension. While administering program planning and evaluation services for MSUE she helped create the renowned International Extension Training Program. Cited for her leadership in internationalizing extension programs nationally, Dr. Andrews has been a team leader for International Extension Training Field Work in Mexico, Dominican Republic, Belize, Jamaica, Ukraine, India, Thailand, and Bolivia. Dr. Andrews has served as consultant to projects and organizations in Latin America, Africa, Eastern Europe and Asia. She has also served as consultant and trainer to the World Bank National Agriculture Technology Project and to a United Nations Development /Food and Agriculture Organization project, both in India. Dr. Andrews developed and has taught an MSU study abroad program in India and Global Futures: 21st Century Lifestyles at MSU for students from India. Dr. Andrews has served as a board member of Christian Children’s Fund, an international child development organization, and Tiller’s International; a member of International Home Economics Services, a voluntary organization of professionals sharing skills with colleagues in developing countries, and Michigan Partners, an organization promoting collaboration between U.S. and Latin American citizens. She is president of the International Federation for Home Economics-U.S., 2004-2008, and past chair of the International Division of the American Association of Family and Consumer Science. Dr. Mary Andrews is a dedicated leader, enthusiastic supporter, and tireless defender of sound international programs that range across formal research, teaching and service outreach to informal personal relationships with scholars globally. She is richly deserving of the Ralph H. Smuckler Award.

JOON S. MOON DISTINGUISHED INTERNATIONAL ALUMNI AWARD

Delia Z. F. Koo The career of Dr. Delia Koo has embodied the spirit and dedication of an educator and a humanitarian as deeply as it has epitomized the mission of the MSU International Studies Program. A long-time member of the faculty of Michigan State University who devoted herself to the advancement of the field of international studies at MSU, she was closely involved in and committed to initiatives that have significantly enriched this University and, in particular, its international programs. Through her tireless work in founding the Volunteer English Tutoring Program (VETP), Dr. Koo has helped MSU students improve their skills in the English language and better understand American culture as they and their family members studied at MSU. As coordinator, Dr. Koo recruited, trained, and orchestrated the volunteers in the VETP. She also was responsible for facilitating student enrollment through the program. Her work and these continuing services have been critical to the success of thousands of MSU international students. In addition to her volunteer efforts on behalf of international students, Dr. Koo has supported international students and programs at MSU in various practical ways. Her major donation for the construction of the third-floor addition named the Delia Koo International Academic Center to the International Center provided classrooms and office space for new and existing academic programs. Dr. Koo has been recognized in Who=s Who of American Women, as well as in Who=s Who Among Asian Americans, Who=s Who in the Midwest, and in many editions of American Men and Women of Science. She served as chair of the Michigan Section of the Mathematical Association of America in 1979-80 and governor of the Section in 1981 and 1983. She received the Meritorious Service Award of the Mathematical Association of America in 1992. Dr. Koo earned a baccalaureate degree in China, as well as both master=s and doctoral degrees in English from Radcliffe College. She earned a second master=s degree at Michigan State University in mathematics. MSU President Lou Anna K. Simon has said of Dr. Koo, AWhile Dr. Koo=s contributions enhance international studies and assist international students, they also enhance the entire academic landscape of MSU by helping to include international teaching, research, and outreach in many of our academic programs and assisting students who want an international educational experience.”

JOON S. MOON DISTINGUISHED INTERNATIONAL ALUMNI AWARD

Hyun-Oh Yoo Dr. Yoo=s career was shaped by unexpected events. Yet with ingenuity and poise he turned adversity into opportunity, distinguishing himself as an innovative business leader at the cutting edge of the information society. Dr. Yoo joined the Mass Media Ph.D. program in the College of Communication Arts and Sciences in 1995. One of our strongest doctoral students, he faced a promising future in academia. This prospect was, however, abruptly ended by the repercussions of the Southeast Asian financial crisis of the late 1990s, necessitating pursuit of a business career instead. And what a career it turned out to be! After he graduated from Michigan State University, Dr. Yoo resumed work for his former employer, SK Telecom, the leading Korean mobile communications company. He quickly advanced to senior management positions, including vice president in charge of SK Telecom’s mobile Internet service, which under his leadership became one of the fastest growing advanced information services in the world. He often credits his educational experience at Michigan State University as critical for shaping his outlook and success. In 2004, Dr. Yoo became President and CEO of SK Communications and was put in charge of its Internet portal, Nate.com, often called the Yahoo of Korea. Nate.com is a truly innovative, next-generation Internet multimedia service. Under Dr. Yoo’s leadership, the service rapidly signed up more than 11 million customers and turned into a highly profitable operation. Dr. Yoo presently spearheads efforts to expand internationally, tailoring service offerings to the cultural fabric and tastes of each new market. Through his business activities and his continuing involvement with graduates from Michigan State University, Dr. Yoo continues to contribute to international understanding and the global vision of our university. He is richly deserving of the Joon S. Moon Distinguished International Alumni Award.

GILL-CHIN LIM AWARD FOR OUTSTANDING DOCTORAL DISSERTATION IN GLOBAL STUDIES

Maria Nnyepi

Dr. Maria Nnyepi of Botswana received her Ph.D. degree in Human Nutrition from MSU in August, 2004 under the mentorship of Dr. Jenny Taylor Bond. Her dissertation, Linking Child Survival Programs with Malnutrition Alleviation Strategies, is based on a cross-sectional investigation of the existence and utilization of linkages between child survival programs (CSP) and undernutriton alleviation strategies for children (0-5 years) in government health clinics in Botswana. She used two theoretical models, an interview schedule for caregivers, a questionnaire for practitioners, children’s anthropometric measurements, clinic records, and focus groups. The significance of Dr. Nnyepi’s research, supported by The Compton Africa Peace Fellowships for Dissertation Research by African Students, relates to defining malnutrition as a form of “structural violence” (Galtung, 1970). It prevents individuals from reaching their physical and cognitive potential and results from inequitable distribution of food and health care. Her research focused on institutional and policy issues that perpetuate this inequitable distribution and, therefore, erode peace and well being. The Botswana CSP are modeled after the World Health Organization and United Nations Children’s Fund primary health care model. Dr. Nnyepi’s results, which demonstrate a disconnect between the programs that are part of the CSPs, have implications for similar programs in the developing world. Her recommendations for the development and use of a simple nutrition and dietary screening tool and for attention to communication between caregivers and health providers are being shared with the President of Botswana, a requirement for obtaining permission to complete this research. She has the opportunity to implement changes within all CSP in the country as clinics are centrally regulated. As a faculty member at the University of Botswana, she has the opportunity for follow-up research. As a result of her experiences as a Thoman, Compton Peace, and Margaret McNamara Memorial Fund (World Bank) Fellow, graduate assistant in Women and International Development, and participant in the African Leadership Programme, Dr. Nnyepi has the potential to be a leader in global nutrition and dietetics. She is a most worthy recipient of the Gill-Chin Lim Award for Outstanding Doctoral Dissertation in Global Studies.

GLEN L. TAGGART AWARD FOR COMMUNITY CONTRIBUTION TO INTERNATIONAL UNDERSTANDING

Larry Arbanas

The story of Larry Arbanas shows how international experiences can change a person and that person, in turn, can influence so many others. Through his work, Larry has helped create and sustain traditions that have allowed hundreds to experience another culture. He is a wonderful role model for the transformative powers of international exchange. Larry has taught middle school science in the DeWitt public schools for 35 years. In 1986, he was among the first teachers chosen to participate in the MichiganBShiga Teacher Exchange Program sponsored by the Michigan Department of Education. His year of teaching in Japan had a transformational effect on him and since his return he has worked tirelessly to bring Michigan and Japan closer together. Among his many contributions, Larry is responsible for developing and helping to sustain both the sister city relationship and the two-way middle school exchange programs between the towns of DeWitt, Michigan, and Konan-cho in Shiga Prefecture. After the first few years of the state=s high school exchange program, the Michigan Department of Education announced that it no longer had the personnel to run it. Rather than see it disappear, Larry persuaded his local district superintendent in DeWitt to run it. A year later, the program was again at risk for the same reasons and Larry reached out to Clinton County Regional Educational Service Agency (formerly known as the Intermediate School District) to form yet another partnership. These were two moments in the program=s history when it would have ended had it not been for Larry=s intervention and powers of persuasion. The quantity and quality of his contributions are too numerous to list. He loves doing what good teachers do best, and that is learning new things and sharing them with others. He brings leadership, unbounded enthusiasm, and deep commitment to every task he undertakes. He is a wonderful role model for what an exchange opportunity can do to impact others and is a worthy recipient of the Glen Taggart Award.

GLEN L. TAGGART AWARD FOR COMMUNITY CONTRIBUTION TO INTERNATIONAL UNDERSTANDING

Marilyn Kesler

Marilyn Kesler has devoted her career as a music educator to introducing her students to the international language of music. For 35 years, Marilyn has been instrumental in organizing unique music education and performance opportunities for Michigan high school students. In the 1970s Ms. Kesler began her first international music tour for students at Okemos High School. Since then, she has perfected the concept of an international student orchestra exchange program by organizing bilateral international high school orchestra tours for US and overseas students, their teachers, and families. More than 3,000 students have experienced the world of classical music in an international setting because of Marilyn Kesler. She has led programs to United Kingdom, Canada, Venezuela, Mexico, Czech Republic, Japan, and, Italy, Austria, and Germany. The trips have given participants the opportunity of a lifetime to hear and play classical music in the composer=s own country—Haydn in a hall designed by Hadyn himself, and cathedrals or palaces that once hosted Rossini, Vivaldi, Beethoven and Mozart. Say the word ASuzuki@ to a music educator anywhere in the world, and the Suzuki method of violin and cello instruction immediately comes to mind. In 1976, Marilyn Kesler traveled to Japan for her first meeting with Dr. Suzuki to discuss the adaptation and implementation of his methods for the cello. The success of her efforts has forever transformed cello instruction throughout the world. Marilyn was first recognized for her efforts as State Teacher of the Year in 1976 by the American Strings Teachers Association. Since then she has received numerous state and national awards, such as Teacher of the Year (Michigan State Band and Orchestra Association), National String Music Educator of the Year (American String Educator Association), Distinguished Service Award (Suzuki Association of the Americas), and the 2001 Okemos Education Foundation Commitment to Excellence Award. In addition to her work as director of orchestras at Okemos Public Schools, she is leader of both the Blue Lake Fine Arts Camp International Orchestra group and the Suzuki Program. Marilyn was invited to be guest conductor for the 50th anniversary celebration of the US National Convention on Music Education and Midwest International Orchestra conference. Michigan State University is proud to present the Glen L. Taggart Award for Community Contribution to International Understanding to Marilyn Kesler for her lifelong exemplary achievements, contributions to promoting international fellowship and understanding through music, and her legacy of Suzuki music education.

MSU AWARD FOR OUTSTANDING SERVICE TO STUDY ABROAD

H. Paul Roberts Over the past two decades, Dr. H.Paul Roberts has made major contributions to the advancement of international studies at MSU, first in his capacity as program coordinator for the Institute for International Agriculture and, for the past 13 years, as the Director of Study Abroad Programs for the College of Agriculture and Natural Resources (CANR). Dr. Roberts has fostered the development of more than 50 different CANR study abroad programs and has served as instructor in 24 different programs encompassing 32 offerings in 25 different countries. He has also provided mentoring and training for faculty on program development, travel safety and security, course innovations, and student recruitment. He has promoted the development of short-term and semester-long programs, including exchange programs with universities in Europe, Africa, South America, and Australia. Colleagues from other MSU colleges and from universities around the U.S. and the world have sought his advice on the development and implementation of study abroad programs. He has been a key contributor not only to CANR=s study abroad programs, but also to the overall growth of study abroad programs at MSU. His highly successful undergraduate course, AInternational Issues in Agriculture and Natural Resources,@ has inspired students from across the campus to pursue international opportunities. He has also served on the Office of Study Abroad (OSA) Safety Committee and contributed to the creation of the OSA Faculty Handbook. The foundation for his long and tireless commitment to the expansion of international opportunities in CANR is Dr. Roberts=s ardent belief in the power of overseas study experiences to profoundly affect the way in which young people understand and view themselves and their world. Due to his vision and leadership, hundreds of students and a large number of faculty have experienced first-hand the transformative power of international education. He is indeed a most worthy recipient of the MSU Award for Outstanding Service to Study Abroad.

MSU AWARD FOR OUTSTANDING SERVICE TO STUDY ABROAD

Gerald Urquhart Dr. Gerald Urquhart has initiated two study abroad programs, built interdisciplinary faculty collaborations to enhance their academic content, and integrated the programs with the curriculum of the Lyman Briggs School (LBS). Dr. Urquhart also serves as a resource to LBS faculty who are formulating new proposals for study abroad programs. Dr. Urquhart first offered the annual three-week course, ATropical Biodiversity and Conservation in Panama,@ in 2002. Team-taught with another LBS ecologist and an LBS historian of biology, this course introduces students to the exceptional biodiversity and serious conservation issues in tropical ecosystems. Dr. Urquhart collaborated in 2004 with an LBS specialist to offer a one-week program, ARainforests and Reality in Nicaragua.” This biennial course serves as a >starter= program, encouraging students to pursue further study abroad opportunities. At present, he is collaborating with a professor of Environmental Journalism from MSU’s College of Communication Arts and Science to propose a co-sponsored semester study abroad progam at the University of Tasmania. The impact of these programs on LBS has been overwhelmingly positive. Students praise the close interactions with faculty from MSU and Panama, speak warmly of experiencing diverse ecosystems, and reflect on the frustrations and rewards of their own field research projects. Students also write about their new appreciation for the complexities of other cultures and the problems developing countries face—and also about their altered perspectives on what they have previously taken for granted because of living in the US. Faculty note specific positive effects on their teaching and scholarship, citing new research collaborations and the design of new courses. Dr. Urquhart=s recognition of the multiple benefits of studying abroad prompted his involvement in OSA’s Curriculum Integration Project. Major by major, Dr. Urquhart is asking LBS administrators, faculty, and advisers to consider how their departments could facilitate more opportunities for study abroad by evaluating courses and syllabi from co-sponsored institutions abroad, creating new faculty-led programs, promoting existing programs that fit a major=s curriculum, and encouraging new (and existing) faculty to become involved in study abroad activities. Dr. Urquhart has demonstrated sustained commitment to study abroad by developing, implementing, teaching, and sustaining two popular, well-run programs. His promotion of study abroad within LBS has positively impacted students and faculty. His multidimensional efforts are most worthy of this award.

HOMER HIGBEE INTERNATIONAL EDUCATION AWARD

Erika K. Cwiek Erika K. Cwiek is a senior at MSU majoring in psychology. She has made contributions to the development of international awareness on campus. During her first year at MSU she was a member of the Air Force ROTC, where she developed leadership training and emphasized world history and the impact of the American Government on the world. In 2004 she was one of the first students to participate in the Study Abroad program at the University of Applied Sciences in Lueneburg, Germany. When she returned, she took advantage of every opportunity to speak to Michigan State students about the incredible impact this experience had on her life. The following fall semester she became a volunteer student leader for the International Student Orientation program. After the orientation she has worked hard to network among international students to increase communication, understanding, and cooperation. She has made it a point to socialize with internationals and provide the same support she received during her time abroad by answering questions, explaining customs and befriending a variety of people from many countries. She was honored when chosen as a judge for the Annual International Student Talent Show. To continue her goal to help students became more aware, she serves on the MSU International Student Association (ISA) Vision Committee with the hope to impact policies that affect all students and to establish a new voice for future international students.

Christine Imelda Christine Imelda is citizen of Indonesia who is majoring in accounting and working towards the bachelor of arts degree. As the secretary of the Indonesian Student Association she has been actively involved in collecting donations and raising funds with the goal of building a new school in Aceh, Indonesia. She has been able to use her skills to help others hurt by the unexpected 2004 December tsunami disaster. She has also worked as a volunteer for VITA (Volunteer Income Tax Assistance). Since last fall she has worked with the Executive Board to encourage MSU students to volunteer and help with filing taxes for low-income individuals, senior citizens and international students. Another organization that she takes leadership in is the Broad International Business Forum. As a co-director of finance for 2004/2005, her team is responsible for fund raising by soliciting funds from various organizations. The annual AGreater China Supply Chain Forum@ will help students learn how to fit in China=s environment for business purposes. Community service and volunteering are important to Christine who recently had the chance to participate in the Young Spartan Program at several Lansing elementary schools. Last fall she also joined the Marketing and Supply Chain Club to provide community service for the Alzheimer=s Organization. Christine has been dedicated to promoting cross-cultural understanding on campus and has contributed to the development of international awareness in our community.

Angelica N. Kraemer Angelica Kraemer is a graduate student working toward an M.A. degree in TESOL (Teaching English to Speakers of Other Languages) and a Ph.D. degree in German. As an international student from Germany she has participated in numerous international activities. She has worked as a facilitator for the International Teaching Assistant Orientation by helping new students adjust to campus and preparing them for teaching responsibilities. She has volunteered for programs offered through the Department of Linguistics and Languages to introduce children to language learning and to create interest in and appreciation of the German culture. She also team-taught a six-week conversational English course for spouses of MSU students. This spring she is the chair for AWorld Languages Day,@ an event where high school students, teachers, administrators, and parents are invited to campus to explore a world of languages. She will teach a session of German language and culture and coordinate Phi Beta Delta=s involvement in facilitating the event. As a member of the international honor society, Phi Beta Delta, she has been very active. She was elected to the Board and represented the MSU chapter at the national conferences for 2004 and 2005 and at the International Opportunities Fair on campus in October 2004. Angelica has given her time to increase international understanding and to motivate others to learn languages and improve communication across cultures.

Margaret Gunn On behalf of Community Volunteers for International Programs (CVIP) Margaret Gunn has been chosen for the 2005 Homer Higbee Award given annually to a CVIP member displaying exemplary volunteer service. For over 25 years, Margaret Gunn has served the international student community as a volunteer with CVIP. She is the type of stalwart, committed volunteer upon whom our organization depends. Margaret is always outgoing and gracious. To people new to CVIP, she is unfailingly encouraging and supportive. During her many years in CVIP, Margaret has worked on and chaired many committees. She co-chaired the Hostess Committee, Coffee Partners and the CVIP Public Relations Committee, keeping the image of CVIP before the public through her submissions to local newspapers. For more than 15 years she worked in the CVIP Office and helped to organize the semi-annual CVIP Newsletter. Her long-term presence as a greeter at the Global Festival should not be overlooked. She and her husband, Bill, were active participants in the Friendship Family Program, and, in addition, Margaret was CVIP historian for many years, faithfully preserving all the press notices and pictures that featured CVIP or its board members. Margaret has recently written and published her own book, Musings of a Wife and Mother. In its pages one can discern why Margaret and Bill were such a great friendship family. Friendship and caring were hallmarks of their marriage. In spite of the fact that Bill is no longer with us, Margaret has continued to volunteer. Our community and the international students at MSU have benefited greatly from Margaret=s many years as a dedicated volunteer for CVIP. As such, we feel Margaret Gunn is the perfect choice for the CVIP Homer Higbee Award.
