On 'February 27, 1976, the contents of both theabove letters were orally presented to Assistant UnitedStates Attorney (AUSA) FRANK WOHL, Southern District ofNew York (SDNY), who rgserved his prosecutive opinion un-til he could be provided with other pertinent documentsand background information regarding this incident.

During the month of January, 1976, RONSTANTYHANFF contacted the New York Office (NYO) of the FederalBureau of Investigation (FBI) to voluntarily furnish thefollowing information!

HANFF advised of being the Editor - Publisherof "i1o1ona Polska" ("Free Poland"),..a Polish-Englishlanguage bulletin which he claims is published for thepurpose of alerting Americans of Polish background to theactivities of representatives of the Polish government as-signed to the United States (US). HAM said he fatale thatmany Polish government representatives in the US have otherassignments, such as intelligence assignments, other thanthe position they officially represent.

HANFF has provided copies of four (4) letters he.has sent to Polish government employees in the US, whichletters he claims are to illustrate his attempts to swaythese individuals away from the "Communist form of life".(rhese four letters are set forth as Pages 4/g 1, 9, and4 of this report.)

' HANFF has further advised that he has also directedover030 copies of a letter to US-based Soviet employees,which letter suggested that these individuals might be tiredof the Soviet rule and desirous of cooperating with theauthor. HANFF advised that this letter he sent to theSoviet employees was on the letterhead of "Free Cossackia",a new publication he has published. (This letter is setforth as Page,Vof this report.)

Hanff of FREE POLAND, state they have.decided to disclose the names, private addresses andtelephone numbers of five top KGB operatives at the UnitedNations because of the hand of the KGB in publishing detailsabout CIA agents which led to the death of embus* Welch,CIA station chief in Athens, because they wish to warn.the..Soviets against suppressing the Croatian National Movement • .inside Yugoslavia after the expected death of the seriously .-ill Tito within the next few months, and in order to warnthe United Nations Missions of all non-Soviet controlledcountries of the dknger of subversion against their .governments by these particular alleged diplomats.

addresses and telephone numbers of five top KGB agents, posing here as the SovietUN Mission diplomats I

• names, private addresses and telephone numbers of sem* SB MSW . agents (politicalpolice of the "Polish People's Republic") residing In Chicago. These names havebeen revealed by an anonymous leaflet.

▪ names, private addresses and telephone numbers of two top SD MSW agents residingln New York City. One of them poses ad-a Polish UN Mission diplomat and theother is a Vice-consul of the "Polish People's Republic".

,however, the Joint Staff of these four allied National Liberation 'Movements announ-'cos more disclosures Of this kind in the next future, declares war against theCommuniet espionage and subversion network in the Western Europe and premises toexpose the methods of the KGB operations in the USA and in other western countries.

Accordinoly to the explanation given by the spokesman of these ordanizations, Dr.Konetanty Z.
