The Minutes of the 213th Meeting of the NRC held from March 18th to 20th, 2013

The 213th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from March 18th to 20th, 2013 at NRC, NCTE, Jaipur.

The following were present:-

The Regional Director, NRC apprised the members of Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

(i) The institute was issued show cause notice on 12.03.2013 to submit building completion certificate duly certified by the competent Govt. authority/local Govt. body. The building completion certificate issued by Gram Sudhar Sabha is not accepted.

Hence application of the institution for the proposed course is rejected and FDRs, if any , be returned.

NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.

The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team at the time of Inspection along with building completion certificate issued by the Competent Authority.

(i) The building completion certificate issued by the Vice-President, Nagar Council, Bareta is not considered valid since the Vice-President, Nagar Council is not competent Government authority. The Gazette Notification issued by Punjab Government about the competent authority of issuing building completion certificate must be submitted.

Hence, NRC decided to seek clarification under

section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.

AGENDA ITEM NO. - 213.6 CONSIDERATION OF THE CASES WHERE REPLY RECEIVED AGAINST SHOW CAUSE NOTICE UNDER SECTION 17 OF NCTE ACT, 1993

The documents submitted by the institution with regard to the approval of the faculty members by the affiliating university is not acceptable as the list has been merely countersigned by the Registrar of the University. It cannot be accepted to be a list issued after getting it approved by the Vice Chancellor of the affiliating university.

Hence, NRC decided that further action shall be taken in this case after Hon’ble High Court given its decision with regard to this case.

at Chandigarh passed in the PIL Civil Writ Petition No. 20056 of 2009, the inspection of the institution was conducted u/s 17 of the NCTE Act, 1993. The Hon’ble High Court of Punjab & Haryana at Chandigarh while disposing of the writ petition in the light of the directions of the Hon’ble Supreme Court of India in the Civil Appeal No. 3505/2012 arising out of SLP (C) No. 233/2011 vide order dated 12.4.2012 directed the NCTE to continue with its exercise regarding verification of infrastructure available with the colleges as has been mentioned in affidavit placed on record and also directed to take action against the colleges violating the norms laid down by it after proper verification as per the provisions of the NCTE ACT, Rules and Regulations.

The Northern Regional Committee considered the case of the institution in detail. The Committee after going through the Reports of the affiliating University, VT report alongwith all other related documents submitted by the institution viz a viz provisions of the NCTE Act, Rules & Regulations observed the following:-

(i) Recognition be continued for B.Ed. on the basis of VT report and documents submitted with the report.

However, for D.El.Ed. course the institution is informed that :-

(i) The institution has not submitted a list of staff duly approved by the affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

(ii) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.

Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the above points and directs the institution to submit its reply accompanied with an affidavit within 21 days.

14 213.8.2 HR-954 PARADISE COLLEGE OF EDUCATION, THANA KALAN ROAD, KHAVKHODA,

DISTT-SONEPAT, HARYANA at Chandigarh passed in the PIL Civil Writ Petition No. 20056 of 2009, the inspection of the institution was conducted u/s 17 of the NCTE Act, 1993. The Hon’ble High Court of Punjab & Haryana at Chandigarh while disposing of the writ petition in the light of the directions of the Hon’ble Supreme Court of India in the Civil Appeal No. 3505/2012 arising out of SLP (C) No. 233/2011 vide order dated 12.4.2012 directed the NCTE to continue with its exercise regarding verification of infrastructure available with the colleges as has been mentioned in affidavit placed on record and also directed to take action against the colleges violating the norms laid down by it after proper verification as per the provisions of the NCTE ACT, Rules and Regulations.


(i) There was only a board in the name of college and nothing else was available for B.Ed. College. It is actually a Senior Secondary School named Sanjay Kuldeep Senior Secondary School.

(ii) Not even a single room is available for B.Ed. college. In all the rooms of the school, classes of the school were being taken.

(iii) Attendance register and salary register of the teaching and non-teaching staff was totally fake.

(iv) There was no classrooms, multipurpose hall, seminar room resource center, common rooms for boys and girls of students of B.Ed. The college has no facility of photocopying, internet, ET labs psychology labs and science lab for B.Ed..

(v) Books are less in numbers and not as per prescribed list. The college has submitted the bogus/fake bills for the books and equipments which are not even in the name of principal of the college.

(vi) The institution has not submitted staff list duly approved by the affiliating body. Thus the institution

has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

(vii) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.


15 213.8.3 HR-1357 S.R. COLLEGE OF EDUCATION I.M.T, KHERI SADH, DELHI ROAD, ROHTAK, HARYANA

B.Ed. In pursuance of the orders dated 6.7.2011 of the Hon’ble High Court of Punjab & Haryana at Chandigarh passed in the PIL Civil Writ Petition No. 20056 of 2009, the inspection of the institution was conducted u/s 17 of the NCTE Act, 1993. (i) The perusal of VT report dated 03.03.2012 and the documents enclosed alongwith the affiliating university’s communications dated 06.09.2012 revealed that the selection of Principal and other teachers of S.R. College of Education have not been approved by the affiliating university.

(ii) The affiliating University vide its

letter No. CB.XI/2012/12556 dated 06.09.2012 has already issued show cause notice to initiate appropriate disciplinary proceedings against S.R. College of Education.

(iii) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms.

K.V.M. COLLEGE OF EDUCATION, LADHOT ROAD, ROHTAK, HARYANA

(ii) Associate Professor has not been appointed for M.Ed. course.

(iii) No student and no teacher for M.Ed. Course was present at the time of the surprise visit by the University.

(iv) The institution has not submitted the list of faculty for B.Ed. Course approved by the affiliating University and the list of faculty for D.Ed.

(i) The institution has not appointed Principal and Lectures on regular and full time basis.

(ii) The institution has not subscribed journals.

(iii) Labs were not fully equipped. (iv) Multipurpose hall is 1500 sq.ft.

which is not as per the NCTE norms.(v) The institution did not submit details

of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.

18 213.8.6 HR-577 J.R. KISSAN COLLEGE OF EDUCATION, OLD SUNDER PURA ROAD, JIND BYE PASS, DISTT- ROHTAK, HARYANA



(vi) The institution has not appointed teaching staff duly approved by the affiliating body. The VT report reveals that the Principal’s qualification did not fulfil the prescribed norms of the NCTE. As per VT report four teachers out of ten were not qualified as per NCTE norms. Moreover, the affiliating university has issued show cause notice to initiate appropriate disciplinary proceedings against J.R. KISSAN COLLEGE OF EDUCATION, Rohtak on 04.09.2012 vide letter no. 12324.

(i) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.

Hence, the NRC decided to issue Show

Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the above points and directs the institution to submit its reply accompanied with an affidavit within 21 days.

19 213.8.7 HR-622 SANSKRITI COLLEGE OF EDUCATION, 6 MILESTONES, GOHANA ROAD, ROHTAK, HARYANA



(i) List of faculty approved by the affiliating University has not been submitted.

(ii) The society/ trust has not transferred and vested the title of the land and building in the name of the institution which is violation of provision of clause 8(7) (iv) of the NCTE Regulation, 2009.

(iii) Labs are not well equipped and do not possess adequate furniture.

(iv) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.

Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the above points and

directs the institution to submit its reply accompanied with an affidavit within 21 days.

(i) The institution has not submitted a list of faculty duly approved the affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

(ii) The building of the institution is under construction. Building completion certificate duly certified by the competent authority has not submitted by the institution.

(iii) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting.

Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE

(i) List of teachers approved by the affiliating University has not been submitted. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

(ii) Computers were not working properly.

(iii) Library does not have adequate seating space and furniture for the students.

(i) Only five teachers have been appointed for B.Ed. programme. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

(i) As per VTR the total built up area for B.Ed. (Two Units) M.Ed. (One Unit) and D.Ed. (Two Units) is 4277.63 sq.m. only.

(ii) The college has appointed 6 lectures against the 14 lectures as required for the B.Ed. and 2 lectures against 3 lectures as required for M.Ed..

(iii) Teaching faculty has not been approved by the competent authority. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is violation of the provisions of the NCTE Regulation, 2009.

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions
