STRATEGIC MINISTRIES COMMITTEE

1. The meeting was called to order by Ron Barker, chairman. Young
Su McCann opened in prayer.
2. Roll was taken. A quorum was present. Roll Call
3. The committee reviewed the minutes of the previous meeting (May
2018). A motion was made by Derk Schulze to approve the
minutes. Second. MOTION CARRIED.

4. The committee reviewed the 2018-2019 Church Planning Calendar.
The committee discussed the need for approving the convention
calendar each year. A motion to approve the calendar as printed
with any changes and/or additions as needed throughout the year
was made by Donald St. John. Second. MOTION CARRIED.

5. Ross Shepherd, leader, Church Planting Initiatives Team, distributed
a report highlighting team metrics (Attachment A). He discussed the
process for new church starts which includes providing Count the
Cost customized trainings.
Ralph Neighbour, leader, Church Revitalization Initiatives Team,
spoke about the Count the Cost workshops his team has completed.
Pete Ramirez, leader, Evangelism and Missions Initiatives Team,
distributed a report detailing ministries being accomplished by the
team (Attachment B).

Ken Sartain, leader, Small Church Initiatives Team, explained the
team’s metrics. He discussed the purpose of the team and how the
Convention will be able to resource small churches in becoming
stronger and healthier.
There was a question and answer period related to small church
ministries.
6. The 2018 Strategic Ministries Committee Annual Report for the
Book of Reports was presented and discussed. Andy Prince moved
the report be approved with the addition of actions and items from
the September meeting. Second. MOTION CARRIED.

7. The committee decided to have a ministry review of each team at
the January meeting. Church Planting, Evangelism/Missions
Revitalization, and Small Church each will have 30 minutes to
report. Written questions will be given to each ministry team to
answer prior to the January meeting.
8. Motion to adjourn was made by Barker. Second. MOTION
CARRIED. St. John closed the meeting with prayer. The meeting
adjourned at 3:40 p.m.
2018-2019 Church Planning Calendar
Recommendation:
It is recommended that the 2018-2019 Church Planning Calendar be approved with any
necessary changes during the year.
Background:
The Church Planning Calendar contains a significant portion of the ministries of California
Southern Baptist Convention. Also included in the calendar are programs jointly sponsored with
associations and responses to requests from individual churches or groups of churches.
Additionally, the calendar includes dates relevant to institutions – The Baptist Foundation of
California, California Baptist University and Gateway Seminary – with which we partner. The
calendar also lists Southern Baptist Convention emphases.

2018 Annual Report
Strategic Ministries Committee
The duties and responsibilities of the Convention Strategic Committees Committee are found in Article II,
Section 1A(2) of the Bylaws of the Executive Board, California Southern Baptist Convention. These
duties were reviewed in detail by the committee.
In fulfilling these responsibilities, the Strategic Ministries Committee considered the following items of
business and made reports or recommendations to the Executive Board:
1. Reviewed committee duties at each meeting.
2. Elected Derk Schulze vice chairman for 2018.
3. Recommended that the goal for the California Mission Offering be $435,000 and the purpose for the
offering be emphasized in promotion. The broad allocations for the distribution of 2017 CMO gifts
are:

Season of Prayer & Promotion 7.0%
Personal/Relational Marketing 3.0%
4. The Strategic Ministries Committee heard a program review of the Evangelism and Missions
Initiatives Team presented by Pete Ramirez, leader; Revitalization Initiatives Team presented by
Ralph Neighbour, leader; and Church Planting Initiatives Team presented by Ross Shepherd, leader.
5. Recommended the approval of the 2018-2019 Church Planning Calendar with any changes that may
become necessary during the year.
6. Received an update on the 2018 California Mission Offering by Michael B. McCullough, associate
executive director.
7. Approved its annual report for the 2018 Book of Reports.

Ross Shepherd is Church Planting Initiative Team Leader for California Southern Baptist Convention. His primary responsibilities are to formulate and implement strategies to start new churches, as well as recruiting and supervising office. Ross began planting churches soon after his salvation experience at age 18 at Lakeview Baptist Church in Baker, MT. Church planting has been his passion during his entire ministry.

Initiatives Team plans to help
you through our many
resources such as events we
hold, education we provide, or
the funding we grant. Our team
offers something for everyone;
here are a few of examples:
Children: We offer an event
called “Children’s Missions
Day Explosion” It is a missions
based event for boys and girl
grades 1-6 as well as material
for GA’s, RA’s, & CIA.
Youth: There are two events
for youth we offer. The first
event is a one day conference
called “Youth on Mission” for
boys and girls grades 7-12
where we teach them about
evangelism and missions. The
second is a 3 day conference
called “Ignition” filled with
worship concerts, speakers, &
ministry projects.
Adults: The evangelism &
Missions Team offers so many
things for adults, such as
Women’s Conferences,
Language Support Trainings,
& DR/Volunteer Mobilization

REQUIRED CLASSES
CHAINSAW TRAINING: crews safely cut
damaged or dead trees that might
endanger lives.
CLEANUP & RECOVERY: teams remove
mud, ash and other debris following
floods, fires or earthquakes.
COMMUNICATION & HAM RADIO: training and
equipment to facilitate communication for work
teams during a disaster.
DAMAGE ASSESSMENT: provides assessment of
damage to buildings and coordination with
government agencies to ensure work teams
understand the scope of work to be
completed while being in
compliance with laws, regulations
and expectations.
DR CHAPLAINCY:
offer non-threatening spiritual care
and emotional support to disaster survivors as well as
team members. This discipline also provides resources
for effective coping, stress management and spiritual
wellness.
DISASTER PREPAREDNESS:
the team will continue to partner with churches in
assisting in preparing and resourcing the church to
respond to disasters and critical incidents in their
communities.
CSB Disaster Relief Ministries
Southern Baptist Disaster Relief is Christian love in action as Disaster Relief
volunteers meet the urgent needs of hurting humanity in crises
DR ORIENTATION: This class will include the history of Southern Baptist Disaster Relief, the definition of a disaster,
types of disaster services offered, partner organizations, how volunteer callouts work and how we show compassion
during crises.
OPERATIONAL STRESS FIRST AID (OSFA): OSFA is a process for the timely assessment and pre-clinical
care of stress reactions or injuries in volunteers.
SKILL TRAINING CLASSES HEAVY EQUIPMENT: Classroom, CAT and Skid-Loader: a
CSBDRM trained and certified heavy equipment operator
will lead participants to safely, efficiently and effectively
use various types of equipment including forklift, skid steer,
excavator or other vehicles used to clean disaster sites.
* Prerequisite class is Cleanup & Recovery.
INCIDENT COMMAND SYSTEM: training for a standardized
on-site management tool utilized by all first responders.
This tool is designed to enable effective, efficient
management of the incident by integrating the use of
facilities, equipment, personnel, procedures and
communications operating with a common organizational
structure.
KITCHEN EQUIPMENT MAINTENANCE:
ensures a mechanic is able to set up,
ascertain equipment is functioning and
safe to operate and make repairs needed
for equipment on a mobile kitchen unit.
LAUNDRY UNIT: provides knowledge needed to set up
washers and dryers, do laundry as well as close down the
unit. Laundry services also may be provided for disaster
survivors and/or DR team members.
FEEDING: equips individuals to prepare food distributed in
a disaster setting. All Mass Feeding team leaders must have
a current ServSafe certificate required for a restaurant
manager.
SHOWER UNIT: provides knowledge to safely set up,
operate, properly clean and close down the unit.

IMB One Life Mission Project: Providing opportunities for students and
ministers to serve overseas. The goal isn’t about giving financially, but
physically going to serve.
Student Bible Drill & Speakers’ Tournament
Equipping middle school to high school students on memorizing Bible verses and gaining a deeper
understanding of Christian doctrine. Juniors and seniors in high school participate in the Speakers’
Tournament. Students also will strengthen their public speaking skills.
Baptist Family Day at Six Flags
Providing a day of fun for your student ministries,
with an hour of worship and a message on sexual purity (True Love Waits).
Ignition Student Conference
3 days of worship, messages, breakout sessions,
service projects, and fellowshiping with 1,300 students

Summer Missions Program
Providing opportunities for students to
go on mission
for five to six weeks during the summer.
In partnership with Directors of Missions,
students will teach VBS, lead Bible studies,
be camp counselors,
share the gospel and so much more!
