MINUTES OF REORGANIZATIONAL MEETING ESMOND CITY COUNCIL June 23, 2020 A reorganizational meeting was held on June 23, 2020 at the Esmond City Hall. Present were Roger Hill, David Wolfe, Shari Wolfe, Jacob Hoffert, Patrick McDonald, Darla McDonald, Donald Vetsch, June Olsen and City Auditor Misti Arnold. The purpose for this meeting was to swear in the newly elected city council and park members from the June 9, 2020 election. Mayor Roger Hill received a letter of resignation from David Wolfe for the remaining two years of the four-year council member for the city. David Wolfe was then sworn in as mayor for a four-year term by Roger Hill. David Wolfe then swore in the following for their newly elected positions: Shari Wolfe -- four-year council member Jacob Hoffert -- two-year council member Patrick McDonald -- two-year council member Darla McDonald -- two-year park board member June Olsen -- two-year park board member Donald Vetsch -- four-year park board member Mayor David Wolfe then appointed the council members to the following positions: Pat MacDonald to city streets and vice president, Jake Hoffert to dump ground, Terry Schwab sewer maintenance. Shari Wolfe made a motion to accept the council members in the new positions in charge, seconded by Jake Hoffert. The motion carried. The reorganizational meeting adjourned at 7:45 p.m. Misti Arnold City Auditor MINUTES OF REGULAR MEETING ESMOND CITY COUNCIL July 1, 2020 A regular meeting of the Esmond City Council was held July 1, 2020 at 7 p.m. at the Esmond City Hall. Present were Mayor David Wolfe; council members Shari Wolfe, Jake Hoffert and Pat McDonald; and City Auditor Misti Arnold. Guests present: Cy Streifel, Jolanda Streifel, Dawn Zimney and Alex Sabbe. A motion was made by Pat McDonald, seconded by Jake Hoffert, to approve the minutes of the June 3, 2020 meeting. The motion carried. The agenda for the July meeting was handed out. Topics on the agenda were: lift station grant update, yards that need cleaning, 120th anniversary for the City of Esmond in 2021, city council open spot, school roof, unpaid bills and any other business that was not mentioned. A motion was made by Shari Wolfe, seconded by Pat McDonald, to pay all approved bills. The motion carried. Shari Wolfe made a motion to allow the Esmond Bar, LLC to hold a street dance, beer gardens and 2 a.m. closing, seconded by Pat McDonald. The motion carried. Alex Sabbe representing the Young Men’s Club was present. Sabbe asked permission to hold a demolition derby on July 11, 2020. Jake Hoffert made a motion to allow a demolition derby, seconded by Pat McDonald. The motion carried. The next regular meeting will be July 1, 2020 at 7 p.m. at the Esmond City Hall. Misti Arnold gave an update on the lift station grant. Arnold met with Ashley Louw and Sandy Shivley from the NCPC on June 24, 2020 to read bids that were sent for the lift project. One bid was received from Dakota Pump and Control. Arnold presented the council with the bid to look over and accept. Shari Wolfe made a motion to accept the bid from Dakota Pump and Control, seconded by Pat McDonald. The motion carried. Misti Arnold commented on all the yards that are needing attention. Discussion was had on what can be done. Shari Wolfe was going to ask her son if he would want to mow yards; if not, other options will be looked into. Pat McDonald made a motion to have the Esmond City Park Board members be present at the next regular meeting, seconded by Jake Hoffert. The motion carried. There is a vacant spot on the city council. There are two years remaining of a four-year term. The city council will ask Ernest Suich and Darla McDonald to be at the next regular meeting to see if one would like to fill the position. Shari Wolfe made a motion to adjourn the meeting, seconded by Jake Hoffert. June 23, 2020A reorganizational meeting

was held on June 23, 2020 at the Esmond City Hall. Present were Roger Hill, David Wolfe, Shari Wolfe, Jacob Hoffert, Patrick McDonald, Darla McDonald, Donald Vetsch, June Olsen and City Auditor Misti Arnold.

The purpose for this meeting was to swear in the newly elected city council and park members from the June 9, 2020 election.

Mayor Roger Hill received a letter of resignation from David Wolfe for the remaining two years of the four-year council member for the city. David Wolfe was then sworn in as mayor for a four-year term by Roger Hill. David Wolfe then swore in the following for their newly elected positions:

Shari Wolfe -- four-year council member

Jacob Hoffer t -- two-year council member

Patrick McDonald -- two-year council member

Darla McDonald -- two-year park board member

June Olsen -- two-year park board member

Donald Vetsch -- four-year park board member

Mayor David Wolfe then appointed the council members to the following positions: Pat MacDonald to city streets and vice president, Jake Hoffert to dump ground, Terry Schwab sewer maintenance. Shari Wolfe made a motion to accept the council members in the new positions in charge, seconded by Jake Hoffert. The motion carried.

Mayor David Wolfe asked the council if they would like Misti Arnold to be city auditor. Shari Wolfe made a motion to accept Misti Arnold to be city auditor, seconded by Patrick McDonald. The motion carried.

The reorganizational meeting adjourned at 7:45 p.m.

MINUTES OFREGULAR MEETING

ESMOND CITY COUNCILJuly 1, 2020

A regular meeting of the Esmond City Council was held July 1, 2020 at 7 p.m. at the Esmond City Hall. Present were Mayor David Wolfe; council members Shari Wolfe, Jake Hoffert and Pat McDonald; and City Auditor Misti Arnold. Guests present: Cy Streifel, Jolanda Streifel, Dawn Zimney and Alex Sabbe.

A motion was made by Pat McDonald, seconded by Jake Hoffert, to approve the minutes of the June 3, 2020 meeting. The motion carried.

The agenda for the July meeting was handed out. Topics on the agenda were: lift station grant update, yards that need cleaning, 120th anniversary for the City of Esmond in 2021, city council open spot, school roof, unpaid bills and any other business that was not mentioned.

A mot ion was made by Shari Wolfe, seconded by Pat McDonald, to pay all approved bills. The motion carried. Cy Streifel, Jolanda Streifel and Dawn Zimney representing the Esmond Bar, LLC were present. They asked permission to hold a street dance, beer gardens and 2 a.m. closing on July 11, 2020. Shari Wolfe made a motion to allow the Esmond Bar, LLC to hold a street dance,

beer gardens and 2 a.m. closing, seconded by Pat McDonald. The motion carried.

Alex Sabbe representing the Young Men’s Club was present. Sabbe asked permission to hold a demolition derby on July 11, 2020. Jake Hoffert made a motion to allow a demolition derby, seconded by Pat McDonald. The motion carried.

The next regular meeting will be July 1, 2020 at 7 p.m. at the Esmond City Hall.

Misti Arnold gave an update on the lift station grant. Arnold met with Ashley Louw and Sandy Shivley from the NCPC on June 24, 2020 to read bids that were sent for the lift project. One bid was received from Dakota Pump and Control. Arnold presented the council with the bid to look over and accept. Shari Wolfe made a motion to accept the bid from Dakota Pump and Control, seconded by Pat McDonald. The motion carried.

Misti Arnold commented on all the yards that are needing attention. Discussion was had on what can be done. Shari Wolfe was going to ask her son if he would want to mow yards; if not, other options will be looked into.

Pat McDonald made a motion to have the Esmond City Park Board members be present at the next regular meeting, seconded by Jake Hoffert. The motion carried.

There is a vacant spot on the city council. There are two years remaining of a four-year term. The city council will ask Ernest Suich and Darla McDonald to be at the next regular meeting to see if one would like to fill the position.

Shari Wolfe made a motion to adjourn the meeting, seconded by Jake Hoffert. The meeting was adjourned at 8:25 p.m.
