of Trustees to order at 5:05 p.m. after determining that a quorum was present. II. PLEDGE OF ALLEGIANCE: Dr. Scott led the Board and guests in reciting the Pledge

of Allegiance. III. CERTIFICATION OF THE POSTING OF THE NOTICE OF THE MEETING:

Chancellor Carpenter confirmed that the Notice for the meeting had been properly posted. No action was required. A copy is attached as Exhibit “A”.

IV. INTRODUCTIONS, SPECIAL GUESTS AND RECOGNITIONS: None

V. CLOSED SESSION: At 5:07 p.m. Dr. Holsey convened the Board in closed session, in

accordance with Section 551.001 et. seq. of the Texas Government Code under one or more of the following provision(s) of the Act:

Mr. Vogt entered the meeting at 5:35 p.m. VI. RECONVENE REGULAR MEETING: Dr. Holsey reconvened the open meeting at

6:55 p.m.

VII. WORKSHOP: Ms. Marian Burkhart, executive director strategy and governance, office

of technology services, presented the 2014 Chancellor’s Faculty Technology Innovation Grant (CFTIG) Award Winners. This grant supports faculty in the development, deployment or implementation of new and emerging technologies into teaching and learning to increase student success. She thanked the Chancellor and Board of Trustees for their support for the 5th consecutive year and the Faculty Senate Presidents who served as the review committee. The winners chosen were: AVANT Foreign Language Placement Test by the LSC Foreign Languages Curriculum Team; Portable Smart Boards for Encouraging Student-Centered Active Learning, LSC-Kingwood; Supercritical, LSC-Montgomery and LSC-Tomball; THE( Technology Highlighting Engagement) Cooperative: Creating and Interdisciplinary Instructional Consociate, LSC-Montgomery.

VIII. APPROVAL OF THE MINUTES OF THE February 6, 2014 WORKSHOP AND

REGULAR MEETING: upon a motion by Mr. Vogt and a second to the motion by Ms. Good, the board approved the minutes of the February 6, 2014 Public Hearing and Workshop and Regular Meeting. Ms. Marquard abstained.

IX. SPECIAL REPORTS AND ANNOUNCEMENTS:

1. Board: Dr. Ron Trowbridge gave a detailed report on the process for the search for the new chancellor.

2. Chancellor: Dr. Carpenter congratulated the Faculty Innovation winners and thanked them. Dr. Carpenter extended a welcome to Shawn Arrajj from the Community Impact and HCC Trustee Position #2 Dave Wilson.

Fall enrollment is up about 6% for the system and LSC-UP is up about 37%.

Dr. Carpenter congratulated Ronda Rotelli and her Talent Acquisition Team for the recently held recruitment fair at University Park for new faculty and adjunct faculty. Over 1000 new applications were received. The board has made a conscious effort over the past few years to make faculty salaries competitive. LSCS has highest entry level and highest maximum level in all categories in our local market. We are sixth highest in the state and are making major strides to continue these efforts to stay competitive. Dr. Carpenter presented a five year progress report from the state legislative budget board showing increases in student success. During this period of time the percentage of students who are economically disadvantaged coming to Lone Star showed a significant increase and these students who are typically challenged academically. Not only has the faculty improved student success rates but has done so with a student profile that is more challenging than the year before. Dr. Carpenter also shared comparisons of LSCS with other institutions of average students served per administrator or staff and administrative cost per FTE and general costs per FTE.

The Foundation Star Gala is scheduled for Saturday, April 26, 2014 and for the second year in a row is sold out. We are taking reservations on a waitlist only. Many congratulations to Co-Chairs David and Cynthia Rowe of Durotech who have worked tirelessly to insure a successful event with record profits committed to scholarships for Lone Star College System students. Durotech and PBK Architects are jointly sharing the top sponsorship table with a $50,000 commitment. 84 other companies are joining them for the evening’s festivities and 800 attendees are signed up.

3. College Presidents: Shah Ardalan, president of LSC-University Park, gave a presentation on Where Innovation Meets Education. He highlighted each campus with outstanding innovations they have implemented: LSC-Cyfair; iPad Pilot Program; LSC-Kingwood, Clinical Nursing Simulation Experience; LSC-Montgomery, THE Initiatives (Teaching Highlights Engagement); LSC-North Harris, CHI Lone Star College-North Harris School of Cosmetology; LSC-Tomball, iClassroom; LSC-University Park, Education and Career Positioning System (ECPS); LSC-Jakarta, Forging International Partnerships.

5. Faculty Senate Presidents: Dr. Joyce Boatright, faculty senate president LSC-North

Harris, spoke about what qualifications to look for in searching for a new chancellor. X. CONSIDERATION OF THE CONSENT AGENDA: Dr. Holsey proceeded with the

Consent Agenda. Ms. Kelly made a motion to approve the Consent Agenda. Mr. Adam seconded the motion and the Board passed the Consent Agenda. Ms. Marquard abstained. A copy is attached as Exhibit “B”.

XI. SPECIAL CONSIDERATIONS: Consideration of Adoption of a Resolution to Award the Title of Chancellor Emeritus: upon a motion made by Mr. Adam and a second to the motion by Ms. Marquard the board unanimously approved adopting a resolution to award the Title of Chancellor Emeritus to Dr. Richard G. Carpenter. A copy is attached as Exhibit “C”

XII. POLICY REPORT AND CONSIDERATIONS:

1. Consideration of Approval of the Recommended Revision of the Lone Star College Board Policy Sections V.B.2 and V.E.1 (FIRST READING): the board unanimously considered the recommended revision of the Lone Star College System Board Policy Section V.B.2 and V.E.1. This constitutes a first consideration with a request for approval during the May 2014 Board meeting. A copy is attached as Exhibit “D”.

2. Consideration for the Recommended Revision of the Lone Star College System Board Policy Section II.D.2, VI.A.1 and VI.A.1.04 (FIRST READING): the board unanimously considered the recommended revision of the Lone Star College System Board Policy Section II.D.2, VI.A.1 and VI.A.1.04. This constitutes a first

consideration with a request for approval during the May Board meeting. A copy is attached as Exhibit “E”.

3. Consideration of Approval of the Recommended Revision of the Lone Star College

System Board Policy Section IV.F.2 (SECOND READING) (ACTION ITEM 2): the board unanimously approved the recommended revisions of the Lone Star College System Board Policy IV.F.2. This item was passed in the Consent Agenda. A copy is attached as Exhibit “F”.

4. Consideration of Approval for Board of Trustees Travel (ACTION ITEM 3): the

board unanimously ratifies Ronald Trowbridge attendance at the Association of Community College Trustees Governance Leadership Institute in Salt Lake City, UT., March 19 – 21, 2014. This item was passed in the Consent Agenda. A copy is attached as Exhibit “G”.

XIII. CURRICULUM REPORT AND CONSIDERATIONS:

1. Consideration of Approval of an Associate of Applied Science Degree in Petroleum

Data Technology (60 credit hours) for Implementation at LSC-Tomball and LSC-CyFair for fall 2014 (ACTION ITEM 4): the board unanimously approved the Associate of Applied Science Degree Petroleum Data Technology. This item was passed in the Consent Agenda. A copy is attached as Exhibit “H”.

2. Consideration of Approval of Two Level 1 Certificates in Machining Technology (15 or 19 credit hours), Level 2 Certificate in Machining Technology (44 credit hours) and an Associate of Applied Science Degree in Machining Technology (60 credit hours) for implementation at LSC-North Harris and LSC-CyFair for fall 2014 (ACTION ITEM 5): the board unanimously approves two Level 1 Certificates, Level 2 Certificate and an Associate of Applied Science Degree in Machining Technology. This item was passed in the Consent Agenda. A copy is attached as Exhibit “I”.

3. Consideration of Approval of an Associate of Science (AS) Degree in Biology (60 credit hours) for Implementation Fall 2014 (ACTION ITEM 6): the board unanimously approves the AS in Biology. This item was passed in the Consent Agenda. A copy is attached as Exhibit “J”.

4. Consideration of Approval of the Oil & Gas Drilling - Motor Hand Non-Credit

Certificate (552 contact hours) for implementation at Lone Star College-Corporate College for Fall 2014 (ACTION ITEM 7): the board unanimously approves the Oil & Gas Drilling - Motor Hand Non-Credit Certificate. This item was passed in the Consent Agenda. A copy is attached as Exhibit “K”.

5. Consideration of Approval of an Advanced Technical Certificate in Converged Technology (31 credit hours) for implementation at Lone Star College-University Park for Fall 2014 (ACTION ITEM 8): the board unanimously approves an

Advanced Technical Certificate in Converged Technology. This item was passed in the Consent Agenda. A copy is attached as Exhibit “L”.

XIV. FINANCIAL REPORTS AND CONSIDERATIONS:

1. Monthly Financial Statements: Ms. Cindy Gilliam, vice chancellor for administration and finance, presented the monthly financial statements and quarterly reports for the month ended February 28, 2014. A copy is attached as Exhibit “M”.

2. Consideration of Approval to Purchase and Install Furniture for the Energy and

Manufacturing Institute (EMI) Building at LSC-University Park (ACTION ITEM 9): the board unanimously approved the purchase and installation of furniture from G.L. Seaman & Company (dba Debner+Company), 8020 Katy Freeway, Houston, TX 77024, in the amount of $118, 975. This item was passed in the Consent Agenda. A copy is attached as Exhibit “N”.

3. Consideration of Approval to Purchase Janitorial Services for LSC-Atascocita, LSC-

CyFair and LSC-North Harris (ACTION ITEM 10): the board approves the purchase of janitorial services from the firms identified below for an average annual amount of $1,345,000 and a total not-to-exceed amount of $6,725,000 over five years: Witt, Fiala Flannery & Associates (WFF) 211 South Jefferson Ave. St. Louis, MO 63103; ABM Janitorial Services South Central, Inc. (ABM) 8101 W. Sam Houston Parkway, #150 Houston, TX 77072; McLemore Building Maintenance Inc. (MBM) 110 Fargo Street Houston, TX 77006. This item was passed in the Consent Agenda. 4. Consideration of Approval to Authorize the Chancellor or Designee to Negotiate and

Execute a Contract to Purchase Toner Cartridges and Printer Maintenance/Repair Services for the System (ACTION ITEM 11): the board unanimously authorizes the Chancellor or designee to negotiate and execute a contract to purchase toner cartridges and printer maintenance/repair services from Double M Laser Products, Inc. dba: Enhanced Laser Products, 10516 Katy Freeway, Suite H, Houston, Texas 77043, for a total amount not to exceed $2,500,000 over five years. This item was passed in the Consent Agenda. A copy is attached as Exhibit “P”.

RESOLUTION LONE STAR COLLEGE SYSTEM

BOARD OF TRUSTEES WHEREAS: Richard G. Carpenter will have served as the Lone Star College System Chancellor for

seven years from August 2007 to September 2014; and WHEREAS: Dr. Carpenter’s exceptional leadership as Chancellor and high commitment to student

success and educational opportunities for all citizens led to the successful rebranding of the system and the expansion of the college system from five colleges in 2007 to six: Lone Star College-North Harris College, Lone Star College-Kingwood, Lone Star College-Tomball, Lone Star College-Montgomery, Lone Star College-CyFair and Lone Star College-University Park; and

WHEREAS: Dr. Carpenter’s high expectations for quality and excellence in educational programming,

facilities, access for students and responsiveness to the community led to the opening of over two million square feet of new state-of-the-art academic space, including a second University Center at LSC-University Park, LSC-Cypress Center, LSC-Atascocita Center, LSC-Conroe Center, LSC-Victory Center, LSC-Health Professions Building, LSC-Tomball Health Science Building and LSC-Creekside Center (under construction), LSC-Corporate College, built the most advanced IT system in the state and led a growth in enrollment of almost 100%; and

WHEREAS: Richard Carpenter’s leadership and commitment to strong fiscal management reduced

administrative overhead to among the lowest in the state, created alternative revenue streams that generate millions each year, including a growth in Foundation assets from $8,000,000 to $21,523,000, secured continuous unblemished annual external financial audits and built and maintained an astonishing AAA bond rating; and

WHEREAS: Dr. Carpenter has served as a strong leader and advocate for higher education at the state

and national level, forged a positive relationship with the legislature and state leadership, ensuring that the role and scope of higher education and especially community colleges in

improving citizen’s lives and enhancing economic and community development is understood and supported by Legislators and community and business leaders; and secured countless state and national awards; and

WHEREAS: Richard created an institutional culture that focuses on student success, values the

contributions of all employees and is responsive to the System’s communities; THEREFORE BE IT RESOLVED: That the Board of Trustees confers the title of Chancellor Emeritus to Dr. Richard G. Carpenter in honor of his long and distinguished service to Lone Star College System; and BE IT FURTHER RESOLVED: That this resolution shall serve as a permanent record of the esteem and respect accorded to Dr. Richard Carpenter by the Board of Trustees, his colleagues, faculty, staff, students, and community members whose lives have been enhanced by his commitment, support and service to higher education, and the Lone Star College System.

SECTION V – INSTRUCTION

V.B. CURRICULUM – INSTRUCTIONAL PROGRAM AND COURSES

V.B.2. Academic Courses

V.B.2.02 Core Curriculum Defined

"Core Curriculum" means the curriculum in liberal arts, humanities, and sciences and political, social, and cultural history that all undergraduate students of an institution of higher education are required to complete before receiving an academic undergraduate degree.

V.B.2.03 Adoption of Core Curriculum

The System shall adopt a core curriculum of 42 semester credit hours, including specific courses comprising the curriculum. The core curriculum shall be consistent with the common course numbering system approved by the THECB and with the statements, recommendations, and rules issued by the THECB. The System's core curriculum shall be designed to satisfy the exemplary educational objectives specified for the component areas adopted by the THECB.

V.B.2.04 Evaluation of Core Curricula

The System shall review and evaluate its core curriculum and applicable field of study curricula at intervals specified by the Coordinating Board, and shall report the results of that review to the Coordinating Board. The evaluation criteria are specified by the Coordinating Board. The System must submit a Core Curricula Evaluation Report according to the timelines and criteria established by the Coordinating Board. V.B.2.05 Field of Study Curriculum defined

"Field of Study Curriculum" means a set of courses that will satisfy the lower division requirements for a bachelor's degree in a specific academic area at a general academic teaching institution.

V.B.2.06 Evaluation of Field of Study Curricula

The System shall review and evaluate its procedures for complying with field of study curricula at intervals specified by the THECB and shall report the results of that review to the THECB. These reports shall be submitted following the same timetable as the regular reports of core curriculum evaluations.

V.E. STUDENT SUCCESS PROGRAMS V.E.1. Texas Success Initiative (TSI)

The System shall assess, by a state approved instrument, the academic skills of each entering undergraduate student to determine the student’s readiness to enroll in freshman-level academic coursework prior to the enrollment of the student. Prior to the administration of an approved instrument, the System shall provide to the student a pre-assessment activity(ies) that addresses the importance of assessment in students’ academic career, assessment processes and components, developmental education options, and institutional and/or community student resources. The assessment results must meet the state approved minimum passing standards to enroll in freshman-level academic coursework. For a student who fails to meet the minimum passing standards, the System will provide a program to advise the student regarding developmental education necessary to ensure the readiness of that student in performing freshman-level academic coursework. The assessment or the results of the assessment may not be used as a condition of admission to a college. Under exceptional circumstances, the System may permit a student to enroll in freshman-level academic coursework without assessment but shall require the student to be assessed not later than the end of the first semester of enrollment in freshman-level academic coursework. Exemptions/exceptions from the requirements of the Texas Success Initiative will follow applicable Texas law and implementing regulations. The System shall determine when a student is ready to perform freshman-level academic coursework using developmental education coursework and/or intervention learning outcomes developed by the THECB based on the Texas College and Career Readiness Standards and student performance on one or more appropriate assessments. April Board of Trustee Meeting – First Reading

VI.A.1.04 - Special Admission Requirements

Special admission requirements may be called for by certain programs of LSCS, as specified in the annual LSCS

catalog.

Students age sixteen (16) years or younger seeking admission as college students must show proof of education

indicating that the student graduated from public high school or completed secondary education according to the

same general standards as those students who graduated from public high school. This requirement does not apply

to a student in dual credit or college preparation classes or courses while in high school. In order to evaluate the

student’s academic needs for college-level instruction, the student’s transcript(s) will be reviewed by a committee

comprised of a LSC Vice President of Student Services, a LSC College Dean, and either the LSCS Vice Chancellor

of Academic Affairs or the LSCS Vice Chancellor of Student Success. One or more of the committee members may

choose to meet with the student, the student’s parent(s), and/or the student’s legal guardian(s) as part of the

evaluation process. After initial admission to LSCS, students age sixteen (16) years or younger will be required, prior

to registering for classes each semester, to meet with the Vice President of Student Services, a LSC College Dean,

or designee.

Students age sixteen (16) years or younger must have a parent or legal guardian at the System campus, center, or

facility at all times to monitor the student’s activities outside of class and to be immediately available in case of an

emergency. Failure to have a parent or legal guardian at the System campus, center, or facility will cause the student

to be removed from each enrolled class.

Students age seventeen (17) years or younger must complete and return a Parental Consent and Waiver Form prior

to enrolling at LSCS. This applies to all students who take a class at LSCS that requires them to be present at a

System campus, center, or facility during the semester.

It is a felony of the third degree under the Texas Penal Code to make, present, or use any public school record,

report, or assessment instrument required under Chapter 39, Education Code, with knowledge of its falsity and with

intent that it be taken as a genuine governmental record.

LSCS is a diverse community that provides equal opportunity in its academic programs in balancing the safety and

wellbeing of all students. Notwithstanding, LSCS shall not discriminate on the basis of age as LSCS is firmly

committed to adhere to the letter and spirit of the Age Discrimination Act of 1975, its implementing regulations, the

Student-Right-to-Know Act, the Campus Security Act and Clery Act, and the Family Educational Rights and Privacy

Act (FERPA).

II.D.2. Minors on System Property

II.D.2.01 Minors on System Property

Lone Star College System is a community college system that embraces our communities and welcomes their

residents of all ages. However, in order to provide for the safety of all children, the following guidelines have been

instituted to govern the presence of children on campus. All children age sixteen (16) years or younger must be

supervised at all times by a parent, legal guardian or authorized responsible adult while at any System campus,

center or facility. If admitted as a credit student, see special admission requirements (Board Policy Section VI.A.1.04)

for students age sixteen (16) years or younger.

LSCS is a diverse community that provides equal opportunity in its academic programs in balancing the safety and

wellbeing of all students. Notwithstanding, LSCS shall not discriminate on the basis of age as LSCS is firmly

committed to adhere to the letter and spirit of the Age Discrimination Act of 1975, its implementing regulations, the

Student-Right-to-Know Act, the Campus Security Act and Clery Act, and the Family Educational Rights and Privacy

Act (FERPA).

Procedures may be developed in implementing the requirements of this Policy Section.

II.D.2.02 Children of System Employees, Students and Visitors

All children age sixteen (16) years or younger must have a parent, legal guardian, or authorized responsible adult

available at the System campus, center, or facility at all times to monitor the student’s activities outside of a class,

college program, or event and to be immediately available in case of an emergency. Failure to have a parent, legal

guardian or authorized responsible adult on campus will cause the child to be removed from the class, college

program, or event.

A parent, legal guardian, or authorized responsible adult must accompany children age sixteen (16) years or younger

at the System campus, center, or facility at all times unless the child is participating in a class, college program or

event. All children age sixteen (16) years or younger not participating in a class, college program or event are

prohibited from entering or using computer labs, science labs, physical fitness facilities, storage rooms, equipment

rooms, outdoor water features, or outdoor athletic facilities unless they are given express written permission from a

System official. All System/College-sanctioned events and programs must be supervised by a System employee or a

responsible adult.

System employees may not supervise children at their worksite unless their job assignments relate to a formal

program designed for children and with Parental and/or Guardian written permission.


This policy section does not apply to credit students. See Board Policy Section VI.A.1.04.

II.D.2.03 Additional Guidelines for Children of System Employees

Employees may not bring children age sixteen (16) years or younger to their worksite, except for a brief visit, unless

the System/College has specifically designated a time or place for employee children to be present.

Should children age sixteen (16) years or younger accompany an adult to a work area or College site for a brief visit,

they must remain under the continuous supervision of the adult responsible.

Children age sixteen (16) years or younger should not be left unattended or with other employees. Their presence

should in no way obstruct or diffuse work or duties in the area.

A supervisor has the right to ask the adult responsible and their child to leave the work area.

Children shall not be brought to the worksite if they are ill. Other arrangements must be made to accommodate an ill

child.

II.D.2.04 Additional Guidelines for Children of System Students

Children of students may not enter the classroom.

Under no circumstances are children to be admitted to activity or lab areas where dangerous substances or

equipment are stored or in use unless the children are enrolled or participating in a special program. See Board

Policy Section IV.A.1.04..

Children may not accompany parents or other guardians/adults on field trips unless they are enrolled in the class.

II.D.2.05 Harris County Public Libraries

Those Colleges with a Harris County Public Library operating on campus will comply with HCPL regulations regarding

children in the library, unless those regulations deviate from and/or are inconsistent with Lone Star College System

Policy.

In addition, children in library facilities must follow the System's regulations regarding access to computers by minors.

Children under the age of 18 will not be allowed access to unfiltered computers without the direct supervision of a

parent or guardian.

II.D.2.06 Conduct of Minors

Children who visit System facilities and events are subject to all relevant System policies and education codes.

Unaccompanied children will be reported to campus security and an officer will attempt to locate the parent/guardian

to ask them to leave.


If minor children engage in any type of misconduct while on the campus, the parent, legal guardian or authorized

responsible adult must leave the campus with the children.

The System does not staff its campuses with nurses, infirmaries, or other medical care facilities. A parent or a

designated representative must bring and dispense medications, provide minor medical, or respond to a call

indicating the child is ill.

A minor who behaves in a manner on campus that violates the criminal laws of the state of Texas will be dealt with in

accordance with the appropriate criminal procedures for minor children.

VI.A.1. Admission and Student Records

VI.A.1.01 - Policy

Lone Star College System District ("LSCS" and/or the "System"), an open enrollment junior college system, shall implement uniform strategies to identify, attract, enroll, and retain students who reflect the population demographics of the System.

VI.A.1.02 - Eligibility

The following persons are eligible for admission:

a. Persons awarded a GED, graduated from public high school, completed secondary education or a home school program;

b. Public high school students or those in secondary education/ home school programs in dual credit programs or Early College programs who are at least 16 years of age;

c. In satisfying a or b above, Students with F-1 Visas or other visa allowing the student to legally enroll in the System.

IV.F.2. Professional Development and Qualified Tuition Reduction Program/Educational Assistance Program IV.F.2.01 - Required Development The System will provide support for development and training, renewal of professional licenses, professional association memberships, and continuing education requirements established for specific positions. Specific position requirements will be determined by the Chancellor or his or her designee. The System will provide time off and course/training costs for job specific required training for all employees. This includes, but is not limited to orientation, legal compliance issues, systems training, process training and other position-specific training. IV.F.2.02 - Professional Development Activities Professional development includes activities and opportunities that enhance the skills, knowledge and abilities required in the employee's current position, or prepare the employee for a career path position in his/her area. All professional development costs must be pre-approved by the supervisor, and within the budget of the department. An employee may request Professional Development Leave to attend professional conferences, workshops, seminars, training courses, or meetings. The employee's supervisor must approve Professional Development Leave. These pre-approved leaves are considered excused absences that do not count against sick, vacation, or compensatory time. An employee may request reimbursement and/or an advance for expenses related to professional development activities, including registration fees, travel, meals, and lodging in accordance with System travel policies and procedures. The employee's supervisor must approve professional development expenses. IV.F.2.03 - Membership Organization Memberships in professional or academic associations or organizations will be reimbursed, with supervisor approval, up to $25 per year per employee. The System cannot reimburse dues paid to unions or organizations that engage in lobbying or political activities. IV.F.2.04 - Waiver of Tuition and Required Fees The Internal Revenue Code allows certain educational institutions, including LSCS, to provide its employees a tax free qualified tuition reduction.1 Additionally, the Internal Revenue Code allows an employer to provide limited tax free tuition assistance for required fees as part of a qualified educational assistance program.2

The System encourages employees to further their educational, professional and vocational development. Therefore, as allowed by the Internal Revenue Code, the System will waive the tuition and required fees up to six (6) credit hours per term (maximum of eighteen (18) credit hours per academic year) for eligible employees for allowable LSCS courses taken in accordance with this policy. Subject to space availability, the System will also waive the tuition and required fees for all continuing education courses for eligible employees for allowable LSCS courses taken in accordance with this policy. Total tuition and fees waived are subject to the limit below. The Chancellor may develop procedures for appropriate implementation of this policy. IV.F.2.05 - Eligibility for Waiver of Tuition and Fees All full-time employees are eligible for a waiver of tuition and fees. Part-time employees who are regularly employed with the System and who have completed twelve months of continuous employment are eligible. Employment is considered "continuous" if the employee receives a paycheck in each of twenty-four (24) consecutive pay periods. Adjunct faculty who have taught at least six consecutive spring and fall semesters will be eligible for tuition and fee reimbursement. IV.F.2.06 – Conditions for Tuition Waiver The System will waive 100% of tuition and required fees for each credit course or continuing education course taken at LSCS if all the following requirements are met:

a. Courses are scheduled outside the employee’s working hours; b. A signed tuition waiver form is submitted to and verified by the employee

supervisor and validated and approved by both the Campus and System Offices of Human Resources;

c. The total tuition and fees waived does not exceed $5,250.00 per calendar year;3

The System will require repayment of all tuition and fees waived for any of the following reasons:

a. The employee fails to complete an approved course; b. The employee does not earn a C or better for an approved credit course; a. The employee does not submit a copy of a certificate of completion for an

approved continuing education course; or b. The employee resigns or is terminated with or without cause before completing

an approved course.

The System will not require repayment of tuition and fees waived for any of the following:

a. A mandatory military obligation required the employee to leave the Houston area or be unavailable to attend;

b. A change in employment schedule or responsibility made by and for the System's benefit;

c. A serious illness that prevents the employee from completing the course work, provided the employee submits medical documentation justifying the withdrawal; or

d. The employee is terminated due to reductions in force, reorganization or other reasons not related to employee performance or conduct, before completing an approved course.

that specializes in measuring, recording, or evaluating geological data, using sonic, electronic, electrical, seismic, or gravity-measuring instruments to prospect for oil or gas. Petroleum Technologists work at multiple oil and gas related office positions. Employment projections indicate a need in the region for petroleum data technicians (“geological and petroleum technicians” in the occupational taxonomy). The Texas Workforce Commission’s (TWC) 10-year projections show 160 average annual openings in the Gulf Coast region from 2010-2020. More recent data projections from Economic Modeling Specialists Intl. (EMSI) show 221 openings between 2013 and 2014. The Texas Workforce Commission (TWC TRACER) shows the median hourly wage for this occupation as $22.79 based on 2011 wage reports, and EMSI shows the median hourly wage as $23.84 in 2013. Regional job postings (Burning Glass) and state occupational databases indicate a need for this occupation to work in industries that support activities for mining, oil and gas extraction, professional/scientific/technical services, pipeline transportation of natural gas, data processing/hosting/related services, and petroleum and coal products manufacturing. Regionally, support activities for mining are the dominant group with 38.84 percent of the employment base for this occupation. The only college with a similar program in the Gulf Coast region is Houston Community College. Their program has graduated only 72 students over the past five years, which shows an ongoing unmet demand for trained workers in this field (Texas Higher Education Coordinating Board (THECB) graduate data). The THECB requires that the college district’s Board of Trustees approves new programs.

Employment projections indicate a need in the region for machinists. The Texas Workforce Commission’s (TWC) 10-year projections show 520 average annual openings in the Gulf Coast region from 2010-2020 for machinists. More recent data projections from Economic Modeling Specialists Intl. (EMSI) show 627 openings between 2013 and 2014, and Burning Glass reports that there were 575 job postings for machinists in the Houston MSA in 2013. The Texas Workforce Commission (TWC TRACER) shows the median hourly wage for this occupation as $18.19 based on 2011 wage reports, and EMSI shows the median hourly wage as $18.22 in 2013. Regional job postings (Burning Glass) and state occupational databases indicate a need for this occupation to work in the following industries: manufacturing (29.96%), machine shops (24.46%), employment (job placement) services (5.56%), machinery/equipment wholesalers (3.81%), and commercial/industrial equipment maintenance (2.42%). In addition to the LSC-CyFair and LSC-North Harris machining programs, the colleges with similar programs in the Gulf Coast region are Brazosport College, Houston Community College, and Lee College. These colleges have produced a total of 169 machining graduates (Brazosport 54, HCC 37, and Lee 78) in the last year for which data is available (2011/12), which indicates an ongoing unmet demand for trained workers in this field (Texas Higher Education Coordinating Board (THECB) graduate data). Rationale: Biology is the study of living organisms, living systems, and life processes

(Texas Higher Education Coordinating Board). Research completed for Lone Star College’s Success initiative indicates that biology is one of the ten most commonly sought degrees by LSCS students transferring to four-year institutions. This AS degree will follow the Community College Program of Study for Transfer which is a part of a Tuning Agreement through the Texas Higher Education Coordinating Board. Ten universities currently participate in the Texas Voluntary Transfer Compact for Biology which creates a common transfer pathway for students. The Texas Higher Education Coordinating Board requires that the college district Board of Trustees approve the implementation of this program.

Fiscal Impact: Funding in the 2014-15 operating budget will be utilized to offer the program.

In addition, students will be prepared to take three Manufacturing Skills Standard Council (MSSC) Certified Production Technician (CPT) tests: Safety, Quality and Maintenance Awareness. Employment projections indicate a need in the region for Motor Hands (categorized as “Rotary Drill Operators” in the SOC occupational taxonomy). The Texas Workforce Commission’s (TWC) 10-year projections show 165 average annual openings in the Gulf Coast region from 2010-2020 for rotary drill operators. More recent data projections from Economic Modeling Specialists Intl. (EMSI) show 238 openings between 2013 and 2014, and Burning Glass reports that there were 363 job postings for machinists in the Houston MSA in 2013. The Texas Workforce Commission (TWC TRACER) shows the median hourly wage for this occupation as $26.71 based on 2011 wage reports, and EMSI shows the median hourly wage as $28.60 in 2013. Regional job postings (Burning Glass) and state occupational databases indicate a need for this occupation to work in the following industries: support activities for mining (65.94%) and oil and gas extraction (29.61%). No similar programs are listed in program inventories of colleges in Texas, which indicates an ongoing unmet demand for trained workers in this field (Texas Higher Education Coordinating Board (THECB) program inventory). That the Board of Trustees approves as Advanced Technical Certificate in Converged Technology.

Rationale: As technology continues to advance, network infrastructures are now moving towards including new technologies in networking, such as Virtualization and Cloud Computing. Because it increases productivity and decreases downtime, organizations have integrated these various systems and technologies and as a by-product created a new field of IT, defined as Converged Technology. The program that is proposed addresses all of these areas of technology and trains students to support a complex converged network infrastructure while also preparing students for multiple industry certifications as proof of their knowledge and capability. Employment projections indicate a need in the region for Computer Systems Analysts. The Texas Workforce Commission’s (TWC) 10-year projections show 455 average annual openings in the Gulf Coast region from 2010-2020. More recent data projections from Economic Modeling Specialists Intl. (EMSI) show 597 openings between 2013 and 2014. Burning Glass identified 7,733 job postings for this occupation in the Houston Metropolitan Statistical Area (MSA) in 2013. The Texas Workforce Commission (TWC TRACER) shows the median hourly wage for this occupation as $38.28 based on 2011 wage reports, and EMSI shows the median hourly wage as $37.42 in 2013. Regional job postings (Burning Glass) and state occupational databases indicate a need for this occupation to work in the following industries: computer systems design (20.3%), wholesalers of professional and commercial equipment (8.0%), data processing and hosting (6.4%), colleges, universities and professional schools (5.7%), and state government (5.4%). The remainders of these jobs are spread across other industries, as is typical of the information technology occupations. While other colleges in the Gulf Coast region offer programs in computer and information sciences (Lee College, San Jacinto College, Wharton County Junior College), none have programs in computer systems analysis. Similar programs have been identified at Collin College, El Centro College (Dallas County CCD), Tarrant County College-Northeast, and Metropolitan Community College (Omaha, NE).

The Federal Open Market Committee (FOMC) maintained the Fed Funds target range between 0.00% and 0.25% (actual Fed Funds traded <10 bps). In December, the FOMC began tapering the Quantitative Easing (QE3) program. The monthly purchase amount has been decreased twice ($10 billion each time) to $65 billion. A continued, orderly tapering is anticipated as long as economic activity remains moderately positive. Fourth quarter 2013 GDP was revised lower to +2.4% from its earlier estimate of +3.2%. Employment grew at a reduced pace, but remained positive. The US stock markets touched new highs. Financial institution deposit yields generally provide the best interest earnings opportunity, although spreads to security yields have tightened.

Energy and Manufacturing Institute (EMI) Building at LSC-University Park


That the Board of Trustees approves the purchase and installation of furniture from G.L. Seaman & Company (dba Debner+Company), 8020 Katy Freeway, Houston, TX 77024, in the amount of $118, 975.

Rationale: This purchase is for the acquisition and installation of new

furnishings for the EMI building and is in compliance with the provisions of Texas Education Code §44.031(a, 4) which allows the use of interlocal contracts. The purchase will be made through the State of Texas Purchasing Cooperative TXMAS program Contract #11-71050 with the manufacturer, National Office Furniture. The manufacturer sells the furniture through approved dealers only. Quotes for the furniture and installation services were requested from three of the authorized dealers under the TXMAS contract. On February 6, 2014, the Board approved awarding this contract to JCS, LTD. Following receipt of the purchase order, JCS discovered a substantial pricing error with their original quote and notified LSCS that they would not be able to honor the contract price. This request is to award the contract to G.L. Seaman & Company, the authorized dealer with the second lowest quote.

Fiscal Impact: Funds for this purchase are available from the Revenue Financing System Bonds, Series 2012b.

That the Board of Trustees authorizes the Chancellor or designee to negotiate and execute a contract to purchase toner cartridges and printer maintenance/repair services from Double M Laser Products, Inc. dba: Enhanced Laser Products, 10516 Katy Freeway, Suite H, Houston, Texas 77043, for a total amount not to exceed $2,500,000 over five years.

Rationale: Toner cartridges are required in order for computers, printers and fax

machines to operate. In addition, printers and fax machines need periodic maintenance and repairs as needed to ensure they are operating at a level of optimum performance. In compliance with the provisions of Texas Education Code 44.031 (a), a Request for Proposal (RFP #296) was issued to twenty-six registered bidders and five responses were received. Vendors were evaluated based on qualifications and experience, services meeting System needs, references, quality of services, the extent to which certified historically underutilized businesses (HUB), minority and/or veteran and women owned businesses are utilized, long-term cost to the System and other relevant factors. Monthly Facilities Planning and Construction Report April 3, 2014 2012 Revenue Bond Project Summary

LSC-University Park - Energy and Manufacturing Institute (EMI) Building ♦ Core building construction has been completed and installation of the building

furniture, fixtures and equipment (FF&E) is in progress.

2013 Revenue Bond Project Summary LSC-Creekside Satellite Center

♦ The schematic design has been finalized and approved. Work on the design development documents is underway and scheduled for a mid-April completion. The topographic and tree surveys are in progress.

LSC-Fairbanks Center - Parking Garage Addition ♦ Demolition, excavation, and rough grading within the new parking structure footprint

are in progress. Shop drawings from the concrete pre-cast manufacturer have been submitted and approved. Construction completion is scheduled for August 2014.

LSC-CyFair Parking Lot Addition ♦ Design efforts to add 200 additional parking spaces on the main campus have been

completed and the associated permit documents have been approved by the County. The project is currently out for bid and is scheduled to be completed in August 2014.

LSC-CyFair Renovations ♦ Design of the video production studio and photography/darkroom labs are in progress

and will be completed in April. Construction is scheduled to be completed in August 2014.

LSC-CyFair Cul-de-sac ♦ The design work associated with upgrading the cul-de-sac near entrance #5 on Towne

Lake Boulevard is underway.

LSC-University Park – Chiller Replacement ♦ As a result of additional engineering analysis, further study of the central plant

infrastructure is necessary to identify the most effective system modifications. This study will be complete in April and progress directly into detailed design.

LSC-North Harris – Science Labs Renovation ♦ Construction documents have been completed and the contractor selection process is

underway. Project award is scheduled for mid-April with construction targeted to commence in early May.

LSC-System Office – HVAC System Upgrades ♦ Design efforts are underway to coordinate replacement of the rooftop HVAC units of

the Lone Star Community Building.

Status Report on Construction-Related Services Pre-Approved by the System’s Board of Trustees: Periodically, the Board of Trustees will authorize the Chancellor or his designee to negotiate and execute contracts for the purchase of construction-related services. Services are procured in compliance with purchasing policies, and using a list of vendors previously approved by the Board. To ensure the Board is apprised of these purchases, a brief summary of projects is included in the Facilities Planning and Construction Report each quarter.

Annual purchases of construction services for renovation, minor construction, bond and repair and replacement (R&R) projects are necessary to respond expeditiously to construction requirements for projects with specific scheduling constraints, or which may develop into an emergency if delayed.

This specific item covers individual construction projects between $100,000 and $750,000, which collectively will not exceed $9 million in FY 2013-2014. Projects exceeding $750,000 will be presented to the Board individually for consideration. This method was approved at the September 5, 2013 Board Meeting.
