MINUTES OF THE SPECIAL MEETING WITH KPTCL ON PENDING ISSUES
1. INTRODUCTION
A Special Meeting with KPTCL on pending issues was held at SRPC, Bengaluru on 17th June 2016.
The list of participants is given at Annexure-I.
Sri S.R.Bhat, Member Secretary, SRPC welcomed all the participants to the Meeting. He informed
that it was very heartening to note that A/R feature had been implemented recently in Chikkodi –
Talangde line. He stated that this meeting had been necessitated keeping in view time constraints
experienced in the OCC Meetings. Certain issues involved regulatory compliance, technical
requirements etc and it would thus be apt to take stock of the situation and identify the way forward
to rectify the issues.
2. LOW VOLTAGES
A Meeting with SLDCs/system study groups to discuss the low voltage and an ATC/TTC issue was
held at SRPC on 26.04.2016 and many recommendations/action points had been finalized. The
Minutes of the Meeting are available at SRPC website. The following had been highlighted:
Physical Regulatory Procedure as enumerated was agreed for implementation. Step 4 was a
critical step and thus SLDCs needed to take action to avoid any situation which would compel
SRLDC to take such step.
In case Specific instructions for opening 220/230 kV and below lines were not adhered by
SLDCs it would be deemed as violation of provisions of IEGC/EA 2003.
SLDCs to take action proactively by observing falling trend/pattern of voltages even before
receipt of SRLDC messages. SLDCs to also furnish the physical regulatory measures to be
taken up at low voltage nodes in their system. It was felt that physical regulatory measures at
220 kV and below would give optimum results than physical regulatory measures by SRLDC.
SRLDC real time messages/instructions to be adhered within 15 minutes of issuance and the
action taken report should be furnished within 30 minutes.
As a drive, faulty capacitor banks to be rectified immediately.
Chairperson, SRPC would be kindly requested to take up the issue with the concerned since it
was threat to system integrity.
Constituents were requested to revert back on utilization (operational/commercial limitations &
possibilities) of reactive support from wind/solar units even when they are not generating.
States to furnish data of load management actions taken to overcome low voltage conditions.

SRLDC pointed out that on many instances the voltage profile around Bangalore remained
critically low (ie. below 380kV) and MVAR drawal was 800 MVAR to 1300 MVAR. Even during
such instances, SRLDC instructions for opening specific lines had not been complied. This
amounts to non-compliance of SRLDC’s directions and violation of Grid Code.
KPTCL pointed out that though specific lines may not have been opened, but downstream lines
were opened. Low voltage issues were more in the month of February and March 2016 due to
reconfiguration of loads necessitated due to fire accident in Sharavathi.

SRLDC clarified that low voltage (high MVAR drawal) was due to the loads in Bengaluru area and
MVAR drawal in & around Bangalore. Sharavathi generation does not support Bengaluru in
reactive energy and thereby non-availability of Sharavathi generation could not significantly
attributed for low voltage scenario at Somanahalli, etc.
It was noted that BESCOM needs to be appraised of the high MVAR drawal and low voltages.
Reactive support both by KPTCL and BESCOM are required to address this issue
comprehensively.
Over loading of lines, weak sub transmission system, no generator in Bengaluru area for reactive
support, inadequate reactive support at transmission and distribution levels were the major causes
for high MVAR drawal and low voltages. This could seriously hamper drawal capability of
Bengaluru area unless concrete steps are taken now.
Recommendations finalized
Real time messages/instructions of SRLDC to be adhered within 15 minutes of issuance and
action taken report should be furnished within 30 minutes.
Retrofitting of Somanahalli and Hoody Capacitor Bank of 30 MVAR each to be expedited. KPTCL
to furnish the action plan within 2 weeks.
Faulty Capacitor Banks to be rectified in Bengaluru adjoining areas of KPTCL system. KPTCL to
furnish the details of faulty capacitor banks and action plan for rectification within 2 weeks.
KPTCL /SLDC would call for a meeting with BESCOM with participation at appropriate level
within 2 weeks and following issues would be taken up:
Special drive on rectifying the faulty capacitors in BESCOM in a time bound manner with
the details of status of capacitor banks.
Tap optimization in the distribution transformers of BESCOM (to reduce drawal of VAR)
Study of additional capacitor requirements. This needs to be taken up by BESCOM on
urgent basis.
Discom wise or location wise limitation on MW drawal due to low voltages and high
MVAR drawal.
Extending scope of maintaining power factor by other consumers (presently being limited
to HT Consumers).
BESCOM to identify feeders for Physical Regulatory Procedure based on the MVAR
drawal by the respective feeders
Senior Managements of KPTCL and BESCOM to be appraised that MW drawal capacity had
reached saturation and could be curtailed unless voltage profile is improved and also if sub--
transmission system is not strengthened on war footing basis. Future increase in loads and even
share from Yeramarus, Bellary, LTA etc., would be difficult to meet keeping in view the voltage
profile.
SLDC could envisage taking up the issue with Hon’ble KERC to ensure that BESCOM takes
appropriate steps to improve the voltage profile.
A Task Force could be set up on urgent basis to identifying the issues (Low voltages, high MVAR
drawal, strengthening of transmission & distribution system, drawal capability of Bengaluru area ,
reactive requirement at DISCOMs etc) and to finalize the action plan to resolve these issues in a
time bound manner.

3. UV RELAYS
In the Special Meeting held on 26.04.20116, KPTCL had informed that the UV relay scheme had not
been implemented.The following locations and logics for UVR had been finalized the meeting:
KPTCL: (@ Nelamangala, Somanahalli, Hoody and Bidadi)
Stage 1: When voltage < 380 kV for 10 minutes then the identified loads has to be
disconnected.
Stage 2: When voltage < 370 kV for 5 minutes then at least 25% of additional ICT load has
to be disconnected.
In the 120thOCCM, KPTCL had informed that only for 25 MW automated scheme had been
implemented. Subsequently through manual action the voltages were being controlled. Following
were instances of logic being satisfied during the month of May 2016.

Recommendations finalized
KPTCL agreed to implement automated scheme of 25 MW each at intervals of 3 minutes, 6
minutes, 9 minutes and 12 minutes (Total 100 MW) whenever the voltage remained below 380
kV at Somanahalli by June 2016. Second stage of automated stage would get triggered at 371
kV after 3 minutes for 50 MW and at 370 kV after 3 minutes for another 50 MW. The second
stage would be implemented by June 2016.
KPTCL agreed to implement automated schemes of UV at Nelamangala, Hoody and Bidadi in
two stages by July 2016 end. The scheme would be finalized in the meeting with BESCOM.
4. SHUNT CAPACITORS REQUIREMENT
In the Special Meeting held on 26.04.2016, based on SRLDCStudy, the following Capacitor

KPTCL informed that 708.8 MW of Capacitors were being tendered for Bengaluru Transmission
Zone and this was in excess of the requirement of SRLDC of 505 MVAR.
It was requested to expedite the tendering process and ensure installation &
commissioning before Dec’16. It was clarified that 505 MVAR had been worked out for
the March 2016 condition and KPTCL needed to work out the requirement for upcoming
years (considering load growth, power tie ups etc). Accordingly, the present tender may
have a provision for repeat order for additional quantity so as to avoid further tendering
time.
5. DATA FOR TAP OPTIMIZATION
SRLDC informed that Data for Tap optimization had not been furnished by Karnataka SLDC.
SLDC agreed to furnish the requisite details within a week’s time.
6. REACTOR STATUS
Deliberations in the Meeting
KPTCL informed that reactors at Nelamangala and Hoody had been received at site. The
Nelamangala reactor had been erected and is likely to be commissioned by August 2016
end. Hoody reactor may take another six months.
KPTCL was requested to kindly initiate steps for taking up works of Davanagere and
Talguppa reactors as finalized in the 39thMeeting of Standing Committee.
7. REACTIVE POWER PLANNING
In the 4th NPC Meeting held on 10.12.2015 (MoM dated 01.01.2016), the following had been noted:
All States to carry out reactive power planning not only at transmission level but also at
distribution level and prepare schemes to maintain voltage profile as per relevant
Regulations / Standards.

planning, and that the provisions regarding reactive power planning similar to those
mandated in the IEGC for the CTU should be included in the respective State Grid codes. It
had beendecided that RPCs would follow up the matter further with states.

KPTCL took note of the deliberations of 4th NPC Meeting.
KPTCL was suggested to take up reactive power planning of BESCOM and other
Discoms as STU regularly.
KPTCL informed that since earlier quote was high, Bengaluru zone Capacitors had been
retendered in May 2016. PO could be placed in July 2016 with likely schedule of
commissioning in August 2017.
For other five transmission zones, the PO has been placed and was moving ahead as
per schedule.
8. SCADA/COMMUNICATION
8.1. OPGW stringing works on the following KPTCL lines was pending to be completed:
Hoody - LILO point of Hoody – Nelamangala
Hoody – HSR
Hoody – HAL
NRS – Peenya- Hebbal
Hassan – Shantigram

MS, SRPC letter dated 13.06.2016 to MD, KPTCL is at Annexure-II.

CE(LD), KPTCL informed that the issue would be resolved by 20/21.6.2016.
MS, SRPC stated that the issue was needed to be resolved at the earliest in the common
interest of SR grid.
PGCIL stated that they would expedite the balance works.
8.2. VC facility from SLDC to SRLDC
PGCIL informed that end equipment had been supplied to SLDC. OFC terminations would be
made through at SLDC and SRLDC in couple of days.
It was agreed that the VC facility would be tested on 27.6.2016 and PGCIL & SLDC were
requested to complete the works.
8.3. Reporting of Non-availability/intermittency of SCADA Data
SRLDC pointed that non-availability / intermittency of SCADA data (Analog and Digital) for the
State Control Area was required to be furnished by SLDCs to SRLDC. NLDC would consolidate
status for the entire country and communicate it to Hon’ble CERC. As agreed in the 120th CC
meeting, they would be furnishing the format and the guidelines for furnishing this data.
SLDC agreed to furnish the details in time bound manner.
9. AUTO RECLOSE
KPTCL informed that A/R feature for Chikkodi –Talagande line had been commissioned. A/R on
Chikkodi - Mudshingi would be commissioned within two to three days.
Regarding Ambewadi - Ponda, KPTCL informed that R&M works were going on for this line and
A/R would be covered in R&M works. In the Meeting, KPTCL informed that there were some
contractor issues and the works were being assigned to M/s Alstom and it may take some time.
Regarding Kaiga - Guttur, KPTCL informed that they were ready to enable the A/R at Guttur end
and once Kaiga agrees, they would enable the A/R.
Regarding lines from Nagjhari, KPTCL would enable the A/R once KPCL is ready. KPCL had
earlier informed that they would be ready by July 2016.
10. UFR & DF/DT RELIEF
For the period 16.05.2016 to 31.05.2016, the following was the relief available vs relief expected:

11. OUTAGE COORDINATION
As per the Outage Procedure, utilities are to submit the S/D proposals for the subsequent month by

of the current month. Non-availing the OCC approved shut down was a matter of concern.

SRPC pointed that shut down requests were not being received in time. Many times shut down
proposals for the current month were being requested which needs to be avoided.
SRPC/SRLDC also expressed concern over non-availing of planned shut downs. Reasons for
non-availing the shut downs was also not being furnished. Better planning and execution was
required by all utilities of SR. Number of shut downs were also being taken on emergency.
SLDC agreed to look into the issues and improve the availing percentage and agreed to furnish
the shut down proposals in a timely manner.
12. TRANSFER CAPABILITY DETERMINATION BY STATES
As per 4th NPC Meeting, all states were required to compute monthly ATC/TTC limits for their control
area. Monthly TTC/ATC would be uploaded by SLDCs in their respective websites and also
communicated to concerned RLDC & NLDC subsequently. A workshop had been conducted on
ATC/TTC computations was held on31st March and 1
st April 2016. However, no official from KPTCL,
LD had attended. Dedicated Reliability Group (Study Group) at SLDC was very much required.

SRLDC/SRPC pointed out that dedicated Reliability Group was essential at SLDC to carry out
ATC/TTC computations for the Control Area, day to day contingency analysis, Outage
coordination, PoC computations, Reactive power in STU/DISCOMs/embedded generators etc. It
would be useful in providing operational feedback to STU/CTU/CEA, feedback would be useful in
Planning Process.

SLDC pointed about manpower crunch to take up these activities.
It was suggested that SLDC could take up this issue with Management. SRPC/SRLDC stated that
the Higher Management would once again be apprised of the importance of dedicated reliability
Group.
13. REASONS FOR DEMAND -SUPPLY GAP AND ITS VARIATION
This issue of furnishing the load shedding details in different heads along with the reasons by states
had been taken up in the NPC Meetings. MoP/CEA specifically needed reasons for load shedding like
transmission constraints, distribution constraints, and regulatory constraints viz the power purchase
not allowed beyond an agreed cost or quantum, natural calamities, tripping of some of major
transmission lines etc.

SRPC pointed out that reasons of load shedding under various heads as elaborated above were
required by MoP/CEA. The requirement was informed in earlier OCC Meetings but information in
requisite format was not forthcoming. The exact reason for deficit was to be elicited.
SLDC agreed to furnish the details as required.
14. PATROLLING / MAINTENANCE OF CRITICAL LINES AND SUBSTATIONS
In recent times, insulator tracking has been observed in Transmission lines and Substations located
in the coastal and polluted areas. It is pertinent that Patrolling and Maintenance needs to be carried
out for the critical lines as per Patrolling Guidelines. It is also imperative that switchyards of the
generators located in coastal areas need to be maintained stringently. SRPC vide letter dated
05.05.2016 had communicated to the concerned in this regard. Following lines require special
attention and patrolling and maintenance schedule/carried out needs to be furnished regularly:

SRLDC/SRPC highlighted significance of timely Patrolling/Maintenance. The Patrolling
Guidelines were required to be followed. This was evident from recent disturbance at Gazuwaka,
Tuticorin, Vallur, Outages in Western Ghats in Karnataka (Kaiga, Nagjhari, Sharavathy, UPCL)
etc. Important elements in Karnataka Control Area which require specific attention had been
brought out and details as sought were required to be furnished.
KPTCL agreed to pass on specific instructions to the field for periodical Patrolling/Maintenance
and regular updates would be furnished. KPTCL will furnish advance maintenance schedule for
the above elementsand appraise the deviation details, if any, in every OCC Meeting.

15. RESTRICTED GOVERNOR MODE OF OPERATION (RGMO)/FGMO OF GENERATING UNITS
15.1 RGMO response was being analyzed in the OCC meetings and inadequate response was an
area of concern and there was no noticeable improvement. SLDCs were to analyze RGMO
instances posted by SRLDC for generators in their control area and initiate suitable action
as per orders in respect of 84/MP/2015. Inadequate Response was to be taken up with
SERC (Petition No.302/MP/2013).
15.2 SLDCs/RLDCs to analyse response of generators during major frequency excursions and submit
report on quarterly basis to SERCs and POSOCO. The following also needed to be taken
note of
Oil support, if required, for grid security needs to be resorted
Taking out RGMO/FGMO, without informing SLDC/SRLDC may be liable to action under
Section 142 of Act.
Units should not be allowed to operate with their valves wide open and ensure RGMO
performance at all levels of generation.
Any willful locking of the Governors, poor and reverse response, introduction of more than
mandated dead band or any other activity to curtail the primary response, will be viewed
seriously and action under Section 142 of Act shall be taken against such generators for
non-compliance of the provisions of the Grid Code
15.3 RLDCs/SLDCs have inherent powers to restrict schedule corresponding to 100% of installed
capacity without wide valve open condition, even at part loads ensuring primary governor
response at all stages. It was reiterated that unit should not be scheduled beyond 100% of MCR
rating. In view of CERC Order w.r.t Petition No.302/MP/2013, SLDCs need to restrict the state
generators schedule suitably.
15.4 RGMO status of State generating station to SRLDC through ICCP for RTPS, UPCL and JSWEL
not mapped.

SRLDC/SRPC informed that TSSLDC had taken up the non-performance of embedded
generators with their SERC. IEGC and CERC Orders provides for significant steps to be taken by
SLDC in achieving RGMO compliance.
SLDC, KPTCL shall ensure mapping of RGMO status of all eligible generating units in the state
within this month.
SLDC KPTCL will initiate action for appraising on past performance of RGMO of Generating units
in the state to KERC. Also will ensure RGMO performance analysis of future instances and take
suitable action as required.

16. LOW VOLTAGE RIDE THROUGH (LVRT)/PROVISIONS OF CEA REGULATIONS IN RESPECT OF
RENEWABLES
The 3rd
meeting ha been scheduled for 5th July 2016 in Chennai. Nodal officer nomination was
pending from SLDC. Information sought as per Format A& B has not been furnished. There
was on reported update on other issues also.
Deliberations in the Meeting
SLDC agreed to furnish the Nodal Officers details within a weeks’ time. Details sought as per
Format A& B were being compiled in discussion with Wind Developers.
SRPC/SRLDC pointed out that there were number of actionable points to be taken to comply
CERC Order and as finalized in the two special meetings and requested KPTCL to take concrete
steps. Participation of SLDC in 3rd
meeting at Chennai was vital. Ensuring strict implementation
of LVRT feature and other CEA/CERC requirements in all upcoming / newly getting connected
Wind / Solar generators was to followed diligently. Same may be certified while furnishing the
monthly RE generation addition report.
KPTCL informed that they were ensuring LVRT provision and only temporary connectivity was
being granted along-with some penal clauses. Subsequently, after meeting technical specification
specified, permanent connectivity was granted. SRLDC/SRPC suggested for ensuing all the
technical requirements before issuing any type of connectivity.
17. DEMAND ESTIMATION FOR OPERATIONAL PURPOSE (CLAUSE 5.3 OF IEGC)
Each SLDC was to create a mechanism and facilities to facilitate on-line demand estimation of
demandfor daily operational purpose for each 15 minutes block by 01.01.2011. It was required for
Ancillary Services (AS4), RSD/TM schedules etc also.

SRLDC/SRPC enumerated the need for the Requirement and Availability forecast, which was
also a Regulatory requirement.
SLDC agreed to further streamline the process with immediate effect
18. SPS LOADS FOR KKNPP UNIT II
174 MW of loads to be identified and implemented.
Deliberations in the Meeting
KPTCL informed that they had identified the loads in Hassan area and exact details would be
furnished.
PGCIL stated that they would coordinate with the state utilities for extension of the signal to the
STUs.
Synchronisation of KKNP # 2 is expected by July’16 and thereby KPTCL& PGCIL shall ensure
implementation of SPS well on time.
19. INSTANTANEOUS SCHEME FOR SUDDEN WITHDRAWAL OF WIND

Like Tamil Nadu, KPTCL also needs to firm up a scheme for sudden withdrawal of Wind generation.

SRLDC /SRPC explained need for Instantaneous Scheme to take care of sudden withdrawal of
wind generation and it assumed significance as Karnataka was having around 3,000 MW of wind
generation. KPTCL need to focus on Substations having maximum ingress of wind generation.
KPTCL informed that a Consultant has been selected to look into various aspects of
Wind/Renewable integration. They would endeavor to include this aspect if already not covered in
the scope and would come with a scheme. KPTCL will revert back with the details of action /
status by next month
20. PHASE-I & PHASE-II ACTIVITIES IDENTIFIED IN PROTECTION AUDIT
Phase- I& Phase-II activities identified in Protection Audit need to be completed in a time bound
manner. As per Order dated 18.08.2015 on Petition No. 374/MP/2014 extension up to 15.01.2016
had been allowed. KPTCL filed a separate application before CERC on 07.01.2016 seeking time
extension up to 31.05.2017, and the same is under consideration by CERC.

KPTCL informed that LOI had been placed on M/s Alstom after necessary approvals for PSDF
funding with the completion schedule of March 2017. The Tripartite agreement has been signed
by MD, KPTCL and has been put up to Energy Department, GoK for necessary signatures.
Extension from Hon’ble CERC upto May 2017 was awaited.
21. UPDATE ON ACTIONABLE POINTS IN RESPECT OF BMRCL
To expedite on actionable points of KPTCL/BMRCL which were finalized in the special meeting: Report of BMRCL on 17

23. OVERLOADING OF THE TRANSMISSION ELEMENTS

KPTCL informed that the 3rd
ICT at Mysore would come up shortly. One phase (R ph) of 167
MVA capacity of ICT- II (Failed) would come by July 2016 and the ICT was planned to be
restored by August 2016. ICT-I issue of foot insulation have been temporarily taken care, and the
rectification works would be taken up after ICT-II comes back (after monsoon).
SRLDC/SRPC suggested SLDC to take appropriate steps to avoid overloading of the lines and
ICTs as given above. SLDC proactively needs to control the loading and specific instructions by
SRLDC need to complied immediately. Action on maintaining the spares specifically at important
nodes (like Hoody) needs to be given utmost importance.
24. ISSUES TO BE TAKEN UP WITH SERC
24.1. Roadmap to Operationalize Reserves in the Country
Hon’ble CERC vide Order dated 13.10.2015 on Petition No. 11/SM/2015 in the matter of Roadmap

to operationalize Reserves in the country had directed as follows:
(b) The Commission reiterates the need for mandating Primary Reserves as well as Automatic
Generation Control (AGC) for enabling Secondary Reserves.
(i) All generating stations that are regional entities must plan to operationalize AGC along with
reliable telemetry and communication by 1st
April, 2017. This would entail a one-time expense for
the generators to install requisite software and firmware, which could be compensated for.
Communication infrastructure must be planned by the CTU and developed in parallel, in a cost-
effective manner.
(ii) On the other hand, National/Regional/State Load Dispatch Centres (NLDC/RLDCs/SLDCs)
would need technical upgrades as well as operational procedures to be able to send
automated signals to these generators. NLDC /RLDCs and SLDCs should plan to be ready
with requisite software and procedures by the same date.
(iii) The Central Commission advises the State Commissions to issue orders for intra-state
generators in line with this timeline as AGC is essential for reliable operation of India’s large
inter-connected grid.
(c) To start with, a regulated framework in line with the Ancillary Services Regulations would need
be evolved for identification and utilizing of spinning reserves and implemented with effect from 1st
April, 2016. This framework may continue till 31st
March, 2017.

(d) In the long term, however, a market based framework is required for efficient provision of
secondary reserves from all generators across the country. For this, NLDC/POSOCO is directed to
commission a detailed study through a consultant and suggest a proposal to the Commission for
implementation by 1st April, 2017, giving due consideration to the experience gained in the
implementation of Spinning Reserves w.e.f. 1st April, 2016.
24.2. Framework on Scheduling and Imbalance Handling for Variable Renewable Energy Sources (Wind and Solar)
24.3. Compliance of the Central Electricity Authority (Technical Standards for Grid Connectivity) (Amendment) Regulations, 2013 by new generating units being commissioned and getting connected to the grid.

63. As the Central Electricity Authority (Technical Standards for Grid Connectivity)(Amendment) Regulations, 2013 is applicable for wind generating stations and generating stations using inverters and are connecting at voltage level 66 kV and above to the grid after 15.4.2014. Therefore, all the wind generating stations are directed to comply with the provisions of CEA Technical Standards for Connectivity Regulations. We further direct CTU and STUs to make provisions in this regard in their Connection Agreements to ensure that wind energy generators comply with the provisions of CEA Technical Standards for Connectivity Regulations for grid connectivity before granting connectivity to the grid.

29.4. Non-receipt of time drift statements • Time drift of SEMs to be maintained at <45sec wrt GPS time by promptly correcting the SEM

29.6.LC for delayed payment to DSM pool • KPTCL delayed payment of Rs. 4,83,13,752/- to the DSM pool for week 51 (14.03.2016-
20.03.2016).
• In line with the clause 10(4) of the DSM regulations, KPTCL had to open an LC for 110% of the
defaulted amount within a fortnight.
• Previous LC of Rs. 5.7 crore has expired on 30.10.2013.
• On KPTCL’s request, the original has been returned on 01.06.2016.
• LC for Rs. 5.32 crore is yet to be received.
29.7.PoC data for 2016-17 • Karnataka had attended the validation committee meeting for Q2, held on 30/05/2016.
• Network data, Node-wise MW/MVAR drawl and Load-Generation data to be submitted to
NLDC/SRLDC on quarterly basis.
• Data for Q3 yet to be furnished.
KPTCL/SLDC agreed to look into all the above issues and assured of corrective/necessary
action.
30. SCHEDULING RELATED - DVC TO BESCOM LTA
30.1 SRLDC stated the following: • Mutually agreed quantum of seller and buyer of LTA/MTOA transactions to be entered in
SRLDC web based scheduling program by the applicant. If the transaction is inter-regional
then SRLDC will communicate the mutually agreed value to other RLDC.
• In normal case, if no objection by buyer, seller and applicant on mutually agreed figure,
respective RLDC's will schedule the agreed quantum
• In this particular case DVC vide letter dated 20.05.16 addressed to ERLDC and SLDC,
Karnataka/BESCOM regarding non-intimation of the share surrender for both LTA and
requesting BESCOM to inform DVC first before intimating to SRLDC/ERLDC.
• In the absence of mutually agreed quantum, SRLDC is unable to reconcile with ERLDC /DVC.

• Applicant viz BESCOM requested and reiterated to resolve the discrepancy and convey the
quantum to be corrected in the implemented schedule by both RLDCs.
30.2 KPTCL informed that as Applicant, they had intimated reduced schedules much in advance,
SRLDC/ERLDC needed to implement the Applicant’s request. During that period the loads had
reduced considerably and they were heavily under drawing and any post facto revisions needed to
be justified.
30.2 SRLDC pointed out that it was for the buyer/seller/applicant to come out with mutually agreed
figure.
30.3 It was noted that more clarity on the issue was required. SRLDC was requested to get in touch with
ERLDC on the injection schedule (breakup) to DVC for that period.
30.4 It was agreed that a separate Meeting would be held on this issue on 21st June 2016.
31. CONCLUSION
MS, SRPC thanked the participants for their valuable inputs and active participation. He expressed
hope that KPTCL & KAR SLDC would take necessary steps to expedite and close the pending points.
