398 MINUTES OF THE SHENANDOAH COUNTY SCHOOL BOARD May 11, 2017 The Shenandoah County School Board met on Thursday, May 11, 2017, at 6:30 p.m. in the board room of the Shenandoah County Government Center. Karen Whetzel called the meeting to order. Other board members present were, Cynthia Walsh, Katheryn Freakley, Richard Koontz, and Irving Getz. Rev. Sonya Williams-Giersch was absent. Also present were: Dr. Mark A. Johnston, Superintendent; Evelyn D. K. Linaburg, Assistant Superintendent of Curriculum, Instruction and Assessment; Barbara L. Stombock, Director of Finance; Dr. David A. Hinegardner, Director of Middle and Secondary Education; Gina M. Stetter, Director of Special Education; Linda C. Hodges, Supervisor of Human Resources; Robin B. Heishman, Clerk of the Board; Tracy L. Landes, Deputy Clerk of the Board; news media and various guests. Dr. Johnston recommended that the Shenandoah County School Board convene a closed meeting under the Virginia Freedom of Information Act in order to discuss and consider several personnel matters involving the assignment, appointment, promotion, performance, demotion, salary, disciplining or resignation of several employees of the Shenandoah County Public Schools, under Virginia Code § 2.2-3711 (A)(1). The personnel list consisted of ninety-three items. Mr. Koontz moved that the Shenandoah County School Board enter into a closed session pursuant to the provisions of Virginia Code § 2.2-3711 (A)(1) for the purposes of discussing and considering personnel matters involving the assignment, appointment, promotion, performance, demotion, salary, discipline or resignation of certain employees of the Shenandoah County Public Schools. Mrs. Walsh seconded the motion. The viva voce vote was five ayes. A motion was made by Mr. Koontz seconded by Mrs. Walsh to reconvene in open session at 7:00 p.m. The viva voce vote was five ayes. Mrs. Whetzel welcomed everyone to the meeting. The chair read the following statement: The Shenandoah County School Board hereby certifies, by roll call vote, that to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Shenandoah County School Board. The chair called for a roll call vote. The roll call vote was five ayes. Rev. Williams-Giersch was absent. Mr. Getz gave the invocation. The Presentation of Colors was made by students from the Junior ROTC Program. Mr. Getz led the Pledge of Allegiance. Mrs. Whetzel asked Dr. Johnston to introduce the performance. Student performers from Signal Knob Middle School sang two songs from Rodgers and Hammerstein’s Getting to Know ……. Oklahoma. They were introduced by Christopher Hartmann, drama teacher. Following the performance, Mrs. Whetzel thanked the students for sharing their talents with the school board members.

The Shenandoah County School Board met on Thursday, May 11, 2017, at 6:30 p.m. in the board room of the Shenandoah County Government Center. Karen Whetzel called the meeting to order. Promotional Bulletin Board – 3rd place, Elijah Immanuel and Alexis Silvious The students participated in State SkillsUSA competition on Saturday, April 29, 2017 in Fredericksburg, Virginia. All first-place winners will compete at the National SkillsUSA competition scheduled in June. Nick Pabon will represent the State of Virginia and Triplett Tech as a State Officer. Two students were unable to attend the school board meeting. Hayley Horton received 3rd place in Baking, and Trey Mills, received 3rd place in culinary arts. Melissa Foltz, Assistant Principal of Strasburg High School, introduced Heather Hiserman and members of the SHS FCCLA. The Strasburg High School FCCLA just returned from a very successful Virginia FCCLA State Leadership and Recognition Conference this past weekend. The FCCLA chapter had 21 representatives. Jana Bowman, a freshmen serving as the 2016-2017 state vice president of community outreach, and Michaela Amari, a junior serving as the 2016-2017 state first vice president, wrapped up a very productive year on the state executive council. Morgan Knave, a junior, was elected to serve as the 2017-2018 Virginia FCCLA First Vice President. Kara Bowman, Jana Bowman, Rachel Palmer, Allison Ritenour, and Kiana Carter were recognized as Power of One Completers. This requires members to complete a project in all five units of the program. The chapter was recognized for participation in ALL National Programs: Career Connection, FACTS, Families First, Financial Fitness, STOP the Violence, and Leadership Service in Action. The chapter donated $200 to the Virginia Outreach Projects. This money was used to purchase supplies for six different community service activities. They were also recognized as a Virginia FCCLA Foundation donor at the Silver Star Level. They were recognized for our diverse and complete program of work and awarded a Platinum Level Outstanding Chapter (highest level of the award). Finally, the following students competed in STAR (Students Taking Action with Recognition) Events. All first place (trophy winners) and second place winners are eligible to advance to the National FCCLA STAR Event competition in Nashville, TN this summer: Breana Alsworth - Environmental Ambassador - silver medal and second place; Kara Bowman and Mary Carter - Chapter Service Project - silver medals and trophy; Brooke Callaway, Kiana Carter, and Grace Davis - Chapter in Review Portfolio - silver medals and trophy; Kristin Hamman and Rachel Palmer - Chapter in Review Display - gold medals and trophy; Allison Ritenour - Recycle and Redesign - gold medal and trophy; Ashleigh Hockman and Abigail Davis - Promote and Publicize FCCLA - gold medals and trophy; Jackie Elbon - Life Event Planning Junior - gold medals and trophy; Megan Clutter and Alyson Murray - National Programs in Action - gold medals and trophy; Morgan Knave - Teach and Train - gold medal and trophy. Six students attended the meeting for their recognitions.

Barry Arey, Acting Principal of Peter Muhlenberg Middle School, introduced Rebecca Cooper, music instructor at PMMS. She introduced students who recently received honors at All State Choir:

Michael Dorman, Principal of Stonewall Jackson High School, introduced Ana Jermstad (trumpet- All State Band participant) and Rachel Lute (alto – all state choir participant) for their musical achievements. He also introduced Lauren Derflinger for all state band honors from Central High School. Mrs. Whetzel thanked all the students, instructors, and school leaders for attending the meeting and the students for all their achievements.

Mrs. Whetzel and Dr. Johnston also mentioned this week is teacher appreciation week and nurse’s appreciation week. They thanked these staff members and noted great appreciation for the work they do each day.

Mrs. Whetzel opened the floor for public and staff comments on agenda items. There were no speakers at this time. A motion was made by Mrs. Freakley and seconded by Mr. Koontz to approve the following consent agenda items. The roll call vote was five ayes. Rev. Williams-Giersch was absent.

1. The Superintendent recommended acceptance of the minutes from the April 12, 2017, closed session and the regular meeting; April 18, 2017, closed session minutes for student matters; and May 1, 2017, budget work session. The approved minutes will be posted on the school division website.

2. Donations

ALES – a donation of $100.00 from Mountain View Garage, Inc. The donation was given to ALES Destination Imagination team to compete in the Global Finals Tournament.

ALES – donation of $250.00 from Joshua Reynard. The donation was given to

ALES Destination Imagination team to compete in the Global Finals Tournament.

ALES – donation of $100.00 from C. J. Borden. The donation was given to ALES

Destination Imagination team to compete in the Global Finals Tournament.

ALES – donation of $100.00 from the Hamburg Ruritan Club. This donation was

given to ALES food service to pay for meals for students that are unable to pay.

ALES – donation of $100.00 from New Market Rotary Club. This donation was

given to ALES Destination Imagination team to cover expenses such as registration fees, lodging, etc.

CHS – donation value of $860.00 from A Small Hand (Ann McBroom). A Small

Hand, specialized food pantry, who has hosted student volunteers as a work experience site for the CHS special education department for the past three years, would like to donate funds in order to send the undergraduate ID students on a field trip to Kings Dominion as a thank you for their hard work. Staff will accompany the students and the donation will be used to purchase Kings Dominion tickets and parking passes.

CHS – donation of $390.00 from the Shenandoah Musical Festival Guild. This

donation is for the choral program. CHS – donation of $400.00 from the CHS Music Boosters. This donation is for

the CHS concert band. CHS – donation of $1,000.00 from the CHS Music Boosters. This donation is for

the CHS marching band. NFMS – donation value of $700.00 from Mouthpiece Expressions, PO BOX

20239, Roanoke, VA. This donation is for the Brass5 performance on April 18, 2017.

PMMS – donation of $50.00 from the Hamburg Ruritan Club. This donation is for

the General Fund – FFA. SHS – donation of $100.00 from Kevin and Sharon Keller. This donation is for

the FCCLA convention. SHS – donation value of $250.00 from the Strasburg United Methodist Church.

This donation is for FFA activities. SHS – donation of $100.00 from Preslee Homes, Inc. The donation is for the

general softball expenses. SHS – donation of $1,000.00 from Strasburg Express. This donation is for the

general softball expenses. TT – donation value of $720.00 from the Front Royal Elks Lodge. This donation

of safety glasses will be used during “hands on” student instruction and are required in most departments.

3. The Superintendent provided a list of bills processed for the period ending April

30, 2017, approved by the appointed agents of the Shenandoah County School Board.

5. The Superintendent recommended the acceptance of an agreement between the Strasburg Midget Football League (formerly known as Strasburg Little League Football) and the School Board. SCPS and SMFL have an agreement whereby SMFL utilizes school facilities for their practices and games. The agreement has been reviewed and approved by the SMFL leadership. A copy of the agreement is attached in the official minute book.

6. All local education agencies (LEA), which include local school divisions, state

operated programs, and the Virginia School for the Deaf and Blind (VSDB) are required to establish their eligibility to receive funding under the Individuals with Disabilities Education Act of 2004 (IDEA). IDEA, at 20 USC Section 1413 (a) (1), and its federal implementing regulations, and at 34 CFR Section 300.201, require that each LEA, in providing for the education for students with disabilities in its jurisdiction, has in effect policies, procedures, and programs that are consistent with Virginia Department of Education’s (VDOE’s) policies and procedures, which have been established in accordance with the IDEA. This Annual Plan/Part B Flow-Through Application is a component of the VDOE’s overall responsibility to ensure each LEA’s compliance with the implementation of the requirements of IDEA and its federal implementing regulations. Earlier in the afternoon on May 11, 2017, the Special Education Local Advisory Board reviewed and approved the Annual Plan and associated funding applications as required.

The item on the instructional agenda concerned the North Fork Middle School Net Zero Science Lab project. John Woods, instructor at NFMS, presented the information. He was accompanied by students, Brayden Hilton, Tiffany Lear, Heather Hall and Annika Dellinger. The presentation updated the board members on the project and presented maintenance

needs in order to bring the modular classroom into a condition which will facilitate the completion of the project. Also, each student presented information on a project from the class. Mr. Woods is working with Eugene Dykes, Maintenance Supervisor. Mrs. Whetzel thanked the group for the information.

The item on the information agenda concerned the Special Education Advisory

Committee report. Earlier this evening, the SEAC Board reviewed the Annual Plan which was presented as a consent item to the school board members. Heather Jennelle, President of the SEAC Board, reported on activities and involvement in meeting the needs of youth with disabilities during the 2016 – 2017 school year. She was accompanied by Pam Kassis, and Darla Moomaw. They also presented a slide show highlighting some activities and thanked Sandy Rinker, Special Education Secretary, and Gina Stetter, Special Education Director. Each locality is required by regulations at 8 VAC 20-81-230 D to maintain a local Special Education Advisory Committee whose members are appointed by the school board. By code, the functions of the local advisory committee shall be as follows:

1. Advise the local school division of needs in the education of children with

disabilities; 2. Participate in the development of priorities and strategies for meeting the

identified needs of children with disabilities; 3. Submit periodic reports and recommendations regarding the education of

children with disabilities to the division superintendent for transmission to the local school board;

4. Assist the local school division in interpreting plans to the community for meeting the special needs of children with disabilities for educational services

5. Review the policies and procedures for the provision of special education and related services prior to submission to the local school board; and

6. Participate in the review of the local school division’s annual plan. Action items followed. The Superintendent recommended that the personnel actions

outlined be approved. The Superintendent also submitted recommendations for several personnel actions in accordance with Section G of the policy manual. Mr. Koontz made a motion, seconded by Mrs. Freakley to accept the recommendation. The roll call vote was five ayes. Rev. Williams-Giersch was absent.

The second action agenda item concerned the revision of school board policies. Ms. Whetzel, Ms. Freakley, Ms. Linaburg, Dr. Johnston, and Ms. Stombock met on March 22, 2017, to review the following policies and recommend changes to comply with VSBA model policies which are based on the Code of Virginia and other regulations. The following policies are recommended for revision: BBFA Opt 1, CBCA, EEA, GA, GAH, GBM, GCBD-R, GCPF, IJ, JFCC, JHC, JHCF, JO, JOA, KG, LC-E, and LEB. Mr. Koontz made a motion seconded by Mrs. Freakley to accept the policies as presented. The roll call vote was six ayes.

Dr. Johnston recommended that the School Board adopt the 2017 – 2018

budget. The school board’s 2018 budget was developed with input and feedback from various stakeholder groups; staff, students, parents, and community members. The school board held a budget wok session on May 1, to reconcile the local school division FY 18 budget (school year 2017 – 20180 with the county’s adopted budget and approved local transfer). The roll call vote was five ayes. Rev. Williams-Giersch was absent. Following the vote, Mrs. Freakley commented that it was good to restore the health care benefit for employees. She was saddened that salary benefits were not improved, but happy to pick up new positions. She noted that the needs to not go away each year. Mrs. Whetzel read a statement that Rev. Williams-Giersch send since she was absent. School Board members – While I am out of town for this meeting, I did want to share my support and approval of the school budget with the following comments: I would vote in favor of the budget and do support it; however, I regret that we are unable to give our dedicated staff a well-deserved raise this year. We are blessed with devoted and faithful employees who put our children and learning first. My hope and prayer is that in the near future, Shenandoah County can come together, agree on a strategic vision for the county’s future, and then put a plan in place to fulfill that vision and build our community rather than keep us stagnant. Dr. Johnston summarized the monthly reports: Nutrition Report, Fundraising Activities, Attendance, Budget Status and Transportation report (March). Mrs. Walsh stated that it was good to see the fund raisers for the Destination Imagination fund. Dr. Johnston noted that the snow removal for the current year was under $5,000.00. Hearing no further questions, Mrs. Whetzel moved to the next agenda item.

Eugene Dykes, Maintenance Supervisor, provided a maintenance summary for

the period November 2017 to April 2017. He provided a power point of information and discussed several CIP projects for the 2016-2017 school year.

Mrs. Whetzel invited board members to share other business or reports. Mrs. Freakley noted that on April 13, she attended the Board of Supervisor Public Hearing to support the budget for the school division. She spoke at a Civics class at PMMS on April 25th. On April 26th, she attended the Unified Champion Event for Special Olympics. She also attended and enjoyed the Staff Excellence banquet. Mrs. Walsh also attended the Staff Excellence banquet. She attended a VSBA meeting concerning Effective School Boards. She attended the SCEA committee meeting, and thanked Pam Kassis for her service. She also spoke at a first-grade class about being a school board member. Mrs. Whetzel recently spoke at an 8th grade class. She also attended the Staff Excellence banquet and thanked Tracy Landes for her hard work on the event

Mrs. Whetzel opened the floor for public and staff comments on non-agenda items. Hearing no speakers or further business, Mrs. Whetzel adjourned the meeting at approximately 8:53 p.m. ________________________________
