Minutes of the Meeting of the Steering Committee held under the Chairmanship of

Secretary, Tribal Affairs on 24-03-2015 at 3 P.M in the Conference Room at Shastri

Bhawan to consider the proposal of the Ministry of Tribal Affairs for revision of

list of Top Class Institutes under the merged Scheme of National Fellowship and

Scholarship Scheme for Higher Education of ST students.

A meeting of the Steering Committee to consider the proposal of the Ministry of Tribal

Affairs regarding the revision of the list of Top Class Institutes under the merged

Scheme of National Fellowship and Scholarship for Higher Education of ST

students was held under the Chairmanship of Secretary, Tribal Affairs on 24-03-2015.

2. List of participants is at Annexure 1.

3. Joint Secretary, Tribal Affairs welcomed the participants, and explained the need

for revision of the existing list of 213 Top Class Institutes for the Education of ST

students. The Steering Committee is empowered to monitor and recommend addition or

deletion of any Institutes based on their performance and need. A revised proposal of

146 Top Class Institutes was submitted to the Steering Committee for its consideration

which comprises of 120 existing Top Class Institutes and inclusion of 26 new Top Class

Institutes and deletion of 93 Institutes from the existing list of 213 Top Class Institutes.

4. The revision was necessitated in view of the following:

(a) Two of the Central Sector Scholarship Schemes such as Rajiv Gandhi National

Fellowship and Top Class Education for ST students have been merged and will

continue during the 12th Five Year Plan period. As per the guidelines of the

merged scheme, total numbers of fresh scholarship under the Top Class

Education has been increased from 625 to 1000 from the year 2015-16 and there

is no ceiling in institution wise and course wise number of slots for the Top Class

Component. Scope of education for the Top Class Education has been

expanded to include courses like Tribal Art, Painting, Music, Sports, Yoga etc.

Centrally sponsored Post Matric Scholarship scheme of the Ministry will continue

to provide scholarship for all the identified courses including the courses listed in

the previous top class institutes. In view of these changes, it was necessary to

revise the existing list of Top Class Institutes, so that only the reputed institutes

of national excellence are identified. Award of the Top Class education

scholarship would also be a recognition to the ST students, who gets admission

to these identified Top Class Institutes of National excellence.

(b) Some of the existing Top Class Institutes were not found to be Top Class

Institutes and as such, it was felt that these Institutes need to be deleted from the

existing list.

(c) Some Top Class Institutes have not enrolled any ST students so far after the

introduction of the Scheme of Top Class Education for ST students.

5. All the members of the Steering Committee provided their suggestions and

accordingly the final list of Top Class Institutes with 158 Institutes of National Excellence

was approved by the Committee.

It was also decided that whenever new IITs, IIMs, NITs and AIIMs are sanctioned by the

Government, the same will be considered as Top Class Institute and would be included

in the list of Top Class Institutes.

The list of 158 approved Top Class Institutes is given at Annexure II

The previous list of 213 identified Top Class Institutes is given at Annexure III.

The meeting ended with a vote of thanks to the Chair.
