Minutes of the 98th meeting of State Environment Impact Assessment Authority
held on. 05thDecember, 2016 under the Chairmanship Sh. Bharat Bhushan IAS
(Retd.), Chairman, SEIAA held in the meeting room of office of SEIAA Haryana,
Sector-2 Panchkula, regarding Environmental Clearance under EIA Notification
dated 14.9.2006.
The full Authority is present. The project proposals as recommended by SEAC for
Environmental Clearance or otherwise and listed in the Agenda item circulated vide letter
No. 967-969 dated 30.11.2016 were discussed. Following decisions were taken:-
Item No.[1]Environmental Clearance for the “Maharaja Agrasen Medical
University” located at Village NunaMajra, District Jhajjar, Haryana
by Maharaja Agrasen Hospital Charitable Trust.
This case was considered in the 96th meeting of SEIAA held on 22.09.2016 and
the case was deferred with the decision that the project proponent may be asked to submit
MOU with authorized Bio-Medical Waste Management Agency. The project proponent on 28.10.2016 submitted the reply which was taken up for
consideration in the today’s meeting. It was noticed that the Bio-Medical Waste
Management Agency contracted by project proponent has only applied for Environment
Clearance. As per the Common Bio-Medical Waste Treatment Facility Guidelines issued
by Central Pollution Control Board on dated 12.07.2016 at para no. 5.2 is clearly
mentioned that the CBWTF operator is also required to obtain “Environmental Clearance
(EC)” from the respective SEIAA or Ministry of Environment, Forest & Climate Change
(MoEF & CC). Until or unless EC is not obtained by the Bio-Medical Waste
Management Agency, the same cannot transport/dispose the Bio-medical/Hazardous
Waste.
In view of the above discussions the Authority decided to defer this case with
decision that project proponent should either submit the MOU agency which has EC or
shall have in-house facility as per para 5.2 of CPCB Guidelines.
Item No.[2] Environmental Clearance for Expansion of Group Housing Complex
at Village-Naknaula, Sector-86, Gurgaon, Haryana by M/s Deepanshu
Projects Pvt. Ltd.
This case was considered in the 95th meeting of SEIAA held on 26.08.2016 and
the case was deferred with the following observations:
[1] Different figures of built up area has been given in Form I and presentation copy.
The project proponent is required to clarify the exact proposed built up area of
existing project, proposed under expansion and total built up area after expansion.

[2] The project proponent is required to give proper information of point no, 8.3 of
Form IA.
[3] The project proponent is required to submit water balance diagram for all the
seasons.
[4] The use of 24.3 KL of treated water for DG cooling per day is not justifiable. The
water requirement for DG cooling is not to be replaced daily rather quantum of
water lost due to evaporation during processing is to be replenished daily to the
extent it is evaporation. The project proponent is required to properly calculate the
water losses due to evaporation as per prescribed formula and resubmit the
revised treated water requirement for DG cooling and also revised water
balance diagram.
[5] The project proponent has proposed to use 90 KLD of treated water for
landscaping which is on higher side. The project proponent shall revise the water
requirement for horticulture and submit the revised water balance diagram.
[6] It has been proposed to discharge 208 KLD of treated water to public
sewer/tankers. The project proponent is required submit copies of EDC/IDC paid
up to date, carrying capacity of sewer line and location of public sewer on plan.
[7] It was also decided that Sh. Hitender Singh and Sh. S. N. Mishra, Members SEAC
shall visit the site for inspection of existing project and shall submit report to the
SEIAA within 15 days.
The project proponent submitted the reply on 07.09.2016 and the sub-committee
on 07.09.2016 submitted the site visit report. In view of the report submitted, the
Authority decided to agree with the recommendations of SEAC to accord Environment
Clearance to this project by imposing the usual conditions in practice.
Item No.[3] Environmental Clearance for expansion of Group Housing Colony
located at Village-Sahbajpur Khalsa, Sector-25, district- Rewari,
Haryana by M/S Jai Buildwell Pvt. Ltd.
This case was considered in the 97th meeting of SEIAA held on 07.10.2016 and
the case was deferred.
The project proponent on 07.11.2016 submitted the reply which was taken up for
consideration in the today’s meeting and it was further found that the reply submitted are
incomplete and the Authority decided defer the case with the following observations.
[1] The project proponent shall submit water balance diagram, Annex.2 Fig 2(a), 260
KLD of treated water may be required initially and 14 KLD from Cooling tower
would remain in circuit, hence 246 KLD would be required next time.
[2] 500KVA DG air cooled may be installed to conserve water.
[3] The project proponent shall submit the location of the “Cooling Tower” on plan.
Observation 4 is regarding location of cooling tower of DG sets not for DG sets.

[4] Water getting evaporated is 3KLD from cooling of DG sets but diesel required is
just 1000lts/day, both are dependent on running hours of DG sets, may be
mismatch explained.
[5] Safety measures taken for the transportation &storage of Diesel, be discussed.
Quantity given may be revised.
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation within 15 days period.
Item No.[4] Environmental Clearance for proposed Multilevel car parking project
at Sector-29, Gurgaon, Haryana by M/s International Infrabuild Pvt.
Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed Multilevel car parking
project at Sector-29, Gurgaon, Haryana as under:

today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc.
After detailed deliberation, the Authority decided to agree with the
recommendations of SEAC to accord Environment Clearance to this project by imposing
the usual conditions in practice.

Item No.[5] Environmental Clearance for construction of “Affordable Group
Housing” project at Village Basai, Sector-37-C, Gurgaon, Haryana by
M/s RMG Developers Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed of “Affordable Group
Housing” project at Village Basai, Sector-37-C, Gurgaon, Haryana as under:

The above recommendation of SEAC was taken up for consideration in the
today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc. It was observed by the Authority that:
[1] Capacity of DG sets not matching p.g no.36 v/s 42
[2] Water trough may be provided at entry & exit of project so that air borne pollution
which emanates from vehicular activities may be reduced during the construction
phase
[3] Water utilization calculation for Horticulture & Cooling Tower citing reference of
MoEF guidelines, may the recommendation for “Water Use Reduction” be
incorporated ( Table 2.4)
[4] Shown 198 KLD of treated water to be discharged in sewer, location & carrying
capacity of Sewer.
[5] Incorporating the above written observations, the project proponent is required to
submit the water balance diagram for all the seasons.
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation within 15 days period.

Item No.[6] Environmental Clearance for construction of “Motel with Banquet”
project (5.323 acres) at Village Bohrakhurd, Tehsil & District
Gurgaon, Haryana by M/s Bestech Motels & Resorts Pvt. Ltd.
The recommendation of SEAC was taken up for consideration in the today’s
meeting. Detailed discussions were held regarding water requirement, quality of water,
green belt development plan, Ambient Air Quality, NOC regarding non-involvement of
Aravalli Notification dated 07.05.1992, recycle and reuse of water, parking plan, traffic
circulation etc. It was observed by the Authority that:
[1] Pg. no. 33, per capita demand of water for guest rooms & villas is 320lts & 200lts
per day, on what basis PP has arrived on this quantity, explain
[2] Asking for 15 lts/meal/person extra, on what basis
[3] Asking for 26.13 KLD of fresh water taking 2600 persons for banquet hall/ spa
etc. etc., how did PP arrive on such a high fig.
[4] 40,000Lts/day fresh water for Laundry purposes, explain.
[5] 10KLD fresh water for swimming pool, to replenish or replace? Area & location
of pool on layout to be shown.
[6] 10KLD of fresh water for Filter Backwash, why treated water cannot be used for
Backwash &means of disposal water being used in Filter Backwash , explain.
[7] Location, size & capacity of HVAC cooling tower, needing 151,000lts per day for
replenishment, explain.
[8] Pg.no. 35, Measures to be undertaken to reduce water demand during construction
phase, while part OC has been provided, showing some % of construction is
complete still needing 50,000lts water per day for construction, explain.
[9] Pg.no.43; Location of OWC & composting pit on Lay-out to be shown.
[10] Pg. no. 42: Solid waste generation for hotel rooms is 1.0Kg/person/day & for fixed
population 0.1Kg/person/day, why this anomaly, explain.
[11] Pg. no. 54, diesel consumption 700lts/hr., DG sets meant for stand-by operations,
even if have to run for 4hrs a day need 2800lts diesel per day; storage facility &
the safety measures undertaken.
[12] The water consumption quantity seems to be very much on higher side, PP is
asked to re-submit the water balance diagram for all the three seasons and
accordingly be intimated to CGWB.
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation within 15 days period.

village Naurangpur, Sector -79, Gurgaon , Haryana by M/s Sterling
Infrastructure Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed “expansion of Group
Housing colony at village Naurangpur, Sector -79, Gurgaon , Haryana as under:

The above recommendation of SEAC was taken up for consideration in the
today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc. It was observed by the Authority that:
[1] The project proponent shall submit copy of re-validated license.
[2] Water trough may be provided at entry & exit of project so that air borne pollution
which emanates from vehicular activities may be reduced during the construction
phase, no separate need of water for Tyre washing this way.
[3] 275 KLD (p.g.no. 28) would be discharged in sewer location & carrying capacity
of sewer.
[4] Fig mis-match p.g no. 28/40 v/s 41 pt.2.13.

[5] To conserve water during Curing of Concrete Jute sacks may be used which may
provide moist conditions to the concrete for longer duration by retaining water
[6] Water utilization calculation for Horticulture citing reference of MoEF guidelines,
may the recommendation for “Water Use Reduction” be incorporated ( Table 2.4)
[7] Pt.5.1.2 Water Conservation Measures to be incorporated still 135 lpd per capita
water requirement, explain . A new Water Balance diagram taking care of the
above observations for all the three seasons be submitted.
[8] Plantation plan to be shown on lay-out depicting 1255 no. of trees with a canopy
area of 25 sq. mt.
[9] Pg. no. 268, Area required for storage & management of solid waste 645.66 sq.
mt. location on lay- out plan be shown.
[10] It was also decided that Sh. Hitender Singh and Sh. S. N. Mishra, Members SEAC
shall visit the site for inspection of existing project and shall submit report to the
SEIAA within 15 days on the following points:
(i) Mitigation measures taken to reduce Noise & Air pollution.
(ii) Status of construction of existing project vis-à-vis the approved plans.
(iii) Status of construction in expansion part, if any.
(iv) The use of treated water in construction or wherever required and no extraction of
ground water.
(v) Functioning of STP and management of treated waste water in the existing project.
(vi) Management of Municipal Solid waste & construction waste.
(vii) The existence of temporary soil bank made out of the excavation.
(viii) The no. & status of RWH pits in existing project.
(ix) Provisions & safety measures taken for storage of Diesel.
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation from Sr. No. 1 to 9 within 15 days and Sh. Hitender Singh and Sh. S.
N. Mishra,, Members SEAC shall visit the site for inspection and shall submit the report
on the points as indicated above within 15 days period.
Item No.[8] Environmental Clearance for construction of Group Housing Colony at
Sector-32, Village Dhunela, District-Gurgaon, Haryana by M/s St.
Patricks Realty Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed Group Housing Colony at
Sector-32, Village Dhunela, District-Gurgaon, Haryanaas under:

The above recommendation of SEAC was taken up for consideration in the
today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc. It was observed by the Authority that:
[1] 343KLD of fresh water requirement shown & assurance from HUDA obtained for
420KLD.
[2] Instead of “Tyre Washing” provide Water Troughs at entry & exit of project to
conserve water.
[3] Water utilization calculation for Horticulture & Cooling Tower citing reference of
MoEF guidelines, may the recommendation for “Water Use Reduction” be
incorporated ( Table 2.4)
[4] The calculations shown for Water Demand for Cooling Tower citing reference of
MoEF guidelines which are for “Air Conditioning system not for DG set cooling
tower.
[5] Running of DG sets shown 2hrs a day (pg. no. 56) and water required for cooling
of DG sets is 16KLD that too in all three seasons; a mismatch and illogical.
Secondly, this much quantity of water may not lost in evaporation, major quantity
still be in circuit
[6] Location of the Cooling tower may be shown on lay-out plan
[7] The Project Proponent submit a new Water Balance Diagram (for all the three
seasons separately) taking above written observations into consideration
[8] Plantation plan with said no. of trees & canopy area 25 sq. mt be submitted
depicting on the green-area reserved for the same
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation within 15 days period.

Item No.[9] Environmental Clearance for Construction of Group Housing Complex
“PSA (6 Acre)” Basai at Sector-37C, Manesar, Gurgaon by M/s Prime
IT Solutions Pvt. Ltd.
This case was considered in the 84th meeting of SEIAA held on 29.10.2015 and
the case was referred back to SEAC with the following observations.
1. The project proponent has submitted license no. 64 of 2011 issued by Town and
Country Planning Department for development of group housing colony on an
area of 17 acres.
2. The SEIAA on the same license had already granted environment clearance for
development of 11 acres of licensed area out of total 17 acre of the licensed area to
M/s Phoenix Datatech Services Pvt. Ltd.
3. The environmental clearance to M/s Phoenix Datatech Services Pvt. Ltd. was
granted on the recommendation of SEAC. The EC letter was issued on
15.04.2014.
4. The AAI clearance submitted by the M/s Prime IT Solutions Pvt. Ltd. (Present
project proponent) is in the name of M/s Phoenix Datatech Services Pvt. Ltd.
5. The approved zoning plan dated 09.03.2012 submitted by M/s Prime IT Solutions
Pvt. Ltd. (Present project proponent) is in the name of M/s Phoenix Datatech
Services Pvt. Ltd.
6. The NOC from DC Gurgaon regarding non applicability of Aravalli Notification
submitted by M/s Prime IT Solutions Pvt. Ltd. (Present project proponent) is in the
name of M/s Phoenix Datatech Services Pvt. Ltd.
7. The EDC/IDC receipt submitted by M/s Prime IT Solutions Pvt. Ltd. (Present
project proponent) is in the name of M/s Phoenix Datatech Services Pvt. Ltd.
It was observed by the Authority that this case is not fit for consideration as
SEIAA has already granted environmental clearance on the recommendation of the
SEAC to M/s Phoenix Datatech Services Pvt. Ltd. and all the vital documents submitted
by the project proponent are in the name of M/s Phoenix Datatech Services Pvt. Ltd. to
which EC has already been granted, whereas the application has been submitted by M/s
Prime IT Solution Pvt. Ltd, which is contradictory in terms. It appears that the SEAC has
not considered this fact at all.
The Project Proponent on 07.10.2016 submitted the reply to the observations of
the SEIAA, which was considered by SEAC in the 143rd meeting held on 27.10.2016 and
SEAC refer back to SEIAA for taking further action.
The case was taken up in today’s meeting; due to lack of
appraisal/recommendations of SEAC, it cannot be discussed further. After detailed
deliberations it was decided to refer back the case to SEAC with the advice to appraise
this case on merit and send its recommendations to the SEIAA within stipulated period as
prescribed in the Notification.

Item No.[10] Environmental Clearance for expansion of Group Housing Colony
“Ninex City” at Sector-76, Village KherkiDaula, Gurgaon, Haryana
by M/s Ninex Developers Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed expansion of Group
Housing Colony “Ninex City” at Sector-76, Village KherkiDaula, Gurgaon, Haryana as
under:

The above recommendation of SEAC was taken up for consideration in the
today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc. It was observed by the Authority that:
[1] DG sets – 2x600KVA + (3x750 KVA + 2 x 600 KVA); water should be conserved
by having “Air Cooled” or “Cooling Coil” technology instead of “Cooling Tower”
[2] As such Cooling tower is not required and the calculations shown are based on the
MoEF guidelines which are for “Air Conditioning system.
[3] Even if required location of the Cooling tower may be shown on lay-out plan
[4] Water trough may be provided at entry & exit of project so that air borne pollution
which emanates from vehicular activities may be reduced during the construction
phase

[5] Quantity of diesel required during construction & operation phase. Storage plan &
safety measures undertaken
[6] Plantation plan (1929 trees), keeping canopy area 25 sq. mt. may be submitted
with the spacing 2mt X 2mt(pg.no.190)
[7] Water utilization calculation citing reference of MoEF guidelines, may the
recommendation for “Water Use Reduction” be incorporated ( Table 2.4) .
Incorporating all the above said observations(regarding water conservation), new
water balance diagrams for all the three seasons be submitted and satisfactory
reply to other observations be submitted
[8] It was also decided that Sh. Hitender Singh and Sh. S. N. Mishra, Members SEAC
shall visit the site for inspection of existing project and shall submit report to the
SEIAA within 15 days on the following points:

Item No.[11] Environmental Clearance for the “Revision and Expansion of Group
Housing Colony” located at Village Chauma, Sector-110A & 111,
Gurgaon, Haryana by M/s Puri Construction Pvt. Ltd.
The SEAC has recommended this project for Environmental Clearance subject to
stipulation stated therein. The Project Proponent has proposed “Revision and Expansion
of Group Housing Colony” located at Village Chauma, Sector-110A & 111, Gurgaon,
Haryana as under:

The above recommendation of SEAC was taken up for consideration in the
today’s meeting. Detailed discussions were held regarding water requirement, quality of
water, green belt development plan, Ambient Air Quality, NOC regarding non-
involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water,
parking plan, traffic circulation etc. It was observed by the Authority that:
[1] 20 + 3.33 KLD fresh water for make-up on daily basis. Why fresh water is
required for make-up when treated water is available. Secondly, “Air Cooled” or
“Cooling Coil” technology may be applied to conserve water.
[2] DG sets would be running for quite longer duration as inferred from the quantity of
water required for cooling, how much diesel would be consumed per day?
Necessary Safety measures taken for safe transportation & storage of Diesel.
[3] 8+5 KLD Fresh water for Filter Backwash; why not the treated water & secondly,
where the water used for Filter backwash would go.
[4] Water Balance Diagram for all 3 seasons to be submitted
[5] The project proponent shall submit location of Cooling Tower on lay-out plan.
[6] Location & carrying capacity of sewer
[7] Proposed no. of trees 4750 & shrubs 12,241, plantation plan be submitted
[8] Pt.8.1 not explained properly
[9] Pt. 8.3; states F/A will be used in road construction; F/A handling system &
APCM system installed may be shown on plan & be well described
[10] It was also decided that Sh. Hitender Singh and Sh. S. N. Mishra, Members SEAC
shall visit the site for inspection of existing project and shall submit report to the
SEIAA within 15 days on the following points:
(i) Mitigation measures taken to reduce Noise & Air pollution
(ii) Status of construction of existing project vis-à-vis the approved plans.

(iii) Status of construction in expansion part, if any.
(iv) The use of treated water in construction or wherever required and no extraction of
ground water
(v) Functioning of STP and management of treated waste water in the existing project.
(vi) Management of Municipal Solid waste & construction waste
(vii) The existence of temporary soil bank made out of the excavation
(viii) The no. & status of RWH pits in existing project
(ix) Provisions & safety measures taken for storage of Diesel
(x) And any other point which visiting team deem suitable
In view of the above discussions the Authority decided to defer this case with the
decision that the project proponent may be asked to submit satisfactory reply to the above
raised observation from Sr. No. 1 to 9 within 15 days and Sh. Hitender Singh and Sh. S.
N. Mishra,, Members SEAC shall visit the site for inspection and shall submit the report
on the points as indicated above within 15 days period.
Item No.[12] Environmental Clearance for Mining of minor minerals “Road Metal
& Masonry Stone” at village Mukundpura, District Mahendergarh,
Haryana by Shri Satish Kumar Garg.
This case was considered in the 84th meeting of SEIAA held on 29.10.2015 and
the case was referred back to SEAC with the following observations.
1. The project proponent has not submitted NOC from the Forest Department. The
project proponent on 29.10.2015 submitted letter issued by Mines and Geology
Department indicating that the mine leased area is not a Forest land. The SEAC
should examine the same.
2. The SEAC in its recommendation has given different figures of production. The
lease period is for remaining three years whereas in the conditions the production
figures have been given of year wise up to 5 years and sum of production for the
next five years.
3. The mine lease has been granted for 20 years w.e.f. 20.07.1999 up to 10.07.2019.
Therefore the mine is in operation and it is not a new project. The SEAC should
ensure that the project proponent has already effectively reclaimed/rejuvenate the
already excavated mine lease area by adopting all the environmental safe-guards.
4. The project proponent shall submit an undertaking stating that they have kept-
amount (figures to be given) for reclamation of excavated mine lease area and
shall also ensure that all the environmental safe-guards shall be adopted for
closure of mine.
The Project Proponent submitted the reply to the observations of the SEIAA,
which was considered by SEAC in the 143rdmeeting held on 27.10.2016 and SEAC again
has recommended this case for Environmental Clearance. The recommendation of SEAC
was taken up for discussion in the today’s meeting. The Authority decided to agree with

the recommendations of SEAC to accord Environment Clearance to this project by
imposing the usual conditions in practice.
Item No.[13] Environmental Clearance for “Recreation and Leisure Project” in
village- Wazirabad, Gurgaon, Haryana by M/S DLF Limited.
The SEAC in its 143rd meeting held on 27.10.2016 has recommended to de-list
this case on the grounds that the Project Proponent has failed to provide the vital
information sought by SEAC despite issuance of various letters and final notice. In the
absence of the vital information it was not possible to appraise the project for the
environmental clearance.
The recommendation of SEAC was considered in today’s meeting in the light of
guide lines of MoEF issued vide OM No. J-11 013/5/2009-IAII (Part) dated 30-10-2012.
It was noticed that the project proponent vide letter dated 20.07.2012 submitted
application for Environmental Clearance for the proposed “Recreation and Leisure
Project” in village- Wazirabad, Gurgaon, Haryana.The Authority decided that Shri
S.N.Mishra and Shri Raj Kumar Sapra, Members SEAC shall visit the site for inspection
of project on the following point:
(i) Status of construction in the project if any.
In view of the above discussions the Authority decided to defer this case with the
decision that Shri S.N.Mishra and Shri Raj Kumar Sapra, Members SEAC shall visit the
site for inspection and shall submit the report within 15 days period.
Item No.[14] Environmental Clearance for “Municipal Solid Waste Management
Facility” at Taraori, Karnal, Haryana by Municipal Committee,
Taraori.
The SEAC in its 143rd meeting held on 27-10-2016 has recommended to de-list
this case on the grounds that the Project Proponent has failed to provide the vital
information sought by SEAC despite issuance of various letters and final notice. In the
absence of the vital information it was not possible to appraise the project for the
environmental clearance.
The recommendation of SEAC was considered in today’s meeting in the light of
guide lines of MoEF issued vide OM No. J-11 013/5/2009-IAII (Part) dated 30-10-2012.
It was noticed that the project proponent on25.11.2013 submitted application for
Environmental Clearance for the “Municipal Solid Waste Management Facility” at
Taraori, Karnal, Haryana.
After detailed deliberations the Authority decided to refer back this case to SEAC
with the decision that the SEAC may clearly define why to de-list, if required then SEAC
should visit the site to check status of construction if any and submit its recommendation
on merits along with the inspection report within stipulated period.

should visit the site to check status of construction if any and submit its recommendation
on merits along with the inspection report within stipulated period.

Jhajjar, Haryana by All India Institute of Medical Sciences (AIIMS).
The SEAC in its 143rd meeting held on 27.10.2016 has recommended to de-list
this case on the grounds that the Project Proponent has failed to provide the vital
information sought by SEAC despite issuance of various letters and final notice. In the
absence of the vital information it was not possible to appraise the project for the
environmental clearance.

It was noticed that the project proponent vide letter dated 29.10.2014 submitted
application for Environmental Clearance for the proposed National Cancer Institute,
AIIMS, Jhajjar, Haryana.The Authority decided that Shri S.N.Mishra and Shri Raj Kumar
Sapra, Members SEAC shall visit the site for inspection of project on the following point:
(i) Status of construction in the project if any.
In view of the above discussions the Authority decided to defer this case with the
decision that Shri S.N.Mishra and Shri Raj Kumar Sapra, Members SEAC shall visit the
site for inspection and shall submit the report on the point as indicated above within 15

with the decision that the SEAC may clearly define why to de-list, if required then SEAC
should visit the site to check status of construction if any and submit its recommendation
on merits along with the inspection report within stipulated period.

Residential School (Institution) at village Gamdoj, Tehsil Sohna, Dist.

this case on the grounds that the Project Proponent has failed to provide the vital
information sought by SEAC despite issuance of various letters and final notice. In the
absence of the vital information it was not possible to appraise the project for the
environmental clearance.
The recommendation of SEAC was considered in today’s meeting in the light of
amended Notification dated 22.12.2014 issued by MoEF & CC, GoI and the Authority

clearance subject to compliance to guidelines issued by MoEF & CC, GoI dated

amended Notification dated 22.12.2014 issued by MoEF & CC, GoI and the Authority
decided to grant exemption to the project proposal from obtaining environmental
clearance subject to compliance to guidelines issued by MoEF & CC, GoI dated
09.06.2015.
