01/ At the outset, the Registrar announced that in the absence of the Chancellor

and the Pro-Chancellor, the Vice-Chancellor would preside over the meeting of

the Court under Clause 4 (iii) of the Regulations for the conduct of the meeting of

the Court. Accordingly, the Vice-Chancellor took the Chair.

02/ The Chairman informed the Court of the sad demise of the following former

members of the University Court:

The following Condolence Resolutions in respect of Ex-Chief Justice Jagdish

Sharan Verma, Prof. Baburao Baviskar, Prof. Chaman Nahal, Prof. Vijay Kapur, Prof.

Anirudh Lal Nagar, Prof. Vinod Kumar Bhalla, Prof. V. N. Bajpai, Prof. G.C. Gupta, Prof.

H.C. Ganguli, Prof. Krishna V. Sane, Prof. N.K. Ray, Prof. Alok K. Banerjee, Prof. Bal

Krishna Sharma and Prof. Sushil Kumar Saxena former members of the Court, were

moved by the Chairman and passed by the Court. The members stood in silence for

two minutes as a mark of respect to the memory of the departed souls.

Justice Jagdish Sharan Verma

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Justice J.S. Verma which occurred on 22 April 2013.

Justice Jagdish Sharan Verma was born on 18 January 1933 in Madya

Pradesh. He was an Indian jurist who served as the 27th Chief Justice of India from

25 March 1997 to 18 January 1998. Thereafter he was the Chairman of National

Human Rights Commission from 1999 to 2003, and Chairman of the Justice Verma

Committee.

In the death of Justice Jagdish Sharan Verma India has lost an excellent

Jurist. The Court resolved that a copy of this resolution be sent to the members of

the bereaved family.

Prof. Baburao Baviskar The meeting of the University Court places on record its deep sense of sorrow

at the sad demise of Prof. B.S. Baviskar which occurred on 10 April 2013.

Prof. Baburao Baviskar was born on 1 February 1931 in Jalgaon district,

Maharashtra. He joined the Department of Sociology, University of Delhi as a

Lecturer in 1964. He retired as Professor on January 31, 1996.

In the Death of Prof. B.S. Baviskar, the University has lost a scholar

and an excellent teacher. The Court resolved that a copy of this resolution be sent to

the members of the bereaved family.

Prof. Chaman Nahal The meeting of the University Court places on record its deep sense of

sorrow at

the sad demise of Prof. Chaman Nahal which occurred on 29 November 2013.

Prof. Chaman Nahal was born on 2 August 1927 in Sailkot (now in

Pakistan). He did his M.A. (Delhi) in 1948 and Ph.D. in 1961 from Notthingham. He

worked in department of English, University of Delhi (1963-92). He received the

Sahitya Academy Award in 1977. He won federation of Indian Publishers award in

1977 and 1979.

Prof. Vijay Kapur

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. Vijay Kapur which occurred on 31 May 2013.

Prof. Vijay Kapur was born on 25 April 1954. He did his B.A. in 1972 from

St. Stephen’s College, University of Delhi and M.B.A. in 1974 from Faculty of

Management Studies University of Delhi and Ph.D. in 1990 from University of

South Carolina at Columbia, USA.

In the death of Prof. Vijay Kapur the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. Anirudh Lal Nagar

The meeting of the University Court places on record its deep sense of

sorrow at

the sad demise of Prof. Anirudh Lal Nagar which occurred on 4 February 2014.

Prof. Anirudh Lal Nagar was born on 4 October 1930 in Allahabad, Uttar

Pradesh. He did his Ph.D. in Economics from the Netherlands School of Economics,

Rotterdam, in 1959. He joined the Delhi School of Economics, University of Delhi

in 1963 and served till 1987. He was Pro-Vice Chancellor of the University of Delhi

from 1990 to 1995.

In the death of Prof. Anirudh Lal Nagar the University has lost an excellent

administrator and a dedicated teacher. The Court resolved that a copy of this

resolution be sent to the members of the bereaved family.

Prof. Vinod Kumar Bhalla

The meeting of the University Court places on record its deep sense of

sorrow at

the sad demise of Prof. Vinod Kumar Bhalla which occurred on 6 August 2013.

Prof. Vinod Kumar Bhalla was born on 15 November 1948 at Amritsar,

Punjab. Prof. Bhalla worked as Dean, Faculty of Management Studies from 5th

January, 2004 to 23rd June, 2005.

In the death of Prof. Vinod Kumar Bhalla the University has lost a scholar

and a dedicated teacher. The Court resolved that a copy of this resolution be sent to

the members of the bereaved family.

Prof. G.C. Gupta

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. G.C. Gupta which occurred on 24 May 2012.

Prof. G.C. Gupta was born on 29 September 1929. He joined University of

Delhi as a lecturer in the Department of Philosophy and Psychology and served the

University in various capacities. He published several books and research papers.

In the death of Prof. G.C. Gupta the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. H.C. Ganguli

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. H.C. Ganguli which occurred on 19 November

2013.

Prof. H.C. Ganguli was born on 25 November 1924. He joined University of

Delhi in 1964. He was a fellow of National Academy of Sciences, India, Sectional

President of Indian Science Congress, President of Indian Psychological

Association, Editor of Indian Journal of Psychology.

In the death of Prof. H.C. Ganguli the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. Krishna V. Sane

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. Krishna V. Sane which occurred on 14 July 2013.

Prof. Krishna V. Sane was born on 27 December 1935. He was Professor of

Chemistry at the University of Delhi, until his retirement in 26 December 1995. He

served as the chairman, IUPAC Committee on Teaching of Chemistry and Director

of UNESCO Low Cost Equipment Project (1979-1996), Chief Editor Chemistry

Education (1984-98).

In the death of Prof. Krishna V. Sane the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. N.K. Ray

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. N.K. Ray which occurred on 8 May 2013.

Prof. N.K. Ray was born on 5 December 1940. He joined the department of

chemistry in 1970. He also served as Provost Gwyer Hall from 1985-1989. He was

Founder Director, CPDHE Delhi University, Program Co-ordinator for 1 year and

UGC COSSIST Program, Chemistry Department from 1999-2002. He received

Shanti Swarup Bhatnagar award in 1983 for excellence in Chemical Sciences.

In the death of Prof. N.K. Ray the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. V.N. Bajpai

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. V.N. Bajpai which occurred on 31 December

2013.

Prof. V.N. Bajpai was born on 29 December 1956. He joined the University

as a Lecturer on 30 July 1981. He became Professor on 10 August 2002.

In the death of Prof. V.N. Bajpai the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. Alok K. Banerjee

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. Alok K. Banerjee which occurred on 3 December

2013.

Prof. Alok K. Banerjee was born on 20 February 1944. He joined Chemistry

Department as a Lecturer in 1972.

In the death of Prof. Alok K. Banerjee the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

Prof. Bal Krishna Sharma

The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. Bal Krishna Sharma which occurred on 27 August

2013.

Prof. Bal Krishna Sharma was born on 23 April 1928. He did his

B.Sc.(Hons.) in Chemistry from University of Delhi in 1949. He pioneered research

on the effects of Gamma Radiation and was instrumental in getting the grant of

Cobalt-60 Machine for University of Delhi.

In the death of Prof. Bal Krishna Sharma the University has lost a scholar

and a dedicated teacher. The Court resolved that a copy of this resolution be sent to

the members of the bereaved family.

Prof. Sushil Kumar Saxena The meeting of the University Court places on record its deep sense of

sorrow at the sad demise of Prof. Sushil Kumar Saxena which occurred on 6 April

2013.

Prof. Sushil Kumar Saxena was born on 17 May 1921. He was formerly of

the Dept of Philosophy, University of Delhi and was a world renowned

aesthetician, introducing the subject in 1964. He established the Faculty of Music

and Fine Arts in Delhi University. For his unique contribution to the fields of

Indian arts and philosophy, Prof. S.K. Saxena was made fellow of the Sangeet

Naatak Akademi, Delhi and was conferred the Padma Bhushan by the Govt. of

India in 2008. He was also honoured with the Delhi State Sammaan and was

awarded fellowships by the Ministry of Culture, Govt. of India and the Indian

Council of Philosophical Research, Delhi.

In the death of Prof. S.K. Sexena the University has lost a scholar and a

dedicated teacher. The Court resolved that a copy of this resolution be sent to the

members of the bereaved family.

LIGHT AND SOUND SHOW

The Vice-regal Lodge, University of Delhi witnessed exclusive Sound & Light show: University of Delhi ‘A Legend’ displaying significant historic events of India, the Uprising, the Gandhi-Irwin pact, the trial of Bhagat Singh and many others. From a legendary role in the freedom movement of India, the Viceregal Lodge became the official address of the University of Delhi in 1933. Attracting students from a across the country the University of the Capital became a microcosm of India. Aligning with and redefining the aspirations and needs of young India, the University of Delhi grew rapidly and has become today the first ranking university of the country. University of Delhi is a Legend.

ANTARDHVANI

University of Delhi organised its next edition of the mega academic and cultural event Antardhvani on 14th-16th February, 2014 in the vast grounds of the university stadium. Beginning with a spectacular flower show, inaugurated by Prof. Ved Prakash, Chairman, University Grants Commission, the enriching event brings different components of this vast University together in order to build community spirit, recognize institutional strengths and encourage shared learning. The Theme Pavilion showcased the four year undergraduate programme and colleges competed for the Good Practice Awards of upto rupees 10 lacs. The Departments competed for Good Practices Awards in the range of teaching and research. Antardhvani 2014 was attended by over 1,50,000/- students over three days. GYANODAYA EXPRESS

The University of Delhi assisted by the Indian Railway organized GYANODAYA–IV with the primary theme of ‘Urbanization Then & Now’. An Assessment of the Urbanization Models of various Indian cities and the changes in the Dynamics of Governance. The journey of Gyanodaya Express Train was scheduled from 11th-19th March, 2014. The train was flagged off on 11th March, 2014 by Shri Ashok Thakur, Secretary, Ministry of HRD at 22:00 hrs. From Delhi Safdarjung Railway Station. The students visited a number of educational, historical and culturally important destinations such as Kanpur, Varanasi, Bhopal, Ahmedabad, Surat before returning to Delhi on 19th March, 2014. Around 57 Projects from various colleges of the University of Delhi were selected for study during the Educational Train. Each project team comprised of 12-15 students accompanied by a Mentor. The train was provided with Internet connection and Library for the benefit of students. This time a team of 7 students from Delhi University Community Radio, DUCR FM 90.4 MHz also traveled in the train to provide radio coverage of the journey based on interviews, discussions with students and sound’s bytes. Community Radio also broadcasted live programmes from the train with the help of Mobile Phone with the DUCR team in the train and ‘Phone in’ Programme unit installed in the studio of the Community Radio at North Campus of the University of Delhi.

UNIVERSITY OF DELHI HIGHEST RECIPIENT OF DST PURSE

GRANT-2014 (RUPEES 40.8 CRORE) The University of Delhi has been sanctioned Rupees 40.8 Crore as DST PURSE Grant. This is the highest amount from amongst 14 selected recipients of the grant for research in the university sector. The grant is a recognition based on significant increase in total number of publications and improved performance in publications with H-index values.

Promotion of University Research and Scientific Excellence (PURSE) is an incentive award scheme with a focus on rejuvenation of research in the University sector. PURSE, launched in 2008, is based on independent evaluation of scientific publications emanating from the university sector using SCOPUS Database for the past 10 year period.

DST has congratulated the University for its improved R and D performance. This is the phase II of the grant released from DST. DST had earlier released Rupees 30 Crore to the University of Delhi in 2009 in the first phase of the DST PURSE grant, the highest amount sanctioned to just three varsities out of which DU had the highest H- index.

University of Delhi is delighted with the recognition of its constant endeavor towards research excellence and remains committed to further enhanced performance in Science and Technology areas.

EQUAL OPPORTUNITY CELL – VISIT OF STUDENTS WITH

DISABILITIES TO KOREA

Students with disabilities visited Korea under International Educational Excellence Programme – 11 -19 January 2014. The University of Delhi organized second international educational excellence programme for the students with disabilities and sent them to share the experiences of the Korean counterparts.

The educational programme envisaged providing an opportunity to the meritorious students to understand institutional support systems and technologies available to persons with disabilities in international locations.

9. Prof. R.C. Kuhad was awarded ‘Fellow of National Academy of Agricultural Sciences (FNAAS)’, and ‘Fellow of Biotech Research Society of India (FBRS)’, ‘Association of Microbiologists of India (AMI)-Platinum Jubilee Life Time Achievement Award.’

10. Prof. R.C. Kuhad was awarded ‘Life Time achievement Award’ by the Association of Microbiologists of India (AMI)-Platinum Jubilee.

11. Prof. Rup Lal was appointed as ASM Ambassador to the Indian Ocean Region for American Society for Microbiology (ASM) w.e.f. 1st July, 2012.

ASM is one of the leading microbiology societies globally with the aim of promoting research as well as offering opportunities to students and faculty to further strengthen the science of Microbiology. The subject of Microbiology is promoted through its network of Ambassadors all around the globe.

12. Prof. B.K. Dass has been appointed as Ambassador of NANUM 2014 & ICM 2014 (International Congress of Mathematics 2014) representing south and west Asia including Indian subcontinent to be held in Seoul, Korea, 13th - 21st August, 2014.

13. Professor R.K. Sharma was honored by Professor Y.K. Alagh, former Union Minister of State for Science and Technology, former VC of the Jawaharlal Nehru University for his contribution towards the incorporation of Green Chemistry in industry and academia in India during inaugural function of International Conference on Emerging Trends in Chemical Sciences on 14th March, 2013 organized by Central University of Gujarat at Gandhi Nagar, Gujarat.

21. Prof. J.P. Khanna was awarded Prof. S.S. Katiyar Endowment lecturer Award at its 100th session in Kolkata on January, 2013 by the Indian Science Congress Association.

22. Prof. Paramjit Khurana was nominated member NASI member to Science Education Panel of the three National Science Academies (2013-2014) and also elected Foreign Secretary, National Academy of Science, Allahabad, India.

23. Dr. Girdhar K. Pandey was awarded DBT-CREST (Cutting-edge Research Enhancement and Scientific Training) (2012-2013) by University of California, and One Year Visiting Scholar/Visiting Professor at the Department of Plant Microbial Biology, University of California, Berkeley, California, USA.

33. Senior Toxicologist Award was conferred on Prof. B.D. Banerjee, Department of Biochemistry by ASIO-SOT, USA for significant contribution to the promotion of science of Toxicology in academia, government and industry during 53rd Annual meeting of Society of Toxicology, USA in San Antonio, Texas, USA.

34. Delhi State Award was conferred on Prof. Namita Kalra, Head, Department of Paedodontics and preventive Dentistry.

41. Prof. Ajay Kumar has been elected as the Sectional President of Indian Science Congress for the year 2014-2015.

42. Prof. Mridula Gupta Chairperson IEEE EDS Delhi Chapter, The ED Delhi chapter was presented with the IEEE Electron Devices Society 2013 Region 10 Chapter of year award for an outstanding record of sustained Region 10 chapter activities.

43. Prof. P.K. Bhatnagar was awarded the UGC-BSR faculty fellowship in April 2013.

08/ Prof. Mahesh Verma, MAMC, was declared elected unopposed as a

University representative on the Dental Council of India for a term of 5 years w.e.f.

28.03.2014 and Prof. Ashwani Kumar, UCMS, was elected as a University

representative on the Medical Council of India w.e.f. 28.03.2014 to 30.09.2017 i.e.

upto the date of his superannuation.

09/ Resolved that the 90th Annual Report of the University for the period 2012-

2013, under Section 38 of the University Act and Statute 4 of the Statutes of the

University, be adopted (Appendix-2).

10/ (a) Resolved that the Annual Accounts of the University, Provident Fund,

University Press, Maintained Halls and Hostels for the year 2010-2011 &

2011-2012 and Audit Reports thereon by the Director General of Audit

(Central Expenditures) be adopted (Appendix-3).

(b) Resolved that the Financial Estimates 2013-14 (Revised Estimates for the

year 2012-13 and Budget Estimates 2013-14) approved by the Executive

Council at its meeting held on 25.03.2013 be adopted (Appendix-4).

11/ Resolved that the various Amendments to Ordinances and Appendices to

Ordinances, as provided under Section 31(4) of Delhi University Act (for the period
