Noted.

The SLC noted the report furnished by CT dept. in respect of five cases i.e., 1. M/s Srinivasa Cotton Trading Company, Adilabad Dist.

2. M/s. Hemanth Agro Industries, Adilabad Dist.

3. M/s. Sri Balaji Cotton Agro Industries, Adilabad Dist.

4. M/s. Pankaj Polytec Private Limited, Medchal-Malkajgiri District

5. M/s. S.S. Packaging (Diversification), Medchal-Malkajgiri District

and directed to place the claims in the ensuing SVC/SLC for sanction of reimbursement of Sales Tax reimbursement.

Further, the Chairman, SLC directed

the representative of CT dept. to pursue

the matter with CCT and expedite the

reply in respect of balance 02 cases at

an early date.

claim application of 100% Reimbursement of

Stamp Duty, (01) claim application of 25% Land

The SLC has examined the

recommendations of the Verification /

Scrutiny Committee and decided to

sanction eligible incentives / concessions

to the industrial units as mentioned

below under various schemes:

1. 100% Reimbursement of Stamp

Duty: Sanctioned to (01) units under

IIPP 2010-15 /T-IDEA Schemes and

the list is appended as Annexure –

I.

M/s VijayaAnand Textile Mills Pvt. Ltd., Hyderabad vide his letter Dt. dt: 14-09-2015 has informed that they are planning to set up a Textile Industry (Dyeing and Printing) at Pochampally (M), Nalgonda District with an Investment of Rs. 25 Crores. The industry provides employment of 200 People approx.

Further, unit holder has informed that G.O.Ms.No. 28, which provides the incentives for setting up of a new industry in G.O. Clause 4.9.0 Textile Sector, it is mentioned that the interest Subsidy of 6% on dyeing of Textiles.

Therefore, the unit holder requested the Commissioner of Industries, whether their industry is eligible for the Interest Subsidy of 6% so that we can proceed with setting up of his Industry and other states like Gujarat and Maharashtra are providing incentives of 7-8% interest and 35 % subsidy on capital.

In this connection, it is submitted that as per the G.O. Ms. No. 28 of Inds. & Comm. (IP & INF) Department, Dt. 29/11/2014 the following benefits are being offered to the Textile Sector:

4.9.0 Textile Sector

(A) The State will provide reimbursement of interest subsidy to spinning /textile industries in addition to the TUF Schemes.

(B)

vide 30/1/2016 /29840 dt: 03-01-2017 to the Government with a request to issue clarification on applicability of reimbursement of interest subsidy @ 6% announced to Industries involved in composite activities i.e., Spinning and weaving/ Knitting/ Dyeing/ Garmenting (excluding ginning) at para 4.9.0 (C) of

operational guidelines of T-IDEA Scheme also to the units engaged in single activities like Dyeing , weaving etc. as the phrasing of the sentence composite activities i.e., Spinning and weaving/ Knitting/ Dyeing/ Garmenting with “(/)” between the activities is leading to confusion and lacking clarity to decide the eligibility of single activities such as Dyeing etc.

Reimbursement of interest subsidy @ 4% for spinning activity (excluding Ginning) for period of (5) years from the Date of Commencem

ent of Commercial Production.

(C) Reimbursement of interest subsidy @ 6% for Industries involved in composite activities i.e., Spinning and weaving/ Knitting/ Dyeing/ Garmenting (excluding ginning) for a period of (5) years from the Date of Commencement of Commercial Production.

(D) The total interest subsidy including under TUF Scheme should not exceed the rate of interest levied by Financial Institutions on the sanctioned and disbursed term loan to the unit.

Since, the captioned unit’s line of activity is only “Dyeing and Printing”, but not the eligible composite activities such as i.e. “Spinning and

weaving/Knitting/Dyeing/Garmenting” or “Spinning” alone to become eligible for reimbursement of Interest Subsidy.

Hence, the proposed line of activity “Dyeing and Printing” of the Captioned textile industry, is not eligible for Interest Subsidy reimbursement under T-IDEA Scheme 2014.

But, it is a fact that the following Government’s are providing reimbursement of

:: 40 ::

Interest Subsidy:

Government of Andhra Pradesh is offering ‘8%’ for weaving (with or without preparatory) Dyeing & Processing, Knitting, Garment/Made-ups Machine Carpeting, Machine Embroidery, technical textiles and any other activities/process like crimping, texturizing, twisting, winding, sizing etc. in Textiles & Apparel Policy 2015-20 issued vide G.O. Ms. No. 32, Industries & Commerce (IP & INF) Department, Dated: 29/04/2015.

Government of Maharashtravideresolution No. 2012/CR/257/Tex-2, Dt. 21/02/2014 is offering Interest Subvention of 7% for Spinning Mill, Garmenting, Ginning, Pressing and Processing and offering 6% to technical textile units and composite units (Ginning,

Spinning, Weaving and Processing) and also offering 5% to all other textile units.

In respect of the request made by M/s. Salguti Industries Ltd., to consider the line of activity “Weaving” alone for sanction of reimbursement of Interest Subsidy was submitted to Government for taking necessary action vide this Office Lr. No. 30/1/2016/29218, Dt. 23-11-2016 for issue suitable orders in the

matter, which are still awaited.

In view of the receipt of the various representations from the Textile Industries which are not engaged in composite activity but in the activities like “weaving, dyeing etc.,” to extend the reimbursement of interest subsidy under T-IDEA scheme and as per para 28.0 of T-IDEA Scheme Operational guidelines any such matters which is outside the scope of SLC in regard to implementation of the Scheme such matters shall be referred to the Government, hence the matter was placed before SLC for taking a

view before referring the matter to the Government.

AC Sheets Shed constructed with plinth area of 8000 Sft. Further, the GM has informed that, the unit is running in the name of M/s. V.K. Plastics engaged in the activity “HDPE Pipes”. It is observed that the purchaser has not acquired machinery of the M/s. Meenu Plast Pvt. Ltd. and the machinery is not available in the premises also.

Now, the applicant while enclosing the copies Power Bills for the period from April 2010 to June 2016, Copy of Sale Deed requested to release the interest subsidy since the unit is in operation for a period (6) years from DCP (DCP of the unit is 16-03-2010).

As per operational guidelines at para no. 24.3 &24.10 which says that

24.3. In respect of State Level Committee sanction the General Managers after receipt of individua proceedings preceded by consolidated proceedings shall obtain an agreement bond in prescribed pro-forma, advanced stamped receipt and assignment letter and forward the same in original to the Commissioner of industries after satisfying himself on the physical verification that the Enterprise / Industry is working continuously, the assets are intact and there is no change in the management, no change of financial institution and also the Enterprise/ Industry complying with the conditions, if any, imposed in the consolidated proceedings.

24.10. Wherever the General Manager, DICs finds an industrial enterprise sick, closed, change of management taken place, change of financial institution etc. or for any other reason not worthy of receiving subsidy till further examination, the Commissioner of Industries shall not disburse the subsidy to such Enterprise /industry on

2. “ TheSLC in its 11th meeting held on 31-08-2016 has decided to refer the similar requests of M/s. Y.S. Air Products Pvt. Ltd., Medak District and M/s. Shiva Oxygen, Medak District to the Govt. for orders on whether to release the subsidies or not orders on which is awaited from Govt.”

Therefore, the issue is placed before the State Level Committee (SLC) for taking a view/decision whether to release the subsidy or to refer the case to Govt. SLC may take a view.

Nalgonda for sanction of Investment Subsidy under T-PRIDE Scheme under PHC Category for an amount of Rs. 7,42,350/- under Service Sector In this regard, it is to submit that the unit holder has purchased a Harvester availed Term Loan from Kotak Mahindra Bank Ltd., with his wife Smt. Gogula Padma as Co-Borrower who is not physically handicapped person and applied for Investment Subsidy.

It is further, submitted that there are no specific guidelines that co-borrower also to be PHC Person in order to avail the incentives under PHC Category, however, as per the instructions, issued vide this office Memo No. 39/1/2016/30350/30350/FD, D t: 24/10/2016, the applications under SC/ST Category who obtained loan from Bank with another non SC & ST person as Co-Borrower are being rejected for sanction of investment Subsidy under T-PRIDE Scheme.

The SLC may take a view on whether to consider the claim or not.

Further, SLC advised the Member Convener to keep the sanction of Incentives to the captioned unit in abeyance till receipt of the clarification from SLBC on the rights/ownership of the Co-Borrower of the unit. Further, the SLC noted the clarification furnished by the SLBC in respect of a unit owned by Mr.Gogula Venkanna, a PHC Candidate with his wife as Co-Borrower ( a non PHC candidate) to the Loan account of the Enterprise and decided to address a letter to Govt. seeking Clarification on the eligibility of Inventives to

the Enterprise under T-PRIDE Scheme.

6 18/09/2019 Sanction of Incentives under IIDF Scheme to M/s. Dartynes Power PrivateLimited, Sy.No. 35 & 44, Marapaka (V), Nidamanur(M), Nalgonda District

The General

Manager, District Industries Centre, Nalgonda has submitted the proposal of M/s. Dartynes Power PrivateLimited, Nalgonda District. for sanction of incentives under IIDF Scheme under IIPP 2010-

15 towards extension of Power Supply to the doorstep of the unit. The project cost of the unit is Rs 514.98 lakhs out of which cost of Plant & Machinery is Rs. 495.00 lakhs. It is a standalone unit and there is no Industrial Estate / Industrial Development Area within 10 KMs from the unit’s site. The line of activity of the unit is ‘Solar Power

Generation” with the installed capacity of 1MW power plants. The line of activity is not covered under ineligible industries list as per G.O. Ms. No.61 Industries and Commerce (IP) Department, dated.29-06-2010.

The unit holder belongs to SC

As per the decision of the SLC in its 51st meeting held on 18-09-2019, the issue has been recommended to the Government with a request to issue suitable orders on the request of of M/s. Dartynes Power Private Limited, Nalgonda District for

sanction of incentives for an amount of Rs. 26,79,964/-under IIDF Scheme towards the expenditure incurred for evacuation of power.

community (Mala) and he has made an application for sanction of incentives under IIDF Scheme towards extension of Power Supply up to the door step of the unit. He has requested for sanction of amount which was incurred for the extension of power supply only i.e., Rs. 53,59,928/- which is less than 15% of eligible fixed capital investment. The unit has submitted a declaration stating that they have not availed any assistance from Government earlier for the above infrastructure to be developed.

While

enclosing all the documents, the GM, DIC, Nalgonda has recommended the unit for sanction of Rs.26,79,964/- i.e., 50% of 53,59,928/- under IIPP 2010-15. The unit was financed by IFCI venture capital funds limited, New Delhi-19 and the financing institution has certified the cost of machinery as Rs. 495.00 lakhs.

As per the guidelines of IIDF scheme under IIPP 2010-15, ‘Infrastructure like roads, power and water will be provided at door step of the industry for standalone enterprises / industries by contributing 50% of the cost of infrastructure from IIDF with a ceiling of Rs.1.00 Crores, subject to (a) the location should be beyond 10 KMs from the existing Industrial Estate / IDA / IPs having vacant land / shed for allotment and (b) cost of the infrastructure limited to 15% of the eligible fixed capital investment made in the industry.’

The estimate was calculated for evacuation arrangements of power line 33/11KVA HT line from proposed 1.0 MW solar power Project i.e., M/s. Dartaynes Power Private Limited at

Marapak (V)Nidamnur (M), Miryalaguda Division Nalgonda Circle to 33/11 KVA Halia substation.

Accordingly SE, TSSPDCL has approved the estimates for Rs.53,59,928/-. The details are as follows.

i) Erection of 33 KV

line with 100 Sqmm AAA conductor over 12.0 Mtrs PSCC poles for distance of 4.2 Kms. with average span of 60 Mtrs.

ii) Erection of 33KV

by extension with 1 No. VCB, with CTS and control panel at 33/11 KVSS Halia Sub-station.

iii) Erection of 33 HT

terminal and metering arrangements at generator premises.

iv) Erection Main,

check & standby meeting equipment at 33/11KVA Halia Substation with meeting CT ratio burden of 5 VA of 0.2S class and PT ratio burden of 10 VA with 0.2 class accuracy.

But this plant

requires low power tension lines for activating the solar power plant initially and later on, they do not receive any power, which is self generated.

As per the

guidelines, the State Government will provide Financial assistance as a grant to the New Industrial Enterprises for the development of following infrastructure facilities at door step of standalone industry.

b) Electricity –power connection

c) Laying of drainage line from the Enterprises/Industry/Industrial Estate to the existing Point or to the natural drainage point:

Whereas, in the instant case the CGM, TSSPDCL has approved evacuation arrangements of power line 33/11KVA HT line from proposed 1.0 MW solar power Project i.e M/s. Dartaynes Power Private Limited at Marapak (V)Nidamnur (M), Miryalaguda Division Nalgonda Circle to 33/11 KVA Halia substation grid. Hence, the proposal of M/s. Dartynes Power Private Limited, Sy.No. 35&44, Marapaka(V), Nidamanur(M), Nalgonda District has be placed before the ensuing SLC / SVC held on 24-05-2019 to take a view on eligibility and sanction of Rs.26,79,964/- under IIDF Scheme towards extension of 33/11 KVA HT lines Power Supply from doorstep of the unit to Halia substation Nalgonda Circle in terms of point (e) 7.1.9 of G.O.Ms.No.78 Inds & Comm (IP&INF), Department, dated.09-05-2015 under T-PRIDE Scheme.

The SLC has noted the decision taken by SVC to refer the issue of M/s. Dartynes Power Private Limited, Sy. No.35 & 44, Marapaka (V), Nidamanur (M), Nalgonda District to the line department i.e., TSSPDCL to clarify whether the expenditure incurred for laying of 33/11 KVA HT lines for evacuation of Power from the unit to Halia substation Nalgonda Circle is to be considered as expenditure essentially required for extending new Power connection to the captioned unit.” As such, this office has addressed a letter to TSSPDCL on 04-06-2019 to issue clarification on the above matter.

the Chief General Manager, TSSPDCL vide his letter dated.19-07-2019 informed that the following. i) The incentives

proposed in IIDF (Industrial Infrastructure Development Fund) towards extension of power supply upto the doorstep of the unit applicable for Industrial consumers for

solar power developer and has commissioned the 1 MW Solar Plant on 17-11-2016 and has the inter connection point at 33 KV side of 33/11/KV pulimamidi Sub-station in Nalgonda.

developer has been selected in competitive bidding, 2012 and as per the Article 3.1 of PPA, the

Developer has to bear the expenditure of the inter connection facilities as per the sanctioned estimate.

iv) The solar

developer has to incur the expenditure for laying of evacuation line from solar plant to the Sub-Station of DISCOM.

In view of the above, the proposal of M/s. Dartynes Power Private Limited, Nalgonda District may be once again placed before State Level Committee / Scrutiny Verification Committee along with the remarks offered by the TSSPDCL at point No.(ii) & (iii) above, to take a decision on eligibility and sanction under IIDF Scheme.
