MINUTES OF THE 217th MEETING OF THE STATE LEVEL EXPERT APPRAISAL COMMITTEE HELD ON 03/12/2014 AT COMMITTEE ROOM,

The 217th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 3rd December, 2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

Of the total 484 mining projects taken up in the meeting, 1 case was for appraisal on individual basis, 12 cases were for First Hearing and 471 cases were the applications received through the Office of the Geology and Mining Commissioner, Gandhinagar, along with the project information in Performa endorsed by the concerned district Geologist / Asst. Geologists.
APPRAISAL CASE:
[1] Mahendrasinh Jorubha Parmar, Bhogavo River Bed,Tal: Muli, Dist: Surendranagar
It is a sand extraction project having lease area of 02-00-00 Hectares in Bhogavo river bed. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.
Earlier, during the meeting held on 24/06/2013, the project was categorized as B2 and certain additional information was sought for appraisal of the project. Then after, the project proponent submitted the said additional information to the committee.
The project proponent did not bring presentation on TOR compliance with him in the meeting. Hence, the committee decided to call him again for appraisal of the project in one of the upcoming meetings of SEAC.

The project proponent (same for all above) attneded the meeting but as he did not come prepared along with the details, it was decided to call him again for consideration of above cases in one of the upcoming meetings of SEAC.
[8] M/s. Visavada Bauxite Mine (20.23.42 Ha), S.N.731 Paiky, Vill: Visavada, Tal. Porbandar, Dist. Porbandar.
It is a bauxite mining project with lease area of 20.2342 Ha. and located at S. No. 731 Paiky, Village – Visavada, Taluka & District – Porbandar (Gujarat). Proposed production is 1,00,000 TPA of Bauxite. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.
The technical presentation of the project included introduction & background of the company, site location, google image of site & surrounding, site photographs, details of lease, land use of lease area, reserve, production & life of mine, quantity of OB & waste, year wise backfilling and plantation, mining method, electricity & fuel, working depth and ground water, water requirement, important features surrounding the mine, proposed TOR etc.
After deliberation on various aspects of the project, following additional TOR was prescribed for the EIA study to be done considering 10 Km radius from the periphery of the mine lease area.
1. Project site specific details such as distance of the project site from the nearest (1) Village (2) Water Body : River / Creek / Nallah / Lake / Pond / Reservoir / Canal (3) National Highway (4) State Highway (5) Railway line (6) Heritage site (7) National Park / Wild Life Sanctuary / Reserve Forest / Protected Forest shall be included in the rapid EIA report to be prepared covering one season (other than monsoon) data. A map indicating the aerial distance of the lease area from these entities.
2. Copies of all requisite permissions including permissions from District Collector, Commissioner of Geology & Mining, Indian Bureau of Mines, GPCB etc. to be incorporated.
3. Land use plan of the mine lease area should be prepared to encompass pre-operational, operational and post operational phases.
4. Land use of the study area delineating forest area, agricultural area, waste land, grazing land, human settlements, water bodies etc. based on satellite imagery.
5. Approved mining plan including progressive mine closure plan shall be provided with EIA report. Letter of approval of IBM shall also be incorporated.
6. Details of peripheral drains to arrest the inflow of surface runoff in the quarry area and garland drains for arresting run off from the overburden / reject dumps. Specific measures to ensure

that contaminated runoff from mine terrain will not lead to the rivers / natural drains / adjoining farms, in any case.
7. Air quality modeling should be carried out for prediction of impact of the project on the air quality of the area. It should also take in to account the impact of movement of vehicles for transportation of mineral. The details of the model used and the input parameters used for modeling should be provided. The air quality contours may be shown on the location map clearly indicating the location of site, location of sensitive receptors, if any, and habitation.
8. Impacts of blasting with respect to noise, vibration, fly rock and air pollution on the receptors including the habitation and measures to reduce impacts of blasting.
9. Significance of dust fall and details of mitigation measures for SPM control at mine site. 10. Impact due to fugitive emissions including that because of transportation activities and the
mitigation measures thereof need to be elaborated. 11. Impact on local transport infrastructure due to the project. Projected increase in truck traffic
as a result of the project in the present road network and whether it is capable of handling the increased load. Arrangement for improving the infrastructure like road etc. if any should be covered.
12. Dust suppression measures & control measures at worker level & proposed PPE to workers. 13. Detailed overburden and mine rejects management plan. 14. Detailed write up and drawing of mine closure plan. Water reservoirs to be constructed after
closure of mine should be in proper shape and having proper fencing. 15. Details on back filling system of the exhausted mine. Details on compaction of back filling
layer. 16. The reclamation plan, post mine land use and progressive green belt development plan
along with year wise financial outlay shall be included. 17. The water requirement for the project along with the source and availability as well as
necessary permissions from the competent authority for drawl of groundwater, if any. 18. Details of the water conservation measures proposed to be adopted in the project should be
highlighted. 19. Information on site elevation, working depth, ground water table should be provided. Based
on actual monitored data, it may clearly be shown whether working will intersect ground water. In case of intersection of ground water with working level, a detailed hydro geological study should be undertaken and report should be furnished.
20. Check list of flora and fauna in the study area and impacts of the project on the same along with mitigation measures.
21. Occupational health impact of the project especially during manual operations in the work area and the mitigation measures proposed along with the commitment of the project proponent for implementation of the mitigation measures.
22. Details of preventive measures to be taken for non occurrence of any fatal or non fatal accidents.
23. Plan for periodic medical examination of the mine workers. 24. Details of the basic amenities, infrastructure facilities, PPEs etc. to be provided to the mine
workers. 25. Detailed Mitigation Plan and the Environmental Management Plan with respect to all likely
impacts of the project activities. Total capital cost and recurring cost/annum earmarked for environment pollution control measures.

26. An action plan showing list of the activities along with the fund allocation shall be submitted based on the socio-economic profile of the surrounding villages and need base field assessment.
27. Details regarding existing green belt development activity carried out during past years. A detailed future greenbelt development plan including type of species, number of trees, budgetary allocation, etc.
28. Details of fencing, tree plantation done in the existing mined area. 29. The questionnaire for environmental appraisal of mining projects as devised earlier by the
Ministry of the Environment, Forest and Climate Change should be filled in and submitted. 30. Any litigation pending against the project and / or any direction / order passed by any Court
of Law against the project, if so, details thereof. 31. A tabular chart for the issues raised and addressed during public hearing/consultation should
be provided. 32. (a) Does the company have a well laid down Environment Policy approved by its Board of
Directors? If so, it may be detailed in the EIA report. (b). Does the Environment Policy prescribe for standard operating process / procedures to bring into focus any infringement / deviation / violation of the environmental or forest norms / conditions ? If so, it may be detailed in the EIA.
33. What is the hierarchical system or administrative order of the company to deal with the environmental issues and for ensuring compliance with the EC conditions. Details of this system may be given.
34. Does the company have a system of reporting of non compliances / violations of environmental norms to the Board of Directors of the company and / or shareholders or stakeholders at large? This reporting mechanism should be detailed in the EIA Report.
35. Certificate of accreditation issued by the NABET, QCI to the environmental consultant should be incorporated in the EIA Report.
The draft EIA report also covering the above TOR shall be prepared and submitted to the GPCB for conducting the public hearing / consultation process as per the provisions of the EIA Notification, 2006. The project shall be appraised on receipt of the final EIA report.
[9] M/s. Habardi Bauxite Mine (07.08.20 Ha), S.No. 202, Vill. Habardi, Tal. Kalyanpur, Dist. Jamnagar
The project proponent has applied for their bauxite mine located at Survey No. 202, near Village: Harbadi, Taluka: Kalyanpur, District: Jamnagar in Jamnagar. The mine lease area is 07.08.20 Ha and proposed rate of mining is 1,00,000 TPA of Bauxite. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.
The technical presentation of the project included introduction & backgroung of the company, site location, google image of site & surrounding, site photographs, details of lease, land use of lease area, reserve, production & life of mine, quantity of OB & waste, year wise backfilling and plantation, mining method, electricity & fuel, working depth and ground water, water requirement, important features surrounding the mine, etc.
After detailed deliberation, considering the scale of project, it was categorized as B2 and following additional information was sought for appriasal of the project.

4. Approved mining plan including progressive mine closure plan. 5. Details of peripheral drains to arrest the inflow of surface runoff in the quarry area and garland
drains for arresting run off from the overburden / reject dumps. Specific measures to ensure that contaminated runoff from mine terrain will not lead to the rivers / natural drains / adjoining farms, in any case.
6. Technical justification for no requirement of blasting. Notarized undertaking stating that no blasting shall be carried out.

The mine lease area is 12.14.05 Ha and proposed rate of mining is 100000 TPA of Bauxite. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.

The project proponent has applied for their bauxite mine located at Survey No. 444, Village: Tukda, Taluka: Kalyanpur, District: Jamnagar in Jamnagar. The mine lease area is 05.66.26 Ha and proposed rate of mining is 36800 TPA of Bauxite. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.

[12] M/s. Khakarda Bauxite Mine (34.80 Ha), S.N.768/1, Vill. Khakharda, Tal. Kalyanpur, Dist. Jamnagar
The project proponent has applied for their bauxite mine located at Survey No. 768/1, Village: Khakharda, Taluka: Kalyanpur, District: Jamnagar. The mine lease area is 34-80-00 Ha and proposed rate of mining is 1,00,000 TPA. The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.
The technical presentation of the project included introduction & background of the company, site location, google image of site & surrounding, site photographs, details of lease, land use of lease area, reserve, production & life of mine, quantity of OB & waste, year wise backfilling and plantation, mining method, electricity & fuel, working depth and ground water, water requirement, important features surrounding the mine, proposed TOR etc.
During the meeting, the committee noticed that a natual pond exists within the lease area itself and morevoer a railway line is passing through the lease area. The committee took note that as per the mining regulations, the lessee shall not carry on or allow to be carried on any quarry

operations at any point within a distance of fifty meters, if no blasting is involved and at any point a distance of 200 m if blasting is involved, from the boundary of any railway line or reservoir.
The committee concerned about impacts of mining on the pond and railway line, which already exist within the lease area itself. Considering the likely impacts of mining on pond and railway line, the committee felt that the project cannot be considered in present form and advised the project proponent to surrender the area of pond and railway track along with surrounding restricted / safety zone from the lease area. After deliberations, it was unanimously decided to consider the case only after satisfactory submission of following :
1. Revised proposal and mining plan after surrending area of pond and railway track along with surrounding restricted / safety zone from the lease area.
[13] Aro Chem Industries (40-00-00 Ha), Khasra No. 295/P, Vill. Patana, Tal. Vallabhipur, Dist. Bhavnagar.
The project proponent has applied for their Dolomite (White Chalk) mine located at Khasara No. 295/P, Village: Patana, Taluka: Vallabhipur, District: Bhavnagar in Bhavnagar. The mine lease area is 40-00-00 Ha and proposed rate of mining is 38250 TPA of Dolomite (White Chalk). The proposal falls in project / activity no. 1(a) of the Schedule of the EIA Notification, 2006 and as the lease area is less than 50 Hectares, it falls under category B.
The technical presentation of the project included introduction & backgroung of the company, site location, google image of site & surrounding, site photographs, details of lease, land use of lease area, reserve, production & life of mine, quantity of OB & waste, year wise backfilling and plantation, mining method, electricity & fuel, working depth and ground water, water requirement, important features surrounding the mine, proposed TOR etc.
After deliberation on various aspects of the project, following additional TOR was prescribed for the EIA study to be done considering 10 Km radius from the periphery of the mine lease area.
1. Project site specific details such as distance of the project site from the nearest (1) Village (2) Water Body : River / Creek / Nallah / Lake / Pond / Reservoir / Canal (3) National Highway (4) State Highway (5) Railway line (6) Heritage site (7) National Park / Wild Life Sanctuary / Reserve Forest / Protected Forest shall be included in the rapid EIA report to be prepared covering one season (other than monsoon) data. A map indicating the aerial distance of the lease area from these entities.
2. Photograph of the temple that already exists in the lease area. Details on its visitors and it's importance from religious angle. Details on provision to protect approach to the temple and also to leave margin area around the temple as per the prevailing rules and regulations.
3. Copies of all requisite permissions including permissions from District Collector, Commissioner of Geology & Mining, Indian Bureau of Mines, GPCB etc. to be incorporated.
4. Land use plan of the mine lease area should be prepared to encompass pre-operational, operational and post operational phases.
5. Land use of the study area delineating forest area, agricultural area, waste land, grazing land, human settlements, water bodies etc. based on satellite imagery.
6. Approved mining plan including progressive mine closure plan shall be provided with EIA report. Letter of approval of IBM shall also be incorporated.

7. Details of peripheral drains to arrest the inflow of surface runoff in the quarry area and garland drains for arresting run off from the overburden / reject dumps. Specific measures to ensure that contaminated runoff from mine terrain will not lead to the rivers / natural drains / adjoining farms, in any case.
8. Air quality modeling should be carried out for prediction of impact of the project on the air quality of the area. It should also take in to account the impact of movement of vehicles for transportation of mineral. The details of the model used and the input parameters used for modeling should be provided. The air quality contours may be shown on the location map clearly indicating the location of site, location of sensitive receptors, if any, and habitation.
9. Notarized undertaking on 100 Rs. stamp paper stating that no drilling and blasting activities shall be carried out in the project.
10. Significance of dust fall and details of mitigation measures for SPM control at mine site. 11. Impact due to fugitive emissions including that because of transportation activities and the
mitigation measures thereof need to be elaborated. 12. Impact on local transport infrastructure due to the project. Projected increase in truck traffic
as a result of the project in the present road network and whether it is capable of handling the increased load. Arrangement for improving the infrastructure like road etc. if any should be covered.
13. Dust suppression measures & control measures at worker level & proposed PPE to workers. 14. Detailed overburden and mine rejects management plan. 15. Detailed write up and drawing of mine closure plan. Water reservoirs to be constructed after
closure of mine should be in proper shape and having proper fencing. 16. Details on back filling system of the exhausted mine. Details on compaction of back filling
layer. 17. The reclamation plan, post mine land use and progressive green belt development plan
along with year wise financial outlay shall be included. 18. The water requirement for the project along with the source and availability as well as
necessary permissions from the competent authority for drawl of groundwater, if any. 19. Details of the water conservation measures proposed to be adopted in the project should be
highlighted. 20. Information on site elevation, working depth, ground water table should be provided. Based
on actual monitored data, it may clearly be shown whether working will intersect ground water. In case of intersection of ground water with working level, a detailed hydro geological study should be undertaken and report should be furnished.
21. Check list of flora and fauna in the study area and impacts of the project on the same along with mitigation measures.
22. Occupational health impact of the project especially during manual operations in the work area and the mitigation measures proposed along with the commitment of the project proponent for implementation of the mitigation measures.
23. Details of preventive measures to be taken for non occurrence of any fatal or non fatal accidents.
24. Plan for periodic medical examination of the mine workers. 25. Details of the basic amenities, infrastructure facilities, PPEs etc. to be provided to the mine
workers.

26. Detailed Mitigation Plan and the Environmental Management Plan with respect to all likely impacts of the project activities. Total capital cost and recurring cost/annum earmarked for environment pollution control measures.
27. An action plan showing list of the activities along with the fund allocation shall be submitted based on the socio-economic profile of the surrounding villages and need base field assessment.
28. Details regarding existing green belt development activity carried out during past years. The project proponent to submit the photographs of existing plantation in and around the lease area.

The draft EIA report also covering the above TOR shall be prepared and submitted to the GPCB for conducting the public hearing / consultation process as per the provisions of the EIA Notification, 2006. The project shall be appraised on receipt of the final EIA report.
PROPOSALS RECEIVED FROM THE OFFICE OF C.G.M., GANDHINAGAR:
Total 471 proposals received from the Office of the Commissioner, Geology and Mining, Gandhinagar, were considered in the meeting. Of this, 124 proposals (sand mining- 113 + ordinary building stone - 11) were from Banaskantha district, 54 proposals (sand mining- 9 + Basalt mining- 45) were from Kheda district, 23 proposals (all sand mining) were from Chhota Udepur district, 18 proposals (all Basalt mining) were from Amreli district, 44 proposals (sand mining- 15 + Basalt mining- 28 + ordinary soil mining -1) were from Rajkot district, 12 proposals (sand mining- 3 + Basalt mining- 5 + buiding limestone mining – 4) were from Jamnagar district,

63 proposals (building limestone - 58 + Basalt mining- 4 + limestone - 1) were from Gir-somnath district, 39 proposals (sand mining- 10 + building limestone – 15 + Basalt mining- 14) were from Junagadh district, 15 proposals (sand mining- 8 + Basalt mining- 7) were from Botad district, 11 proposals (all sand mining) were from Mehsana district, 59 proposals (all sand mining) were from Gandhinagar district and 9 proposals (sand mining- 1 + carbonaceus shale - 8) belonged to Surendranagar district.
Cases of minor mineral mining projects, which have been received by the Committee through the Office of the Mining Commissioner, Gandhinagar, along with the information in Performa endorsed by the district Geologist / Asst. Geologists, were taken up in the meeting. Considering the scale of individual projects and the stay put by Hon’ble NGT on effect and operation of MoEF’s office memorandum dated 24/12/2013, all the cases except two balsalt mining proposals in Kheda district were categorized as B2 and appraised individually based on the information furnished in the Form-1 and performa endorsed by the district Geologist / Asst. Geologists.

Shri U. K. Singh, Assistant Geologist, District Banaskantha presented that sand excavation will be done only from dry river bed and instream mining is not practiced in the above lease areas. It was also presented that no any bridge pier / intake well / irrigation structure exists within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of each of the cases, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance.

Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. None of the proposal involves intersection of ground water table. No wastewater generation is envisaged from mining activities. Domestic wastewater will be disposed off through septic tank – soak pit. Arrangement will be done to prevent contamination of surface runoff. Proposed air pollution control measures include use of only controlled blasting, water sprinkling on haul roads, tree plantation in periphery and road sides, etc. It is proposed to convert mined out pits into water reservoirs. During the meeting, considering the proposed mitigation measures, the committee decided to recommend the above projects for grant environmental clearance.

During the meeting, Shri R. B. Dhruv informed that M/s. J. J. Patel Infrastructural and Engineering Pvt. Ltd. was allotted seven quarry leases and the amalgamation for these leases has been done vide Order No. AGK/QL/EKTRIKARAN/227 dtd. 05/02/2014 for total area of 39.86.79 Ha. As lease areas of M/s. Apollo Aggragates at Sr. No. 34 (16-28-99 Ha) and M/s. Infrastructural and Engineering Pvt. Ltd. at Sr. No. 28 (39.86.79 Ha) in table above are > 10 Ha and mining operations involve blasting; the committee decided to categorize these projects as B1 and invite the project proponents in one of the upcoming meetings of the SEAC for scoping.
After deliberations on various aspects, considering the proposed mitigation measures, the committee unanimously decided to recommend rest of all the above cases (i.e. except the cases at Sr. No. 28 & 34 in table above) for grant of environmental clearance.

He represented that no any bridge piers / intake wells exist within 500 m distance from boundary of lease areas in dry riverbed, at least 10 m setback distance will be left and sand removal will be done up to 3 m depth or water level, whichever is less. Shri Dhruv was asked to submit written confirmation on which of the above lease areas are in dry river bed and which are under the water. After discussion, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend the lease areas in dry riverbed for grant of environmental clearance. It was decided to close file of the lease areas which are under water and it was decided to reopen these cases upon submission of a detailed study report of the river to the committee.

Shri K. N. Mahavadia, Geologist, District Rajkot presented that sand excavation will be done only from dry river bed. He informed that instream type of mining is not practiced in the above lease areas. It was claimed that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of each of the cases, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance.

All the above proposals involve open cast mechanized mining involving drilling, blasting, sizing of mineral, etc. Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. None of the proposal involves intersection of ground water table. No wastewater generation is envisaged from mining activities. Domestic wastewater will be disposed off through septic tank – soak pit. Arrangement will be done to prevent contamination of surface runoff. Proposed air pollution control measures include use of only controlled blasting, water sprinkling on haul roads, tree plantation in periphery and road sides, etc. It is proposed to convert mined out pits into water reservoirs.
During the meeting, the committee observed that Gurukrupa Metals at Sr. No. 12 and Ranabhai Vejabhai Kuchhadiya at Sr. No. 18 in table above have proposed for basalt removal from riverbed itself. Considering the impacts of mining activities on morphology of riverbed, the committee unanimously decided to recommned the authority to reject these two proposals. After deliberations, considering the proposed mitigation measures, the committee unanimously decided to recommend rest of all the cases (i.e. except cases at Sr. No. 12 & 18 in table above) for grant of environmental clearance.

Village Chaparajpur is located at a distance of 1.55 km and Jetput is located at a distance of 3.5 km from the lease area. Ordinary soil is available upto the depth of 1 m. The lease area belongs to Government waste land. Sand excavation will be done up to maximum 1 m depth and mined out pit will be converted to water reservoir. Transportation of soil by covered trucks, construcion of well compacted haul road, regular water sprinkling on roads, plantation along haul road and periphery, etc. are proposed as air pollution control measures. Shri Jignesh Dave, Geological Assistant who remained present during the meeting on behalf of Shri B. M. Jalondhara Geologist, District Junagadh and Gir somnath represented that sand excavation will be done only from dry river bed. He also informed that instream (flowing water) type of mining is not practiced in the above lease areas. It was represented that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of each of the cases, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance.

The above mentioned lease areas are situated beyond 500 m distance from the nearest villages. Method of basalt removal involves drilling, blasting, sizing of mineral, etc. Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. Shri A.B.Ojha, Assistant Geologist, District Gandhinagar and Ahmedabad presented that Sabarmati and Meswo rivers remains dry except in monsoon. He also informed the committee that sand excavation will be done from dry river bed and no instream type of mininig will be practiced. He claimed that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of each of the cases, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance.

During the meeting, the committee noticed that the above lease areas are situated beyond 500 m distance from the nearest village / habitation. Blasting is not required for removal of carbonaceous shale. None of the above projects involve intersection of ground water table. It was presented that water sprinkling at vulnerable places and plantation along the the periphery and haul roads will be done for control of fugitive emission. During the meeting, considering the proposed mitigation measures, the committee decided to recommend the above projects for grant of environmental clearance.
