Opening Remarks
The Chairman welcomed Members to the twentieth meeting of the
Consultation Panel (CP). He also welcomed representatives of the West Kowloon
Cultural District Authority (WKCDA/ the Authority), Home Affairs Bureau and
representatives of programme partners Ms Helen FAN, Ms Iman MOK and Ms
Wendy TSANG to the meeting.

Agenda Item (1) Confirmation of the Minutes of the 19th Consultation Panel
Meeting
2. The Chairman said that the Secretariat had not received any proposed
amendment to the minutes. Members had no other comments and the minutes of
the nineteenth meeting were confirmed.
Agenda Item (3) Progress Report of the Working Group on Youth and
Community Engagement (a presentation)
3. The Chairman proposed to proceed to agenda item 3 as Ms Yolanda NG
would leave the meeting early due to prior engagement.
4. The Chairman appreciated the effort made by the Working Group and
Members on the community engagement project. The Authority had confirmed the
event dates with the three District Councils (DCs) further to the last meeting.
5. Ms WONG Sau-ying reported that the Working Group was set up by CP
to take youth and community engagement further. WKCDA would co-organise
three pilot programmes with Yau Tsim Mong DC, Wan Chai DC and Kwai Tsing DC,
and each DC would select an NGO or arts group to be the programme partner.

Wan Chai DC and Hong Kong Youth Arts Foundation (HKYAF)
The event would be held on 19 March 2017 from 12:00p.m to 6:00p.m. with the
theme “Experience Wan Chai @ West Kowloon”.
6. Ms Yolanda NG indicated that the progamme aimed to highlight the
cultural experience of Wan Chai by bringing some regular activities and local groups
to the West Kowloon Cultural District (WKCD). Cultural organisations and local
community groups would be engaged to perform and launch workshop at the event

under HKYAF’s coordination.
7. Ms Wendy TSANG of HKYAF presented the programme details to
Members. The Nursery Park would be divided into four parts. Firstly, a stage for
performances and food stalls would be set up in the Central Lawn. Secondly,
cultural experience sessions including storytelling would take place on the South
Lawn. Thirdly, the Big Circle would be turned into a nostalgic photo area with
photographs and illustrations of landmark in Wan Chai. Lastly, the Sunset Lawn
would be a venue for interactive and performing arts. Free coach services would
be arranged between Wan Chai and WKCD on the event day. Marketing collateral,
admission ticket and invitation would be sent out to promote the event. Concrete
details would be developed in the next few months.

8. The Chairman enquired as to the expected number of participants and the
past experience in organising similar activities in Wan Chai.
9. Ms Wendy TSANG responded that the target was to attract as many
participants as possible and the coverages from social media and the press, together
with the HKYAF’s network would help to secure a satisfactory number of
participants.
10. Ms Yolanda NG supplemented that Wan Chai DC had not organised such
a large scale event, but was confident to manage this one well given its past
experience of hosting similar carnival-like events attended by several thousand
people. HKYAF would further liaise with Wan Chai DC and WKCDA on the
expected number of participants.
11. Mr Duncan PESCOD added that the maximum capacity of the Nursery
Park would be 10,000 at any one time.
12. The Chairman asked if this would be an occasion to promote the WKCD
project. Hon Ronald ARCULLI concurred and suggested that the opportunity

should be taken to introduce the WKCD and its facilities to participants of the events.
13. Ms Yolanda NG suggested that a WKCD experience corner with
standardised promotional materials could be established for the three pilot
programmes, and also future collaborations with other DCs.
14. Mr Duncan PESCOD mentioned that WKCDA had a similar set up for
Freespace Happening. Materials such as video and display panels would be
available for the events.
15. Hon Ronald ARCULLI suggested to promote WKCD on the free shuttle
coach.

16. Mr Derek HUNG commented that WKCDA could take the lead in
publicising the WKCD project, while the three DCs could focus on promoting the
respective engagement event. He asked about the transportation arrangement for
the event, and the feasibility of cooking and selling food in WKCD in view of the
requirement for temporary food licence.
17. Mr Duncan PESCOD explained that the DCs were free to arrange their
own transportation and decide how the budget allocated for the event could be best
used. Food selling would be permissible on the site only if the relevant licences
were secured.
18. Mr Chris IP supplemented that Yau Tsim Mong DC would consider adding
food and beverage elements into the programme but had concern on the cost incurred.
19. The Chairman opined that the presentation outlined the framework of the
pilot programmes while event details would be further discussed between WKCDA
and the respective DC.

The event would be held on 15 January 2017 from 10:30a.m. to 5:30p.m. with the
theme “Playing Around Yau Tsim Mong Street Corners @ West Kowloon”.
20. Mr Derek HUNG introduced that a working group was established in Yau
Tsim Mong DC to coordinate this programme, and HULU was the selected
programme partner.
21. Ms Iman FOK of HULU presented the programme details to Members.
The Central Lawn would be divided into two parts: one for traditional handicraft
workshops and game booths, another for family and kids activities, such as reading
game, interactive storytelling and drama. There would be cardboard art installation
and featured product stalls in the South Lawn; an open stage for singing and dancing
performance in the Big Circle; a photo exhibition to showcase history of Yau Tsim
Mong district in the Sunset Lawn. Heritage and specialties of the district would be
highlighted.
22. The Chairman noted that the expected 7,000 participants indicated in the
presentation was within the capacity of the Nursery Park. He expressed
appreciation on the event diversity proposed by the DCs and programme partners,
but was worried about manpower requirement for the event.
23. Mr Derek HUNG agreed with the manpower issue, and would try
recruiting first aid service and civil aid service to handle the safety and crowd control.
24. The Chairman opined that the experience gained from the first pilot
programme of Yau Tsim Mong DC could help improve the upcoming events by other
DCs.
Kwai Tsing DC and Make A Difference Institute (MaDi)
The event would be held on 26 February 2017 from 12:00p.m. to 5:00p.m. with the
theme “Kwai Tsing Daily @ West Kowloon”.
25. Ms Helen FAN of MaDi introduced the proposed programme which
comprised two major parts. For the first part, two pre-event workshops would be

run between November 2016 and February 2017 to recruit participants and enrich
the event content. The second part included stories collected from “Kwai Tsing
Stories” to be published on the “Community Paper” and participants of “Flash Mob
Theatre” to perform. In addition, there would be five activities on the event day,
namely, master workshops, the sports day, the fair assembled by local communities,
an open stage for performances, and potluck stalls for complimentary food.
26. Professor Lena LEE thanked the effort made by the three DCs and the
programme partners. She recalled that the initial idea was to engage DCs, arts
groups and NGOs for an art and cultural event rather than organising a carnival.
The programmes were deemed a form of community engagement rather than art
event. She suggested that consideration should be given to how to bring the arts
back to the local communities in a sustainable manner.
27. Mr Chris IP responded that this programme was a continuation of
cooperative partnership between Yau Tsim Mong DC and HULU on a similar event
held last year. He mentioned that resources would be the main concern for local
arts groups, and this might explain why the proposals by the three DCs shared a
similar carnival-like theme. In addition, he especially thanked Mr Derek HUNG
for his liaison with HULU.
28. Hon Ronald ARCULLI echoed the view of Mr Chris IP and suggested
arranging the M+ Rover with art installation to tour to relevant districts hosting the
events as an exchange for arts and exhibition.
29. Mr Doryun CHONG responded that M+ Rover is a “travelling creative
studio” with art installations designed by young local artists and created by the artists
and participants. It takes several months to start and complete each installation at
M+ Rover, and it is not easy to have the theme frequently changed.
30. Mr Chris IP agreed that WKCDA could take the lead in publicity by
collaborating with cultural working groups of DCs, to convey the message of
sustaining local art and culture.

31. Mr Andy HO appreciated the effort made by the three DCs and the
programme partners and proposed to promote the three pilot programmes as a series.
He also suggested to consider extending the exhibition period and filming the event
and uploading the video on WKCD website as an archive.
32. The Chairman summed up the discussion and emphasised that
sustainability would be vital to the community engagement project. He suggested
the WKCDA to explore collaborating with other DCs as well upon completion of the
three pilot programmes. He agreed that M+ Rover and professional photography
and videography could be considered. He also thanked all the Members for
contributing to the programme.
33. Mr Duncan PESCOD expressed his appreciation for the diversity of these
three pilot programmes and how they showcased the cultural uniqueness of the
respective districts. He believed that there would be artistic elements drawn from
workshops and stage performances. Publicity and videography would be handled
by WKCDA to capture the moment and to encourage future collaboration with other
DCs.

Agenda Item (2) Matters Arising
Setting up of M Plus Museum Limited
34. The Chairman recapped that the CP enquired about the setting up of M
Plus Museum Limited in the last meeting. Mr Duncan PESCOD and Mr Doryun
CHONG would report under agenda item 4.

Update on the progress of the WKCD development (including hardware and
software, and the future direction of the M+ and the Performing Arts (PA) venues,
as well as major plans/events)

M+
35. Mr Duncan PESCOD updated Members that the M+ Pavilion was the first
permanent facility in WKCD to showcase the M+ collections over the next three
years before the museum opened. Members were invited to visit the first exhibition
being held on the site after the meeting.
36. By way of a PowerPoint presentation, Mr Doryun CHONG reported on
the latest development in various aspects of M+, including:
A. Exhibitions
- A simple dedication ceremony of the M+ Pavilion was held to mark
the opening of the M+ Pavilion in July 2016.
- Inaugural exhibition Tsang Kin-wah: Nothing ran from 9
September to 6 November 2016.
- The second exhibition Shifting Objectives: Design from the M+
Collection would be opened in late November, and a total of 10
exhibitions had been planned for the next three years.
B. Public Programmes
- M+ Screenings is an on-going screening programmes in a
serialised format. The third programme This is Now from 8 to 10
July 2016, and the fourth programme Home Movies from 2 to 4
December 2016 were shown at Broadway Cinematheque.
- Attracting over 40,000 participants, M+ Sigg Collection: Four
Decades of Chinese Contemporary Art were held from 23
February to 5 April 2016 at ArtisTree.
- A series of public talks M+ Matters: Confronting Activist Art
and Design from a Museological Perspective and Copies
Without Borders: Imitation As Innovation explored aspects of
curatorial, institutional, and museological interests and needs.
C. Research Programmes

- M+/Design Trust Research Fellowship Programme: Two
fellowships were awarded for 2015-16.
- Artist Research Programme and Museological Research
Programme deepened the M+ team’s know-how and expertise by
invited artists, specialists and practitioners for experience sharing.
D. Learning and Interpretation Programmes
- M+ Docent Volunteer Programme: First launched in early 2013
and the application re-opened.
- M+ Internship Programme: Oct 2016 to April 2017 (Autumn)
- M+ Summer Camp 2016: July to August 2016
- M+ Rover: March to July 2016
37. In response to the Chairman’s enquiry, Mr Duncan PESCOD explained
that the setting up of a wholly-owned subsidiary, the M Plus Museum Limited, would
facilitate a more direct and transparent arrangement on loan agreements with as well
as collaborations with other museums. Another wholly-owned subsidiary M Plus
Collections Trust would allow the collections to be held separately from the museum
and thus be protected from any potential financial problems of M Plus Museum
Limited or WKCDA.
38. Mr Duncan PESCOD added that a separate M+ Board is a practical
arrangement to run the museum. The M+ Board comprised Members from
WKCDA Board and individuals appointed by WKCDA, chaired by Hon Victor LO
Chung-wing. He mentioned that only the Executive Director was employed by
WKCDA, all other M+ employees were under direct employment of the M+ Board.
Development of hardware
39. By way of a PowerPoint presentation, Dr William CHAN provided an
overview of the WKCD development to Members and reported on the latest progress
of the design and construction works of the various facilities including the Xiqu
Centre, M+ and M+ Pavilion, Lyric Theatre Complex and Integrated Basement, the
Park, and the Public Infrastructure Works (PIW) as summarised below:

A. Xiqu Centre
- The main theatre steel structure had been lifted to its final position
in May 2016. The construction of façade and interior works
remained on schedule.
B. M+ and M+ Pavilion
- M+: Excavation and sub-structure works were underway. As the
M+ building is located immediately above the existing Airport
Express Tunnels, monitoring and mitigation measures have been
implemented to ensure the safe operation of Airport Express.
- M+ Pavilion: Opened in July 2016 and held its inaugural
exhibition in September 2016.
C. Lyric Theatre Complex (LTC) and Integrated Basement
- The installation of the piles for the LTC and Artist Square
foundations was moving ahead smoothly.
D. The Park
- The construction works had commenced in July 2016. The Park
project was targeted to be completed in stages from 2018 onwards.
E. Public Infrastructure Work (PIW)
- The PIW were underway and on schedule.
40. Dr William CHAN reported on the safety statistics and informed Members
that WKCDA has won the “Safety Performance Award” at the 15th Hong Kong
Occupational Safety & Health Award for good safety performance during the last
three years.

41. By way of a PowerPoint presentation, Mr LOW Kee-hong updated the
various aspects of PA to Members as summarised below:

A. Audience building
- Freespace Happening: Running from August 2015 to March 2016,
the first cycle of Freespace Happening had developed a platform
for artistic performance and a foundation for audience building.
Starting from September 2016 to March 2017, the new season
recorded 7,500 participants for the first session on 11 September.
- Rising Stars of Cantonese Opera II: It was held between 12 and
17 August 2016 at Ko Shan Theatre New Wing to nurture young
talents through performance and build audience of the next
generation. The cast of 14 rising stars was mentored by Mr LAW
Ka-ying.
- The Ghost Seller & His Butterflies (Version 80): An evening of
two contemporary performances: In February 2016, an
innovative double bill of genre-twisting productions - “The Ghost
Seller” by GuoGuang Opera Company from Taiwan and “His
Butterflies (Version 80)” by Utopia Cantonese Opera Workshop
were presented to foster cultural exchange. Student matinee and
a sharing session were held to gather feedbacks.
- Big Dance Pledge 2016 (Hong Kong): On 20 May 2016, WKCDA
collaborated with local partners and led around 120 participants in
Big Dance Pledge 2016 (Hong Kong) by featuring an on-site dance
on the rooftop of Project Site Office in WKCD. A converted
version called “WE Dance” was organised in Freespace Happening
to offer audience the experience of dance in an ultimate way.
B. Capacity building
- Exchange and Collaboration Programmes with The Shanghai
Center of Chinese Operas: In July 2016, WKCDA signed an
agreement with The Shanghai Center of Chinese Operas to foster
exchanges in artistic development and preparatory works for the
Xiqu Centre in WKCD.
- Xiqu Cultural Exchange Programme: In collaboration with the
Chinese Artists Association of Hong Kong, the second exchange
programme was held at Chongqing Chuan Theatre in October 2015
with 12 emerging talents to take part in a series of artistic trainings
and learning lessons.
- Producers’ Network Meeting and Forum 2016 was held in May
for producers to exchange ideas on programme content and
audience building in Chinese-speaking places. It consisted of
closed-door meetings and a public forum.

- New Works Forum had been developed since 2014 aiming to
bring artists around the world for a direct dialogue with Hong
Kong-based artists. In June 2016, Mr Hiroaki UMEDA was
invited to share his views at the “Multimedia and Dance Dialogue”.
- In August to November 2015, the inaugural International
Workshop Festival of Theatre consisting of eight experience
sharing sessions by 11 invited international theatre and
contemporary performance markers had been held.
- Overseas Exposures for local Art Group Leaders: In
collaboration with Hong Kong Arts Development Council, five
local art group leaders were provided with overseas training
opportunities and shared their learning experience with the local
arts sector at the third sharing session held on 11 April 2016.
- Cultural Leadership Summit: WKCDA supported the annual
conference organised by the Hong Kong Arts Administrators
Association with several senior executives speaking at “The Art of
Successful Collaboration” held on 31 May to 1 June 2016.
- PA Internship Programme was launched in 2014 and extended to
a six-month programme with three intakes in 2016-17.
C. Stakeholder and public engagement
- 13 official engagement meetings were held since January 2015 to
collect views from stakeholders in theatre, dance, music and xiqu
disciplines. More than 100 discussions had been held with arts
and cultural groups/institutions since 2010.
42. Mr TANG Shu-wing suggested to add “showcase our artists” in paragraph
12 of the paper following “nurture new audiences”, as well as other official document
and mission statement of the WKCDA. He considered that presenting and
promoting Hong Kong local artists should be one of the WKCDA’s objectives which
would also help building audience.
43. Mr LOW Kee-hong agreed and supplemented that the PA team would
present a live streaming performance “Antigone” on the rooftop of Project Site Office
directed by Mr TANG Shu-wing. PA team would continue to showcase the works
of Hong Kong artists with a global perspective.
