MINUTES OF 'PUBLIC EXPERIENCE SHARING' MEETING
HELD ON .31-01-2012
The meeting of Public Grievance Experience Sharing held in the conference Hall,
Hqrs. office at 2.30 PM under the chairmanship of Sh. B.K. Sahu, Insurance Commissioner.
Insurance Commissioner welcomed all the officers and expressed his honour to Sh.
B.O. Sharma, Add. Commissioner (Bft.) and Sh. a.p. Arora, Joint Director (Legal) on their
superannuation and invited them to share their experience that would be helpful to the
officers
Sh ..6.D. Shanna. Add. Commissioner (Bft.):- He stated that the prime motive of ESIC, is", - }i._ >
to provide services with courtesy and dedication. He said that achievement can be fulfilled
only when the person is generous and whole heartedly devoted towards his duty. He urged
the need to hear inner voice before talking an important decision. Insurance Commissioner
made a point that main thing is faith on oneself & knowledge to do the work.
Sh. C.P. Arora, Joint Director (Legal):- He shared his experience that there should always
be a relation of faith between IP and doctor. He was dishearted when he found that
specialists wrote patented medicines but the patients were getting substitute medicines
Instead of patented medicines in majority of cases. He shared that suit should be filed in the
appropriate cases rather filing the suit on petty : matters which can be settled
administratively Insurance Commissioner suggested to stop passing of buck and to take
SUitable decision within their delegation of power by each and every officer so that
unnecessary litigation may be avoided.
Sh. A.Chockalingam, Comm. (Rectt.):- He stated that there are number of cases in Lower
Courts, HC and Supreme Court. He pointed out to settle the cases at initial stage which may
be a great help in reduc'!9g the number of cases in courts. As far as, Act is concerned one
should take decision because lingering on the matter, will create complication. He
suggested not to pass on the buck if huge amount, is involved in revenue files.
Sh. Neeraj Sharma. Dy. Director (Med.):- He shared his experience when he worked in
Regional Office, Rajasthan. He found that there were less transactions through ECS and
counter payments were more. He had tried to help the IPs in opening of their accounts and
used tus previous background of Bank which resulted into a positive direction. He also
suggested effective way of recovery by becoming member of CIVIL so that defaulters can
be easily caught. Insurance Commissioner has asked Sh. AP. Tripathi, Joint Director (Rev.)
to examin~ the CIVIL System and if feasible, take the membership of CIVIL

$h. Rajrishi Gautam, Dv. Director (Svs.):- He appreciated IT Roll Out in ESIC. He pointed
out the different models which are working within a short time. He suggested to impart
training and employees should be motivated to do the works in system. He emphasized that
R&D should be strengthened as for requirement of system in ESIC.
Sh. A.K. Sahu, Joint Director (MSU):- H9 stated that power back up is a matter of concern.
In ERP module, leave application is okay. He informed that GPF statement will be available
to Individual very soon.
Sh. A.K. Garg. Addl. Commissioner (Svs.):- Sh. Garg informed that ERP module is
working. The spoke of ERP Shri. Arun Kumar, Add. Commissioner (Rev.) has informed that
the suggestion from the different branches were taken and those suggestion were
Incorporated in this module. Shri. Garg has given example of GPF advance for the wards of
account holder. As per Mithuswamy book the advance will be provided from GPF for the
wards of the subscriber but in system presently processing is done for only one ward where
as this should be more than one. Necessary instructions have been given to Wipro for
rectification.
Lastly, the Insurance Commissioner thanks all the speakers and the officers.
