SECTION 1 READING OF THE PRAYER Reverend Wayne Schuller of Berwick Anglican Church read the opening prayer. READING OF THE FAITH MESSAGE Mr Jim Reiher from the Casey Multifaith Network read the faith message. SECTION 2 STATEMENT OF ACKNOWLEDGEMENT The Mayor read the Statement of Acknowledgement. SECTION 3 APOLOGIES COUNCILLORS AZIZ/STAPLEDON: That the apology of Councillor Rowe be accepted.

Carried SUSPENSION OF LOCAL LAW At 6.41 p.m. COUNCILLORS MORLAND/AZIZ: That the Local Law be suspended.

Carried Cr Smith, on behalf of Council, presented a Certificate of Recognition to Nathan Sevior for his recent attainment of a Queen’s Scout award. Cr Berkelmans spoke of the recent Narre Warren Bowls Tournament and presented a Certificate of Appreciation to Council on behalf of the Casey Bowls Division for Council’s continued sponsorship of the event. Cr Kaplon asked the Mayor to lead the Council and gallery in a minute silence for the tragic passing of Casey employee Carol Friday and her son Greig. Cr Aziz spoke of the NBN roll out to the Narre Warren South area and the benefit it will bring to residents of Casey. At 6.54 p.m. the Mayor reapplied the Local Law. SECTION 10 PETITIONS AND JOINT LETTERS ITEM 1 DOG PARK Councillor Crestani tabled a Petition signed by 46 signatories. COUNCILLORS CRESTANI/KAPLON: 1. That Council accepts the petition of 46 signatures collected by Ms Angelina

Whinney-Smith. 2. That Council officers complete a feasibility study for Dog Parks in 2015/16. The

‘Dog Park Plan’ will consider benefits, risks and design of this type of park in Casey. Officers to present Council with an implementation plan including the locations (including unused existing spaces), options and costings for consideration in future budget deliberations.

3. That Ms Whinney-Smith be kept informed of the progress.

Carried ITEM 2 PLANNING PERMIT APPLICATION Councillor Crestani tabled a Petition signed by 85 signatories. COUNCILLORS CRESTANI/KAPLON: 1. That the petition be accepted and that Council consider the petition in its

COUNCILLORS BERKELMANS/SMITH: At 7.11 p.m. Councillor Crestani and Councillor Kaplon left the Council Chamber. DECLARATION OF INTEREST Prior to consideration of the Item Councillor Aziz declared a Conflict of Interest. SECTION 7 PUBLIC QUESTION TIME At 7.13 p.m. Question Time commenced. At 7.13 p.m. Councillor Aziz returned to the Council Chamber. Note: Questions are reproduced as prepared by the Questioner and no guarantee is given that

any subject matter or statement contained in the question is factually correct. Question 1 Paul Richardson ENDEAVOUR HILLS 3802 • Australia Day Activities

In regards to the Australia Day Committee and the Australian Day activities on 26 January 2016; what are the views of the City of Casey Council to allow an annual Aboriginal Display, Aboriginal Flag Raising tent (and demonstration activities of dance, body painting etc to become part of the Australia Day activities (Similar to the ICACC Committee) with persons like myself as an Aboriginal Australian participating on the Australia Day Committee and functional activities of the day?

The question was answered by the Director Community Development.

Council values the contribution of the local Aboriginal community and respects the decisions the organisations representing its members make about participation in local events. Casey’s Australia Day activities are run by community based organisations and Council does not directly manage the events. Should the organisations representing the local Aboriginal community wish to be placed in contact with the community based organisation running these events then Council officers will arrange such introductions.

• Reduction in Council Rates

Referring to Casey Council rates and the revamping of Council rates Victoria state wide re: the Herald Sun article on 27 February 2015; how does the City of Casey propose and plan to reduce council rates per household across the Casey municipality through wastage and abuse of council funds on Council administrative costs, uses for legal costs to law firms, abused overseas travel i.e. Notice of Motion No. 2908 17 February 2015 and various other expenditure costs?

The question was answered by the Mayor.

Thank you for your question. The City of Casey has one of the lowest rates per capita in metropolitan Melbourne. As an organisation we have a focus on continuous improvement and look to identify new ways to deliver customer focussed, quality services that represent value for money. Council will comply with its legislative requirements in regards to the introduction of rate capping in 2016/17 and will continue to seek out efficiencies in service delivery for our community.

Purpose of Report: To inform Council of the costs involved with annual Council run events

Carried ITEM 6.2 IMPACT OF PUBLIC HOLIDAYS Council Plan Reference: 5.2 Purpose of Report: To present to Council the impact of Public Holidays on

productivity COUNCILLORS ABLETT/STAPLEDON: At 7.17 p.m. Councillor Berkelmans returned to the Council Chamber. That the council inform the Minister for Local Government, the Hon Nathalie Hutchins MP, and the shadow Minister for Local Government, the Hon David Davis, plus the Premier of Victoria, the Hon Dan Andrews and the Leader of the Opposition, the Hon Matthew Guy, of the significant loss of productivity for the City of Casey resulting from the introduction of the AFL Friday public holiday on 2.10.15 and that Council recommend to the relevant minister that the holiday is removed from the schedule.

SECTION 8 OFFICERS’ REPORTS – DEFERRED FOR CONSIDERATION ITEM 6.3 THE ESTABLISHMENT OF NEW AVENUES OF HONOUR IN CASEY TO COMMEMORATE THE ONE HUNDREDTH ANNINVERSARY OF THE GALLIPOLI LANDINGS Council Plan Reference: 4.3

Purpose of Report: To respond to Notice of Motion No.2924 requesting an investigation into the creation of new Avenues of Honour tree plantings in Hallam Road, Narre Warren-Cranbourne Road and Heatherton Road.

COUNCILLORS SMITH/BERKELMANS: 1. That Council officers further investigate the creation of new Avenues of Honour in

Hallam Road, Narre Warren – Cranbourne Road and Heatherton Road. 2. That further consultation be undertaken with all interested parties including

VicRoads, local Returned and Services League groups, local history groups and relevant State and Federal departments.

3. That a progress report, including an investigation of funding opportunities, be

presented to Council in June 2015.

Council Plan Reference: 3.2 Purpose of Report: To outline the feedback provided to the Draft Open Space Strategy

during the public exhibition period and seek Council's endorsement for the Strategy to be adopted.

Council Plan Reference: 4.1 Purpose of Report: To consider giving notice of intention to declare a Special Charge

Scheme for the construction of Craig Road, Devon Meadows. COUNCILLORS ABLETT/STAPLEDON: That Council 1. Nominates the construction of the unsealed section of Craig Road, Devon Meadows

between Baxter-Tooradin Road and North Road as providing broader community benefit and special benefit to the abutting property under Council’s Special Charge Scheme Policy.

2. Gives notice of its intention to declare a special charge pursuant to Section 163 of the

Local Government Act 1989, for defraying expenses incurred for the design and construction of Craig Road, Devon Meadows.

3. Serves Notices on each person liable under the Scheme and that a Public Notice be

published in a newspaper generally circulated in the area pursuant to Section 223 of the Local Government Act 1989.

4. Hears and considers any submissions lodged in response to the notification of

Council’s intention to declare the Special Charge, if required, at a Meeting of Council.

Council Plan Reference: 4.1 Purpose of Report: Finalisation of Special Charge Scheme Costs for Cardinia Street,

Berwick. Recommendation That the distribution of actual costs to be recovered from the owners of premises benefiting by the Scheme, as now presented, be adopted by Council and that owner contributions be adjusted accordingly. SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO.2930 WASPS IN CASEY COUNCILLORS STAPLEDON/ABLETT: That Council prepare a report to be brought back to Council by the second Council meeting in April outlining the current concerns with wasp invasion. The Report to include: • Number of reports over the past 4 months • Number of incidences identified as European Wasps • Extent of invasion within Casey i.e.; locations • Extent of invasion beyond Casey • Reason for the invasion (if possible) • Action plan recommended by Council to inform, support and protect residents

Carried NOTICE OF MOTION NO.2931 BUS SERVICES – CRANBOURNE NORTH COUNCILLORS AZIZ/BERKELMANS: 1. That council write to the State Government, to outline the urgent need for bus services

to the vastly growing new estates of Cranbourne North and Clyde North and request a timeframe for implementation

2. That in that correspondence, Council request an urgent meeting with the minister for

Transport to advocate for this issue and that a delegation comprising of relevant officers, the Mayor, Cr Morland and Cr Smith represent Council at that meeting.

3. That Council write to Mr Jude Perera, the state member for Cranbourne to outline its

extreme concerns at the lack of bus services and ask what action he will be taking to address the issue.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO. 2932 PUBLIC/PRIVATE PARTNERSHIPS COUNCILLORS AZIZ/STAPLEDON: 1. That a report be prepared, for the first council meeting in May 2015, on opportunities for

public/private partnerships in the City of Casey, as well as projects that could quickly attract private investment and generate jobs.

2. That the report also canvassing strategies for accelerating investment, and reporting

arrangements/timeframes to show the success that is being achieved by council against those strategies.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO. 2934 PLANNING POLICY REVIEW REPORT COUNCILLORS ABLETT/STAPLEDON: That Council Officers present at the next Council meeting a report on a draft policy for the planning of the City of Casey that includes the following. 1. Having adequate buffer zones between Industrial land from zoned residential land and

estates, including schools, and places which have environmental sensitive significance.

2. That Industrial estates traffic e.g. large trucks, do not use streets or roads that are used

by residential traffic, school traffic, or are close to areas of significant environmental significance.

3. That no “Run Off” waste materials from Industrial areas go anywhere near any

residential areas, schools and any places of environmental sensitive significance. 4. That Industrial or waste material sites be located at such a distance that non acceptable

noise levels and odours will not interfere with residential areas, schools and places of environmentally sensitive significance.

5. That officers work with the MPA to ensure that appropriate steps are taken within the

development of PSP’s to ensure that there are adequate buffer distances and interface arrangements between industrial and residential areas, based on best practice and ensuring the protection of amenity for existing and future residents.

At 8.00 p.m. Councillor Berkelmans left the Council Chamber and returned at 8.02 p.m.

NOTICE OF MOTION NO. 2935 ENDEAVOUR HILLS POLICE STATION UPGRADE COUNCILLORS KAPLON/CRESTANI: 1. That Council write to the Minister for Police, The Hon Wade Noonan MP and the shadow

Minister for Police, the Hon Edward O’Donohue MP to express the community’s need for the Endeavour Hills Police Station to be upgraded to a 24 hour station with the appropriate access, resources and staff.

2. That the relevant local state and federal members of parliament be copied into the above letter to the Minister.

3. That Council liaise with appropriate parties to ensure that the parameters of this

request to government meet local policing needs.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO. 2936 CASEY ASSOCIATION FOOTBALL REFERENCE COMMITTEE COUNCILLORS KAPLON/CRESTANI: At 8.20 p.m. Councillor Smith left the Council Chamber. 1. That Council establish the Casey Association Football (Soccer) Reference Committee

by September 2015 to be held on a bi-monthly basis.

2. That the terms of reference ensure equitable representation of Casey's existing association football clubs.

3. That the Councillors Rafal Kaplon (Chairman), Cr Crestani, Cr Serey and Cr Stapledon

be appointed to the Casey Association Football (Soccer) Reference Committee.

continued investment of at least $100 million per annum to Victoria to sustain 15 hours of kindergarten for children in the year before school.

Carried NOTICE OF MOTION NO. 2940 CAPPING RATES FOR PRIMARY PRODUCERS IN THE CITY OF CASEY COUNCILLORS ABLETT/STAPLEDON: 1. That Officers bring back a report to the first Council meeting of May 2015 on the ways

of assisting farmers who produce food by keeping their costs down to keep them farming. This could be done by capping rates at an affordable level to farmers to keep costs down of farming, so we do not force farmers off their land by rating them off their land.

2. The capping of rates would only apply to registered Primary Producers.
