International Legal Framework

• The Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention 1976, revised in 1995) with 7 accompanying protocols – Croatia is a party since 1991

• The MAP was the first-ever plan adopted as a Regional Seas Programme under UNEP's umbrella



The Mediterranean Strategy for Sustainable Development Objectives (MSSD) 2005

1. Contribute to economic development while building on Mediterranean assets

2. Reduce social disparities and fulfill MDGs while strengthening diversity

3. Ensure sustainable management of natural resources and change consumption and production patterns

4. Improve governance at local, national, regional levels



MSSD - 7 Interdependent Priority Fields Actions & Synergy

• Better management of water resources and demand; • Improved rational use of energy increased renewable

energy use and mitigating of and adaptation to climate change

• Sustainable mobility through appropriate transport management;

• Sustainable tourism as a leading economic sector;• Sustainable agriculture and rural development; • Sustainable urban development; and• Sustainable management of the sea, coastal areas

and marine resources



Why Action Plan on Sustainable Consumption and Production at the National Level?



Sustainable Development Strategy of the Republic of

Croatia (2009)8 Key Challenges for SD:

1. encouraging population growth in the Republic of Croatia (Population) 2. environment and natural resources 3. promoting sustainable production and consumption 4. ensuring social and territorial cohesion and justice 5. ensuring energy independence and increasing the efficiency of energy use 6. strengthening public health 7. interconnectedness of the Republic of Croatia 8. protection of the Adriatic Sea, coastal area and islands

Based on the decision of the Contracting Parties to the Barcelona Convention to encourage the promotion of more sustainable consumption and production

patterns and land planning

(Marrakech, Morocco, November 2009, UNEP (DEC)/MED IG. 19/8, Annex III, Appendix I, Theme V),

UNEP/MAP agreed to co-operate with the MEPPPC on

“Pilot Project to factor Sustainable Consumption and Production in development policy in Croatia”

Develop a prototype National Action Plan on SCP as a case of

best practice at Regional (Mediterranean) level


• quality of life• wise use of resources, minimisation of waste and

pollution• use of renewable resources within their capacity

for renewal• attention to the product life-cycles• intergenerational and intragenerational equity

AP SCP objective: “Changing unsustainable production and consumption patterns and ensuring sustainable management of natural resources.”

The emphasis is on decoupling economic growth from increased environmental pressure:

• ecological food production and ecotourism practices • clean production programmes in production processes, products

and services• environmental labelling• EMAS• corporate social responsibility in environmental protection • green public procurement• preventing waste generation




Steps

• MEPPPC- manages the process of consultation, meetings, workshops, bilateral meetings with consultants

• Steering Committee – high level officials from relevant bodies, NGO and business sector

• Working Group – operative level officials from relevant bodies, NGO and business sector
