The Third Sector Scheme
“The Welsh Ministers must make a scheme setting out how they propose, in the exercise of their functions, to promote the interests of relevant voluntary organisations.”
Government of Wales Act 2006Section 74
What does the Act require?
• Part of “inclusive” approach to exercise of functions
• How Welsh Ministers propose to provide assistance to voluntary organisations
• Keep the Scheme under review• Publish a report about the implementation
of the Scheme each year
What does the Scheme say?
• Principles and shared values for the relationship between Welsh Government and the third sector
• How the partnership will work: Third Sector Partnership Council, Ministerial Meetings
• Procedure for consulting with the third sector• Policy for volunteering• Promotion of community development
Third Sector Partnership Council
• To make sure that the Third Sector Scheme principles are put into practice
• Representatives of networks working across 25 areas of third sector activity
• Chaired by the Minister with responsibility for the third sector
• Opportunity for the sector to raise issues of interest or concern
• Meets twice a year
