Datu Fernando Mantog, Tribal Chieftain of Barangay Florida in Kapalong, this province, said that basic literacy skills has allowed his people to release the deep-seated feeling of shame and low self-esteem.

He heralded the government’s literacy program has helped the Lumads build self-confidence and improve their well-being.

them to the lion’s den. As Davao City Mayor Rodrigo Duterte said, we should rise up above our anger. We would like to think that what he meant was for us to plan and act on what to do to protect and alleviate the sufferings of those who are alive.

A gross mistake had been committed by the few who plotted the operations against a high value terrorist that ended up in a classic pyrrhic victory. To further inflict harm on innocent civilians that had been displaced by a follow-up military operations intended to display valor is misplaced. We feel we have enough of it and it is about time to help the evacuees go back to their farming communities and simply secure them from brigands if any.

Following the Mamasapano tragedy, a lot of trust had been eroded and the Basic Bangsamoro Law which was actively promoted by the lawmakers has become an object of vexation. Let us not forget the simple fact that in every encounter there will always be casualties and Mamasapano is not an exception even as the ceasefire was in place and the peace negotiations was about to be concluded with the passage of BBL. Crucify the idiots who ill-conceived of the plot to get an elusive terrorist but never jettison an agreement designed to settle disputes. We have to restore and rebuild whatever is left of trust and rekindle the flickering light of peace.

If the decommissioning of firearms not only of the rebels but of civilians volunteers is of any value at all in the BBL, let us worry less of constitutional barriers. If at all we entertain apprehensions about the BBL, it is more on the superfluous ceremonies and ambiguous provisions of how firearms be decommissioned. We propose that those firearms be destroyed on sight and not be turned over to a custodian. What for? Who are they? Unless they are destroyed shall we be confident that they will not be recycled only to be used in another conflict. The entire Bangsamoro territory should be declared a zone of peace so that even ruinous clans’ war will also end.

The guns must be silenced forever in the Bangsamoro land.

The truth of the matter is that both magazine were all high praises for him. But not only are the accolades limited to the print media, Duterte is also mobbed by the audiences that listen to him talk about Federalism and his take on crime and punishment. When he talks about crime, he throws niceties on the air and spew out expletives which, believe it or not, are music to the ears of his audience. And his romantic escapades…Before a huge crowd of architects and contractors in Rockwell, Makati, he brought down the house when he warned the women present that if they think that he is the only one who has some romantic escapades the ladies are absolutely wrong and obviously in the dark. He said that every male architect in attendance have at least four women, each provided with a condo. “Ang sa akin pang-dormitoryo lang”.

But the lady architects seemed unmindful or unbelieving of his antics. After his speech, they rushed to him as if he is a movie star who just won a Famas award. One of his admirers, pleadingly asked for the copy of the Esquire Magazine which I bought with my last taxi money so she can have something which Digong will affix his signature on. Sensing how desperate she was, I let go with my copy. “Now I have a remembrance from the next President of the Philippines”, she announced after the mayor signed her magazine.

Speeches after speeches. I really am in a quandary whether those who listen to Mayor Duterte ever absorbed any education about Federalism and the

work, I am at a loss what can. The latest we hear from the elusive Mayor when asked whether he is running for President is “it’s a long shot”.

Again it’s true to form. The Mayor has always been modest except in counting the many incorrigible kidnappers and members of drug syndicates who have gone to that great beyond. On the other hand, he dishes out a piece of advice to those who urge him to run to first “face north. Maraming magagandang lalake and babae diyan na gustong maging Presidente. Weigh them carefully and if you think you cannot find the person you want to be President then look south”.

Now how can you bait a person like Duterte into biting the Presidency? Let me offer some suggestions. You have to support his crusade for Federalism and imbibe this without even thinking first of Duterte as or for President. You have to believe in the system before considering the mayor for the top position. Duterte is not the type of a traditional politician not a few might have thought him to be. He is everything that Jojo Binay or Mar Roxas is not. He lives a simple and frugal life style. He resides in a low-cost subdivision in a house with a receiving room that can barely accommodate five people. He loves denims, T-shirts and relish ‘bolinao nga inun-unan’. (among Tagalogs the closest equivalent is dilis with balimbing or vinegar wrapped in banana leaves). Dilis or bolinao is anchovy.

He moreover tells us that should no one in the north does not fit our penchant for a President then “look south”… we will find him there . That is good an assurance for now.

R&D spending in Davao Region expected to hike this yearDAVAO CITY (PIA)

- Spending on Research and Development is expected to increase this year in the Davao Region as the R e g i o n a l D e v e l o p m e n t Council (RDC) XI counts Science and Technology (S&T) as vital component of development.

Addressing the Science in Nation Tour this morning, RDC XI Chairperson Rodolfo P. del Rosar io revealed targets of the Davao Region to increase R&D spending from 0.11 percent of the gross regional development plan to 0.40 percent.

The Region also targets to level up the average number of R&D human resource from 181 per one million

population in 2009 to 500 per one million population in 2016.

D e l R o s a r i o a l s o revealed plans of RDC XI to mainstream and bring down S&T to the grassroots level through policy agenda that can be done through creation of S&T and R&D committees at the regional, provincial, city and municipal levels.

that del Rosario thanked the Department of Science and Technology (DOST) for turning over to the local chief execut ives in the Davao Region the 56 hydro meteorological sensors that it installed last year in the Davao Region.

Del Rosario was among the LCEs that penned the Memorandum of Agreement (MOA) with the DOST for the maintenance and stewardship of the hydromet equipment to monitor water levels in river basins as an early warning means to mitigate adverse impact of flooding.

In a separate press conference, DOST Secretary

Mario G. Montejo said the MOA stated the commitment of the local government units to take care of the hydromet units by installing cages for such units.

Meanwhile, Del Rosario also expressed his gratitude for DOST for choosing Davao City as the host of the first Science Nation Tour dubbed as Science Jam, “Agham na Ramdam” which will be held tonight at the University of Southeastern Philippines (USEP).
