CAGAYAN de Oro City––Rep. Benjo Benaldo announcesd that he has now a total of 168 projects for the first congres-sional district of Cagayan de Oro City, a significant increase from the 100 or so projects since last year.

Benaldo made the announcement even as some of the projects are still ongoing and would be turned over to the barangays as soon as completed.

All 24 barangays in the city’s first district are benefiting from these projects include school build-ings, water systems, roads, medical missions, covered courts, drainage systems, scholarship, milk feeding and livelihood activities for farmers and

In an earlier phone inter-view, Col. Angelito de Leon, commander of the Army’s 1001st Brigade, denied the allegation, saying the vic-tims were caught in the crossfire during an encoun-ter with the New People’s Army (NPA). On the other hand, Ka Simon Santiago, director general of the NPA Southern Mindanao’s po-litical department, denied there was an encounter in Sitio Kidaraan, Barangay Maskareg in Mabini.

In a press statement, the NPA said the Armed Forces of the Philippines (AFP) “twisted the facts to save face” by saying that the children were victims of crossfire.

Fidel Rius Valle, advo-cacy officer of the Chil-dren’s Rehabilitation Center Southern Mindanao Region Office (CRC-SMRO), said the group, along with the Kabiba Alliance for Chil-dren’s Concerns in Mind-anao, is supporting the fam-ily and relatives to achieve justice for Roque.

“We will not allow the

government to protect criminals to cover up the widespread human rights violations under the Aquino government in its anti-in-surgency campaign, Oplan Bayanihan,” Valle said.

Antivo is the fifth child victim of human rights vio-lations in Southern Mind-anao, and the 16th in the country under the adminis-tration of President Benigno Aquino III, the CRC-SMRO noted.

Valle cited the killing of seven-year-old Sunshine Jabinez allegedly perpe-trated by a soldier belonging to the 71IB in Pantukan on September 2011, and the two sons of Juvy Capion, who were allegedly killed by elements of the 27IB in Tampakan, South Cotabato last October.

He said children’s rights groups have been alarmed by the situation because no perpetrator from the government has been pros-ecuted and punished.

Meanwhile, the Com-mission on Human Rights (CHR) 11 is now at the initial stage of investiga-tion on the alleged strafing incident in ComVal.

Emiliano Cajes, Jr., CHR-11 officer in charge of the investigation division, told

MindaNews Wednesday his office initiated a probe immediately upon knowing about the incident, espe-cially that the victims are children.

De Leon said in an earlier press statement he “pledged full cooperation to the investigation of the Philippine National Police (PNP) Mabini.”

The AFP’s 10th Infantry Division is also conducting its own probe, the state-ment said.

CAMP Rafael Rodriguez, Butuan City––Two unidenti-fied men shot dead the vil-lage chief of Macopa in san Francisco town in Surigao del Norte Tuesday morning.

Police sa id Barangay Chairman Domingo Biol Amparo, 50, died after two men shot him in the morn-ing of April 9 while visiting his copra dryer.

The crime took place right in front of the victim’s son, Jeriel Anting Amparo, and the dryer caretaker, Michael Chavet Labago, who could only describe

the perpetrators as both of medium built, 5’2” to 5’6” in height and ages 22-25 years old.

Police records show, the killers simply approached the victim and shot him thrice in various parts of his body.

He was rushed to a nearby hospital, but was pronounced dead on arrival by the at-tending physician.

San Francisco police has yet to identify the weapon used and could not discount the possibility that the killers were members of the New People’s Army (NPA).

Accordingly, Barangay Macopa is a CNN influenced area. Investigation was ongo-ing at of press time.

In Butuan City, a radio station DXBC of the Radyo Mo Nationwide (RMN) lost seven meters of Hilliax cable to unidentified persons early morning of April 7 this year.

The incident was report-ed to the Butuan City Police Office Theft and Robbery Unit by radio station Man-ager Ramil Traya Bangues, who claimed to have discov-ered the burglary while he was about to start his radio

program.He said the cable was

originally connected to the transmitter tower situated at the back of the radio sta-tion building along South Montilla Blvd., Brgy Golden Ribbon, this city.

Duty Security Guard Edwin S. Manatad of the BISDA Security Agency was interviewed by authorities on the incident, results of which are yet to be disclosed to the media.

CAMP Rafael Rodriguez, Butuan City––Policemen from Hinatuan Police Station arrested a husband for violating Republic Act 9262, otherwise known as (Anti-Violence Against Women and Children (VAWC) Act of 2004.

KORONADAL City––The regional office of the Department of Agriculture in Region 12 (DA-12) announced the opening of the 2013 Gawad Saka Search.

Amalia Jayag-Datukan, regional executive director of DA-12, said Gawad Saka Search is an annual undertaking of DA in cooperation with the local government units, other government institutions, non-government organizations and private sector.

It provides due recognition to farmers, fisherfolk and farming

institutions whose exemplary contributions to the agricultural development of the country serve as an inspiration to others.

The search is comprised of three main categories: institution, individual and commodity.

Under the institution category, awards await for the outstanding farm /fisherfolk family, young farmer/fisherfolk organization, Fisheries and Aquatic Resources Management Council (FARMC); Rural Improvement Club; Barangay Food Terminal (non-local government unit and local

government unit), small farmer/fisherfolk organization, Municipal/City Agricultural and Fishery Council (MAFC/CAFC), and Provincial Agricultural and Fishery Council (PAFC).

Individual winners will also be awarded in the following sub-categories: young farmers/fisherfolk, agricultural entrepreneur (Micro, Small and Medium), Agricultural Scientist; and Agricultural Researcher.

DA will also awarded to exemplary rice farmer, rice farmer adopting integrated Rice-Rice Based Farming Systems, hybrid rice farmer, corn farmer,

coconut farmer, sugarcane farmer; high value commercial crops (Vegetables) farmer, organic agriculture farmer, small animal raiser, large animal raiser, fisherfolk (Fish Culture and Fish Capture); and cassava Farmer, will be among the Commodity categories.

Last year, Soccsksargen Region made it big by producing four national awardees, namely: Gregorio Saljay III (Outstanding High Value Crops Farmer), Jaime Sillador (Outstanding Sugarcane Farmer), Vicente Doletin (Outstanding Small Animal Raiser), and Alberto

Panghulan (Outstanding Coconut Farmer).

KORONADAL City––In a bid to strengthen its police officer’s capability to deal with abuses against women and children, the Police Regional Office (PRO) 12 has launched a specialized course for Women and Children Protection Desk (WCPD) officers.

Sr. Insp. Benjamin Mauricio Jr., PRO 12’s public information chief, said some 50 women police officers from across Soccsksargen Region are currently undergoing the said training geared toward enhancing the level of competency of women PNP personnel in dealing with violence against women and children cases.

The ten-day specialized course began last April 8 at the Regional Special Training Unit of the PRO 12 headquarter in Barangay Tambler, General Santos City.

“As WCPD officers,” he explained, “it is part of their duty to learn more about the different approaches and skills in dealing with the different types of abuses against women and children.”

“This course will help the participants to realize that their duty does not stop in filing cases to the violators.

The more important thing to take into consideration is to protect the welfare of women and children,” he added.

NIQIUI POLICEMEN IN VIDEO: David Gates’ plain-tive cry in the highly popular song “If ”, which decries his inability to paint his loved one despite the fact that just one single picture could paint a thousand words, seems to be haunting the three policemen from Pa-niqui, Tarlac who have been recalled from active duty by their superiors after a video showing one of them boxing a civilian went viral in the Internet and in so-cial networking sites like Facebook.

It would seem now that the video, accurate as it may have been in recording the

manhandling of the civilian by a policeman in uniform, nevertheless failed to like-wise show certain events that would explain why the policeman acted the way he did, notwithstanding that he was in full police uniform at that time, and notwith-standing that there were so many people watching what was happening then.

-ooo-WHAT REALLY HAP-

PENED IN PANIQUI, TAR-LAC: If only those who uploaded the video in the Internet did even just a little sleuthing before upload-ing the video, they could have found out that the

civilian was dead drunk at that time, and was actually resisting arrest even as he was publicly badmouthing the policemen who were there because they merely responded to calls for as-sistance from a motorcycle driver who was himself mauled by the inebriated civilian much earlier.

If only those who up-loaded the video in the Internet only bothered to inquire first why a police of-ficer who was in full uniform dared to lift his fists against someone in the full view of many people, in a place which served as the market-place yet of the town, they

could have found out that, shortly before the incident where the policeman in-flicted blows on the civilian, the civilian actually pushed and shoved the policeman, who was just asking him to go to the police station to resolve his dispute with the motorcycle driver.

They could have also learned that the civilian, a known toughie who bul-lies everyone when he had one drink too many, had in fact been haranguing the motorcycle driver even while they were still before the barangay authorities of their barrio (called Bgy. Nipaco, Paniqui, Tarlac), for no justifiable reason other than the civilian be-ing fully drunk.

LY REACTED TO ABUSE AGAINST THEM: How did I know this? Well, I talked to the three

THE article “Get rid of these can-didates,” (Mindanao Daily, April 9, 2013, Opinion p.4), solicited rantings from supposedly PR men of senatorial candidates. Actually, more Senatorial names should have been included in that article. It was unfortunate that the limited space allowed us only to mention names of Senatorial candidates with noticeable political advertisements.

What make these political adver-tisements noticeable ‘though were the obvious lies that it carried. To rephrase, “these political advertisements were not lies but they were certainly deceitful.” Perhaps, those were simple lapses committed by highly paid public relations officers of Cynthia Villar, JV Ejercito, Alan Peter Cayetano, and Jack Enrile to name a few. After all, these PR men think only of raking money without considering the effects of the campaign slogans, jingles, and advertisements on their clients. These campaign ads only give the general electorates reason to junk those senatorial candidates for the obvious reason that those political materials were deceitful and incredible.

What is the motive of a campaign advertisement like that of Alan Peter Cayetano telling the electorates that he would work to lower prices of commodities? What has Cayetano achieved in the Senate for years? That political campaign ad simply affirmed that Cayetano

accomplished nothing in the Senate. Following that argument, the electorates have reasons to junk him in the coming May elections.

The electorates should also junk other candidates in the likes of Cynthia Villar who could not even present a viable platform of government for the people of Min-danao. Villar’s platform of government focused only in the marketing of a family-owned foundation. Perhaps, Cynthia Villar is not aware that the inappropriate po-litical advertisement would drag her to election defeat. Thanks to her creative PR men.

Other ridiculous campaign ads were that of Senato-rial hopeful Jackie Enrile. In that advertisement, Enrile promised to alleviate the plight of the poor once elected to the Senate. Jackie Enrile only confirms suspicions that his father Senator Juan Ponce Enrile has done nothing to improve the lives of the impoverished Filipinos. Based on that ad, the older Enrile served the country doing nothing for almost five decades! Who would believe Jackie Enrile?

Certainly, these political campaign advertisements could provide the electorates a good idea of candidates worthy of support in the coming national and local elec-tions next month. Of course, there are deserving candi-dates as much as there are hypocrites and pretentious candidates, too. Beware of candidates whose campaign ads rely on the endorsement of others. These candidates do not deserve support, too. Did we mean senatorial candidates Risa Hontiveros and “Koko” Pimentel? Guess it. React: [email protected]

IT IS common that faculty members or lecturers are recommended to write their research and publish it in an academic journal. The journal publication tends to be increasing in num-bers nowadays. Several aca-demic journal publications through out the world have come up in the internets or websites. However, this creates crucial problems, especially in Indonesia.

Recently in Indonesia, there has been a polemic concerning the faked journal publication published in other countries, the so- called international aca-demic journal. This journal published an article sent by an author but this author didn’t use his own name.

He used the two names

of authors and put them under the title. These two names are the names of the famous and top singers in Indonesia. Even the desig-nation is not the true name of university. The name of the university written in the

article even cannot be found in Indonesia. He did this to test whether the journal re-ally scrutinized the source of the article (the author) and the originality.

The name of this univer-sity was written under the two names of the authors of the article. This article was reviewed and recom-mended for publication after the fee payment of publication was remitted. Later on, this article was published and then sent to the “author” (the sender). This published article has been sent to all the inter-nets and emails through out Indonesia (universities’ faculty members).

I also got this email and read the article. This PDf ar-ticle has been widely spread

and this is popularly known as the “jurnal abal-abal” (In-donesian term for the faked journal). From this tragedy, the government of Indone-sia—through the national education department— bans the faculty members to send their articles to the academic journals which are suspected to be the “journal abal-abal .”

From the story above, it is difficult for the faculty members to find the right academic journals. It is dif-ficult for them to send an article for publication. This is due to being unable to see which academic journals are not categorized into the faked journals. Mostly, all academic journals have their websites and list of

PREFATORY STATEMENT

Heavy Equipment plays vital role in building infrastructure projects of the City Government of Oroquieta. With its usage, big amount of budget should be allocated yearly for the fuel, lubricant, repair and replacement of spare parts. Such equipment is supposedly not to be rented for any construction project not owned by the City Government. However, there are private individuals who sometimes wish to lease such heavy equipment. Therefore, for the good of public service, it is of justifiable reason that rental should be imposed and collected in order to cover-up expenses for its repair and maintenance. Hence, this Ordinance.

ORDINANCE NO. 523-2013

AN ORDINANCE FIXING RENTAL RATES OF OROQUIETA CITY’S HEAVY EQUIPMENT.

BE IT ENACTED by the Sangguniang Panlungsod of Oroquieta City in session assembled, that:

Section 1. This Ordinance shall be called AN ORDINANCE FIXING RENTAL RATES OF OROQUIETA CITY’S HEAVY EQUIPMENT.

Section 2. The following rental rates are to be imposed on hourly basis which shall start from the time the equipment is released from the Motorpool Division, Public Services Office, excluding cost of fuel, viz:.

Section 3. The equipment at the Public Services Office when used in the prosecution of nationally funded projects implemented in the City of Oroquieta through administration may be rented on fully maintained basis at 75% of the prevailing or current Rental Rates set forth in Section 2 hereof excluding cost of fuel and wages of operators. Section 4 Prospective investors investing in this City of Oroquieta at a minimum capitalization of Twenty Five Million (P25,000,000.00) shall, as an incentive, be allowed the use of heavy equipment owned by the City Government without any rental within the duration of the land preparation, except for the cost of fuel, lubricants, and honorarium of the operators, which shall be borne by the user-investor. Provided further, thaUhe use of such equipment shall not be allowed without prior extensive study and evaluation conducted by the Oroquiota City Investment Incentive Board whose recommendation shall then be submitted to the Sangguniang Panlungsod for review/approval. Provided furthermore, that in the event the equipment used or is already in the possession of the investor shall bo damaged or shall encounter accident, the cost of the rehabilitation or repair and other incidental expenses thereto shall bo shouldered by the user-investor.Section 5. The equipment should be used for a period of eight (8) hours a day only and such rental shall be imposed upon release by the Public Services Office. Use of the equipment for less than 8 hours will be considered one (I) rental day and any excess of 8 hours will correspondingly be computed in an hourly basis. Section 6. No rental of equipment shall be allowed outside Oroquieta City, except on meritorious or reasonable grounds, as may be determined by the Honorable City Mayor in consultation with the Public Services Officer, which rental per day shall be assessed double the rates as imposed hereto. Section 7. That whenever the subject equipment shall be rented outside of Oroquieta City, the same shall be solely operated by a duly authorized operator of the Public Services Office. Schedule for the use/rental of heavy equipment to a contractor or any private individual shall be allowed only during Saturday, Sunday and other holidays if City Government projects do not require overtime services of such equipment during those days. Section 8. A Contract for the use of the equipment shall be signed by person(s) going to rent and the City Mayor on behalf of the City Government. Section 9. The heavy equipment shall be under the custody of the Public Services Office and shall be responsible for the computation of the amount of rental to be imposed. Section 10. The lessee shall pay first the rental fee at the City Treasurer’s Office before the release of such equipment. Section 11. All ordinances which are in conflict herewith are hereby repealed or modified accordingly. Section 12. This Ordinance shall take effect upon its approval, posting and circulation on the local newspaper. Approved: February 21, 2013

In other side, it is com-pulsory for the faculty mem-bers to write a research article for journal publica-tion, preferably in interna-tional journal publications. One of the requirements of getting the higher rank promotion is publishing an academic article in aca-demic journal publication. Especially, those who want to get their professor de-gree are required to have their articles published in reputable academic jour-nals. Most preferably, the intended journals are inter-national academic journals and the national accredited academic journals.

However, since the Indo-nesia government sent the list of faked journals to the faculty members through its websites, now it is difficult for the faculty members to find the right academic journals. This is due to the tragedy of the article which was published in “an academic journal” but in fact it is the faked journal, being unqualified in scru-tinizing and reviewing the published articles.

In Indonesia, there is a very hard regulation in relation to academic article publication. All academic journals must be accredited by the government accredi-tation board through hard scrutiny. The most danger-ous thing is that, when the academic journal published a plagiarized article, its ac-creditation status will be cancelled. Then they cannot propose for further accredi-tation. In other words, this journal will be black listed.

So far, there are some lists of journals which have been blacklisted by the In-donesia government. These lists of journals have been published in the national education department web-sites. So, all faculty members can browse those lists of faked academic journals. The warning is that all faculty members are not allowed to publish their research articles in these faked journals.

However, we are lucky because we have IAMURE

academic journals which are academically and legally published under the interna-tional consortium that is the International Association of Multidisciplinary Research or IAMURE for short. There are some academic journals in this IAMURE and these journals are recognized by international intellectuals.

By holding the interna-tional conferences, IAMURE journal publications can be well-known and recog-nized worldwide. It has been crafted and designed by the president of IAMURE, Dr. Genaro V. Japos, from Philippines. All members know him. Even, the edito-rial members are recogniz-able. It is easy to check and find the people who are crafting this consortium. Due to the crucial problem in journal publication, the faculty members are recom-mended that they should find the right academic journals. IAMURE journal publications can be the solution to such a problem. Everything is clear and its editorial members can easily be contacted.

The most important thing is that we have to check any article sent to our journals. By doing so, we will not publish the ar-ticle without knowing the real source or author and university. Thus, IAMURE members are the best inves-tigators from or in their own countries to check whether the article submitted is the real article from the real author or university.

What the video posted in the In-ternet showed was a mere small part of what really happened on March 04, 2013 (yes, that incident happened more than a month ago yet), and, it would now seem that what came out was even a grossly distorted view of the events.

UNITED States and South Korean forces remain on heightened alert for a North Korean missile test that of-ficials say could take place at any time.

Seoul’s defense ministry on Thursday said it is at a “full readiness posture” as it monitors the North for pos-sible launches. A spokesper-son said the South believes the test could take place on or before the Monday birthday of North Korea’s late founding leader, Kim Il Sung.

But the defense ministry refused to comment on a re-port by Japan’s Kyodo news agency, which on Thursday quoted an unnamed Tokyo defense official as saying Pyongyang has placed a missile launcher in a raised position in apparent prepa-ration for a test.

Joint U.S.-South Korean forces have already raised their alert level to “Watch-Con 2,” indicating a vital threat is present. At the Pentagon, Defense Secre-tary Chuck Hagel warned Pyongyang against making more threats.

“Under present circum-stances, all sides should stay calm and restrained, not provoke each other, strive to alleviate the tension, bear in mind the regional peace and stability, work towards the resumption of the six-party talks, strengthen contact and dialogue, strive for

denuclearization to achieve a long-term security and stability in Northeast Asia,” Lei said.

North Korea is reported to be in the final stages of preparing for a mid-range Musudan missile test.

The previously untested missile could potentially reach South Korea, Japan, or the U.S. territory of Guam. Unconfirmed reports also suggest Pyongyang is pre-paring to test other missiles simultaneously.

Some analysts expect the test to occur sometime around the Monday birth-day of Pyongyang’s found-ing leader, Kim Il Sung.

The commander of the U.S. forces in the Pacific confirmed North Korea has moved a Musudan to its east coast in apparent preparation for a launch. Testifying Tuesday at a U.S. Senate hearing, Admiral Samuel Locklear insisted that any North Korean mis-sile could be intercepted if it poses a direct threat to the U.S. or its allies.

ZAMBOANGA City––Two persons were killed in a fire that hit a commercial building in Zamboanga City in the southern Philippines.

Zamboanga City Fire Marshall Dominador Zabala said the burned bodies were recovered during an in-spection at ZamSulu Building along Veteran’s Avenue. “Confirmed at may dalawa tayong bankay na na-recover sa loob ng building pero hindi pa natin matiyak kung sino ang mga ito, ngunit may balitang mga helpers ang dalawang biktima,” Zabala said.

The fire hit the 3rd floor of the building that houses residential units and various shops, including a bank. The building is owned by the Chua family, but none of its members spoke to the media about the fire.

Noel M. Nalzaro, GSE Coordinator of Rotary International District 3870, Zone 1 informed the mayor that the GSE Program is aimed at fostering development and cooperation through the promotion of goodwill and better understanding among countries in the world.

According to Nalzaro, the GSE team members will meet with some of their local counterparts in their respective voca-tions and fields of interest for opportunities of learning from each other.

The purpose of the visit of the team is to learn the local norms and practices of their vocations and to experience and understand the local culture, he said.(LCR)
