The Subang Jaya Municipal Council (MPSJ) has planted some 200 species of trees in June last year. Apart from this. MPSJ has also made improvements, and upgraded the facilities at the park by repairing,the surface of the pavementS. installing chairs at the park, putting up railings and signboards as well as placing new rubbish bins for public use. The Millennium Park before it was redeveloped. However. the installation of new lights will only be carried , out later this year. The Millennium Park is now open 'as a public r~creational park. . MPSJwill continue to mon- itor the park to ensure it's kept clean and safe as well as to maintain the serene nature of the Millennium Park. THESubangJayaMunicipalCouncil(MPSJ)continued its efforts in getting rid of ille-gal cybercafes by raiding nine such

premises yesterday.Assistant enforcement director Ahmad

Hassan and assistant enforcement officerTarmidi Kadri led a team of 30 enforcement

personnel to enter four unnamed outlets inPutra Heights through the back entrances.

Allwere closed at the time of the raids andonly a 'few computers were found to be inuse.

Some of these computers were not com-plete sets but the team managed to break intothe locked storerooms and took away morecomputers. . .

A similar situation awaited them in Taman

Subang Mas where they raided five more out-lets.

Some of these outlets also did not have com-plete computer sets on the tables and the teamhad to conduct thorough checks to ensure allthe equipment were seized.

They fQund monitors hidden underneaththe tables in one of the outlets.

Along with th~ MPSJ enforcement team,Tenage Nasional Bhd (TNB) officers and thepolice from the vice, gambling and secret soci-ety branch of Subang Jaya district police head.quarters led by ASP Raduan Mohamad werealso present.

The TNB employees disconnected the elec-tricity supply to all nine outlets and took away

. the meters.MPSJ president Datuk Adnan Md lkshan said

the onus was on the premises owner to ensurethat the outlet was not used for illegal busi-nesses.

''Their application to have the electricityreconnected will not be approved if the policehave no confidence in them to ensure theiroutlets are free of vice activities," he said.

THE only approved gated andguarded community amongthe 16 operated by the. resi-

dents associations in Petalingjaya isthe one from Damansarajaya.

Another 28 residents associations(RA)which are operating gated andguarded service in Petalingjaya havenot obtained approval from thePetalingjaya CityCouncil(MBPj).

The council'sengineering director,CheremiTarman,said during a brief-ing on Sunday that the Damansarajaya Residents and OwnersAssociation (DjROA)was the onlyone approved so far.

'The application by DjROAwasthe only one approved for gated andguarded community out of the 16applications we received while the28 other housing areas providingsuch facilities have not obtainedapproval from the council:'

Cheremi said the council hadapproved DjROA's application asthey had fulfilledthe criteria underthe term "guarded community".

''They have 85%of the residentsgiving consent for the service andthe security booths do not obstructtraffic," said Cheremi during hispresentation on guarded communityto about 100 residents representingtheir associations in the city.

mulation of any substance or anyobstruction in any public place shallbe guilty of causingan obstruction.

The Road Transport Act 1987states that any person who platesobjects acrossa road that endangersliveswill be fined or imprisoned fora term not exceeding six months orboth.

HEN my neighbourhood in Petaling]aya, initiated guarded service recent-ly, I was one of those who decided to

wait before opting to join the scheme.I wanted to see whether the security com':

pany would place barricades and block theaccess roads to make their work easier inmonitoring the neighbourhood., I am not in favour of such a move becauseplacing permanent structures at some of theinner roads would lead to unnecessary conges-tion on the artery roads.

There are valid reasons why housing devel-opers are required to buiid inner roads and oneof them is to ensure smooth flow of traffic inthe neighbourhood especially d\.lring peakhours in the morning and evening.

For the first few days when the guarded.scheme was implemented in my neighbour-h9od, there were many near misses as motor-ists' esp~cially those woo don't live,in the areawere caqght unawares by the sudden closureof the in~er roads.

A mother who was taking her usual route, todrop off her toddler son at a babysitter's homein the vicinity almost knocked into my carwhen she was forced to reverse as' a result ofthe inn~r road suddenly being blocked byempty oil drums.

There are also residents, especially those liv-ing in the comer and end lots, who use part ofthe inner roads to park their vehicles. Nowthat these inner wads are barricaded, they arenot utilised and have become no man's land.

Another reason why I did not sign up for the

Iguarded scheme was the mode of paymentHouseholds are required to pay for the securityscheme upfront for six months. Thus if themonthly security fee is RMSO,the residents arerequired to pay RM300 to cover six months ofsecurity service and later another RM300 forthe remaining six months.

I find the payment scheme lopsided infavo,ur of the security company. What if thesecurity company winds up due to unforseencircumstances, surely we as customers will beat the losing end.

A few days ago on my way home in theafternoon, I noticed a man walking about andbehaving suspiciously in the area. Upon sens-ing that I was observing him, he walked in the

opposite direction.I drove off but decided to turn back and alert

the guards. True enough, along the way I spot-ted the guy was checking out a house whichhad its front gate ajar. .

Two of the guards got onto a motorcycle andstarted to look for the "intruder". Alas, theywere not going to find him, simply .becausethey were looking for him on a different road! I

The next day, three vehicles in my row ofhouses, includingmine, had scratch marks onthe door.

Whether this was the' price my neighboursand I h~d to pay for not joining the guardedschemeisanybody'sguess,but theJact remainsthat our cars were damaged in broad daylightdespite havingguards patrollingthe area,

Residents associations (RAs)must realisethat g\.lardedschemes are not without flaws.First you need a reputable security compa-ny which has capable guards to carry outthe task of providing security in the neigh-

bourhood. IYoucannotjust employforeignworkers,retirees or jobless youths from the outskirts Iand expect them to-do a great job in oversee-Iing the neighbourhood's security.

RAs also cannot do as they please in thename of ensuring security in the neighbour-hood. Barricading public roads and giving sec-ond-class treatment to those who opt not tojoin the scheme will divide instead of unite theneighbourhood.

The way forward for neighbourhood safetyis community policing by the stakeholders.

So long as I am healthy and fit, I am morethan prepared to take turns to patrol theneighbourhood at night so that others, includ-ing my family members, can have a goodI
