Greetings,

My name is Mr. James and I am the Director of the Millennium Academy. Please take a moment to read through our handbook to become familiar with our rules and procedures. The staff is committed to providing you with chances to develop a personal action plan, to reflect upon whom you want to be, and what you need to do for a positive, productive and successful future through building relationships and by making good choices.

Millennium Procedures 2009-2010

Academic Expectations Students are expected to complete assignments, to take part in activities, to produce academic products, to use technology appropriately as an academic tool, to ask for help when needed, to refrain from disruptions, to ask questions that would improve upon their academic experience and to strive for academic success.

Attendance

DOCUMENTATION OF ABSENCESStudents must bring in a parent/guardian note. In addition, students should bring in any documentation related to the absences such as: doctor/dentist note, funeral program, official court document, etc. Students who do not follow policy are subject to disciplinary action for skipping school. All notes are turned in to your teacher at check-in upon arrival.

COMPULSORY ATTENDANCE LAW Attendance records of students will be used to enforce the Compulsory Attendance Law of North Carolina. If truancy is suspected, the case will be investigated by school personnel and may be referred to the school social worker. After a good faith effort has been made by the school any continued violations of the Compulsory Attendance Law will be reported to the District Attorney. Except as otherwise provided in G.S. 115C-379, any parent, guardian or other person violating the provisions of this Part shall be guilty of a Class 1 misdemeanor

Tardy

1st tardy = warning2nd tardy = 1 lunch detention 3rd + tardy = additional time in or a reduction in Evolutions.

A tardy will be counted if the student has not arrived on campus by 7:25 and does not have written documentation. If students are late to our program please provide written documentation, for example; a doctor’s note.

Arriving on campus

Once students arrive on campus they must report to the Millennium program immediately. Students who are late should report to the Millennium Academy as soon as they arrive on campus and we will make sure that his/her attendance is updated.

AssignmentStudents are assigned to the Millennium Academy for the durations of the school year. Students who make adequate progress in his/her behavior, attendance, and academic goals may transition back to his/her home school.

WSFCS suspension policyWhile assigned to the Millennium Academy students are not permitted to return to their home campus or any WSFCS campus or attend any event held at their home school or any WSFCS sponsored event including but not limited to sporting events, Clubs, and dances, except those events sponsored by the Millennium Academy.

Behavior ExpectationsResponsible behavior at school is crucial to our most important jobs--teaching and learning. Rules apply to all school locations, all buses or other vehicles used for students, the bus stop, and school-sponsored or related activities occurring on or off campus.

Student Management Plan Place the safety of others above everything. Treat others with respect. Follow all school and classroom directions, rules, and procedures. Follow all adult instructions in a timely manner.

Classroom Rules

1. Follow all teacher and adult directions in a timely manner.-Students will follow direction the first time they are given.

2. Follow through with all written or verbal academic and behavioral expectations.-Students will perform task as defined by teachers and other pertinent adults.

3. Speak appropriately to staff and peers

-Students will refrain from using profanity and threatening, abusive, racist, or bigoted comments to either his/her peers or pertinent adults.

4. Come to school prepared to learn-Students will have all the necessary learning tools (pencils, paper, notebook etc.) as well as the essential mental, emotional and social support to be a productive and engaged learner.

Consequence Descriptions

Alternative Instructional Day (AID) and Alternative Instructional Period (AIP)AID and AIP are assigned to students when students exhibit poor decision making and the resulting inappropriate behaviors. When students are sent to either of these settings they are expected to do the following:

1. Accept responsibility for their action(s) and the consequences.2. Write a restitution plan acceptable to the staff member who sent them to AID/AIP addressing specifically how

they will correct their actions and fix the situation. 3. Wait until the staff member who sent them to AID or AIP accepts or rejects their restitution plan. (Their plan

will be submitted to the appropriate staff member by the AID/AIP teacher.)4. Complete the work that will be assigned by the AID/AIP teacher.5. Returning to their regular schedule will not occur until the above assignments have been completed. Failure to

complete the above assignments may result in an Out of School Suspension.6. If it is necessary for the AID/AIP teacher to write up a student sent to their class for inappropriate behavior it

may result in an Out of School Suspension.

Restitution is the act of compensating someone for a loss, damage, insult, injury or returning something (including a situation – such as a positive learning environment) to its rightful owner.

Restitution #11. Write a complete description of the situation that led to you being out of class and write a formal apology to

the staff member who sent you to AID and any other involved persons. Describe how what you did affected other people.

Restitution #21. Write a complete description of the situation that led to you being sent to AID including all your actions and

what you said.2. Describe how you could have behaved in a more appropriate or positive manner. 3. Describe what specific actions you will take to correct the situation that resulted in you being sent to AID/AIP. 4. Identify any behaviors that are similar to the behaviors that brought you to the Millennium Program from your

home schools perspective.5. Submit your plan to the AID/AIP teacher in an appropriate manner with your signature and date.

Restitution #31. Write a detailed description of the situation that occurred and include every specific word said by you and other

people and include all actions by you and other people.2. Describe what you think led to you saying what you said or acting in the way you acted. If there are mitigating

circumstances (what makes the offense seem less serious or more excusable) describe them. 3. Include a description of what you think your parent(s) response or reaction to your actions would or will be.

4. In your opinion do you think your parent(s) or legal guardian approve of your decisions and behaviors? If not, then exactly how do you think they want you to act the next time a similar situation occurs?

5. Describe what specific actions you will take to correct the situation that resulted in you being sent to AID/AIP. 6. Submit your plan to the AID/AIP teacher in an appropriate manner with your signature and your parent’s

signature and date.

Failure to resolve challenges and difficulties that arise during your stay at Millennium could result in remaining on your current level or moving back to a lower level. It is important to demonstrate that you want to get back to a regular school setting by accepting responsibility for your actions and fixing situations that occur due to your actions.

Out of School Suspension (OSS) - A student suspended from school may not be on campus or attend any school activity on or off campus. All students who are returning from an out of school suspension will have to go through orientation (E1) as determined by the Director of Millennium.

DISCIPLINE PLAN

Offenses are placed in one of three categories: 1) minor, 2) serious, and 3) major.

THE FOLLOWING BEHAVIORS ARE CONSIDERED MINOR OFFENSES:

Food or drink outside of the cafeteria or designated eating areas Violation of dress code Public display of affection Not having a hall pass Littering or spitting, this includes water fountains and trash cans. Other offenses deemed by an administrator.

Minor Offense Consequences

1st Offense: 1 Lunch detention2nd Offense: 1-3 day of AID / multiple lunch detentions / OSS

THE FOLLOWING BEHAVIORS ARE CONSIDERED SERIOUS OFFENSES:

Disrespect for authority Habitual disruption of class Failure or refusal to obey reasonable requests in the classroom Leaving class without permission Any inappropriate social behavior Cheating/Plagiarism Other offenses deemed by an administrator.

Serious Offense Consequences

1ST Offense: 1 day AID2nd Offense: 3 days of AID/ OSS

THE FOLLOWING BEHAVIORS ARE CONSIDERED MAJOR OFFENSES:

Foul/abusive language Insubordination/incorrigible attitude Chronic serious offender Refusing to leave a classroom when directed by an adult Blatant disrespect Threat/intimidation/assault of a school employee or student Extortion/harassment/bullying Substantial disruption of school Horseplay/fighting Refusal to relinquish confiscated item to staff Damage, destruction or theft on school or private property Tobacco Sale, use, possession or distribution of drugs and/or alcohol ( Policy 5131.6) Odor of alcohol or marijuana on person Sexual harassment Unauthorized presence at school or school function during a suspension Possession of weapons or dangerous objects Arson Any act that shocks the social conscience Any act which is a felony in NC Other offenses deemed by an administrator.

Major Offense ConsequencesUnless noted otherwise, major offenses will result in suspension of up to 8 days as determined by the principal or assistant principal and will be referred to the school resource officer to determine appropriate criminal charges. For alcohol and drug offenses students will also adhere to the school’s district policy 5131.6 concerning alcohol and drug abuse. Recommendation for long term suspensions to expulsion will be made to the superintendent for approval.Fights: A student involved in a fight may be charged under NC Law 14-33. The law states any person who commits a simple assault or participates in a simple affray is guilty of a misdemeanor punishable by fine or imprisonment.

SEARCH and SEZIURE A student and his/her possessions are subject to search if we have reason to believe an issue of safety, legality, or other failure to follow school rules exists. It is also the policy of Millennium Academy to require each student to remove the contents of his/her pockets and /or pocketbook at the beginning of each school day. The purpose of the health and welfare inspection is to ensure that high quality development can be achieved in a safe environment.

WIRELESS COMMUNICATIONS POLICYExcept as permitted by this policy, no student shall use, display, transmit, or have in the “on” position on school property any wireless communication or electronic device, including but not limited to, cellular phones, paging devices, two-way radios, iPODs, or any similar device until after the conclusion of the instructional day. Students who violate this policy will have the item in question confiscated until the end of the school day as restitution. If the item causes a continued or serious disruption a parent or guardian may be asked to pick up the item at the school. If a student’s cell phone goes off during school activities then that cell phone may be searched by an administrator. Millennium is not responsible for lost, stolen and/or confiscated items.

HALL PASSES A student is not permitted in the halls during class unless a hall pass is signed by a staff member with the destination, date and time.

DRESS POLICY Basics:

White dress shirt with buttons going down the front with a collar that can support a tie.

Shirts should be button up to an appropriate school level. Adults will have final say in what is appropriate.

School appropriate ties for males.

Solid white T-Shirts underneath of shirts.

Free from any gang references

Black pants- no additional designs on the pants are allowed.

Black belt with simple buckle for males and females.

Shirt tails should be tucked in pants.

Pants must be worn at waist level (No sagging) – Adults will have the final say if pants are sagging.

Gym shorts, sweat pants or any similar clothing item are not allowed to be worn beneath pants.

Matching lace up shoes – no open toe shoes, no slide on shoes…

Any items that is too thin or shear in its appearance that will allow undergarments to be displayed is not allowed.

Outer wear is to remain in locker.

Additional dress policy instructions

1. Students should arrive and depart from school in their full uniform.2. Uniforms should be kept neat and clean. 3. Uniforms should not be kept in student’s lockers over night.4. No gang paraphernalia – this includes but is not limited to bandanas, headgear, belts, belt buckles, gloves and any

altercations to the standard uniform. 5. Students should not write on their uniforms.

This list will be constantly updated as needed.

EVOLUTIONS A student assigned to Millennium is expected to grow and develop skills in order to be successful in a traditional school environment. To assists with this process students are grouped into four (4) Evolutions with each one having specific goals, duties, responsibilities and privileges. Each Go equals 1 point.

Evolution 1 – Orientation /In-take Goals of Evolution 1 are to learn, follow and display an understanding of the rules and procedures of the

Millennium program. Students and parents are introduced to the Millennium program Students will have limited access to their peers and will follow a modified schedule which promotes extra time

to reading and understanding how to cope with negative situation and how to solve problems successfully.Objectives for E1 Go No Go

The student has arrived to school on time or with a valid excuse for 5 consecutive school days.Student has developed on paper behavior al goals.The student has been wearing the appropriate dress code in the appropriate manner for 5 consecutive days.The student has not received an office referral for 3 consecutive schooldays.The student has demonstrated what to do in a fire drill and what to do in a tornado drill.The student has completed the class work assigned in orientation. The student has not used profanity for 3 consecutive school days.The student has is consistently demonstrating that they know the 3 finger rule.The student has demonstrated

appropriate voice levelsThe student has demonstrated how to walk in the hallway consistently with out having to be reminded.The student has demonstrated how CHAMPs helps him/ her to control his/her behavior.The student has expressed a positive interest in being promoted.The student has kept up with his handbook.The orientation leader and the director agree that the student should be promoted. (2 points)Student needs 15 “Go’s” to be promoted. _________/15

Evolution 2 –Academic improvement Goals of Evolution 2 are that students understand that they can make choices that will allow them to be

effective in the classroom and that they gain skills that will help them academically. Students can order a traditional lunch. Continued influence on improving reading skills.

Objectives for E2 Go No GoThe student has arrived to school on time or with a valid excuse for 15 consecutive school days from promotion to E2.Student has made progress towards his behavioral goals.The student has been wearing the appropriate dress code in the appropriate manner for 15 consecutive school days from promotion to E2.The student has not received an office referral for 9 consecutive school days from promotion to E2.The student has demonstrated what to do in a fire drill and what to do in a tornado drill.The student has not used profanity for 9 consecutive school days from promotion to E2.The student has demonstrated that they know the 3 finger rule.The student has demonstrated that

Evolution 3- Consistency The Goals of Evolution 3 are that students are taking responsibility for their actions and are constantly making

better choices. Students will be given more responsibility for community service projects. Students will have a more traditional schedule

Objectives for E3 Go No GoThe student has arrived to school on time or with a valid excuse for 10 consecutive school days from promotion to E3The student has reached at least 75% of his behavioral goals.The student has been wearing the appropriate dress code in the appropriate manner for 20 consecutive school days from promotion to E3

Goals of Evolution 4 are that students make a successful transition back to their home school with limited to no disruptions to the home school environment.

Students start to study the rules of their home school. Students start to transition into their home school standard mode of dress on Fridays. Students start to receive assignments form their home school. Students are connected to activities at their home

school. Students transition to their home school with a transition plan Follow up communications and/or visits are performed.

Objectives for E4 Go No GoThe student received zero discipline referrals since being promoted. Student has helped others make good choices.Student has met his behavioral goals.The student has completed all transition activities as set up by the home school and the Millennium program. The director agrees that the student should be promoted.Student needs 5 “Go” s to be recommended back to his or her home school.

PARENT/GUARDIAN STATEMENT OF COMMITMENT AND UNDERSTANDING

Parental Involvement is an essential part of student’s success. So that my child will have the best possibility to be successful during his/her assignment to Millennium Academy, I agree:

1. I am the primary person in my child’s life and he or she is my responsibility.2. I will take action to help correct and improve my child’s decision making skills.3. I will encourage my child to focus on meeting his/her behavior, attendance, and academic goals as

conditions of returning to the home school.4. I will communicate to Millennium Academy staff by responding to progress reports, attending

conferences and support meetings with members of the Millennium Academy staff, and by always keeping the Millennium Academy up to date with my current contact information.

5. I will visit my student at the Millennium Academy at least 1 period within the first 20 days of enrollment.
