Two Mil LevyCapital Improvements Tax Election

Sources of Capital FundsThe Gadsden Board of Education has threesources of funding for capital improvements :1) General Obligation Bonds - Voters approved

$36,000,000 in the February 2010 bondelection. Proceeds are used for major build-ing and renovation projects.

2) Public Schools Capital Outlay Act - The dis-trict can apply to the state for matching fundsto construct, improve and renovate schoolfacilities. Priority for these funds is set byusing the statewide educational adequacystandards.3) Two Mil Capital Improvements Tax Levy -Currently in place. Re-approval of this taxlevy will keep this source of funding in placefor 6 years. These funds are used for main-taining the school facilities and providingequipment for the schools. The tax pro-duces over $1,300,000 per year. The Dis-trict receives matching funds of approxi-mately $2,300,000 as long as the mil levyhas been approved by the voters of the Dis-trict.

Shall the Board of Education of the Gadsden Inde-pendent School District No. 16, Counties of DonaAna and Otero, State of New Mexico, be authorizedto impose a property tax of $2.00 per each$1,000.00 of net taxable value of the property allo-cated to the District under the Property Tax Codefor the property tax years 2012, 2013, 2014, 2015,2016 and 2017, for the purpose of the followingcapital improvements in the District and the An-thony Charter School, located in the District: erect-ing, remodeling, making additions to, providingequipment for or furnishing public school buildings;purchasing or improving public school grounds;maintenance of public school buildings or publicschool grounds, including the purchasing or repair-ing of maintenance equipment, participating in thefacility information management system as requiredby the Public School Capital Outlay Act and includ-ing payments under contracts with regional educa-tion cooperatives for maintenance support servicesand expenditures for technical training and certifica-tion for maintenance and facilities managementpersonnel, but excluding salary expenses employ-ees of the District and the Anthony Charter School;purchasing activity vehicles for transporting stu-dents to extracurricular school activities; or pur-chasing computer software and hardware for stu-dent use in public school classrooms?

CAPITAL PROJECTS FUNDED BY THE 2MIL LEVY

The 2 mil levy and the state matching fundsin the past 5 years have provided over$6,000,000 in equipment for all schools inthe district including classroom equipment,library equipment, athletic equipment, bandequipment and school copiers. It has alsoprovided over $7,000,000 for continuedmaintenance of the District's school facili-ties.

aprobaron $36,000,000 en las elecciones debonos en febrero de 2010. Lo recaudado seutilize para grandes proyectos de construc-tion y renovaciOn.

2) Ley de desembolso de Capital de escuelaspt blicas - el distrito puede solicitar del estadofondos para construir, mejorar y renovar lasinstalaciones de la escuela. Prioridad pareestos fondos se establece mediante lasnormas de adecuacion de la educaciOn estate!.

3) Mejoramientos Capitales de escuela publics(2MIL) - corrlentemente en actualldad. Resta-blecimiento de la autorizaci6n de esta exacciOnfiscal mantendra esta fuente de financiacien enlugar por 6 anos. Estos fondos se utilizan para elmantenimiento de las instalaciones escolares ysuministro de equipo para as escuelas. El fiscalproduce man de $1,300,000 cada ano.
