    Last spring, students and teaching staffleft the campus of the University ofNorthwestern in St. Paul, Minn., with ademolished sports complex and heavyequipment running 12 hours a day dig-ging deep into the ground. When theyreturned in late August and in less thanfive months, what was then a deep cutwhere the original sports complex oncestood was transformed into new andupdated sports facilities.Named after a former football coach,

    Reynolds Field is now the home field forthe schools football, baseball, softballand tennis teams.Not changed but moved to the new gate

    into Reynolds Field is the schools symboland mascot, a 3 ft. (.9 m) golden hued stat-ue of an eagle anchored in a half ton ofrock and mortar.PCL Construction, based out of

    Denver, Colo., took on the $11 plus mil-lion project. The company specializes inheavy industrial and building projectsthroughout the United States, Canada andAustralia.

    Campus Sports ComplexBeats Rain to Finish Line

    Construction employers added 12,000 jobs inOctober and the sectors unemployment rate fell to 6.4percent, the lowest rate for October since 2006, accord-ing to an analysis released Nov. 7 by the AssociatedGeneral Contractors of America. Association officialssaid the construction employment gains, along with ris-ing wages and weekly hours, are consistent with surveyresults showing more firms having a hard time findingenough qualified workers to fill available positions.

    Construction employment totaled 6 million inOctober, the highest total since May 2009, with a 12-month gain of 231,000 jobs or 3.9 percent, KenSimonson, the association's chief economist, noted.Residential building and specialty trade contractors

    Illinois officials have announcedthe state will contribute an addi-tional $10 million for roadimprovements on an interstatebridge project. Democratic Gov. Pat Quinn and

    Democratic Rep. Cheri Bustos,both up for re-election shared the

    plan Oct. 30 in Moline. The moneywill cover engineering and con-struction expenses along the southcorridor of the new Interstate 74bridge. A project engineer with theIllinois Department ofTransportation said the south corri-dor extension will cost $20 million.

    Illinois and Iowa are sharing thecost of the $885 million bridge,which will include six lanes andaccommodate vehicles, bikes andpedestrians. The Quad-City Timesreported Illinois has already com-mitted $421 million throughout thenext seven years.

    Quinn said the project will createabout 5,000 construction jobs. Thebridge is expected to be completeby 2021.

    LINCOLN, Neb. (AP) The NebraskaDepartment of Roads has identified $10.2billion in projects that it said are needed overthe next 20 years, according to a reportreleased Nov. 10. Lawmakers were given the report during

    a joint legislative committee hearing toreview the states long-term roads fundingneeds. The estimates were presented in 2014 dol-

    lars. Accounting for inflation, thetotal 20-year cost is expected to riseto $14.6 billion. Nebraska has historically relied

    on gas-tax revenue, motor vehiclefees and federal dollars to pay forroads projects, said Randy Peters,director of the Department of Roads.Revenue from the state sources hasflat-lined in recent years as cars andtrucks became more fuel efficient,but the list of high-priority projectscontinued to grow. Nebraska, like most other states,

    reached the point where systempreservation, including bridges, con-sumed virtually all of our construc-tion funding, Peters said. Plannedmajor capital improvement projectslanguished year after year. About half of Nebraskas con-

    struction money comes from thefederal government. Peters said the statesability to complete the projects hinges oncongressional approval of a new federaltransportation bill, which was enacted in2012 and extended until May 2015. Peters said state roads directors from all

    50 states have stressed the need for federalfunding. Without the federal money, he said,Nebraska may have to delay some of itsplanned roads projects. We are very much unified in our support

    of Congress passing an increase in long-termhighway funding, he said. In recent years, the department also has

    received about $60 million annually throughthe Build Nebraska Act, a state law whichdiverts sales-tax revenue into roads projects. Sen. John Harms of Scottsbluff said many

    of the planned projects are important inwestern Nebraska, for both safety and eco-nomic development. Harms pointed to the planned develop-

    ment of the Heartland Expressway, which is

    expected to connect South Dakota andColorado through the Nebraska Panhandle.Harms said he was worried that moving tooslowly on the project could lead motorists toalternative routes that are planned inWyoming. That would be a phenomenal loss in rev-

    enue and growth for western Nebraska,Harms said. The Build Nebraska Act sets aside one-

    quarter of a cent out of the states 5.5-centsales tax for projects. The 2011 law departsfrom Nebraskas decades-old practice of

    using gas-tax revenue and motor vehicle feesto pay for roads. Peters said construction isunder way on the first wave of projects toreceive Build Nebraska Act funding. The department estimates that $6.6 billion

    is needed to restore cracked and otherwisedamaged pavement over two decades.Another $3.3 billion is needed to flatten,widen or straighten rural roads and bridges,and $285.6 million is needed for similarwork in urban areas, according to the report.In addition, the report calls for $179.6 mil-lion for construction on railroad crossings. Not factored into the report are the cost of

    routine highway maintenance, administra-tion and support services, and departmentbuildings. Funding needs were identified by depart-

    ment staff, the State Highway Commissionand the public.
