initiative to raise awareness about scams. If you
would like to get involved, please contact Trading

We know that scams are very common but the true
extent is not known.

Questions
Q: If you are ordering a product online, do
companies have a right to ask for your Date
Of Birth?
A: Yes. It is ok to answer this question as
long as you feel they are trustworthy. Also
many companies will promise to not pass
your details on.
Q: How do you get Call Guardian?
A) Most telephone companies offer a Call
Guardian service which manages incoming
calls and minimises the risk of nuisance
calls.
Q) What should you do if you don’t
recognise the number calling you?
A) If you have caller display, then you can
google the number and see if it has been
reported as belonging to a company who
are known to make nuisance phone calls. If
this is the case, you can block the number.

What we do:
• Identifies aspirations and skills and
advises on career planning (vocational
profile).
• Together look for opportunities to gain
skills for work in vocational projects,
work experience and voluntary options
(skills building and assessment).
• Supports customers during all parts of
the journey towards work and job
seeking, from creating a CV and
completing applications to interview
skills, travel training and work trials (job
seeking).
• Supports customers in the workplace to
learn the job roles with fading support
(job coaching).
• Ongoing support to both employee and
employer to ensure successful outcomes
for both (job matching and carving).
• KIT (Keep in Touch List) once in settled
work or volunteering to ensure
placements continue and are reviewed
(sustainability).

• Work with 500 people supported in jobs
and 400 active job seekers.
• Partner with over 13 schools and
colleges for work experience.
• Supported internships.
• Apprenticeships, trainees.
• Customer to colleague.

• Zero rejection.
• Matching, job carving.
• Job coaching, step down support.
• On going support to employee and
employer.

Working with Employers
• Disability confidence (replaced two ticks).
• Access to Work (not just about physical).
• Myths e.g. more time off sick.
• Diverse workforce.
Why it’s important
• Less than 1 in 5 people with a learning
disability work: 65% want to work.
• 46.3% of disabled people work compared to
76.2% of non-disabled people.
• New entrants to the labour market face a
prospect of unemployment that is between
double and four times the average,
depending on severity of their condition.
• Employment rates have been dropping for
adults with a learning disability.

How do you refer?
• Eligible for Adult Social Care (ASC).
• If a person is not eligible, they can self fund.
• Contact Surrey Choices for a referral form via
the ISS team.
• EmployAbility will arrange an initial meeting to
discuss moving forward.
• You will be allocated to an Employment
Support Specialist.
Questions
Q) How much does the service cost?
A) If you are receiving Adult Social Care, the
service is free. However for anyone else wishing
to access the service, a new pricing structure is
currently being agreed.
Q) What are the outcomes of your work?
A) EmployAbility have to provide feedback to
Surrey County Council and the National Autistic
Society.

Advocacy in Surrey
• Is free, confidential and totally
independent.
• Is provided by experienced, qualified
professionals.
• Provides advocacy alongside our partner
organisation Matrix.

Advocacy is taking action to help people say
what they want, secure their rights, represent
their interests and obtain services they need.
Advocates work in partnership with the people
they support and take their side.
Advocacy promotes social inclusion and
equality.

Advocacy Service
Who we can support
• People who have mental health issues or
dementia.
• People who have care and support needs.
• People with a learning disability or autism.
• People who are carers, including young
carers.
• People who have a long term condition
like HIV or Parkinson's.
• People who are receiving substance
misuse treatment.
Care Act Advocacy
Under the Care Act 2014, there is statutory
duty to provide independent advocacy.
This means that if you have substantial difficulty
understanding information and you have no one
else that you feel is independent enough to
support you, you are entitled to an advocate.

Advocacy Service
Carers
A Carer can be eligible for support in their own
right if:
• They have needs because of caring
responsibilities and would like an
assessment.
• And it would be difficult for that Carer to be
involved in that process without support.
The social worker doing the assessment
must make sure they get offered an
advocate.
Appropriate Support
• Paid people cannot undertake this role.
• It is not enough to know the person well or
to love them deeply.
• The appropriate person must agree to
offer their support.
• Must be able to offer the support (the
family member/friend may have a disability
themselves).
• Must be appropriate – no suspicion of
conflict or abuse.
• Must be able to help the person put
forward their own views/wishes and
disregard personal feelings.

Advocacy Service
Safeguarding
Under the Care Act, the Local Authority has a
statutory duty to arrange, where appropriate for
an independent advocate to represent and
support the adult who:
• Has needs for care and support.
• Is experiencing, or is at risk of abuse or
neglect.
• As a result of their care and support needs
is unable to protect themselves from either
the experience or risk of abuse or neglect.
Advocacy Role in Safeguarding
The advocate can assist the person to:
• Decide what outcomes/changes they
want.
• Understand behaviours and actions and
their impact.
• Access help and support to avoid
recurrence and recover.

Advocacy Service
Independent Mental Health Advocacy (IMHA)
Under the Mental Health Act 2007, ‘qualifying
patients’ have a statutory right to access an
IMHA.
Qualifying Patients are defined as:
• Those detained under Section
2,3,37,47,48,49.
• Those people subject to Section 7
Guardianship or Section 17A Community
Treatment Orders (CTO).
• An informal patient being considered for
section 57 treatment (psychosurgery).
• An informal patient aged under 18 and
being considered for section 58a treatment
(ECT).
Accessing the IMHA service
• Qualifying patients should be informed of
their right to an IMHA, and a referral.
facilitated by professionals involved in their
care.
• Responsible Clinicians, Approved Mental
Health Professional (AMHP) or Nearest
Relatives can refer qualifying patients to the
service.
• People can refer themselves.

Preventative Advocacy
In addition, there will some provision of
discretionary advocacy for people who meet the
following criteria:
People at risk, who require preventive support
and:
• Accessing secondary mental health services.
• Receiving substance misuse support.
• Living with HIV.
• Have care and support needs with difficulty
understanding and no other person around to
support.

Farewell
Doug Strachan said that he will be leaving
Surrey County Council in August and so this will
be his last meeting. Sally Dubery thanked him
on behalf of all the Mid-Surrey Valuing People
Group members for all his hard work.
