Work Performed Installation of new switchgear (UHA) completed. All punch list items have been addressed.
Formal training has not yet been rescheduled. Contractor has completed demobilization and
final site cleanup.

Syblon Reid performed the final work on the safety door and hatch, drilling and epoxy-setting an
eye-bolt into the concrete wall. This will be used to latch the hatch in the open position when
accessing the upper ladder.
The clamps securing the grating onto the platform frame had been ordered incorrectly (for 2-inch
deep grates). With the correct 1-inch clamps obtained, Syblon-Reid installed them on each of the
two grates, securely attaching them to the platform frames.
Wire Rope
Syblon-Reid completed the wire rope installation that was started November 30, 2017. The
existing bolts used to temporarily hold the new rope clamps on the drum were replaced with the
correctly sized, new bolts. The bolts were torqued to the manufacturer’s recommended 360 ft. lbs.
The rope drum was operated to tension the new cables and the gate was raised to its original full-
up position, releasing the tension on the temporary rigging which was then removed.
The mechanical counter was reset to 422.4 simultaneously with resetting the electronic counter to
422.1. CCAO’s operator then reinstalled the drive sprocket and belt that operates the upper and
lower limit switch component. The gate was then lowered to the bottom limit, and then cycled to
the upper limit.
The bonnet was reset over the rope drum, where workers re-bolted it into place.
Coatings
Mason Painting applied an epoxy coating to the maintenance pad eyes, including the welded
connection between the maintenance pad eyes and the control gate. Using a Bristol Blaster, he
prepared the bare steel surfaces on the maintenance pad eyes. He also performed two surface
profile tests and checked environmental conditions prior to applying coatings.
After a 24-hour cure of the epoxy coating, Mason Painting applied the UV Resistant Polyurethane
top coat to the new maintenance pad eyes. It took only a few minutes to hand-brush the coating
on each of the two new maintenance pad eyes. The material is very thin; and it was applied with
a wet thickness that will cure to a dry thickness of 2 mils or better.
Syblon Reid marked damaged galvanized surfaces in the galvanized ladders, cages, landings, and
railings. Mason Painting then prepared these surfaces for re-coating with sand paper and thinner.
A single coat of AllPro 11106 Cold Galvanizing was then spray-applied to prepared surfaces.

The substantial completion walk-through/inspection was conducted on December 12, 2017. Aside
from a small punch-list, CCAO and MPCO personnel agreed that the project was substantially
complete as of this day.
The project was inspected and transferred to the Central California Area Office for operation and
maintenance on December 14, 2017.
Miscellaneous Metals

Contractor completed demobilization offsite, removing project equipment/materials necessary to
complete field activities. The contractors’ main staging and auxiliary staging areas were
restored. The 330 ton Liebherr Crane was safely removed offsite. Environmental and
Hazardous Energy Control Programs were terminated with dam releases monitored. All contract
personnel returned CCAO security badges. An environmental assessment of the main staging
area was performed.
Stressing Installed Rock Bolts
The Contractor completed grouting of all rock bolts. The contractor successfully stressed all
rock bolts and completed the bolt disposition with grouted and bolted rock bolt caps.
Concrete Entrants
The contractor repaired concrete surfaces and voids.
Concrete strength testing successfully met contract requirements.

Work Performed The remaining concrete debris was removed from the site this month to a local recycling facility.
The Contractor completed placing and compacting fill on the slope where the concrete aggregate
processing structure was previously located. Quality assurance and quality control soil testing
confirmed adequate compaction on the slope. The Contractor tracked walked the entire

embankment prior to applying a coating of hydro-seed with fertilizer, mulch, and tackifier. The
entire embankment was then covered with a straw erosion control blankets with fiber rolls
installed on top of the blankets. Site restoration and installation of final BMPs was completed
this month. The Contractor began and completed demobilization this shift.

during the months of September through part of December.

Work Performed The contractor, Coleman Environmental Engineering, Inc. (CEE) continues to prepare the road
foundations for 4” minus gravel placement. A grader was used to strike off top layer of wet soil
and blading it back over onto the existing road after all material had a chance to dry. A CAT 563
vibratory steel wheel roller (VSWR) was utilized to proof roll the foundation prior to placing 4”
minus base. The roadway widths were prepared to receive gravel from the belly dump trucks for

4” minus base rock form the O’Connor pit. 22 belly dump trucks were utilized each day to
deliver gravels to each roadway section. 6” lifts were placed along the various roadways to
achieve the required gravel placement thicknesses. A CAT 140H grader was utilized to spread
the gravels to the required thicknesses. Grading was them followed by VSWR to compact and
proof roll each lift. CEE’s personnel were onsite performing work for 20 days during this
period.
Approximately 18,500 tons of 4” minus gravels were placed this month to complete the
construction of the seven following roadways: A Middle Dike Rd., Pump 10 East Rd., East Rd.,
and N. 13 Rd. Roads that remain to be completed for the 4” minus placement are Pump 10,
Pump 11 and N. 13. About 90 tons remain to be placed to complete the 4” minus placement for
all remaining roadways. Approximately 5000 tons of ¾” minus gravels were placed atop the 4”
minus material base gravels.
The monthly joint safety policy meeting was held during this period in addition to two weekly
safety meetings which were also held by the contractor.

DPC removed the bulkhead gate installed upstream of Marble Bluff Dam’s radial gate.
DPC with ASI completed the installation of new guardrails on the Marble Bluff Dam’s left
abutment and the installation of new guardrail gates. They also completed the application of

Pro-Cryl Universal primer and Pro Industrial Acrylic Topcoat to new guardrails and new
guardrail gates. DPC with ASI completed coating existing guardrails. They also completed the
installation of fence fabric to new and existing guardrails. They also completed applying
DynaTrol-I-XL-DS polyurethane sealant to the bottom of new and existing guardrail posts.
DPC with ASI completed surface preparation for radial gate hoist machinery and the application
of a topcoat of Pro-Industrial Acrylic Topcoat. DPC removed all pumps and equipment from the
entry channel and removed the cover plate installed on the downstream side of the entry
channel’s 24-inch drain pipe. DPC with ASI installed the fish lock brush assemblies. They also
removed both the containment and the scaffolding surrounding the fish lock elevator. DPC with
PEC installed the fish lock hoist. Reclamation operated the hoist with the attached fish lock
elevator through a few cycles without incident. DPC staged equipment no longer in use at
Marble Bluff Dam’s staging area west of the Fish Facility Building. PEC removed existing
panels DFBA and LFBP. They also removed motor starters for Marble Bluff Dam’s Dope Tank,
Turbine Pump, Auxiliary Turbine Pump and the Air Compressor. PEC installed new panels
DFBA and LFBP and motor starter panels for the Dope Tank, Turbine Pump, and Auxiliary
Turbine Pump to replace existing. They also installed a 15-kVA transformer panel between
panels DFBA and LFBP. They also installed new stainless-steel raceways and new ¾-inch rigid
conduit. PEC completed insulation resistance tests of wires between new panels and existing
equipment. They also confirmed the correct phase rotation for each of the existing motors fed
from new panels.

Work Performed Subcontractor Metrology Services was on site checking verticality and roundness of the stator
core. Using a FARO laser, the technician programed unit centerline coordinates from previously
established monuments beneath the core. Once programed the technician shot the core in 24

locations equally spaced around the circumference. One shot was taken at the top and bottom of
the core slots.
With acceptance of the roundness and verticality of the stator core the Voith crew began
installation of the armature winding, completing installation of all 432 bottom Roebel bars and
approximately 300 of 432 top bars prior to Christmas break. Each of the bars installed were
wrapped with conductive paper with a layer of conductive putty on the inside of the paper as it is
wrapped around each bar on three sides. The putty is applied with a grooved trowel. The bars
are inserting into their slots by hand and temporarily wedged in place until secured with lashing
to the surge rings on the upper and lower ends.
The crew was able to secure the bottom bars to the rings with epoxy saturated fiberglass cord as
they were tested and accepted and installed before the top bars were started.
During the early part of the month as fill in work, Voith crew members cleaned rotor fan
components with a mild household cleaner removing built-up oil and break dust.
The thrust bearing high pressure lift pump was mounted on the exterior of the unit air housing
and electrical conduits run from the pump’s starter to the Generator ‘A’ box.
A unilateral modification was issued to Voith in November for their rotor pole refurbishment
contractor to investigate obvious arc burns on the amortisseur windings. Representatives from
Voith engineering and the Bureau’s Denver Technical Service Center met at the refurbishment
facility (Delstar) in Montreal, Canada.
The result from dissecting the windings showed the through rods were loose and may have
contributed to the issue.
Unilateral direction was then issued in December for the facility to replace 30 top and 30 bottom
laminations on each of the 36 rotor poles and to peen the five rods connecting the top and bottom
shorting bars of the amortisseur winding.

Work Performed The following work took place at the North Battle Creek Feeder Diversion Dam (NBCFDD) site;
Subcontractor Syblon Reid (SRCO) finished installing the fish screens and associated parts
including the upper and lower channels for the louvers, the louvers, the upper and lower fish
screen support brackets, the fish screen panels and blanking plates at the fish screen structure.

All the connections between the dissimilar metals were isolated. Also at the fish screen
structure, the brush motor and counterweight assemblies were aligned, the electrical for the brush
cleaners was connected and the flashboards were installed in the guide vanes.
SRCO continued work under unilateral modification 006 and installed the transition step on the
downstream of the fish screen structure.
SRCO began demobilizing equipment from the NBCFDD project site. No work occurred at Eagle
Canyon during this reporting period.
