VCPD North Meeting Summary November 24, 2015 Location: The Source for Learning, Inc., Reston Present: Jaye (on phone), Kamna Seth (VAECE/SFL), Sue Mahmood (CCA-NVA), Kris Ganley (TTAC-GMU), Debi Stepien (NVCC), Lynn Wiley (TTAC- GMU), Pat Victorsons (VAECE), Barbara Havens (FCPS), Fahemeh Pirzadeh (NVAEYC), Ginny Holloway (NVAEYC/NVCC) Debi reported on the meeting for Upskilling VA’s Early Learning Workforce and the “Ideas for Action.” An electronic version of the Working Paper (as of July 13 th , 2015) is attached to these minutes. Continuing VCPD’s Collaboration Event Oct. 13 th at the Tuckahoe Library in Henrico Participants did a focus activity on goals for early childhood in VA. VCPD Institute for Higher Education Faculty ECSE faculty from two- and four-year colleges and universities met in Charlottesville. This VCPD event was funded through VDOE 619 grant funds. A total of 48 people attended, and there was a short waiting list for participation. On the first day, information was presented related to various state initiatives: early intervention, early childhood special education, the Virginia Preschool Initiative (VPI) and VPI+, Virginia Quality, and the Partnership for People with Disabilities paraprofessional initiative with community colleges. On the second day, Mary Louise Hemmeter, Vanderbilt University professor, shared information about the Division for Early Childhood (DEC) Recommended Practices (RPs) for enhancing services for young children with disabilities and their families. The goal was for IHE faculty to begin or continue to incorporate the revised (2014) DEC RPs into their course syllabi. There was good feedback from participants and they indicated that they would like to continue to come together as a group. VCPD has focused primarily on inservice professional development to date, and this Institute was a step toward moving into preservice personnel preparation. Participants will receive an online evaluation form/survey regarding next steps. Many participants expressed desire to meet more often. New Career Pathways for EC and Out-of-School Time Practitioners Pathways have been developed by DSS. It is based on moving up from foundational awareness of best practices to level 9. Practitioners will be awarded a Professional

Development Certificate (Level 1-9 designation) when they demonstrate proof of successful education and credentials through the IMPACT registry. (Please see attached handout.) Crosswalk is available on Smart Beginnings web site. VA Quality Kris Meyers shared the latest information on Virginia Quality 2.0. The website, VirginiaQuality.org, should be ready in early December with revised standards launching in early January. Virginia no longer uses stars. The new system has four standards and five levels that build on a foundation of health and safety. Head Start and VPI have cross-walked level requirements so will begin at Level 3. Child Care and Development Block Grant of 2014 Kathy Gillikin shared info and her PowerPoint. (Oct. 13th event) • Child care and development fund program reauthorized for the first time in 18 years • Statutory changes focused on strengthening child care for two generations;

increasing quality; increasing the number and percentage of low-income children in high quality settings

• Eligibility policies are more family-friendly • Requires procedures for enrollment of homeless children • All subsidy providers must have pre-service training on inclusion, social-emotional

development, oral health, 10 health/safety topics, plus CPR & First Aid • Annual inspections for unregulated subsidy providers • Established qualifications and training for licensing of inspectors • Standards for group size limits, appropriate child-to-provider ratios based on age of

children • Emergency preparedness planning • Consumer and provider education • Phase-in of policies and procedures over a 5-year period • Requires states to spend quality funds for activities that develop quality rating

systems, practices • Requires establishment of professional development and training • Policies regarding expulsions of children, education programs, developmental

screenings • State plan timeframe for 3 years (instead of 2) – justify what VA will do, how we will

do it, how VA will assess progress/programs • Input from multiple sources & groups • Final plan to federal office March 1, implementation begins June 1 • Seeking input

and perspectives on: o Provisions that are higher priority for VA – Why? o

Concepts or requirements that seem problematic – Why?

o Overall impression of new federal requirements – Why?

• Comments: need consumer education; brochure for new parents – basic questions on child care; state developing marketing campaign; developing micro-site; providers need information on resources available to them

• CCDBG Act says we need more accessibility for children with disabilities – need to provide professional development on children with autism, behavior

New IMPACT Registry (Please refer to attached handout.) • Innovative Model for Professional Advancement & Career Tracking (IMPACT) • Voluntary, free statewide tool to register and track providers • Goal is to bring recognition and professionalism • Audience is everyone – providers, TA providers, support staff, administrators • Track training/education of providers • Collect and manage data on workforce – provide report • Plan for PD based on needs • Resources to support career advancement • Provider must upload documents and information on training/education completed • They have everything in one place, organized into IMPACT portfolio • Can see plan for future training, career advancement, if interested (Career Pathways

matrix on site) • Provider can print out certificate on their level • Registry current status: starting Phase 1 pilot testing for practitioners; Official rollout

scheduled for early 2016; Phase 2 – trainers and TA providers will begin when trainer approval matrix/application is complete.

NVAEYC Event Held last Saturday at the Government Center,170 attended, very successful, productive event with 170 in attendance EC Partnership-PW will be doing spring event in April 16th at NVCC-Manassas Focus on life-long learning; something for everyone – last hour will be round table that will offer suggestions to take back Head Start conference starts 5th of April Children’s Mental Health event on 28th of April
