1. DEFINITIONS

BAMETI shall mean Bihar Agricultural Management & Extension Training Institute.

Bidder shall mean the firm who participates in the RFP and submits its Bid.

Bid/Proposal shall mean the Bid submitted by the Bidders in response to this RFP.

Bid Validity Period shall mean a period of not less than 365 days from the last date for submission of the Bid Proposal.

Project shall mean the supply of Pico Projector including the Hardware and software as per the design proposal submitted by the bidder in accordance with this document and as directed by BAMETI.

Successful Bidder The Bidder who inter alia meets the following requirementsa) Meets the Technical and Financial criteria;b) Whose Bid Proposal are acceptable to the evaluation committee of BAMETI

andc) Adheres / consents to adhere to all other conditions laid down in this

document.

2. BRIEF ABOUT BAMETI

BAMETI is a State level institution, which is autonomous with greater flexibility in structure and functioning and are responsible for organizing need based training programs for the project implementation functionaries of different line departments as well as the farming community. This can be achieved through linkages with other technical and management institutions in the State to support desired training input. ‘BAMETI’ has to function with the technical guidance of the National Institute of Agricultural Extension Management.

OBJECTIVES OF BAMETI

BAMETI proposed to be autonomous institution with greater flexibility in structural and operational aspects. Its Role is as follows.

1. To provide need based consultancy services to Agricultural Technology Management Agency (ATMA) in the areas like project planning, appraisal, implementation, etc.

2. Develop and promote appropriate and specific management tools for improving the effectiveness of agricultural extension services through better management of human and material resources.

3. Organize need based training program for middle level and grass root level agricultural extension functionaries.

4. Management, Communication, Participatory Methodologies etc. as a sequel to the feedback from training programs.

5. It should have close linkage with institutions like KVKs, ZRS, State Agricultural Universities, NGOs, Management Institutions MANAGE, to use appropriate faculty resource from these

institutions for training and consultancy services to ATMA functionaries, farmers and other clients.

6. To conduct studies on problems related to Agriculture Extension Management, Communication and information technology, agriculture product marketing, human resource development using participatory approaches.

3. BRIEF ABOUT THE PROJECT

Under the guidance of Government of India, BAMETI has planned to provide 2 Pico Projectors per Block to the field functionaries for disseminating best agriculture practices. These will be used by ATMA functionaries including BTMs & ATMs during their visit to villages.

The low cost films would focus on specific themes and preferably directed by farmers themselves so as to have greater acceptability among the audience. Video ned to be of broadcast quality but will have to be in High Definition Video formats such as .mp4, which can be easily played on laptops or projectors. These films will also be made available on the internet for display through e-Panchayats and Common Service Centres and also for direct use. This task of showing agriculture related films and success stories will be performed by the ATMs. Existing films in the DAC, ICAR, SAUs, States and Non-Government entities should also be used after dubbing in regional language.

Use of hand-held devices for on the spot data entry and subsequent updation through voice recognition has been pilot tested with the collaboration of IIT, Chennai. Farm level planning and farmer empowerment using these technologies are being attempted on a pilot basis in two districts in Tamil Nadu. About 1510 Hand Held devices will be procured after fixation of rate per unit. The quantity may be increased or decreased.

Focus will be given on rain-fed areas where farmers get hit by vagaries of weather frequently. These devices will also be used to provide instantaneous online and offline information to farmers from the Farmers’ Portal and other similar services.

Instructions for Online Bid Submission

1. The RFP document containing the project profile, invitation for qualification and criteria for evaluation may be obtained from the website: www.eproc.bihar.gov.in

3. Detailed N.I.T can be seen of website www.eproc.bihar.gov.in.

4. BAMETI will not be responsible, in case of any delay, due to any reason whatsoever, in receipt of Bid Documents by the Bidders.

5. The Owner reserves the right to reject any or all Bids or cancel/withdraw the Invitation for Bids (IFB) without assigning any reason whatsoever and in such case, no Bidder/ intending Bidder shall have any claim arising out of such action.

6. For participating in e-tendering process, the contractor shall have to get themselves registered to get used ID, Password and digital signature. This will enable them to access the website www.eproc.bihar.gov.in and download/participate in e-tender.

8. BAMETI, Patna intends to undertake a competitive bidding process in order to shortlist and qualify suitable Bidders, who shall be eligible for evaluation of their price bids towards selection of the successful bidder in terms of the RFP for award of the project.

9. The detail of the bidding process and summary of the scope of construction works for the project is included in the RFP document.

10. Any clarifications may be sought online through the tender site, through the contact details or during pre-bid meeting if any. Bidder should take into account the corrigendum if any published before submitting the bids online.

11. In the unlikely event of the server for www.eproc.bihar.gov.in being down for more than two consecutive hours (in the period from midnight to closing time for receipt of tenders) on the last date of receiving of bid, the last date of the same shall be extended by concerned authority only to the next working day till the last receiving time stipulated in the original NIT.

12. The bidders are requested to check their file size of uploaded documents at the time of submission & they should ensure that work file is uploaded. If they feel that the complete file is not uploaded then they should click on cancel & update the same

13. Before submission. The bidders should satisfy themselves of download ability/ visibility of the scanned & uploaded file by them.

14. The bidders must use MS Office- 2003 version. File size should be less than 5MB and should be in M.S. word, M.S. Excel, PDF and JPEG Formats.

15. No claim shall be entertained on account of disruption of internet service being used by bidders. Bidders are advised to upload their bids well in advance to avoid last hour’s technical snags.

16. In exceptional circumstances, the competent authority, BAMETI may solicit the Bidder’s consent to an extension of the period of validity.

17. Bids that are rejected during the bid opening process shall not be considered for further evaluation, irrespective of the circumstances.

18. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc. in the online standard formats given for respective tenders in e-Procurement website (www.eproc.bihar.gov.in) at the respective stage only. The bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria / technical bids and other certificate /documents in the e-Procurement website. The bidder shall sign on the supporting statements, documents, certificates, uploaded by him, owning responsibility for their correctness /authenticity.

19. Corrigendum/ Addendum, if any, will be published on the website itself.

20. Bidder should submit the Tender Fee/ EMD as per Clause of this RFP.

21. The bidder has to select the payment option as offline to pay the Tender FEE/ EMD as applicable and enter details of the instruments.

22. The details of the DD/any other accepted instrument, physically delivered, should tally with the details available in the scanned copy and the data entered during bid submission time, otherwise submitted bid shall not be acceptable or liable for rejection.

23. A bid processing fee of 1,180 (Non-Refundable) to be paid only through e-Payment modes i.e. Internet Payment Gateway (Master or Visa Card) /Internet Banking/NEFT or RTGS towards charges for online processing charges of Beltron.

5. Mandatory Terms & Conditions

INSTRUCTION TO BIDDERS & Terms & Conditions: - Bid Submission:-

A. Bid shall be submitted in TWO PARTS, viz. Technical Bid and Financial Bid separately. Technical bid comprising (i) EMD should be in form of DD or a Bank Guarantee in favour of SAMETI, Patna; (ii) technical details, compliances etc. as enumerated in the tender document. Financial Bid should be submitted in properly wax sealed covers indicating the Bid detail. Address of the firm submitting the tender and the officer to whom the tender is addressed, must appear distinctly on both the inner and outer sealed covers, indicating also on each envelop TECHNICAL BID/FINANCIAL BID as may be applicable. The technical bid and financial bid enclosed in bigger envelop and sealed with wax etc.

B. In the part relating to Technical Bid, the OEM/Bidder must provide the followings.

a. Authorization certificate from the Manufacturer, specific to this tender, addressed to The Director, BAMETI, Patna.

*Note – Any document other than this case specific authorization certificate from the manufacturer, is not accepted. Without case specific OEM MAF, the tender will be summarily rejected.

b. Details of the technical features of the offered equipment vis-à-vis tendered specification under OEM Compliance, to be submitted. Without duly sealed & signed OEM Compliance, the tender will be summarily rejected.

c. Bidder should be an ISO 9001, 14001 / 27001 certified company.

d. The bidders are required to enclose copy of GST Registration number

e. The Bidder should have three years experience in terms of sales and maintenance of Hand Held Devices (Mobility Products) in any Government / PSU department in India.

f. The Bidder must have supplied at least 5000 sets of Hand Held Devices (Mobility Products) with charger in last five F.Y. to any Central/ State Govt/PSUs.

g. Bidder to enclose Copy of PAN number & ITR for last three years.

h. Bidder must enclose copy of their Registration Certificate either under Shop & Establishment Act &/or under Companies Act &/or Under NSIC/SSI, as per applicable government rules.

The Bidder/s shall be required to submit a true copy of its Incorporation Certificate / Details of legal status, take over / merger/ acquisition / buy outs / name change etc., place of registration and principal place of business of the company or firm or partnership, etc.;

In case of Bidder intends to use qualification documents of any company that is its legitimate part by way of takeover / merger/ acquisition / buy outs / name change etc., the same should be documented and legally binding.

i. The Bidder should not been blacklisted from any Government / Semi Government / PSU or similar organization. Bidders to enclose an undertaking.

j. Bidder/Company should have his own service office and infrastructure in Bihar. In case, Bidder does not have this service infrastructure as on date of tender submission, then Bidder can submit an undertaking that within 15 days of award of order, they will raise their own service infrastructure. Outsourced service facilities not allowed.

k. The quoted Brand / OEM for Hand Held Devices, should have Service Facilities at all major cities in Bihar.

l. The quoted product must be BIS certified.

m. Net worth of the Bidder should be positive. Proof of the same to be attached.

n. The bidding company shall be a profit making company for last two years.

o. Bidding company should have been into existence for at least three years, in information technology business, selling of projection systems / IT Systems etc., as on date of bidding.

p. Bidder should enclose Proof of annual turnover (Audited Balance Sheet) of having average yearly turnover of Rupees Ten Crores in last three financial years (15-16, 16-17 & 17-18).

q. Warranty of the equipment shall be as mentioned in the bid format item wise. Undertaking by OEM is required along with the Bid. The warranty shall also comply to the service/warranty conditions as enumerated in the tendered specification sheet.

r. Earnest Money (EMD) of Rs 50,000.00 (Rs. Fifty Thousand Only) in the form of BG or Demand Draft only, in favour of SAMETI, Patna, or exemption certificate to be submitted.

s. OEM should have presence in India from last 5 years.t. OEM should have registered office in Biharu. The turnover of the manufacturer (OEM) should be minimum average of Rupees

ten thousand Cr. per annum during the last three financial years (All Supporting documents mentioned above to be attached).

v. Earnest Money Deposit of the successful bidder will be refunded on receipt of Performance Security Deposit from the bidder.

w. Bidder must quote for all items in each schedule. The L1 shall be evaluated on composite price of per set / per schedule, quantity as per requirement of the department. No partial compliance of any terms, specification, etc. permitted. Partial compliance and deviation of any terms and or condition will automatically lead to rejection.

C. In the part relating to Price Bid, the OEM/Bidder must provide the following:-

a. Quantity, basic price (against item-wise details of specifications of each of the offered items).

b. Prices of each of the optional accessories, as required by specifications and may be relevant for offered equipment, will have to be specifically stated in the quotation.

c. GST should be indicated separately, item wise. Price to be quoted inclusive of all taxes, in the given format.

d. Installation, warranty, delivery & commissioning charge (including GST), should be included in the basic rate of quoted items, if any. Delivery shall be F.O.R.

e. Freight & insurance charge should be included in the unit basic rate of quoted items, as mentioned in the Price bid, if any.

Other Instructions:-

I. Rates: Rates quoted should be on F.O.R. BAMETI Patna.

II. Validity: Quoted rates must valid for 365 days.

III. Delivery: Unless otherwise stated Delivery & Installation of goods will have to be within eight to ten weeks from the date of issue of the Purchase Order. All aspects of safe delivery shall be the exclusive responsibility of the OEM/Bidder. Any unjustified and unacceptable delay in delivery beyond the delivery schedule as per purchase order will render the Bidder/Manufacturer liable for liquidated damage at the rate of 0.25% (quater percent) per week, subject to maximum of 5% beyond which order will be cancelled, EMD forfeited besides recovery of LD.

IV. Late and delayed Tenders: Late and delayed tender will not be considered. In case any unscheduled holiday occurs on prescribed closing/opening date the next working day shall be the prescribed date of closing/opening.

V. Ground for Rejection of Tender: The tenders are liable to be rejected if any of the fore going conditions are not complied with and must be strictly as per this tender document. The tender should be complete in all respects and duly signed wherever required. Incomplete and unsigned offer will not be accepted.

VI. Payment Terms:- 100% Payment will be released immediately within fifteen days of receiving of materials & submission of the 2% PBG.

VII. GST: Shall be quoted inclusive.

VIII. Any loss or damage caused to the article in transit to the centralized delivery location is to be made good by the supplier free of cost within reasonable time.

IX. No escalation in respect of materials, labor, freight etc. will be allowed in any shape.

X. A declaration should also be furnished by the agency that they will supply the original product of the manufacturing company. In case of supply of duplicate product suitable legal action will be taken against the agency including forfeiture of EM/ Security Deposit.

XI. The rates should be quoted and legibly written both in words and Figures. In case of corrections, the same must be attested by the bidder with full signature; however no overwriting is permissible.

XII. In case of any discrepancy between words and figures, in financial bid, the rates in words shall be accepted as correct.

XIII. The bids shall be opened in the office of The Director, Agriculture, Vikas Bhawan,2nd Floor, Patna on the date and time given in the enquiry letter. The Bidders may send their authorized representative to attend the Bid opening, if they so desire. In the event of the bid opening date being declared holiday, the bids will be opened at the appointed time and place on the next working day.

XIV. The Bidder has to sign at all pages of the bidding document and do the page numbering.

XV. The technical bid will be given in T-1, T-2, T-3, T-4 and T-5 format where as Financial bid in F-1 format.

XVI. Financial bids will be opened when technical bids will be qualified.

By incorporating SDK into application below functionality could be achieved by department itself.(1) Ability to set device in Kiosk Mode. (2) Prevent factory reset on the devices (3) whitelist & blacklist desired App as desired by the department. *Department plans to integrate these SDKs in their application at a later stage to achieve functionality provided by Device Management platform. Note- Device should not be rooted to deliver this functionality, Application development to be taken care by Customer.
