October 10 , 2017 Policy Statement for Faculty Handbook on Appointing Faculty Representative to UW System

The Faculty Senate moved to approve the proposal as written and to make this section twelve under faculty senate in the Faculty Handbook.

The proposed addition to the Faculty Handbook:The faculty representative to UW System is appointed by the Faculty Senate for a term of three years with the possibility of reappointment to one or more consecutive terms. The faculty representative need not be a member of the Faculty Senate, but he/she must be able to regularly report to the Faculty Senate. Prior to the meeting at which the faculty representative is appointed, the Faculty Senate chair will solicit nominations from the general faculty and from the membership of the Faculty Senate.

Faculty Salary Review for 2017-19 Pay Plan/ Lapse FundsThe Faculty Senate moved to adopt the URSTPC recommendation in full. Then there was a motion to postpone the motion and for URSTPC to invite the chancellor and provost to the next URSTPC meeting.

URSTPC recommendation on 9/18/17 regarding lapse money:1. The college CCC’s should work with the Deans to determine how this money will be used.

URSTPC recommendations on 10/2/17 regarding 2018-2019 raise:1. Available funds should be distributed to all faculty members who have earned a merit rating or higher, with no distinction made between those with merit and those with high merit ratings.2. The 2016 evaluations (determined in Spring 2017) should be used.3. Anyone who did not submit a file for the 2016 evaluation should be ineligible for this raise.4. No other factors should be considered, only the merit determination.

November 28, 2017International Education Committee: “Repeat Study Abroad Policy” Document

The Faculty Senate moved to endorse the Repeat Study Abroad Policy.Repeat Study Abroad PolicyUW-Platteville students are permitted to study abroad more than once on any approved study abroad program. However, students may not earn more than 42 credits abroad or study abroad for more than three consecutive semesters.

Students who feel they have a unique situation and should be eligible to exceed these limits can submit an appeal to the International Programs Office. Please contact a UW-Platteville Education Abroad Advisor to learn more about the appeal process.

The award is for tenure track faculty with 2-5 years teaching experience at UW-Platteville and has an honorarium of $1,000. The criteria and process of the award will closely follow the faculty teaching award.” The motion carried. Applicant materials will include: Application form, 2-3 letters of support from campus colleagues qualified to comment on the candidates teaching. Reasons for the request:• There is a large number of requests from faculty each term to extend the deadline due to their scheduling of midterm exams. Moving to the 10th week would result in a firm deadline and no extensions. • The federal financial aid return to Title IV regulations. When a student drops/withdraws, the university needs to recalculate financial aid and return funds. This often creates a debt to the university instead of with the lenders. Extending to the 10th week would reduce the need for the university to return Title IV funding and reduce costs associated with collection of debt from students.

Fall Scheduling of the Learning Community for New Instructors The Faculty Senate moved to encourage department chairs not to schedule new faculty and 100% instructional academic staff to teach classes on Wednesdays at noon during their first year so that they can participate in the new instructor learning community and encourage new faculty to participate.

UW-Platteville Overload Payment PolicyThe Faculty Senate moved to approve the proposal and changes.The change recommended is to add, “except for exigent circumstances; overloads must be approved by the dean and provost.” to the following bullet point under overloads:

Department chairs: chairs report directly to the College Dean and meet the definition of exempt employees. These individuals are ineligible for overload payments.

Resolution from School of Business on Commencement CeremoniesThe Faculty Senate moved to adopt the resolution - At its March 14, 2018, meeting the School of Business passed the following resolution for the Faculty Senate’s consideration: Whereas… commencement recognizes and celebrates a major life milestone for undergraduate and graduate students; Whereas… parents and students associate the commencement ceremony with the completion of degree requirements; Whereas… the timing of the commencement ceremony confuses recognition of the accomplishment with the completion of degree requirements; Resolved, we propose that commencement should follow the completion of final exam week.

Resolution from Math Department on the UW System Math InitiativeThe Faculty Senate moved to approve the math initiative resolution as written – see attached.

Collaborative Integration and the Administration of Dual Credit CoursesThe Faculty Senate moved that dual credit courses should be under the purview of the provost's office, since departments are responsible for approval of high school faculty as instructors. Dual credit courses can also affect student financial aid; if a student fails a dual credit course, it counts against their eligibility for financial aid on campus, although the courses themselves do not qualify for financial aid.
