September 12 , 2017 Improvement of Learning Committee: Application Materials for Faculty Excellence in Teaching Award

The Faculty Senate moved to approve the recommendations presented. 1. Application form2. 2-3 letters of support from campus colleagues who recently reviewed candidate’s teaching material

and/or observed the candidate teaching3. A summary (no more than 3 pages) of student evaluations from courses in the last 3 years 4. A condensed (no more than 2 pages) curriculum vitae highlighting teaching-related publications,

presentations and awards 5. Reflective statement (no more than 2 pages) highlighting other award criteria not addressed in the

above materials

Faculty Senate AppointmentsThe Faculty Senate moved to suspend regular the rules and to allow the parliamentarian to participate fully in senate discussion.

The Faculty Senate moved to approve Andrew Cartmill for Assessment Oversight Committee, Leigh Monhardt to Campus Planning Commission, and Madelon Kohler-Busch to the University International Education Committee. Motion carried.

September 26, 2017Appointments and Elections Committee

The Faculty Senate Committee moved to recommend appointing Scott White to the Improvement of Learning Committee (ILC). Motion carried.

Academic Planning Council (APC)The Faculty Senate Committee moved to recommend that in order for the sub program to be eliminated, there should be a UUCC or Graduate Council process but no APC process. Motion carried unanimously.

Faculty Senate Appointments The Faculty Senate Committee moved that Terri Burns would serve from Faculty Senate for the fall semester and Staci Strobl would serve the spring semester. Motion carried.

October 10 , 2017 Policy Statement for Faculty Handbook on Appointing Faculty Representative to UW System

The Faculty Senate moved to approve the proposal as written and to make this section twelve under faculty senate in the Faculty Handbook.

The proposed addition to the Faculty Handbook:The faculty representative to UW System is appointed by the Faculty Senate for a term of three years with the possibility of reappointment to one or more consecutive terms. The faculty representative need not be a member of the Faculty Senate, but he/she must be able to regularly report to the Faculty Senate. Prior to the meeting at which the faculty representative is appointed, the Faculty Senate chair will solicit nominations from the general faculty and from the membership of the Faculty Senate.

Faculty Salary Review for 2017-19 Pay Plan/ Lapse FundsThe Faculty Senate moved to adopt the URSTPC recommendation in full. Then there was a motion to postpone the motion and for URSTPC to invite the chancellor and provost to the next URSTPC meeting.

URSTPC recommendation on 9/18/17 regarding lapse money:1. The college CCC’s should work with the Deans to determine how this money will be used.

URSTPC recommendations on 10/2/17 regarding 2018-2019 raise:1. Available funds should be distributed to all faculty members who have earned a merit rating or higher, with no distinction made between those with merit and those with high merit ratings.2. The 2016 evaluations (determined in Spring 2017) should be used.3. Anyone who did not submit a file for the 2016 evaluation should be ineligible for this raise.4. No other factors should be considered, only the merit determination.

November 14, 2017Appointment of Faculty Senate Representative to the Search Committee for the New Vice Chancellor of Strategy and Planning Position

The Faculty Senate moved to authorize the Faculty Senate Chair to appoint the first willing volunteer to the search committee for the new Vice Chancellor of Strategy and Planning position.

November 28, 2017International Education Committee: “Repeat Study Abroad Policy” Document

The Faculty Senate moved to endorse the Repeat Study Abroad Policy.Repeat Study Abroad PolicyUW-Platteville students are permitted to study abroad more than once on any approved study abroad program. However, students may not earn more than 42 credits abroad or study abroad for more than three consecutive semesters.

Students who feel they have a unique situation and should be eligible to exceed these limits can submit an appeal to the International Programs Office. Please contact a UW-Platteville Education Abroad Advisor to learn more about the appeal process.

Improvement of Learning Committee: New Award for Early Career FacultyThe Faculty Senate moved to endorse to endorse the new award for early career faculty.

(from the ILC's 10/17/17 meeting minutes): Award for Early Career Faculty - further discussionMOTION: It was moved by Fairchild, seconded by Frayer, that “UW-Platteville create one annual early career faculty award for teaching excellence. The award is for tenure track faculty with 2-5 years teaching experience at UW-Platteville and has an honorarium of $1,000. The criteria and process of the award will closely follow the faculty teaching award.” The motion carried. Applicant materials will include: Application form, 2-3 letters of support from campus colleagues qualified to comment on the candidates teaching. At least one letter must be from a colleague that has observed the candidates teaching, A condensed CV, not to exceed two pages, highlighting teaching-related publications, presentations and awards, A summary of all student evaluations from the past two years, A reflective statement, not to exceed two pages. Individuals new to teaching will have preference (opposed to new to UW-Platteville).

The Faculty Senate moved to recommend classes be cancelled at a date to be determined for the spring of 2019 Distinguished Lecturer.

Proposal for Change to Drop Date for Course WithdrawalThe Faculty Senate recommend that the drop date move from the 8th week to the 10th week.

Reasons for the request:• There is a large number of requests from faculty each term to extend the deadline due to their scheduling of midterm exams. Moving to the 10th week would result in a firm deadline and no extensions. • The federal financial aid return to Title IV regulations. When a student drops/withdraws, the university needs to recalculate financial aid and return funds. This often creates a debt to the university instead of with the lenders. Extending to the 10th week would reduce the need for the university to return Title IV funding and reduce costs associated with collection of debt from students.

The Faculty Senate moved to charge APC to report to faculty senate on the list of proposed new programs and their vetting by the end of the semester.

March 13, 2018Notice of Intent for a New Bachelor of Science in Soil and Environmental Plant Sciences

The Faculty Senate moved to approve the notice of intent.

New Emphases Areas for Existing Master of Science in Project ManagementThe Faculty Senate moved to approve the emphases, pending action by APC on March 14, 2018.

Student Learning Outcomes for General EducationThe Faculty Senate moved to approve the Student Learning Outcomes for General Education.

Fall Scheduling of the Learning Community for New Instructors The Faculty Senate moved to encourage department chairs not to schedule new faculty and 100% instructional academic staff to teach classes on Wednesdays at noon during their first year so that they can participate in the new instructor learning community and encourage new faculty to participate.

UW-Platteville Overload Payment PolicyThe Faculty Senate moved to approve the proposal and changes.The change recommended is to add, “except for exigent circumstances; overloads must be approved by the dean and provost.” to the following bullet point under overloads:

Department chairs: chairs report directly to the College Dean and meet the definition of exempt employees. These individuals are ineligible for overload payments.

The Faculty Senate moved to forward the recommendations to the provost’s office. It was noted that the recommended programs, once approved by the provost, would be researched and developed this summer but then would still need to go through the full approval process Fall 2018.

April 24, 2018Academic Planning Council: Name Change for Sustainable and Renewable Energy Systems Program

The Faculty Senate moved to approve the name change for the Sustainable and Renewable Energy Systems Program. They are changing the name from Sustainable and Renewable Energy Systems to Sustainability and Renewable Energy Systems.

Improvement of Learning Committee: Proposal for Revised Policy on University-Sanctioned Off-Campus Events and Field Trips

The Faculty Senate moved to recommend the Policy on University-Sanctioned Off-Campus Events and Field Trips, with the change of removing the words “off campus,” to the provost.

Review of Recommendations for Representation of Branch Campuses in UW-Platteville Faculty Governance and Review of UW-Platteville Faculty Bylaws

The Faculty Senate moved to approve part one and part two to add branch campuses to the bylaw/governance and for Appointments and Elections to invite the branch campus faculty to volunteer to serve on appointed committees and other bodies.

Resolution from School of Business on Commencement CeremoniesThe Faculty Senate moved to adopt the resolution - At its March 14, 2018, meeting the School of Business passed the following resolution for the Faculty Senate’s consideration: Whereas… commencement recognizes and celebrates a major life milestone for undergraduate and graduate students; Whereas… parents and students associate the commencement ceremony with the completion of degree requirements; Whereas… the timing of the commencement ceremony confuses recognition of the accomplishment with the completion of degree requirements; Resolved, we propose that commencement should follow the completion of final exam week.

Resolution from Math Department on the UW System Math InitiativeThe Faculty Senate moved to approve the math initiative resolution as written – see attached.

Collaborative Integration and the Administration of Dual Credit CoursesThe Faculty Senate moved that dual credit courses should be under the purview of the provost's office, since departments are responsible for approval of high school faculty as instructors. Dual credit courses can also affect student financial aid; if a student fails a dual credit course, it counts against their eligibility for financial aid on campus, although the courses themselves do not qualify for financial aid.

Election of Faculty Senate Officers for 2018-19The Faculty Senate moved to elect Chuck Cornett as the chair, Irfan Ul-Haq as the vice chair, and Regina Pauly as the secretary.
