The meeting was opened by Vice General Director of the National Institute of Standardization and Metrology of Moldova Adrian Onchanu who welcomed the participants of the meeting and wished successful work.

The floor was then taken by the Chairperson of the Technical Committee of COOMET “Thermometry and Thermal Physics” (TC 1.10), Deputy Director of FGUP “VNIIM named after D. I. Mendeleev” Prof. Anatoliy Pokhodun (Russia).

A. Pokhodun greeted the TC members who participated in the meeting. 2. Information on the activity of the Consultative Committee for ThermometryThe Chairperson of TC 1.10 “Thermometry and Thermal Physics”, Member of the

Consultative Committee for Thermometry (CCT) А. Pokhodun informed about the activity of CCT. He covered the following issues:

Redefinition of the unit of temperature based on the Boltzmann constantIt was expected that the redefinition of the four physical units – kilogram, kelvin,

ampere, and volt – would be adopted at the 24th General Conference of Weights and Measures (CGPM) in 2011.

The temperature unit is now determined based on the natural measure, water triple point cell with the relevant isotope composition. Taking the required corrections into account, the dispersion of the results of reproducing the water triple point temperature realized in different metrological laboratories is now of the order of 20 μK. It is expected that the refusal of the triple-point-of-water idea for realizing the temperature scale will make it possible to decrease the error in the ranges far from the triple point of water. It is proposed to define the temperature unit in terms of the Boltzmann constant.

The usual task in improving the International Temperature Scale is to bring it into conformity with the Thermodynamic Temperature Scale as much as possible. The followers of the redefinition idea are of the opinion that the modern technical development and the state of primary thermometry will make it possible to completely abandon conventional scales and begin reproducing the temperature unit with primary thermometers.

A Working Group (WG) under the direction of Dr J. Fischer (PTB, Germany) was established in CCT to solve the redefinition issues. A. Pokhodun became a member of this WG; his task is to make an analysis of the activities with regard to the measurement of the value of the Boltzmann constant in Russia as well as to inform the Russian scientific community about the essence of the temperature unit redefinition and its consequences.

As a result of the full-scale discussion in the scientific circles of the Russian Federation a list of problems and tasks related with the temperature unit redefinition was made. This list was part of the report A. Pokhodun submitted to the CCT WG. In particular, there are no sound requirements to the accuracy of approximation of the International Temperature Scale which is being improved to the Thermodynamic Temperature Scale. The redefinition of the unit also causes a number of problems with such fundamental constants as the Avogadro constant, Boltzmann constant and absolute gas constant which are connected in one equation.

After the discussion of the information submitted by the CCT WG it was decided to postpone the redefinition of the temperature unit till the 25th CGPM at the least. The redefinition of the temperature unit was discussed at the meeting of the Consultative Committee for Units (CCU) where a Resolution was made not to speed up the terms for the

redefinition of the temperature unit and to actively carry out research in this area. The International Committee for Weights and Measures also received a recommendation of CCU containing a similar suggestion to continue the research carried out in national Metrology Institutes for the purpose of redefining the temperature unit as well as to perform additional research into the values of fundamental constants. The relevance of this research is due to the accuracy of today’s measurements is not suitable for the redefinition of the unit.

“Mise en Pratique” is now being developed. This document is similar to “Supplementary Information” for the ITS-90, but has a wider content; it will contain recommendations for using primary thermometry and regulate the methods of approximation to the Thermodynamic Temperature Scale including the ITS-90 and PLTS-2000 which are expected to be valid in the transition period.

A. Pokhodun summed up that not rejecting the idea about the temperature unit redefinition most specialists had supported the decision to postpone the formal redefinition of the temperature unit for a period required for finalizing the relevant scientific and metrological research. He also mentioned that the quick transition to the unit redefinition would have a negative effect on most metrology institutes because few metrology laboratories now have the proper equipment and experience, and the investments both for the creation of new measurement standards based on the new definition and the professional development of the operators are incommensurable with the costs for the ITS-90 equipment. The redefinition will also result in the necessity to revise the SI because the temperature unit ceases to be basic and becomes derived. The redefinition will affect not only metrology but also educational processes including those in higher school where curricula will need to be revised.

Questions:In reply to the questions of Mr A. Bagirov and Mr G. Kytin on whether ITS-90 will be

changed A. Pokhodun said that then there were no alternative ITS-90 in the temperature range of minus 200 оС to the silver freezing point, and that there would not be such in the foreseeable future. It is expected that even if the redefinition of the temperature unit will come into force the International Temperature Scale will still exist for some period of time in the mentioned range because the scale has a very good reproducibility in this range. A. Pokhodun also gave the characteristics of a NIST thermometer the use of which as primary device for realizing the scale in the range below minus 200 оС seems to be rather disputable to him as well as the possibility to redefine the Boltzmann constant using noise thermometer.

As to pyrometry, the redefinition will result in the rejection of the Planck equation as a fundamental equation in the realization of the high temperature scale. An absolute radiometer can be used as primary thermometer. However it is technically difficult to create a setup with vacuum volume at the temperatures above 1000 оС, as it was mentioned before it requires considerable financing. A. Pokhodun thinks that the routine use of this equipment is inexpedient because it requires considerable power inputs, man-hour and time. In the opinion of A. Pokhodun it is promising to use metal-carbon as eutectic fixed points for the practical realization of the scale including the range above 2000 оС because the reproducibility of the temperature when using the same crucible with such an alloy is of a better level than for a temperature lamp which is mainly used in the range up to 2000 оС. It is expected that the realization of the temperatures of eutectic points and their subsequent interpolation will give higher accuracy of scale formation because the accumulation of errors in the scale realization in this case is removed due to light flux doubling. This trend is being actively developed in the world metrology, in EURAMET projects, in CCT activity, one of the evidences of which is publications in TEMPMEKO international conference proceedings. VNIIM and VNIIOFI

took part in IMERA devoted to the reproducibility of fixed points based on eutectics. Within this project an attempt was made to measure the thermodynamic temperature using an absolute radiometer delivered from Great Britain; however no results have been received yet.

A. Pokhodun mentioned that during the improvement of the ITS-90 eutectics would probably be introduced as secondary fixed points, though there is a possibility to also introduce them to the scale as primary temperature points. Generally speaking there are both followers and opponents to the modernization of the ITS-90. The opponents are of the position of not to change the scale because, first of all, the existing scale can be well reproduced in subranges which is supported by comparisons, its specifications satisfy the industry needs for several years ahead, and, secondly, the revision of the scale will entail large financial expenses relating to the revision and modification of all relevant normative and technical documents. Those who support the change of the scale give such arguments as the need to introduce corrections into the nominal static characteristics of working measuring instruments, replacement of the mercury point in the low temperature area, interpolation of the characteristic of a platinum resistance thermometer in the range above the aluminum point where American specialists suggest returning to thermocouples. There are no reliable experimental data now which would make it possible to easily and shortly modernize the ITS-90. A. Pokhodun mentioned once again that the priorities of the metrological research were redefinition of the unit and refinement of the Boltzmann constant, and eutectic alloy temperature measurement in pyrometry.

Main results of the meeting of WG8 of the Consultative Committee for Thermometry

Arrangement of further key comparisons10 years have passed since the moment of carrying out comparisons in thermometry

(KC1, KC2, and KC3) (KC3 covered the temperature range from the argon point to the aluminum freezing point) which is a regulated period for further confirmation of CMC declared as a result of these comparisons. The Chairperson of WG8 G. Strouse (NIST, USA) has already submitted the protocol of further key comparisons to the Consultative Committee. The author of the technical protocol of the comparisons has taken account of difficulties in carrying out the previous comparisons where three crossing loops were organized because of the large number of participants; due to this problems appeared when determining the reference value. According to the proposed procedure each participant of the comparisons should submit two thermometers to NIST (the pilot laboratory) where the graduation of these thermometers will be compared in the fixed points from argon to the freezing point of zinc. Quotas have been assigned on the participation of regional organizations in these comparisons: the number of COOMET countries has been reduced from 2 to 1 (VNIIM); 1 participant from African NMI (AFRIMEТS); 2 participants from SIM (Canada and Mexico) excluding NIST; as a result of discussions the number of participants from EURAMET has been increased from 3 to 4 (NMIs of Great Britain, Germany, France, and Italy); 3 institutes from АРМР. The comparison protocol will have been approved by the end of November; thermometers from participating NMIs will have been delivered to NIST by 31 January 2011 and returned from NIST by 31 August 2011; after that the participating laboratories will repeat the calibration of these thermometers. It is expected that Draft A will have been prepared by 31 January 2012.

A. Pokhodun proposed carrying out the COOMET comparisons according to a similar scheme after the materials of the key comparisons have been published. He emphasized that the countries should identify their wish to participate in such comparisons in advance and

prepare themselves so that the number of participants remains stable during the comparisons already started and the comparisons are carried out in an optimal space of time.

Development and improvement of CMC review proceduresA. Pokhodun informed that the process of steady improvement of CMC review

procedures is possible thanks to the regulation proposed by WG8 according to which developed and revised procedures are posted in the discussion forum of the International Bureau of Weights and Measures. In this way all interested participants can leave their comments and suggestions as to the procedures discussed. Procedures for working thermometers and pyrometry are being discussed now. COOMET experts should follow the latest versions of these procedures when carrying out the review of documents relating to the measurement capabilities of NMIs in temperature and other thermophysical quantities in COOMET.

Review results for CMC submitted to WG8 for approvalAccording to the Review Protocols the decision to admit CMC to KCDB can

sometimes (if the declared accuracy is not very high) be made by the regional organization, however the final decision is made at the meeting of CCT WG8 where the results of measurement capabilities review are considered.

CООМЕТ has finished Project 417/UA-a/08 on bilateral (Ukraine and Russia) supplementary comparisons of national measurement standards of temperature in the fixed points of gallium melting and indium, tin and zinc freezing. Draft B report of this project is published at the BIPM website. The СМС of Ukraine are now posted in the discussion forum of BIPM where representatives of 5 regional organizations have a chance to participate in the CMC review for 2 months. After that the CMC will be reviewed by CCT WG8. If the submitted CMC are approved the WG Chairperson sends a letter to the Secretariat of the Consultative Committee, and the CMC are reviewed by regional organizations. It was noted that the preparation of CMC by Ukraine was delayed for no good reason so they were submitted the discussion forum after the meeting of CCT WG8 held in May 2010. The next meeting of the WG will be held not earlier than in spring 2011, therefore one cannot say anything about the exact time when the CMC of Ukraine will be approved and published in the KCDB.

At the meeting of CCT WG8 (Paris, May 2010) a number of CMC of EURAMET NMIs and CMC of Belarus were reviewed. A positive decision was made. The attention of the regional experts was drawn to the need to study CMC submitted for intraregional review more thoroughly because in order to avoid remarks at the meeting of the CCT WG. Belarus now has 27 published СМС.

ResolutionTo take note of the information on the activity of the Consultative committee for

Thermometry and CCT WG8.

3. Discussion of progress in the implementation of COOMET projects in thermometry and thermal physics

Project 387/UA-a/07 “Regional Comparison of National Measurement Standards for Temperature Units in Fixed Points of Silver, Gold and Copper Freezing”

Speaker: R. SergiyenkoWithin Project 387/UA-а/07 “Regional Comparison of National Measurement

Standards for Temperature Units in Fixed Points of Silver, Gold and Copper Freezing” regional bilateral comparisons of the national measurement standards for the temperature unit in non-contact thermometry maintained in Ukraine (Kharkov, NSC “Institute of

Metrology”) and the Russian Federation (Saint-Petersburg, VNIIM) were carried out. At the moment of registration and approval of the project the primary measurement

standard at NSC “Institute of Metrology” contained only a crucible with copper. In 2007-2010 this standard was not completed with crucibles of other fixed metals for technical reasons therefore the comparisons within COMET Project 387/UA-a/07 actually turned into the comparison of the primary measurement standards in the copper fixed point only.

For objective reasons stated in Draft A the transfer standard was replaced twice; vacuum temperature lamp SI 10-300 No. 5 examined and provided by VNIIM was finally chosen as transfer standard. The comparison procedure stated in the technical protocol approved by the participants was to realize freezing plateau of copper on the primary standards with further calibration of the transfer standard in this fixed point.

At the moment the results of measurements carried out by the participants were processed by the Project Coordinator (NSC “Institute of Metrology”) according to COOMET Recommendation R/GM/19:2008. In accordance with this recommendation the supplementary comparison reference value, expanded uncertainty of the reference value and the consistency criteria of the declared uncertainties was calculated. The obtained comparison results were presented, and based on the prepared Draft A it was concluded that the results were compatible and that the participants of the comparisons confirmed the declared uncertainties.

In the process of discussing the comparison results А. Pokhodun informed about the proposal of VNIIM to prolong Project 387/UA-а/07 and divide it into two phases. Both the participants have already performed the first phase – comparison of the measurement standards using a temperature lamp as transfer standard. It was suggested to perform the second phase through direct comparison of graphite crucibles with fixed metals which are part of the primary measurement standards of the participants. On the one hand, this procedure will make it possible to increase the number of declared CMC, and, on the other hand, to identify the sources of increase in the Type A component which in the uncertainty budget of NSC “Institute of Metrology” five times exceeds the similar quantity given in the uncertainty budget of VNIIM.

The representatives of Slovakia expressed their wish to participate in this COOMET project. Since the primary measurement standard of the Slovak Institute of Metrology (SMU) contains only a fixed point of gold, VNIIM can be a partner of SMU in the comparisons in this fixed point.

Resolution1. To add phase 2 to Project 387/UA-а/07; according to this phase comparisons of

graphite crucibles with fixed metals should be made. 2. The Project Coordinator should revise the technical protocol and determine the

terms for phase 2. 3. SMU (Slovakia) should consider a possibility to participate in the project and

submit its proposals to the Project Coordinator by 1 January 2011.

Project 417/UA-а/08 “Supplementary Regional Comparisons of National Measurement Standards for Temperature Units in Fixed Points of Gallium Melting, Indium, Tin and Zinc Freezing”

Speaker: A. PokhodunThe progress of Project 417/UA-a/08 (coordinator of comparisons: VNIIM) was

described in detail above, in the section devoted to the review results of the CMC submitted to WG-8 for approval. The project was completed and the CMCs of Ukraine (NSC “Institute

of Metrology”) were posted on the discussion forum of BIPM.

Project 395/BY-a/07 “Regional Comparisons of National Measurement Standards of the triple point of water for temperature measurements”

Speaker: P. Krivonos (BelGIM)BelGIM (coordinator of comparisons) has finished the research into the ampoules of

the participants of the comparisons. At present the NMIs of Slovakia, Azerbaijan and Kazakhstan expressed their wish to participate in the project.

ResolutionThe Project Coordinator should correct the terms of the activities and the technical

protocol taking the existing circumstances into account.

Project 228/UA-а/01 “Comparison of National Measurement Standards for Unit of Combustion Energy”

The report on this project was prepared by the Project Coordinator E. Korchagina (VNIIM)

Speaker: A. PokhodunWithin COOMET Project 228/UA-а/01 and in the period of 2008 to 2010 international

comparisons of national measurement standards of combustion energy were carried out using samples of benzoic acid. Four metrological centres participated in the comparisons: FGUP “VNIIM named after D.I Mendeleev” (Russia), NSC “Institute of Metrology” (Ukraine), Chemical Metrology Analytical Science Division, National Institute of Metrology (NIM, China), and BRML-National Institute of Metrology (BRML, Romania). Samples of K-3 high purity benzoic acid certified against the measurement standard of VNIIM and Chinese benzoic acid certified against the measurement standard of NIM (China) were used in the comparisons.

The following conclusions can be made based on the comparison results:1. The results of all the participants of the comparisons are compatible. The

comparison results are independent of each other; correlation is absent.2. The participants of the comparisons confirmed the declared uncertainties.The results of the comparisons were reported by the working group for thermophysical

measurement WG9 (Paris) at the meeting of CCT. A presentation and an article have been prepared to be made at the symposium on reference materials RM 2010 to be held in Beijing on 26-29 October 2010.

А. Pokhodun informed about the actions taken by him as the Chairperson of TC 1.10 and the Head of COOMET Secretariat (NSC “Institute of Metrology”, Kharkov) to make the comparisons within this project key comparisons under the aegis of CCT. Since these actions were not a success, A. Pokhodun thinks it is appropriate to launch a similar (new) project for key comparisons of CCT.

ResolutionTo consider Project 228/UA-a/01 to be completed. To recommend to the Project

Coordinator to submit the form of Completed COOMET Project 228/UA-а/01 to COOMET Secretariat by 1 January 2011.

Project 486/RU/10 “Regional Comparisons of Copper Cells for Contact Thermometry”

Speaker: A. PokhodunThe project was proposed by VNIIM (coordinator) and is under approval now. The

participants of the project are VNIIM (Russia), KazInMetr (Kazakhstan), NSC “Institute of Metrology” (Ukraine), SMU (Slovakia). The coordinator has developed a technical protocol of the comparisons. It is proposed to carry out comparisons of copper cells used for calibration and verification of thermocouples of precious alloys (thermocouples of S, B, and R types), as well as thermocouples of pure precious metals (platinum-palladium thermocouples) within the project. High temperature platinum thermometers or platinum-palladium thermocouples are expected to be used for the comparisons.

ResolutionTo recommend to the Project Coordinator to send an agreed project form for

COOMET Project “Regional Comparisons of Copper Cells for Contact Thermometry” to COOMET Secretariat by 1 January 2011.

Project 487/RU/10 “Regional Comparisons of S Type Thermocouples in Temperature Range of 300 to 1100 оС”

Speaker: A. PokhodunThe project was proposed by VNIIM (coordinator) and is under approval now. The

participants of the project are VNIIM (Russia), KazInMetr (Kazakhstan), NSC “Institute of Metrology” (Ukraine). It is proposed to carry out comparisons of S type thermocouples in the temperature range of 300 to 1100 оС using cells with zinc, aluminum and copper for calibration. The Project Coordinator has developed a technical protocol of the comparisons.

ResolutionTo recommend to the Project Coordinator to send an agreed project form for

COOMET Project “Regional Comparisons of S Type Thermocouples in Temperature Range of 300 to 1100 оС” to COOMET Secretariat by 1 January 2011.

Project 488/RU/10 “Regional Comparisons of National Measurement Standards of Combustion Energy Using Samples of Gas Mixes”

The report on this project was prepared by the Project Coordinator E. Korchagina (VNIIM).

Speaker: A. PokhodunThe project was proposed by VNIIM. The information on the proposed comparisons in

gas calorimetry was given at the meeting of WG9 (5 May 2010, Paris). Now the list of participants is being formed. As A. Pokhodun mentioned, it is necessary to agree the participation of Ukrainian metrological centres in this project with NSC “Institute of Metrology” and COOMET Secretariat, in particular the possibility for DP “Ukrmetrteststandart” (Kyiv, Ukraine) with a gas calorimeter laboratory to participate.

Project 489/RU/10 “Regional Comparisons of National Measurement Standards for Combustion Energy Using Samples of High Purity Graphite”

The report on this project was prepared by the Project Coordinator E. Korchagina (VNIIM).

Speaker: A. PokhodunWithin this project proposed by VNIIM the consent of three participants was received:

FGUP “VNIIM named after D. I. Mendeleev” (Russia), NSC “Institute of Metrology” (Ukraine), Chemical Metrology Analytical Science Division, National Institute of Metrology (NIM, China). A sample for the comparisons was been prepared. This is a high purity graphite made of graphite ЕС-22 electrodes (TU 1915-005-11250473-99) by powdering, bolting and drying. An analytic probe was obtained which is powder with grains no more than 0.1 mm in size. The initial probe was packed into sealed cans; the samples were transferred to the participants of the comparisons (China, Ukraine). The pilot laboratory (VNIIM) developed a procedure for graphite combustion, performed experiments that confirm the stability of the material, and evaluated the impact of humidity on the results of measuring the specific combustion energy. A technical protocol of the comparisons was prepared and distributed among the participants.

ResolutionTo recommend to the Project Coordinator to send an agreed project form for

COOMET Project “Regional Comparisons of National Measurement Standards for Combustion Energy Using Samples of High Purity Graphite” to COOMET Secretariat by 1 January 2011.

Project 495/RU-а/10 “Pilot Comparisons on Thermal Conductivity in Range of 0.03 to 0.05 W/(m·K) in Temperature Range of 10 to 40 оС”

Speaker: B. Mukhamedzhanov (KazInMetr)The participants of the agreed project are KazInMetr and VNIIM (pilot). The

developed technical protocol of the comparisons was approved in July 2010. Samples for carrying out the comparisons were prepared in August 2010; the measurement in VNIIM and KazInMetr were carried out in September 2010; measurements were repeated in VNIIM in October 2010. Preliminary results of the comparisons are now available: the final results are under approval. The temperature range was enlarged during the process of comparisons; the measurements were performed at 0 оС, 10 оС, 25 оС, and 40 оС. The actions with the sample of thermal conductivity in KazInMetr were performed in accordance with a special procedure in order to decrease the random component of the measurement error. B. Mukhamedzhanov made a presentation of the obtained comparison results. The precision of the results obtained by both the participants is within 1 %. The Draft B is planned to have been finalized by the end of 2010. The results of the comparisons will be presented at “Temperature 2011” Conference (April 2011, Saint-Petersburg) and the Conference for Thermophysical Measurements to be held in 2011 in Canada.

A. Pokhodun mentioned that the results of these comparisons should also be reported at the meeting of the appropriate CCT WG.

Project 504/RU/10 “Regional Comparisons of National Measurement Standards for Unit of Temperature in Triple Point of Mercury”

Speaker: G. KytinThe project is under approval. Equipment is now being prepared for carrying out the

comparisons. It is proposed to carry out the comparisons of the national measurement standards in contact thermometry in the triple point of mercury using standard stick platinum resistance thermometers.

A. Pokhodun emphasized that Slovakia had proposed carrying out the comparisons in the point of argon; therefore it seems appropriate to enlarge the comparison range from the point of argon to the triple point of water, to perform preparatory work at NMIs in 2011, to develop and approve a technical protocol, and to carry out regional key comparisons in the range from the point of argon to the triple point of water after the CCT key comparisons mentioned before and beginning from the point of argon are finished in late 2011.

Resolution1. To recommend to enlarge the comparison range within project 504/RU/10 from

the point of argon to the triple point of water. To recommend to the Coordinator to make changes in the name of the project when approving the project and the developed technical protocol.

2. NMIs of COOMET member countries should consider a possibility to participate in the comparisons and send an application form to the coordinator by 30 June 2011.

3. The participants of the comparisons should prepare the corresponding equipment for the comparisons in 2011.

4. The experimental work for the comparisons should be started after the CCT key comparisons are finished.

4. New proposed projectsA. Pokhodun made a proposal to initiate a new COOMET project for holding the All-

Russian and COOMET member countries conference for thermometry issues “TEMPERATURE 2011” on 19-21 April 2011 in Saint-Petersburg. The purpose of the conference is to discuss the fundamental, applied and scientific and industrial aspects of the development and application of instruments for temperature and thermophysical quantities. A. Pokhodun emphasized that the peculiarity of this conference is that it specifically concerns metrology and associated problems in thermophysical measurements unlike other thermophysical conferences held under the aegis of the Russian Academy of Science.

The participants of the meeting received the informational material and invitations to take part in the conference.

Resolution1. To support the initiative of VNIIM and to include the project on holding the All-

Russian and COOMET member countries conference for thermometry issues “TEMPERATURE 2011” to the COOMET plan for 2011.

2. The expected Project Coordinator (VNIIM) should send the proposed project form to COOMET Secretariat by 1 January 2011.

Speaker: A. PokhodunThe working group for humidity measurement was organized in TC 1.10 in 2010. Olga

Podmurnaya (FGUP “VNIIFTRI” Eastern-Siberian Subsidiary) is the head of this working group. The members of the working group are V. Gergalov (“BelGIM”, Belarus), A. Melnikov (DP “Ukrmetrteststandart”, Ukraine), K. Bordianu (INSM, Moldova), A. Kaliyeva (RGP “KazInMetr”, Kazakhstan).

The activities performed in 2010 are described below. To exchange information on the characteristics and capabilities of primary measurement

standards for humidity and to make proposals as to regional comparisons of gas humidity measurements a questionnaire form “Proposals of COOMET NMIs as to regional comparisons of national standards for gas humidity measurements” was sent to COOMET NMIs by the head of the working group. Representatives of BelGIM (Belarus), DP “Ukrmetrteststandart” (Ukraine), VNIIFTRI (Russia) discussed the perspectives in carrying out regional comparisons of national standards for gas humidity. An agreement was reached about the carrying out of the regional comparisons after the improvement of the national humidity measurement standards of Ukraine and Russia is finished.

A representative from a Russian NMI participated in the meetings concerning the ССТ-K8 Comparison of realizations of local scales of dew-point temperature of humid gas held within ССТ-2010 and ТЕМРМЕKО&ISHM-2010.

Interstate standard GOST 8.547-2009 “SST. State Verification Scheme for gas humidity measuring instruments” was created within the process of developing and harmonizing the normative documents for humidity measurements and hygrometry. The normative documents of Russia for gas humidity measurements were sent to BelGIM and Ukrmetrteststandart.

According to the Resolution taken at the meeting of COOMET TC 1.10 (on 14 October 2009) and concerning the review of COOMET documents on NMIs’ measurement capabilities in temperature and other thermophysical quantities an expert group for gas humidity was established. The members of this group are N. Khayrova (BelGIM, Belarus), O. Podmurnaya (VNIIFTRI ESS), T. Savina (NISM, Kyrgyzstan), A. Melnikov (Ukrmetrteststandart, Ukraine), K. Bordianu (INSM, Moldova), A. Kaliyeva (KazInMetr, Kazakhstan).

Within the cooperation with CCT WG6 at the meeting of WG6 O. Podmurnaya informed of the establishment of a working group for humidity measurement in COOMET TC 1.10. She also informed of the perspective in carrying out comparisons of primary measurement standards within COOMET following ССТ-K6 where VNIIFTRI participated for humidity value – temperature of dew/frost-point in the range of minus 50 оС to 20 оС.

It is proposed to initiate a COOMET project “Regional Comparisons of Gas Humidity Measurement Standards. Dew/Frost-Point Temperature from Minus 50 оС to 20 оС” in 2011. It is planned to prepare proposals for RMG 75-2004 within the development and harmonization of normative documents for humidity measurements and hygrometry.

Resolution1. To take note of the information on the activity of the working group of TC 1.10 for

humidity measurement. 2. To recommend to COOMET NMIs to consider a possibility to participate in

“Regional Comparisons of Gas Humidity Measurement Standards. Dew/Frost-Point Temperature from Minus 50 оС to 20 оС” with the preliminary starting date in June 2011 and to send their proposals to the Project Coordinator by 1 February 2011.

3. The expected Project Coordinator (VNIIFTRI ESS) should send the proposed COOMET project form to COOMET Secretariat by 1 March 2011.

6. Organization of COOMET review of documents related with the measurement capabilities of National Metrology Institutes in temperature and other thermophysical quantities

Speakers: A. Pokhodun, R SergiyenkoIn order to carry out intra-regional review of documents related with the measurement

capabilities of NMIs in temperature and other thermophysical quantities, to control the quality of this review and based on the resolution of TC 1.10 meeting held on 14 October 2009 groups of experts were established for this area of measurement in TC 1.10. Two experts groups – for temperature measurement and for humidity measurement – were established based on the official proposals from NMIs of COOMET member countries.

The members of the humidity expert group as of 18 October 2010 are N. Khayrova (BelGIM, Belarus), O. Podmurnaya (VNIIFTRI ESS), T. Savina (NISM, Kyrgyzstan), A. Melnikov (Ukrmetrteststandart, Ukraine), K. Bordianu (INSM, Moldova), A. Kaliyeva (KazInMetr, Kazakhstan).

The members of the temperature expert group as of 18 October 2010 are T. Dikun (BelGIM, Belarus), M. Denisova (CSM of MED of Kyrgyzstan), E. Ivanova (NSC “Institute of Metrology”, Ukraine), K. Bordianu (INSM, Moldova), B. Mukhamedzhanov (KazInMetr, Kazakhstan), A. Ivanova (VNIIM named after D. I. Mendeleev, Russia).

In reply to the questions of the participants of the meeting A. Pokhodun explained the procedure for intra-regional review. The basic documents in CMC review are Review Protocols developed by ССТ WG8. Some time ago the lack of such protocols for some thermometer type results in the impossibility for VNIIFTRI CMC to be submitted and approved. Some protocols are being under finalization. The submitted CMC should be accompanied by a statement confirming that the NMI has a recognized quality system.

A. Pokhodun also emphasized that in the event there are no review protocols for some measuring instruments members of the TC can initiate and develop the required review protocols as they see them.

Resolution1. The participants of the meeting, TC 1.10 members (Azerbaijan, Germany, Russia,

Slovakia) should inform the TC 1.10 Secretary, by 15 December 2010, of the experts who will join the humidity and temperature expert groups.

2. Intra-regional review should be performed in accordance with the documents of ССТ WG8.

3. After finalizing the Review Protocols by WG8 the TC 1.10 Chairperson should send these protocols to TC 1.10 experts.

7. Development of draft procedures for inter-regional CMC reviewSpeaker: A. PokhodunThe development of the review protocol for measurement capabilities of instruments

when calibrating thermocouples of precious alloys by wire method is still in progress. This issue was discussed at the previous meeting of TC 1.10 (14 October 2009) where the coordinating functions were proposed to NSC “Institute of Metrology” (E. Ivanova). It was expected that a COOMET project would be launched. However the issue has not been solved yet; A. Pokhodun proposed that all interested parties consider a possibility to participate in the development of such a protocol.

8. Discussion of COOMET Recommendation “Procedure for Creation, Review and Publication, at COOMET website, of Calibration and Measurement Services of Metrological Laboratories (Centres) of Partner Countries”

The draft recommendation was developed by TC 4 “Information and Training”; Chairperson of the Joint Committee for Measurement Standards S. Korostin is one of the authors of this draft.

Speaker: A. Pokhodun The draft recommendation was developed within Project 404/RU-a/07 “Development

of Procedure for Presenting on COOMET website Calibration and Measurement Capabilities (CMC) of Metrological Centres (Laboratories) Not to Be Published on BIPM website”. It is the opinion of the authors that not only calibration capabilities but also measurement procedures and capabilities for specific measurements can be presented on the COOMET data base.

When discussing the recommendation A. Pokhodun drew an analogy with the CMC approval procedure to KCDB. Though there is some similarity in the two procedures the question remains open who will recognize CMS presented in the COOMET data base. СМС in KCDB are recognized by signatories of the CIPM MRA based on the established procedure related with international comparisons of primary measurement standards. A. Pokhodun emphasized that the criteria for CMS recognition and the description of parameters to be presented in the data base given in the recommendation were not clear. The volume of work that will become under the responsibility of the TC and CMS experts according to the recommendation was also mentioned.

Representatives of Slovakia mentioned that the proposed document duplicated the activity of special bodies performing accreditation of calibration laboratories in accordance with the rules established in each country. Therefore there will be duplication in the activity of the regional organization and the activity of these accreditation bodies.

The representative from Ukraine emphasized the following:- according to item 3.3 of the recommendation the KCDB is actually duplicated;- the list of documents to be submitted by a calibration laboratory (centre) for review by

a national metrological centre according to items 3.1 and 3.2 is rather large. There are more than 25 territorial bodies of Gosstandart in Ukraine; industrial enterprises and especially in the metal industry have calibration laboratories; besides there are calibration laboratories outside manufacturing companies. If all calibration laboratories (centres) mentioned above submit their data for review to NMI (and the data is subject to periodic review) a question arises who will perform the review at NMI and how it will be performed;

- this COOMET data base will to some extent duplicate the data bases of the relevant organizations (ministries, departments) responsible for accreditation (certification, authorization) of calibration laboratories (metrological centres) in a country. It is the opinion of R. Sergiyenko that the question to which extent this information is available for consumers in each country becomes important. The positive aspect in this recommendation is that the information will be open and available for any user. Therefore it is appropriate to initiate a COOMET project for monitoring the availability of information on calibration and measurement capabilities of calibration laboratories (metrological centres) in COOMET countries.

9. Current state of measurement capabilities of National Metrology Institutes of COOMET presented in the KCDB

Speaker: A. PokhodunAs it was already mentioned there is information on 27 CMCs of Belarus in the

KCDB. After Project 417 was completed CMCs of Ukraine were submitted for discussion. In the near future after the completion of the corresponding comparisons Moldova will

be ready to submit its CMC. On finishing Project 395 it will be possible to form CMCs of participating NMIs on

calibration of thermometers in subranges. A. Pokhodun attracted attention to the possibility to submit CMC with a reference to

primary measurement standards of other countries the equivalence of which is already established and CMC are in the KCDB.

9.1. Consideration of the report on comparisons (COOMET Project 310/UA-a/04) of national measurement standards of Ukraine and Russia for unit of solids specific heat

The comparison report was prepared by the coordinator NSC “Institute of Metrology” (Ukraine, Kharkov) together with the specialists of FGUP “UNIIM” (Russia, Ekaterinburg).

Speaker: A. PokhodunThe participants of COOMET Project 310/UA-a/04 “Comparisons of Measurement

Standards for unit of solids specific heat” were NSC “Institute of Metrology” and FGUP “UNIIM”. The measurements were mainly performed in one temperature point which is common for the temperature ranges of primary measurement standards of the participants of the comparisons. The comparisons were carried out using synthetic corundum. As a result of the project a report was prepared. The case in point is to register these comparisons as key and form the CMC of the participants properly. The problem is that key comparisons in thermophysical measurements are organized by CCT WG9. The project should have been registered in the KCDB; the technical protocol of comparisons should have been approved by CCT WG7. The final report should have been reviewed by WG7 and WG8. Since all these procedures were not performed the status of these comparisons cannot be changed into CCT key comparisons. The performed comparisons can be regarded as pilot bilateral comparisons. It is appropriate to publish the results of the comparisons in a scientific and technical edition, for example in the Measurement Technique; the report on the pilot comparisons should be sent to CCT.

A. Pokhodun emphasized that this is not the only example of such a situation. The comparisons on thermal conductivity with 4 regional organizations (COOMET, SIM, APMP and EURAMET) unlike in project 310 could not become key comparisons although the formal aspects were observed. The similar situation is in COOMET Project 228 which was

mentioned before.

Resolution1. To take note of the information about completed COOMET Project 310/UA-a/04. 2. To recommend to the participants of the project to publish the information and the

comparison results in a scientific edition. 3. To recommend to the participants of the comparisons to send the materials of the

comparisons to CCT, WG9 with a suggestion to arrange similar key comparisons under the aegis of CCT for an extended number of participants.

10. Miscellaneous 10.1. R. Sergiyenko from Ukraine informed about VII International Scientific and

Technical Conference “Metrology and Measurement Technique” held in Kharkov on 12-14 October 2010. In particular she informed about the papers in the field of thermal imaging measurements. R. Sergiyenko made a presentation “Trends in Development and Improvement of Non-Contact Thermometry Measurement Standard Base of NSC “Institute of Metrology”.

10.2. А. Pokhodun spoke about the metrological assurance of thermal imaging instruments in Russia. According to their functions thermal imaging instruments, in the opinion of A. Pokhodun, can be divided into detecting and measuring. The latter are measuring instruments; they have certain metrological characteristics and require the relevant metrological assurance.

10.3. As to the minutes of the meeting of the Technical Committee a Resolution was made that it should be prepared by TC 1.10 Secretary by 18 November 2010; after that it will be distributed among the participants of the meeting for approval.

11. Time and venue of the next TC 1.10 meetingThe representative of Belarus suggested holding the next meeting in autumn 2011 in

Minsk, BelGIM.
